REGULATIONS FOR THE COUNTY COMPETITIONS These regulations will be enforced from 1 April 2019 These regulations are drawn up by the Competitions Committee who may vary them at their discretion. Such regulations will apply in all County Competitions except where amended or superseded by special regulations. REGULATIONS FOR THE COUNTY COMPETITIONS These regulations will be enforced from 1 April 2019

Competitions are open only to registered venues of the Association and to members thereof.

Players in County Competitions must have BT Lite membership as a minimum and be linked to the venue they represent.

Only playing members of a registered venue may play in county competitions

The Competitions Committee may divide any or all of the competitions into groups and/or divisions at their discretion.

The council has the right to refuse any entry, and to transfer any entry where it deems appropriate.

A player may play for only one Club in any one type of event in a season but a player may play for a different club in a different competition.

If you believe the child/player is in immediate danger please call the Police on 999 or if it is not deemed an emergency, please report via 101. APPENDIX B LEAGUE COMPETITIONS

1.) Play Up Rule: For the purpose of this ruling, the term ‘up’ is defined as any team in a higher division than the team a player is originally selected for:

(i) A player may not play for a team junior to that for which originally selected. (ii) If a player plays more than once for a higher graded team than that for which originally selected, they may not return to any lower graded team and will be deemed to be a permanent member of that higher graded team. Subsequently, the player would then not be permitted to play further for any other higher graded team. (iii) Playing up’ is not limited to the team immediately above. Players may represent any team above their own. For example a team 4 player can represent team 1. (iv) If a Club has two or more teams in the same division of a league there must be no interchange of players between these teams

2.) Lateness of a team: If a player is absent without good cause when called upon to play at the expiration of thirty minutes from the time agreed for the commencement of the match, his opponent or opponents shall be entitled immediately to one love set, and at the expiration of sixty minutes to a further love set. 3.) Player Retirement: If a player retires during a rubber, the opponent shall be deemed to have won all remaining games and sets necessary to win the rubber. For example, if they were winning 4-2 and withdrew, they would lose the match 4-6, 0-6. They can however return for the 2nd rubber if they wish. If they do not return for the second rubber, then that match is also forfeited by 0-6, 0-6. 4.) Rain Delay: If a match is postponed due to inclement weather the match is decided as follows: If two or more rubbers have been completed at the point of cessation, the match stands. The remaining rubbers are then halved. If two rubbers have not been completed, the match is replayed from scratch. You will not require the same players to play if the match is replayed from scratch. Scores for any rubbers unfinished should be recorded as “not played, match postponed” and 6-4, 4-6 regardless of the score at the point of cessation. You must let the organiser know once you have entered the result.

i.) If captains are not in agreement on the playability of the courts, then both teams must re-arrange the match using one of the available rain dates carrying on from the point of cessation. If a date cannot be agreed upon then you must contact the County office who will decide the outcome. ii.) If the home team deems that the that the match should not be postponed due to weather prior to the scheduled start time, then the away team must travel to the home venue before any further decision on the match can be made. iii.) We would expect captain’s to wait at least 30 minutes after the scheduled start time, to allow the courts to become playable.

5.) Hospitality: Home teams are required to provide not less than three new yellow balls per court. Home teams are also required to provide toilet facilities, options for hot and cold drinks and some form of snack (fruit, crisps, biscuits etc.) before, during and after the match.

6.) Result entry: The result must be entered online within 48 hours of match completion by the winning team captain. We urge losing captain’s to check the result has been entered correctly after 48 hours. If there is an issue, please contact your league organiser. 7.) Playing Order:

HOME 1 vs. AWAY 1 HOME 2 vs. AWAY 2 HOME 1 vs. AWAY 2 HOME 2 vs. AWAY 1

8.) Scoring formats:

Men’s Doubles: 2 full sets with a championship (to 10) at 1 set all. Women’s Doubles: 2 full sets with a championship (to 10) at 1 set all. Women’s / Men’s Midweek Doubles: 2 full sets with a championship (to 10) at 1 set all. Mixed Doubles: 2 full sets with a championship (to 10) at 1 set all. Sudden death at deuce. Receiver chooses side. Men’s Over 45, Women’s Over 50 and Men’s Over 55: 2 full sets with a championship (to 10) at 1 set all.

9.) How final league standings are calculated:

i.) Match Points. If tied… ii.) Percentage of rubbers won to rubbers played. If tied… iii.) Percentage of sets won to sets played. If tied… iv.) Percentage of games won to games played.

