Being a senior member of the Central Executive Committee of PPP he enjoys the reputation

of having worked for decades with Shaheed Mohtrama Benazir Bhutto assisting her as

political advisor besides assisting here in various political meetings both abroad and at

home. Rehman Malik has attended all political parties of SAARC meeting in Bangkok,

Thailand in 2004, chaired by Shaheed Mohtrama Benazir Bhutto as PPP chairperson, and has

represented PPP on behalf of Shaheed Mohtrama Benazir Bhutto in various political seminars

and head of states world wide, besides being a visiting lecturer in National Defence

University, Islamabad. While in UK since 1998, he ran a number of companies in the field of

security, food, oil and telecommunication business. He established and successfully operated

a Security consultancy firm in UK namely SHAFFAF LIMITED, duly registered in UK, to

provide consultancy in the field of security, anti-terrorism, Aviation security, bank

frauds,money laundering and assets tracing worldwide which attained international

recognition. He also provided consultancy to number of multinational companies, banks and

financial institutions for due diligence and security related matters and advised them on

criminal matters which has further enhanced his experience in the field of security at the

international level, besides appearing in a number of TV shows and independent programmes

as an expert on war on terror after 9/11 and assumed advisory role for various institutions on

the security matters. He started his civil service career in 1973 and worked in various

capacities in Bureau of Emigration, Government of Pakistan, where he was responsible to

implement Emigration Ordinance 1979 and Rules there under, which helped give good

exposure to effectively implement and enforce the relevant laws and rules at various levels.

He was posted as In charge of FIA/Interpol & Deputy Director/FIA in 1987 and for dealing

with white collar crimes and their monitoring worldwide and interaction with worldwide

police establishments and intelligence agencies , while later on he was also posted as Deputy

Secretary in Ministry of Interior in 1989 where he held the post of Chairman/Secretary of

Key Points of entire Pakistan for one year. Later he was posted as Director FIA Headquarters

& Principal Staff Officer to the DG/FIA in 1989 as well as Director/Coordination in FIA with

the Prime Minister office. In this capacity, he dealt with the inquiries/criminal cases under

Official Secret Act, drugs and Narcotics laws etc and made number of visits abroad for the

purpose. He was also posted as Director/Head of FIA Frontier province/FATA & Northern

Areas in 1992 where he remained posted for one year. During this period, underwent NIPA

course and acted as Chairman of his Group. While posted as Head of FIA Frontier province,

he busted numerous gangs involved in counterfeiting of Pakistani 1000 Bill notes and US

Super Dollar Note (perfect forgery of US dollars) by risking the life. In recognition of his

professional and fearless services and investigation of cases of international ramifications, the

Government of Pakistan awarded and decorated him with Sitara-e-Shujaat Gallantry in 1995

In 1993, he was posted as Director FIA, Immigration & Anti-Smuggling at FIA Headquarters

and earned international recognitions for curbing illegal emigration from Pakistan to Europe

and USA, having the distinction of computerizing the immigration data. In1995, he was

elevated to the post of Additional Director General of FIA in with responsibility for

administration and monitoring of the working of Immigration & Anti Smuggling and White

Collar crimes, and was also responsible for Anti-Terrorism operations in Pakistan. All the

operations are now a matter of public record. He also officiated as Director General/FIA. He

also has Arrests of a number of Afro-Arab militants from Pakistan including Abdul

Rehman Khaddar etc., to his credits and took legal action. Operations under his command

were conducted which resulted in the arrest of Yousuf Ramzi and other terrorists like

Khalid Sheikh, Zahid Al-Sheikh and Aymen Zawahari being identified. His investigative and

operational achievements have been reported in various national and international journals. A

book on his anti-terrorism operations and interrogation stories was written under the name of

The New Jackals by Mr. Simon Reeve. A post 9/11Hollywood film under the name of Path to

9/11 (available on internet) based on his investigative work was televised both in USA and

by BBC, UK, in which famous Hollywood actor Mr. Art Malik played his role in the film.

