Adriatic Sea is rich in natural beauty and mild climate, especially on its east coast, which
gives this area exceptional conditions for tourism development. First appearance of
tourism on the Adriatic coast happens in the first half of 19th century, when mid-
European aristocracy starts discovering the benefits of mild Adriatic climate and beauties
of the Adriatic coast.
The first hotel is opened in Opatija in 184g, Hotel Kvarner, and in 1902 “Pansion na
zelenoj plaži” (Hotel Plaža), the first hotel in Montenegro. After World War II, there is a
surge in hotel development along the coast, like Sv. Stefan 1957, hotel Mediteran in
Ulcinj 1966, and hotel Podgorica in Podgorica1967 and hotel Maestral in Pržno 1971.
In the last 15 years there has been a significant progress in tourism development.
Unfortunately this was oftentimes accompanied by problems that include sustainable
development and use of natural resources.

CONTEXT_
Despite the dominance in the length of the Croatian coast, Montenegrin coast has a
significant potential that is already being used, and in future it will be used even more.
This will have a great effect on the entire Montenegrin economy, space and its usage as a
whole.
Area covered by this concourse, with its breathtaking beaches Pržno, Miločer 1, 2 and
Sveti Stefan, and is considered central for Montenegrin tourism. Concourse area is
situated in the municipality of Budva, between Pržno and Sv. Stefan, in the area known as
Miločer covering 35ha. This area is almost uninhabited with only a few small settlements
on its boundaries towards north and south.
A beautiful forest descends down from the mountains towards the sea, leaving only few
empty patches transformed into magnificent beaches.
Main intervention site is located in the north part of the site, in a valley surrounded by
forest covered hills. The existing hotel will be demolished and a new one built in its place.
New exclusive villas will be situated in the immediate surroundings of the hotel.
The intrinsic value of the site needs to be highly protected, not only by the given
limitations, but also by responsible design in all stages of the project development. This is
especially true for the site’s green fund, and maximal limitations on the vehicle traffic
around the site. All new interventions must communicate in a level that promotes this
wonderful site, taking in consideration natural, cultural and historic conditions that are
relevant to this site and the surrounding area.

CONCEPT_
Taking in consideration the current state of the site, need to limit the misuse of natural
resources, and the diverse program given for the site, the planned intervention is being
handled with an extreme care. This is done through intense search for solutions that aim
to create a dialog between opposing values:
CONSTRUCTION – PROTECTION
PROFIT – SUSTAINABILITY
GLOBAL - LOCAL
CONTEMPORARY - TRADITIONAL
The authors replace a single focus with a multiple one, moving the traditional design
approach in a new direction. Inaugurating the goal that searches / produces valorization
of long-term values and their synergetic effect as an ultimate result. For this process it is
necessary to develop sturdy relationships, based on multidiscipline and balance.
Methodology being applied includes:
Deep SWOT analysis,
Synthesis through valorization of individual elements,
Linear, planar and spatial diagrams,
Geometric and mathematical superimposing,
Derivation and (re)interpretation
Criteria for defining the starting point are directed towards a search for motives/symbols
of clear identity, recognizable and acknowledged, freed form banal and vulgar everyday
connotations and exploitations (both commercial and political).
Montenegrin rich cultural heritage is an endless source of inspiration. The choice was
therefore to reinstate an almost forgotten part of Montenegrin cultural richness.

MONTENEGRIN STITCH_ U There are records of the Montenegrin stitch development in the 17th century. The stitch is exceptionally interesting because of its two sided stitching technique which gives a unique braided look, and also for the fact that a larger number of diagonal crossings gives an additional sturdiness. Outside contours are in a form of little crosses, while the inner side is much more complex.
Reduced to its basic elementarily, this motif can be viewed through three basic elements:
Horizontal line,
Vertical line and
Diagonal line
In the further concept development, diagonal proved to be the element that opened the
doors to the research of new levels of dynamicity and creation of a design system. This is
firstly applied to the two dimensional level (plans) and then to the third dimension being
realized through the section and volumes.
Accepting the diagonal as a basic element of the design system, defines the end result on
the level of methodology, but also on the level of details.

HOTEL_ Hotel is the main building that dominates the site. It is located on the plot
situated south of Pržno, in a valley between two hills. The plot is in a shape of elongated
triangle.
The suggested design maximizes the theme of diagonals, in planar and spatial aspects of
the design, and the underlying technique of Montenegrin stitch. Diagonal is built into a
three sided prism (the base is a triangle) with a three sided atrium in its center. Six prisms
of different dimensions, one by or above another, with inner overlapping, create a
dynamic, continuously changing composition. The play of light and shadow, vertical
penetrations and sharp edges create ever-changing views that enrich the experience of
the space.
Composition is stretch out along the plot. Moving the prisms vertically intensifies the
mixing of the exterior and interior. Hotel suites are located in the prism’s rim, while the
inner side is a one sided gallery type hallway opened towards the atriums, and towards
the inner space of the hotel. Atypical suites, that are different in size, design and interior
decoration, are situated in the prism’s edges.
The hotel entrance is in the northeast part of the plot. The tallest prism dominates above
the entrance, creating a luxurious entrance hall that is a delight for senses, mixing solids
(hotel prisms) and open space (atriums). The knit of the suite areas on different levels,
creates an attraction, both for the guests in the hall and ones above walking in the gallery
space.
In the lobby/ entrance level, there is a whole series of restaurants, café bars, SPA center,
and multifunctional hall and so on.
The south part of the hotel is elevated to allow the formation of a plaza connected to the
pools. The plaza continues the park joined to the pedestrian path connecting the entire
site (lungo mare).
All hotel suites have luxury equipment, and have, through the gallery, a double sided
orientation. Each suite unit has an open space alongside the rim of the hotel, the