10.) Final online league positions: At the end of the season, all league standings shown online will be final. In incidents where the table online is shown incorrectly, we will make all Captains aware and issue the correct standings. 11.) Floodlights: For clubs with a floodlight curfew of 21:30 or earlier, we require home captains to offer the following to the opposition captain:

Earlier start time between 18:00 and 18:30

Championship tie-break to 7 instead of 10

Short sets (first to 4 games with tie-break at 4-4). The opposition can choose whether or not to accept any of these options to ensure the match gets completed, but they are not obliged to. Regardless, if the floodlights turn off during the match, then the ‘Rain Delay’ ruling will apply (see point 4.) 12.) Match Times:

i.)Men’s/Women’s Weekend: Although it is common for matches to start at 10:00, clubs are entitled to offer alternative times with a start time no later than 18:00.

ii.) Mixed: It is expected that mixed league matches start at 19:00 Mon-Fri. If a club has a floodlight curfew then please see point 11 above. iii.) Men’s/Women’s/Vets Midweek: It is expected that matches start no later than 14:00 unless otherwise agreed by both captains.

13.) Walkover Claims: If a team pulls out of match within 96 hours of the arranged start time, then they will immediately concede the walkover and receive the penalty point unless captains mutually agree another date to play. Walkovers CAN ONLY be sanctioned/ entered by the Surrey Office or league coordinators. 14.) Court Surface: Any surface is permitted to be played on, it is the decision of the home team. However once a match starts on a chosen surface, unless weather intervenes, then the match must NOT be moved to another surface during the rubber unless captains mutually agree. 15.) Fixed/Play By/Week Commencing Dates:

i) Fixed Dates: The dates for fixed matches are set. A team not able to make a commitment to a fixed date will be risking a walkover to the opposition and as a result will receive a penalty point. It is extremely important that teams commit to these dates. Applies to: Men’s and Women’s OPEN Divisions • Fixed Dates Summer: Divisions 1-4 • Fixed Dates Winter: Divisions 1-12 ii.) Play by Dates: The club drawn at home shall be responsible for making arrangements, offering to the opposing club at least three dates, a week apart, one of which shall be the round date; the others to be prior to the round date. Applies to: Men’s/Women’s OPEN, Mixed, Midweek and Veteran Divisions

16.) Promotion/Relegation: Promotion, relegation and position of teams in league competitions will be based on page 11 of the ‘Wilson Surrey League Captain’s Guide’. Ultimately, the final say on position will be left to the discretion of the county. 17.) League Deadline: Summer league matches must be completed by 30th September at the latest and Winter matches by 30th April at the latest. In extenuating circumstances the county will allow matches to be played after this deadline.

i) Club teams competing in League competitions must play the minimum number of matches (3 matches in a league of 5 teams or 4 matches in a league of 6 teams) or risk being omitted from that League competition for the following year. If an insufficient number of matches have been played then the County will investigate the reasoning behind the un played matches and will take necessary action that the County deem as appropriate.

18.) Multiple Clubs: Players are only able to represent one club in each event. Any example of players representing a second club in the same event will result in all rubbers containing the ineligible player for that subsequent club being conceded 0-6, 0-6. The results for the first club they represented will not be affected. Players may represent multiple clubs across different events. For the purpose of this rule, events are grouped as followed:

Veteran Divisions (Men’s Over 45/55 & Women’s Over 50) 19.) Age Restrictions: All age groups are aligned with competition seasons. The competition season dates are:

Winter season: 1 September – 31 March

Summer season: 1 April – 31 August Your age on the last date of the upcoming competition season will determine which will age group you will compete in for that season. For example a 44 year old male with a DOB of 01/12/2019 cannot compete on the O45 event for that 2019 summer season.

SURREY KNOCKOUT COMPETITIONS 1.) Events Available:

Please note the following rule changes:

i.) Doubles pairs are now NOT required to be a member of the same Surrey venue. They MUST however still be a member of a Surrey registered venue. If a pair is from different clubs then 1 of their venues must be nominated as the pair’s HOME venue. This then must remain the same for the remainder of the event. ii.) For David Lloyd Club members, your ‘HOME’ club must be within Surrey.