There are number of international media reports highlighting his work in the field of anti-

terrorism and money-laundering which are available on the internet , while internet based

search engines display round 1.43 million internet results on him. His anti- money laundering

operations are reported in various international publications, and his investigative work has

become leading model in LEAs institutions. He has Investigated a number of money

laundering related cases against the senior bureaucrats and politicians. BBC produced a

documentary under the title of Pak Lane to Ilford for a famous programme called Corruption

based on his investigation report. Panorama programme of BBC has also done programme on

his expertise. He also had the honor to represent Pakistan either as head of the delegation or a

member of the delegation at various international forums, and also represented Pakistan in

SAARC Meeting of Experts on the implementation of the SAARC Regional Convention on

SUPPRESSION OF TERRORISM, Colombo, Sri-Lanka in 1990. He has also earned a

Fellowship in the field of INTERNATIONAL MIGRATION from University of Philippines

in 1998 under ILO-UNO Programme, while being President of DM Digital World TV

Limited UK, gained rich experience in the media and telecommunication (resigned since the

elevation as Advisor/Minister for Interior). He gained 26 years of mid-management and high

management in law enforcement and additional exposure of 9 years in the same field and

security matters enriched him with vast experience of security and anti-terrorism, anti money-

laundering both local and at international level. His expertise in the field is based on his 35

years of rich experience. He was elected as Senator unopposed from Sindh Province.

02. PRESENT STATUS:

 Member of the Senate of Pakistan, and the current Interior Minister of Pakistan under

the Prime Minister Yousuf Raza Gilani administration. He was upgraded to latter position

from Adviser to the Prime Minister on Interior Affairs and Narcotics Control after he was

elected in the Senate of Pakistan. He took the oath as the federal minister on 27 April 2009.

Rehman Malik is the current Adviser to the Prime Minister Yousaf Raza Gillani on Interior

Affairs and Narcotics Control since 27 March 2008 He was Founder President of DM Digital

Network with head office at Manchester, UK but he resigned after his appointment as

Advisor/Minister to the Prime Minister for Interior. He has one only Brother Mr. Khalid

Malik who is a successful businessman. In absence of Interior Minister in the Gillani cabinet,

Rehman Malik is the effective Interior Minister of Pakistan.  he oversees the functions

of FIA, Immigration & Passports, NADRA, Pakistan Rangers, Frontier Constabulary,

Frontier Corps, Islamabad Police, National Police Bureau, National Police Academy,

Pakistan Coast Guards, National Crisis Management Cell and other civil armed forces. In

2007 three alleged case of corruption against Malik were dropped under the amnesty of

the National Reconciliation Ordinance

03. FEDERAL INVESTIGATION AGENCY CAREER:Malik was born in Dalowali, in Sialkot. He began his career as an immigration officer and protector of immigrants in the Rawalpindi office. He became the top man in the Federal Investigation Agency (FIA) in the mid 1990s. During 26 years of active service as an officer of FIA, he held the post of Additional Director General and headed various regional offices of the department such as Crime Zone Peshawar, Immigration, Interpol and National Security Cell. He was associated with anti-terrorism and anti-money launching operations of the FIA which earned him recognition by the international law enforcement community. He was bestowed with Sitara-e-Shujaat in 1995.

Benazir Bhutto appointed Malik as the additional director-general of the FIA which then launched a secret war against the Islamist elements in Pakistan, which amounted to a direct attack on the Inter-Services Intelligence (ISI). The Pakistani military was equally dismayed by reports of FIA contacts with the Israeli secret service, the Mossad, to investigate Islamist terrorists. The FIA leadership under Bhutto also angered Taliban supporters within the establishment, because they allowed the extradition of Ramzi Yousef to the US for trial on the 1993 World Trade Center bombing.

One of the first acts of President Leghari after dismissing Benazir Bhutto on 5 November 1996 was to imprison Ghulam Asghar, head of the FIA, on non specified corruption charges, and Malik, Additional Director General of FIA, was also arrested.

04. REMOVAL FROM FIA AND EXILE:In November 1998, Malik termed the termination of his service by Prime Minister Nawaz Sharif an "act of retaliation" because of the 200-page report, which he had sent to then PresidentRafiq Tarar, disclosing large-scale corruption of Sharif family.U Malik then fled to London and made corruption accusation against the Sharif brothers.

With the dismissal of the government of the PPP, Malik left the country and settled in the United Kingdom where he started his business and became a business tycoon. He assistedBenazir Bhutto during her exile, and he was the chief of the security of Bhutto when she returned home in 2007.