Experience –BOX, the purpose of which is to create a specific identity for each individual
suite. The unique design of each E-BOX, determines the interior design of the suite, and
presenting the suite’s identity on the exterior of the hotel.
The façade is closed with vertical elements for sun protection, specifically designed for
the needs of this project (these are later described in the section talking about the
method of reinterpretation of traditional materials).
The roof plains are on different heights, accessible either from the suites or other hotel
areas. All roof are green roofs and operate as terraces.
On the northwest corner of the hotel, there is an outdoor pool, designed as a console
that opens up views over Pržno towards the sea. The pool is surrounded by a sundeck
and café bar.
VILLAS- MODULARITY /FLEXIBILITY_ Villas have a specific design that in its core aims for
originality. Authors took an approach that creates a modular system which enables
permutation of basic modules and multiplicity of theoretically endless number of spatial
functioning buildings. The system is comprised of four basic modules with a
predetermined purpose. Each module uses it’s diagonally cut side to join to the next
module. Permutations happen in the level of the plan and third dimension of space.
The modules are combined on a base that houses utility spaces of an each villa, while the
base roof serves as a terrace with a pool. The base is an extension of the terrain, while
the house (modules) are an artificial space intervention.

MATERIALS/RE.INTERPRETATION_ the use of traditional materials and technology is
considered by authors to be an important part of creating a common identity with the
community and a foundation of creating a successful project brand. Avoiding eclecticism
as an unacceptable method of design, authors search for prospects of traditional
materials and techniques to create a contemporary reinterpretation.
The subject of a stone wall is a very common connotation related to traditional and
Mediterranean design. There are many successful examples and studies on modernizing
the stone wall (Bogdan Bgdanović, Mostar), therefore the authors continued on this path
researching and implementing the successful solutions from the past.
Analysis reduced the structure to the basic geometric elements (joints - points) created
matrix is overlapped with the theme of diagonal as a product of Montenegrin stitch. The
achieved structure was used to get two types of materials:
- Stone cladding
- sun protection elements
While the stone cladding is determined by the colliding lines (joints), and it basically
remains determined in one plane, sun protection elements have to additional moments:
transparency and relief.
These two moments are repeated with minor variations in all buildings on the site.

The sun protection elements are especially relevant in defining the hotel façade. Large
surfaces of these elements that are simultaneously transparent and create a relief can be
opened and closed. The play of light and shadow on the surfaces of the planes, or
penetration of light from the interior to the exterior in the night continuously gives new
shapes to the entire hotel.
URBANISM_The site area includes spatially valuable island of Sv. Stefan, king’s villa
Miločer, park and natural space in their immediate surroundings. This coast segment is
one of the most interesting and valuable parts of Montenegrin coast south of Budva.
There is a need to connect this area with a pedestrian path by the seaside in the length of
20.1 km towards the south. Touristic accommodation capacities and their accompanied
facilities are of the top categories, and therefore assume the guest of high paying power,
that can afford to vacation in this area.
Opposite to the demand for elite accommodation and exclusive regimen of use of the
natural sandy beaches, there is a public pedestrian path that curls around the coastline
and one with strait lines through the site. These two paths occasionally expand to create
open public spaces: hotel plaza, new park on Queen’s beach, redefining the use of the
park on King’s beach, and create a ceremonial space as an access to the island of Sv.
Stefan and Business Centre.

Public regimen of use of the seashore is enabled by sections of the pedestrian path that
materialize in the shapes of pontoons. Pontoons are temporary, modular elements that
can be joined limitlessly, either by descending in terrace form from the coast down to the
shore or located in the sea level. This makes the expanding areas of the pedestrian paths
an artificial surface of different modes of use (beaches, sundecks, sport’s activities areas,
shows and performances) that enable the use of so far unusable areas. Alongside sand
beaches the pontoons become the true attractor in the public space.

BUSINESS CENTAR_ located in the immediate proximity of Sv.Stefan Island, on the
location with perfect views of the old town. What makes this building very complex is the
extremely complicated program, mixing public and private on a very small and sensitive
area.
The concept radicalizes this difference alongside the vertical section:
public - ground floor
private - upper split level
Dominant ground floor space is taken up by a multifunctional (congress) hall with
auxiliary facilities, while the shopping space is divided into two parts. Vertical and
horizontal communication follows the same themes.
Hotels suites are located on the upper level. The basic unit is an irregular prism. By the
repetition of the same, irregular volumes on the irregular matrix, an “error” is built in to
protect the visual identity of the island.
Slab that covers ground floor, and creates the base for the upper floor, becomes a green
roof, with a mix of walkways, terraces, sundecks and a pool.