4.) Prices:

Singles events: £15.00

Doubles events: £10.00 per player (players CANNOT enter for their partner. They must enter themselves)

5.) Payment: Payment is to be made via PayPal prior to the draws being made. If this payment has not been made when the draw is created, the county reserve the right to withdraw any entry. Players who are not able to complete their payment via PayPal must immediately let the county know who will provide details for a BACS transfer. 6.) Scoring format:

Open and Over 35 events – best of 3 sets with a tie break at 6 games all in the first 2 sets, followed by a full set at 1 set all.

Senior (Veteran) Over 40 events –2 tie break sets followed by a match tie break (to 10pts) at 1 set all.

FINALS – The referee reserves the right on finals day to run all age groups with a format of 2 tie break sets followed by a match tie break (to 10pts) at 1 set all.

7.) Contact information: At the beginning of each season, players will receive a spreadsheet containing the contact details of the remaining players in their draw. It is the responsibility of competitors to check the online draw and make necessary arrangements to play their matches. 8.) Home advantage: When the draw is first published, home advantage for each match is determined by which player or pair is positioned higher in the draw. After the first round, each age group organiser will advise the player or pair whether or not they will have home advantage for their next round. For the purpose of deciding home advantage, a walk-over or bye is regarded as a home match.

i.) Home players or pairs must provide at least three new yellow balls to be used for the match. ii.) Home players or pairs must offer their opposition at least 3 dates, at least a week apart before the round play by date.

9.) Results: Results must be told to the relevant age group organiser by the winning player or pair within 24 hours of the match completion. 10.) Organisers: Each age event will have a specific organiser who is tasked with ensuring the draws adhere to the round dates, take results from players and advise on home advantage and next opponents. The organisers are volunteers and must be the first port of call for any queries. The organisers will then liaise with the county office where necessary. 11.) Seedings: The seedings for all events are decided prior to the season starting by the ‘Seedings Committee’. All seedings that are put in place are final and will not be changed unless the Competitions Committee deems it necessary. 12.) Court surfaces: Any surface is permitted to be played on, it is the decision of the home player. However once a match starts on a chosen surface, unless weather intervenes, then the match must NOT be moved to another surface during the match unless captains mutually agree.

i.) Where doubles pairs have entered as members of separate clubs, they must use the same club and same surface throughout the event, unless mutually agreed by their opposition.

13.) Finals day: Players must not enter any event where they know they are unable to compete on finals day.

i.) If a player discovers they are unable to compete on finals day mid-season, they must ‘scratch’ at the first match point of their next match and concede the match. ii.) Players who have been selected for an international or county match which clashes with the Surrey Knockouts finals day, will be allowed to complete in their final on another day.

14.) Player absence: If a player is absent without good cause when called upon to play at the expiration of thirty minutes from the time agreed for the commencement of the match, his opponent or opponents shall be entitled immediately to one love set, and at the expiration of sixty minutes to a further love set.

15.) Walkover: Any player withdrawing within 96 hours of an agreed match will risk conceding a walkover. Situations of this must be immediately raised to the relevant age event organiser.

16.) Aggressive Behavior: Please see our ‘Verbal Abuse, Harassment, Intimidation & Threatening Behavior’ statement on page 1. 17.) Organiser Respect: All of our organisers are volunteers and we expect them to be treated with respect. Be aware that if we deem that a player has displayed any abusive, threatening or intimidating behavior towards one of our organisers, we reserve the right to withdraw them from the draw. 18.) Clothing: We are aware that some clubs competing in Surrey competitions have regulations in place that state that dress on their courts should be predominantly white. Although clubs are allowed to request the opposition team adhere to this rule, they cannot insist on it. For any questions relating to this, please contact the Surrey office. 19.) Additional Entries: It is at the counties discretion to add additional entries into any draw following the entry deadline. This may result in already published draws having to be altered. If that is the case, all affected players will be contacted.

1.) Events available:

Mixed Event 2.) Player eligibility:

• The event is ONLY open to players playing in DIVISION 7 and below in the previous Wilson Surrey Winter season (18/19)

NOTE: Players who finished in a promotion position in the 2018/19 season, meaning they are competing in Division 6 or above this winter season (19/20) are NOT eligible. 4.) Price: The price per team entry is £25 5.) Format: This event will use the ‘Medley’ format:

1. Men’s Doubles vs. Men’s Doubles 2. Women’s Doubles vs. Women’s Doubles 3. Mixed Doubles 1 vs. Mixed Doubles 1 4. Mixed Doubles 2 vs. Mixed Doubles 2

NOTE: Mixed doubles pairs must be arranged in order of standard with the strongest players playing in ‘Mixed Doubles 1’ 6.) Scoring: The scoring will be 2 tie-break sets followed at set all by a championship tie-break. If the overall result is a tie, which includes rubbers, sets and GAMES being completely level, a shootout must be played. A shootout consists of 1 doubles championship tie-break to 10 points. The shootout pair from each club will include 1 male or female from mixed pair 1 and another male or female from mixed pair 2.