Malik emerged as the deal broker in Benazir-Musharraf reconciliation talks in Abu Dhabi in July 2007, and replaced Makhdoom Amin Fahim as the most trusted political lieutenant of Benazir Bhutto. Fahim was Benazir's aide since 2002, when he formed the Pakistan Peoples Party Parliamentarians and acted as the leader of PPP in the absence of Benazir and her husband Asif Ali Zardari. It was also reported in The News that after Malik took over the role of top "adviser and broker" of Benazir on important matters ranging from politics to business, Fahim seemed to have become an "obsolete political commodity."

05. HIGHLIGHTING OF HIS INTERNATIONAL PROFESSIONAL PERFORMANCE:Rehman Malik has been appearing in various famous TV shows and independent programmes as an expert on war on terror after 9/11, and assumed advisory role for various institutions on the security matters. A post 9/11 Hollywood film 'Path to 9/11' based on his investigative work was televised both in USA and by BBC, UK. A book, 'The New Jackals' written by Mr. Simon Reeve, on anti-terrorism operations and interrogation stories features his contribution to the field of anti-terrorism. His anti- money laundering operations are reported in various international publications. His investigative work has become leading models in LEAs institutions. He investigated a number of money laundering cases against senior bureaucrats and politicians. BBC produce a documentary namely Park Lane to Illford based on his investigation report of corruption in Pakistan. 'Panorama', a BBC production, was based on his expertise. He was President of DM Digital World TV Limited, with which he further gained rich experience in media and telecommunication. He resigned from DM Digital as principle when he took the portfolio of Minister of Interior. Whilst in UK from 1998 to 2007, he ran a number of companies in the fields of security, telecommunication, food and oil. He established and successfully ran a security consultancy firm in the UK, to provide consultancy services in the field of security, anti-terrorism, aviation security, bank frauds, money laundering and assets tracing worldwide, which

attained international recognition. He provided consultancy to many multinational companies, banks and financial institutions for due diligence and security related matters, advising them on criminal matters, which has further enhanced his experience in the field of security at the international level.

06. POLITICS:

He is a senior member of the Central Executive Committee of PPP and had worked

tirelessly with Shaheed Mohtarma Benazir Bhutto and assisting her as political advisor

besides accompanying her in most political meetings both abroad and at home. He was the

primary architect of Charter of Democracy and part of political negotiation with General

Perveez Musharraf and other political parties including Nawaz Sharif. In 28 March, 2008, he

was appointed Adviser/Minister to the Prime Minister for Interior to oversee the functions of

the Federal Investigation Agency (FIA), Immigration and Passports, NADRA, Pakistan

Rangers (Border Forces), Frontier Constabulary, Frontier Corps, Islamabad Police, Civil

Defense, NARA, Institution for Jail Officers Training, National Police Bureau, National

Police Academy, Pakistan Coast Guards, National Crisis Management Cell and other civil

armed forces. Subsequently in 2009, He was elected Senator unopposed from Sindh Province

and assumes the officer of Minister of Interior.

The very institution of higher learning, Karachi University, whose Chancellor,

Governor Sindh, Dr. Ishrat ul Ibad has conferred the ‘honorary’ degree on Interior

Minister Senator Rehman Malik, has refused to ‘honor’ him in spirit.

Rehman Malik, the Interior Minister of Pakistan was recently conferred an honorary

doctorate degree by the Chancellor of the Karachi University for his services in

establishing peace in the city of Karachi.

However over 300 (of the 550) regular teachers of the Karachi University (KU)

differ from the Chancellor’s decision and Rehman Malik’s candidacy for the prestige

that has been bestowed upon selected names such as King Saud bin Abdul Aziz,

King of Saudi Arabia (1954), Syedna Taher Saifuddin Saheb, Chancellor of Muslim

University of Aligarh (1955), Mohammad Zahir Shah, King of Afghanistan (1958);

Prince Philip Duke of Edinburgh (1959), Field Marshal Mohammad Ayub Khan,

President of Pakistan (1962), Agha Hasan Abedi (1990); Prof Wolfgang Voelter

(1990); Prof Sir Roy York Calne (1992) and Prof Ata-ur-Rehman (2005).

Karachi University’s Teachers Guild had initiated a protest signature campaign to

highlight their disagreement over Rehman Malik’s candidature for the honorary

degree. A petition carrying maximum signatures would be sent to the vice

chancellor, the chancellor and the chief justice of Pakistan.

So far of the 550 regular KU teachers, 300 plus have signed against the decision.

This doesn’t include the number of cooperative teachers joining the campaign,

sources state.
