Background: Sara Conway will be joining Council to express the following concerns:
1. The empty development (with numerous lots for sale) has become a free for all.Last summer it was used for parties, overnight RV parking, dog park, paddle boardand kayak launch etc. We often walk our neighborhood with our 3 young children.Used condoms, drug and cigarette paraphernalia and used alcohol bottles werelittered all around. Concerns were voiced to the peace officer at this time.
2. This winter, trucks and trailers parked in the empty development and used thenature reserves as their launches to the lake for their snowmobiles.
3. This spring the lot is littered with what went on there this winter. Pieces of largerebar, empty alcohol bottles, mounds of lumber, broken glass etc. etc. are litteredaround the development. It’s appalling and unacceptable. It’s no wonder these lotssit vacant. I’m unsure of who would be interested in purchasing a lot there given itscurrent state and usage.
4. Since Covid 19, the public, non-residents of Jarvis bay, are parking along JarvisBay Drive roadside and walking and biking the neighborhood. I don’t blame themhowever this poses many safety concerns. One being that it is very hard forresidents to both drive this small laned road with cars parked up and down it. Alsowhen we are out with our kids these parked vehicles pose a risk in that our childrenthat are riding their bikes or walking alongside the road (as you know there are nosidewalks here) can’t see if vehicles are coming nor could the drivers seeeither. Lastly, we are looking out for our neighbor’s summer property (they live inCalgary) as they have been advised that not coming to the village at this time ispreferred. Yet non-residents are using the village at their leisure.
5. I have been concerned with speeders in this neighborhood for the 2.5 years that

we have lived here. There needs to be enforcement of the 30km/h speed limit. It is imperative to the safety of children and everyone that lives here. There are numerous young families who live here year-round. There are no sidewalks and so the road is the only place to walk or bike yet even residents of the village speed past us. I beg for something greater to be done here. Speed bumps or something please!! We purchased our own signs that say ‘children at play’ but this doesn’t deter most from speeding. Background: The following will provide council with an update on Public Works projects and programs:
- Street sweeping has been completed.- Spring drainage did not require any culvert clearing. The new culvertinfrastructure installed in 2019 functioned well throughout the melt. However,there was some erosion at the outlet of the culverts which cross 228 Jarvis BayDrive. Additional rip rap and minor landscaping may be required to address theseissues.- Road crack sealing is scheduled for May.

The attached spreadsheet is for Council to review and determine how they would like the 2019 surplus funds to be distributed.
Options for Consideration: • Advise Administration where Council wishes accumulated surplus funds tobe distributed.• Create any new Reserve accounts for future growth as Council sees necessaryfor their 5 year plans.

Your 2020 Property Assessment and Tax Notice It is not Council’s normal practice to include a letter of explanation with the annual Property Assessment and Tax Notice but municipalities in Alberta are facing some very difficult decisions this year, not all of which relate to the Coronavirus Disease (COVID-19). Based on the questions we have received to date; we believe some further property tax clarifications, in the form of frequently asked questions and answers, are appropriate.
What levies are included in my municipal property tax notice? The Summer Village of Jarvis Bay only has two (2) levies. The Municipal Levy is based on the budget passed by Council while the Alberta Schools Foundation Fund (ASFF) Levy is based on a requisition set by the province. Other municipalities may have additional special purpose levies (e.g. public transportation, etc.).
How is the municipal budget and tax levy determined? Council and Administration jointly prepare a budget which includes expected revenues, grants, operating expenses, reserve transfers and planned capital project costs and funds to replenishing our restricted reserves. Jarvis Bay does not budget for specific reserve replacements in advance. Reserve allocation decisions are made annually by Council following the approval of the prior year’s audited financial statements.
What is Council’s goal for controlling municipal tax levy increases? For the past 10+ years Council has operated with an unwritten goal of keeping municipal property tax increases at, or below, the increase in the Canadian Cost of Living (COL). This goal has regularly been met for the Municipal Levy, which Council controls. Your total tax bill however includes the ASFF Levy from the province, an amount Council does not control. Note that the original 2020 budget passed by Council earlier this year resulted in a Municipal Levy increase of 0.67% over 2019.

What events, excluding COVID-19, have affected my 2020 property tax notice? The 2019 provincial election resulted in a change of government. The new UCP government announced that they would not be able to pass a 2019 budget until the fall – long after the municipal Property Assessment and Tax Notices were mailed. Municipalities were instructed to collect the same ASFF amount requisitioned in 2018. In the fall of 2019, the new provincial budget was passed and included a 7% increase for the 2019 ASFF requisition. Municipalities were instructed to collect the resulting “underlevy” amount for 2019 in the 2020 tax year. In March the province announced that the ASFF requisition for 2020 would be the same as collected in 2019. The actual result is that your 2020 property tax notices will show a 14% increase in the 2020 ASFF tax owing compared to what you paid in 2019. This 14% includes the 7% “underlevy” for 2019 plus the same 7% for 2020. This also assumes there was no significant change in your property’s assessed value, which should be the case for most properties in Jarvis Bay.
How has Jarvis Bay’s Council responded to these challenges? 1. Council believes that Jarvis Bay has neither the population size or a broad enough
diversity in personal economic situations to warrant a general deferment of property tax payments or late payment penalties. However, Council encourages any property owners who expect to face challenges making their 2020 property tax or utility payments on time to contact the Chief Administrative Officer, Tanner Evans, in writing before June 15th, 2020.
2. The Tax Installment Plan (TIPS) is available in Jarvis Bay to spread property taxes over a calendar year. The TIPS program normally has a signup deadline of December 31st of the prior year. In 2020 the signup deadline date will be extended to June 30, 2020. However property owners signing up after December 31, 2019 will need to bring their account current by pre-paying 1/12th of their total property tax amount due for each month, starting with January, to the end of the month in which they joined the TIPS program.
3. The blend of the 14% ASFF levy increase and the 0.67% municipal levy increase would have resulted in a net 7.3% tax increase for 2020, compared to what was collected in 2019. In recognition of the many challenges we all face this year, Council has passed a revised municipal budget that lowers the municipal levy by 9% compared to 2019. Part of this reduction was derived from expected impacts of COVID-19 on the 2020 operations and costs. However, most of the reduction was achieved by reducing the planned contributions for replenishing reserve funds in 2020. The reduced municipal budget results in a total net municipal and ASFF property tax increase of 3.12% in 2020, compared to what was collected in 2019.

4. Finally, Council wishes to confirm our ongoing commitment to the previously announced wastewater utility cost subsidy. Your annual Utility Notice should also be enclosed with your Property Assessment and Tax Notice. The annual wastewater utility charge will remain frozen at $400.00 per dwelling until 2023. Our actual annual charges from the Wastewater Commission are running about $650.00 per attached dwelling. The difference of approximately $250.00 per dwelling will be subsidized from our Wastewater Reserves. For the 5-year period from 2018 to 2023 the Sylvan Lake Regional Wastewater Commission agreed to a two-tiered rate structure. This rate structure sheltered the Town of Sylvan Lake from the costs incurred around the lake but outside the Town’s boundaries. During this period the Town of Sylvan lake will incur the costs to decommission the old wastewater treatment facility in the town.
What financial risks do these budget reductions and subsidies introduce? The Summer Village of Jarvis Bay has strong assets and financial reserves, no debt and no significant major capital projects required in the short term. Council believes that these budget reductions and utility rate subsidy decisions will not introduce significant new risks to the financial viability or future sustainability of our municipality. Council for The Summer Village of Jarvis Bay is proud of our fiscal conservatism and strongly believes our financial resources should support us through these challenging times.