7.) Home advantage: When the draw is first published, home advantage for each match is determined by which player or pair is positioned higher in the draw. After the first round, the organiser will advise the player or pair whether or not they will have home advantage for their next round.

This must be done within 24 hours of the match completion. For further explanation on this process, please see pages 6 and 7 of the ‘Wilson Surrey League Captains Guide’.

10u events – Best of 3 short sets* (tie-break at 4 games all) *short sets are first to 4 games and 2 games clear, so sets can be won 4-0, 4-1 and 4-2. If the score reaches 3-all then the set can be won 5-3. If the score reaches 4-all then a first to 7 points (2 clear) tie break is held.

12u to 16u – Best of 3 full sets (tie-break at 6 games all) 5.) Prices: The cost for each event is £5 6.) Entry limit: 12u, 14u, 16u players can enter a maximum of 2 age groups. 10u players can only compete in the 10u event,

7.) Home advantage: When the draw is first published, home advantage for each match is determined by which player or pair is positioned higher in the draw. After the first round, each age group organiser will advise the player or pair whether or not they will have home advantage for their next round.

i.) Home players or pairs must provide at least three new yellow balls (green balls for 10u event) to be used for the match. ii.) Home players or pairs must offer their opposition at least 3 dates, at least a week apart before the round play by date.

Organisers: Each age group will have a specific organiser who is tasked with ensuring the draws adhere to the round dates, take results from players and advise on home advantage and next opponents. The organisers are volunteers and must be the first port of call for any queries. The organisers will then liaise with the county office where necessary. 9.) Court surfaces: Any surface is permitted to be played on, it is the decision of the home player. However once a match starts on a chosen surface, unless weather intervenes, then the match must NOT be moved to another surface during the match unless captains mutually agree.

10.) Finals day: Players must not enter any event where they know they are unable to compete on finals day.

i.) If a player discovers they are unable to compete on finals day mid-season, they must ‘scratch’ at the first match point of their next match and concede the match. ii.) Players who have been selected for an international or county match which clashes with the finals day, will be allowed to complete in their final on another day.

11.) Player absence: If a player is absent without good cause when called upon to play at the expiration of thirty minutes from the time agreed for the commencement of the match, his opponent or opponents shall be entitled immediately to one love set, and at the expiration of sixty minutes to a further love set.

12.) Walkover: Any player withdrawing within 96 hours of an agreed match will risk conceding a walkover. Situations of this must be immediately raised to the relevant age event organiser. 13.) No umpire: As matches are to be played without an umpire or referee present, the following basic principles should be used.

Each player is to be responsible for calls on their side of the net. At no should any other person be involved with on court issues.

All out and fault calls should be made after the ball has bounced and called loudly enough for the opponent to hear.

If in doubt the player must always give the benefit of doubt to the opponent

The server should call the score before each serve loudly enough for the opponent to hear

During a match players must not leave the court for any reason other than for a Toilet Break. Toilet Breaks must only be taken at the end of a set or in the case of emergencies before it is the player’s turn to serve.

NATIONAL LEAGUE TEAM TROPHY

1.) Events available:

Mixed – 8u, 9u, 10u

Girls – 12u, 14u, 16u, 18u

Boys – 12u, 14u, 16u, 18u 2.) Competition Structure: Teams will be put into box leagues of 3. Box league matches will be scheduled on fixed dates up to December. Winners from box leagues then move into a knockout draw. Knockout matches will be played on fixed dates before the finals 3.) Scoring:

8u - Match Tie Break (to 10 points)

9u - Sets 1&2 (and 3 if necessary) Tie Break (to 7 points, with 2 clear)

10u – Sets 1&2 first to 4 games (with 2 clear) – Tie Break at 4-4

12u – 18u – Sets 1&2 Tie Break at 6-6. Set 3 (if necessary) match tiebreak 4.) Player eligibility:

Mixed 8U – for players born 1 April 2011 or later

Division 1 will be aimed at the strongest teams, to enable them compete against teams of equal standard in the group stages.
