    CHARGE OF MAGAZINES.

    1. AtJIO~I~~~rationsthe premises in ~vhich G unpowder is storedwill be watched by a warder and guard by day, aii(I by a militaryguard with civil watchmen din jug the night. At li)reign stationsthe civilian warders and watelinien arc not usually icquil,e(l, thewatching being performed by military sentries.

    2. rIllie guard will be visited by au Officer by day, mmd also,when practicable, by night. A copy of time guard report will 1)0furnished every morning to the Control Officer in charge by theOfficer commanding the troops.

    3. The Control Oluicer in charge at home stations will occa-sionally inspect time Police, \Varders, or Watchmen, to see that theyare on the alert and doing their duty.

    4. The Police, Warders, Watchmen, and Sentries will not per-mit any 1)e1sOulS but such as are employed in the service of theDcpartiiment to cuter the magazines or enclosures. All the outergates will be kept shut, and 110 artificer, labourer, or other personwill be allowed to I)ilSs during the working hours without leavefrom the Control Ollicem in charge.

    5. The Police, Warders, Watchmen, and Sentries will notallow any smoking or fire near the magazine, laboratory, or shiftingrJOun, nor will they suffer any l)C1~011 to come within the outergates who has the least appearance of iuitoxicatiOll.     16.     18. The several persons whose duty obliges them to go into timemumagazines, will ilivariably cxcimaimge their shoes for magazimmeslippers before they enter, or else enter without shoes. Care willbe taken to provide a sufficicmmt supply of either golosimes or SiiI)persof suitable sizes, fitted with straps amid brass buckles to fasten overtime instep, so as to prevent sliding or simuflling along time floors orplatforms.

    19. Wlmen there is an outer wall to time magazine, time door init, on any person entering, will be shut before that of the magazineis opened; and time inner door of time magazine simut before theouter one is opened on his going out.

    II. PRECAUTIONS AGAINST FIRE.

    23.   • 628. The fire-engines, engine hose, ladders, fimc-hmooks, &e.,will be kept jim perfect repair, and so lodged that they may at alltimes be ready and fit for use.

    III. VENTILATION OF MAGAZINES.

    31. Filled cannon cartridges hmavirug been destroyed by mildewin a Imiagazimme whiich had been reported fmce from damp, timeSecretary of State for War directs that particular attemition mayinvariably be paid to time ventilation of all magazimmes.

    32, A memorandum explanatory of time principics Oil wimicimtime ventilation of magazines is to i)e regulated is printed intime Appendix (see page 23). Local instructions based on timeseprimmeiples, will l)e prepared for the guidance of time subordinatesin immediate cimarge of time huildimmgs. Copies of any suchminstructions will, in eaeim case, be forwarded to time War Office.

    33. Eaeim magazine used for time permanent storage of loose gun-powder to time extent of 100 barrels and over, will be provided with acommon thermometer to indicate time temperature of time internalwalls.

    31. At each station time Control Officer in cimarge will besupplied with a pair of wet-and-dry-bulb thermometers, for timepumpose of ohiservimug time dew-points. Timese thermometers shouldbe placed, wlmemm used for observations, in some spot in time open airprotected from time sun and wind, and not exposed to an excep-tional influences. The scale attached to time dry bulb will indicatetime temperature of time external air. Time scale attacimed to time wetbulb will indicate a temperature more or less below thmat of time air,in proportion to time quamitity of moisture whicim the air contains;except in time case of its being completely saturated, when bothscales will give simnihar meadimmgs. It is necessary for time wet bulbto be always Suppiie(l with water, ami its capillary timreads andmimslimm covermmmg kept in order.

    35. By means of time annexed table time dew-point may be as-certained for various degrees of temperature, arid when time air isin different conditions withi regard to dampness.

    36. Whenever, notwithstanding a careful attention to ventila-tion, magazines are found to be damp, their condition may beimproved by time muse of quick_lime, whmiehi has time property of ab-sorbing from time air about one-third of its own weight of water.

    50. Ammunition for breech-loading smahl-arms, which containsits own means of ignition must not be stowed within time samemasonry compartments of magazines as gunpowder, whether timehatter is loose or in time shmape of filled gum cartridges.

    67. Powder barrels, either for stowage or issue, will contain100 lbs. each, except in time ease of P powder, of whmicim eachbairel contains 125 lbs. Time quantity of powder in cannon andsmall-arm cartridges will be calculated accordingly.

    VI. EXAMINATION AND CLASSIFICATION OF GUNPOWDER.
