It is my honor to commend Florida’s public servants who work every day for

Florida families. Thank you for implementing new ideas to help increase efficiency for Florida’s hard working taxpayers. Your dedication to our state and Florida families has helped you win a 2015 Florida TaxWatch Prudential Productivity Award.

Your efforts are helping Florida taxpayers keep more of their hard-earned

money. Our economy is improving, and it can be tempting for government to think it can spend the taxpayers’ money better than families can. As I travel our state and meet with businesses and families, I tell Floridians, “It’s your money!”

That is why we are working to make Florida’s state government as efficient as

possible and provide real savings for Florida taxpayers. During the next four years, we will build on our legacy of cutting taxes more than 40 times. In fact, we will cut another $1 billion in taxes in the next two years. In 1989, Florida TaxWatch and two of its co-founders,

J.E. Davis and A.D. Davis (owners and co-founders of Winn-Dixie

Stores, Inc.), created an awards program that would inspire, reward,

and recognize enterprising state employees for their innovative and

cost-saving accomplishments.

The Davis brothers determined that the awards program was simply one product

of their long-standing business and civic philosophy: to empower “the troops”

and invigorate the human spirit while giving people an equal shot at success, not

the certainty of it. Their common-sense vision of taking personal responsibility

for redefining productive government has inspired state government employees

to strive for excellence.

Even though the Davis brothers are no longer with us today, their wisdom,

strength and unwavering commitment to serving taxpayers lives on through

today’s awards program. They would be proud to know that since 1989, over 15,000 nominations have

been submitted totaling more than $9 billion in cost-savings, cost-avoidances, and added value to the lives of

Florida’s residents and visitors.

This year’s winners come from nearly every state agency in Florida, and include everyone from university

professors, to transportation safety workers, to environmental engineers. Twenty seven years of this awards

program has shown that Florida truly has the nation’s best public employees, and we are excited to see what

groundbreaking ideas and actions are still to come.

Dear 2015 Winners,

Congratulations on winning a 2015 Prudential Productivity Award!

I, along with the other volunteer judges, am honored to be

part of this unique program that recognizes state employees for

outstanding efficiency and productivity projects. Over the past 27

years, you and your coworkers have amassed over $9 billion in

cost savings. That’s impressive by any standard!

In serving as Chair for the Distinguished Panel of Judges, I’d like

to express my sincere gratitude to the volunteer judges. The

Distinguished Panel of Judges is comprised of business leaders

from across our state, representing a diverse range of industries

and expertise. We convene annually to ensure all nominations are

judged based on merit to determine candidacy for an award.

I’d also like to thank the staff at Florida TaxWatch for their

extraordinary efforts shepherding this well-respected program.

From the kick-off via the agency coordinators training to the

closing of the last regional luncheon, it is a herculean effort that

spans every corner of the state. Thank you, Team TaxWatch.

Employed by the FDOT since 2009, Jan Russo

is described by her colleagues as an innovative,

invaluable member of their team. She serves as the

HR Records Custodian, Employee Ombudsman, HR

What many people don’t realize is the incredible

ACHIeveMeNt sNApsHotGeneral maintenance of any facility will inevitably include newly painted walls, and in the case of correctional institutions, this can mean a substantial amount of paint, which results in a high cost to the state.

Instead of heading down to their local home improvement store, these Sergeants built a unique partnership with staff at their local landfills, where they were able to obtain over 500 gallons of discarded paint in various colors.

The institution is then able to mix the paint into one uniform color and paint the inside of the dormitories with a cost avoidance of $7,305. Additionally, recycling the paint saves the county money in disposal fees.

ACHIeveMeNt sNApsHotOver the past several years, Dr. Sachdeva has spent many hours of his free time working to bring grant funding to the FAMU College of Pharmacy. Dr. Sachdeva’s efforts have resulted in the receipt of grants from the Department of Defense to the tune of $1.1 million over four years, and multiple National Institutes of Health grants worth more than $2 million over four years.

Without being required to in his role as a faculty member, Dr. Sachdeva generates more than 50% of his annual salary through competitive grant funding, and in the process, has brought at least $300,000 in funding directly to FAMU. Dr. Sachdeva holds four patents for novel inventions in nanotechnology, such as nanoparticle formulations which can permeate the skin and help with diseases like psoriasis and skin inflammation, as well as technologies that enhance the oral absorption of certain drugs.

ACHIeveMeNt sNApsHotTimothy Ake, Laundry Sergeant at Gulf Correctional Institution, began testing home-made laundry detergent January 2013 as a cost savings initiative to reduce the institution laundry cost. A pilot program was conducted at Gulf C.I. with a cost savings of over $13,064.00 annually. This program has since been implemented statewide with a cost savings of $625,000 annually.

Prior to implementation, laundry cost approximately $1.05 a load and now sets the state back only $0.02 to $0.03 a load. The cost of the home-made soap is only about $0.16 a gallon to make compared to $9.00 a gallon to buy. Gulf C.I. has saved more than $1,088 per month, on average, and reportedly, the clothes seem to come out cleaner.

The laundry detergent is made from 20 mule team borax, Arm & Hammer Super Washing Soda, and Fels-Naptha bar soap; all ingredients that have been around since the 1800s.

ACHIeveMeNt sNApsHotA prototype drive thru window was opened for the Women Infants and Children’s Clinic at the Mid County location January 31st, 2012. The new lane enables clients to obtain express services without entering the clinic, which can be a significant challenge with multiple small children.

Since the inception of the drive thru window, an average of 194 clients have used the drive thru window on a monthly basis. A time study showed that a client’s wait time is reduced to 5 minutes by utilizing the window, compared to a 20 minute wait in the main clinic.

The service offers a convenient alternative to the client, by allowing them an opportunity to drive up for reloading of benefits onto their WIC EBT Card. Additionally, this option for WIC services increases access for all clients before and after hours, allowing for an additional 60 minutes per day of service. Additioanlly, clients with disabilities are able to use the drive thru window with minimal effort.

ACHIeveMeNt sNApsHotThe University of Florida Institute of Food & Agricultural Sciences (IFAS) Facilities Planning & Operations (FPO) team installed new heaters and controls for the IFAS greenhouses on campus without the typical need to bring in contractors to install the equipment.

Struggling with reduced budgets and a growing list of critical deferred maintenance needs, the FPO group needed to find a way to extend the purchasing power of limited funding to keep the greenhouses up and running for research and teaching related to the IFAS land grant mission.

The group sought methods to repair the equipment that had passed its serviceable life years ago by bringing in a team of specialists to perform the installations in house. This work is outside the normal level of expertise expected of FPO personnel, and certainly beyond their normal job expectations. The long-term impacts of completing this work in house carry over beyond this specific project. Capitalizing on the skills and abilities of the team members, other in-house projects were launched, and this has become a sustainable business model for the unit.
