PART II - HONOURS & AWARDS

2.1 The following were awarded the Medal of Bravery (M.B.):

LCol (Ret’d) J.B.A. Couture – 1987 – “While conducting a mobile patrol with his partner near the village of Al Alman in South Lebanon on October 1, 1985, Maj. Couture, then serving as a United Nations Military Observer, was challenged at a checkpoint by members of a South Lebanon Militia group. Unexpectedly, the South Lebanese soldiers opened fire on UN military personnel, which included a French Logistics Company convoy, and civilians alike. After treating a wounded civilian, Maj. Couture and his partner were informed that a French officer was severely injured and lying in an area raked by continuous gunfire. While his partner called an ambulance, Maj. Couture and two French military personnel immediately ran to aid the stricken officer who had been wounded in the arm, chest and legs and who was losing a great deal of blood. Exposing himself to the hostile fire, Maj. Couture applied his belt as a tourniquet to the injured man's arm, then constructed a stone wall to shield him from further harm. Shortly after, an ambulance arrived and transported the wounded officer to a hospital where, thanks to Maj. Couture's quick action, he recovered.”

2.7 The following were awarded the Colonel Commandant’s Commendation: LCol M.J.C. Sullivan – “As Commandant of The Royal Regiment of Canadian

Artillery School and as Deputy Director of Artillery, Lieutenant-Colonel Mike Sullivan has demonstrated exceptional leadership. Having the courage and conviction to insist upon high standards, he has worked diligently to train leaders and soldiers who are physically fit, tactically sound and technically competent in order to meet the immediate needs of today and set the conditions for the Army of Tomorrow. Equally as important, Lieutenant-Colonel Sullivan has been critical to the continued evolution of artillery in Canada through his Capability and Force Development efforts with the Canadian Army Staff and others as the Canadian Forces transitions from Afghanistan. The Royal Regiment of Canadian Artillery is truly grateful for his leadership, service and dedication”.

CWO J.J.A. Boivin – “Chief Warrant Officer Jean Boivin, MMM, CD is

hereby recognized for exceptional leadership and professionalism throughout his 33 years of dedicated service to The Royal Regiment of Canadian Artillery and as RSM RCA. His calm demeanour, unique perspective and abundant wisdom have been instrumental in assisting with the development of the RCA Family Strategy and supporting the revitalization of regimentally led institutions and activities. Additionally, he has been a superb representative of all Gunners, ensuring that the interests of all Non-Commissioned Members were always considered. In short, Chief Warrant Officer Boivin’s contribution to The Royal Regiment has been extensive and is truly appreciated”.

2.8 Foreign Affairs and International Trade Canada – Departmental Deputy Ministers’

Award of Excellence – LCol (Ret’d) J. MacBride – “for Lifetime Achievement for his outstanding dedication to advancing Canadian and global peace and security”.

2.9 Innovation Award – 2012 Recipients - The Deputy Minister / Chief of the Defence

Staff Innovation Award recognizes excellence in leadership and renewal. The following were awarded Innovation Awards:

Maj D. Préaux – 5 ASG – “Major Préaux’s exceptional attention to detail and

his new-tech methods contribute to fulfilling DND/CF’s commitment to providing personnel with safe training in well-maintained, modern training grounds”.

Maj C.A. Horeczy – CDA – (member of the Individual Training and Education

Modernization Team) – “The team successfully gained consensus and integrated the diverse requirements of all stakeholders to develop the CF Campus concept which seeks to establish a transformed IT&E culture and organization. The new concept addresses the most significant gaps and inefficiencies in the existing system; and effectively leverages existing capabilities to provide engaging and effective training and education for the DND/CF”.

4.2 Educational Bursaries – The George Blackburn Memorial Bursary Programme. The

Regimental Fund annually allocates funds to finance bursary awards. The Fund currently awards a maximum of 16 bursaries of $500 each, to serving or former serving (Reg F) members of The Royal Regiment of Canadian Artillery, other donors to the Regimental Fund and qualified immediate family members of the above. 4.3 The Principal, upon the recommendation of the Dean of Arts of the Royal Military

4.9 Artillery Senate. Artillery Senate is the highest governing body of The Royal

Regiment and acts as its de facto Board of Directors. Its mandate is to promote and preserve the long-term well being of The RCA and ensure its interests are furthered. While Artillery Council (chaired by the Senior Serving Gunner), concerns itself largely with matters related to operational effectiveness and leadership, Artillery Senate focuses on the health of the Family institution and its place in Canadian society. Artillery Senate will not involve itself in matters within the purview of Artillery Council, unless specifically requested to advise or assist.
