INTRODUCTION

1 . The College is embarking on a 3 - day Study Tour to selected strategic establishments as part of the Course programme for Blocks 3 and 4 of NDC Course 27. The Tour will include visits to strategic installations in Niger, Enugu, Anambra, Kogi and Kaduna from 25 - 28 Nov 18. Participants have been syndicated into 5 teams, with each team comprising 2 syndicates and their organic syndicate DS and some Faculty members. Each team will be led by an academic director.

2. The aim of the Administrative and Movement Instructions is to provide guidelines for the conduct of the Study Tour of Strategic Installations by NDC Course 27.

INSTALLATIONS TO BE VISITED

3. The installations to be visited are as follows:

a. Mainstream Energy Solutions Limited (kanji Hydropower Dam).

b. National Institute for Freshwater Fisheries Research New Bussa, Niger State.

c. Innoson Technology and Industrial Company Ltd, Enugu.

d. Juhel Nig Ltd (Pharmaceutical), Enugu (Awka Factory).

e. Geolis Cables Ltd, Onitsha Anambra State.

STAFF AND PARTICIPANTS TAKING PART

4. Five teams, other than the Comdt and Dy Comdt's teams will be taking part in the Tour. The list and groupings of staff and participants taking part in the visit is at Annex A. The teams' syndication is as follows:

a. Syndicates 5 and 9 (Team 1) Kaduna.

b. Syndicates 7 and 10 (Team 2) Kogi.

c. Syndicates 2 and 4 (Team 3) Niger.

d. Syndicates 1 and 8 (Team 4) Enugu.

e. Syndicates 3 and 6 (Team 5) Anambra.

The team leaders specified in Annex A are to take charge of their teams and act as College spokesmen.

TRANSPORTATION AND SECURITY

5. The Tour will be conducted entirely by road. All teams will depart Abuja for their respective locations on 25 Nov 18 and return on 28 Nov 18. The DOL is to detail buses, staff cars, drivers and mechanics for the movement of the teams. The DOA is to ensure that each bus has 2 x armed escorts for security throughout the Tour. The DOA is to further ensure that arrangements are made for all the escorts to be at the embusing point by Sun 25 Nov 18.

6. The Movement Instructions as issued by the DOL is hereby enclosed for compliance by all taking part.

SOUVENIRS

7. The College will provide Plaques and other souvenir items to be presented during the visit. The welfare officers of the teams are to collect the items from the Office of the 0 Coord on Fri 23 Nov 18 by 1000hrs.

FIREARMS

8. Possession of any type of firearm during the visit is prohibited. Only the escorts and orderlies will be armed.

DISCIPLINE

9. A high standard of good conduct/discipline is to be observed throughout the visit. The College will not accept any excuses for breach of discipline and standing orders. .

DRESS

10. The College dress code is to be observed throughout the duration of the Tour. It is essential that sufficient dresses be taken along for the Tour including formal dresses for official functions.

IDENTITY CARDS AND NAME TAGS

11 . Each individual embarking on the visit is to be in possession of his/her Service 10 Card and bear the College name tag throughout the visit.

MEDICAL

12. The CMO is to ensure that First Aid Boxes are provided and issued to the medical personnel attached to each team. Any medical problem should be reported to the team leader while serious ones should be referred to the nearest hospital.

ACCOMMODATION

13. Accommodation arrangements are to be made by the Liaison Officers of each te-am in appropriate hotels. All team members will pay for their accommodation, drinks, telephone calls, laundry and tobacco. Team Leaders are to liaise with the Coord Dept and the DFA if cash deposits are required for the reservation of rooms at the various hotels booked. No bill is to be left unsettled. Team Leaders are to ensure compliance to avoid tarnishing the good name and reputation of the College.

FINANCE

14. The DFA is to pay DTA to all those listed in Annex A, at the College approved rates.

VISIT REPORT AND LETTERS OF APPRECIATION

15. On return from the visit, each team leader is expected to submit an Administrative Report to the DICT. The Report should cover the general overview of the visit including experience on administrative arrangements such as accommodation and transport. Syndicates are to also submit 7 bound and soft copies of their Tour report to the DICT on 3 Dec 18 by 0800hrs. Team Leaders are also to hand in the draft letters of appreciation in respect of locations visited to the DICT not later than 6 Dec 18.

PRESENTATION OF TOUR REPORT

16. Presentation of the Tour Report will take place on Man 3 and Tue 4 Dec 18 at the Abacha Hall from 0800-1400hrs each day. The detailed programme will be issued by DICT.

CONCLUSION

19. The visit to strategic establishments by members of NDC Course 27 is an important event of the Course. The best in terms of individual and collective performance is required for the visit. A very high standard of discipline is therefore expected from all participants. Participants and officials are to comply with these instructions and as may be directed by the Team Leaders.

20. The Comdt wishes all participants a very rewarding and successful tour.
