1 Introduction

Shawmac has undertaken a technical review of the Traffic Impact Statement submitted for the proposed liquor store

on Lot 3 (1922) Pinjarra Road, Pinjarra. The review has been undertaken as an independent technical review

against the requirements of WAPC’s Volume 4 Individual Developments TIS requirements. The review has

identified a number of issues with the proposed development which are outlined in Section 2.

2 Technical Review

Table 1 below outlines the technical review of the proposed development against the WAPC

1.3 context with surrounds The TIS outlines changes to the existing road network on Pinjarra Road

including the reduction of lanes on Pinjarra Road from 4 to 2 however

does not demonstrate that the development has accommodated the

proposed road upgrades.

2 Vehicular access and parking

2.1 access arrangements The crossover onto Pinjarra Road does not allow a vehicle to enter whilst

a vehicle is waiting to turn out of the cross over. The crossover should be

improved to allow for two way operation.

2.2 public, private,

disabled parking set

down/pick up

The car parking meets the TPS parking requirements based on the GLFA

of 375m2. The Liquor Store has a drive through with one lane with any

queuing blocking access to the rear car parks. No analysis has been

undertaken of the drive through operation.

A vehicle entering the drive through then needs to complete a three point

to access the drive through and if a vehicle is queue outside the drive

through the next vehicle would be unable to complete the three point turn

to join the queue. This is an unacceptable manoeuvre within the carpark

as the driver has poor visible of a vehicle driving towards the main car

park and would interaction with pedestrians walking towards the car park,

increasing the potential for crashes. The movement also increases

congestion within the car park.

The disabled car parks are located immediately adjacent to the crossover

with the swept paths in Appendix 3 showing the vehicles reversing into

the car park closest to the crossover. The need to reverse into this car

park is considered a safety concern and this car park should be removed.

3 Service vehicles (non-residential)

3.1 access arrangements The development will be serviced by a 12.5m rigid truck. The swept path

turns from the median lane of Pinjarra Road into the site. The swept path

does not include a 0.5m clearance envelope and crosses into the

eastbound median lane of Pinjarra Road and has no clearance with the

crossover which is unacceptable. The truck egress also has no clearance

to the property boundary and when left turning out onto Pinjarra Road.

The exiting traffic is covered in Section 2.6.

The propose traffic generation is calculated using the Retail (food) land

use as both WAPC and RTE do not include traffic generation rates for

liquor stores with or without drive throughs. The traffic generation rate is

considered appropriate however there is no analysis of the drive through

and the potential queueing associated with a drive through facility. The

drive through is covered through a 20% increase in the traffic generation

effectively replacing the 20% reduction incorrectly claimed based on

converting gross floor area to gross leasable area.

The proposed development’s traffic is distributed 60% east and 40%

west however does not consider the impact in 2028 of the median.

The traffic analysis is only of the driveway access which is acceptable

given the low traffic volumes.

Whilst the traffic volumes are not correct the traffic impact is considered

minimal.

7 Traffic management

on frontage streets

The development proposes to provide a full movement crossover

approximately:

75m from the intersection of Pinjarra Road & George Street.

45m from the intersection of Pinjarra Road & Murray Street.

The location of the crossover is less than the minimum stopping sight

distance and 5 second gap acceptance requirement outlined in AS

2890.1. This indicates that the crossover should be linemarked and

signposted as left in left to discourage right turn out and to match into

the proposed Pinjarra Road upgrades. The swept paths do not include

clearance envelopes and two vehicles can not use the crossover at the

same time. The 12.5m truck swept path turns does not include

clearance envelopes and turns from the median lane clashing with the

opposing carriageway and risking undertaking. The swept path do not

include consideration of the Pinjarra Road upgrades.

routes or facilities. The bus stop located immediately to the west of the

development will impact on the ability for drivers to turn out increasing

the risk of crashes. This issue should be addressed in the TIS.

the main car park. The conflict between the drive through vehicle

completing the three point turn and pedestrians has not been addressed

in the report and is not acceptable due to safety concerns.

3 Technical Review

The technical review has highlighted a number of issues with the TIS and the proposed development. The issues

are summarised below:

Traffic generation has been based on a 20% reduction of gross floor area but applied the reduction to the

gross leasable floor area.

Drive through operation is not sufficiently addressed in the TIS

Drive through operation requiring a three point turn and queuing conflicts with access to the main car park

Cross over width does not allow for two way operation (based on swept paths)

TIS does not address the operation once Pinjarra Road is upgraded

Disabled car parking operation is not acceptable

12.5m truck turns fully from the median lane rather than straddling the lanes result in the potential for

vehicles to undertake resulting in increased conflict

Shawmac comment:

However, a 20% reduction has then been applied to the leasable floor area (357m2) reducing the overall traffic generated compared to the gross leasable area which is not considered to reflect the traffic generated by the development.” KCTT response: There was no reduction used in KCTT report. However, calculations have been amended to assume GFA is equal to GLFA to show the worst-case scenario of traffic volumes. Total traffic generation of the proposed liquor store and drive-through is 494 VPD / 11 AM VPH / 41 PM VPH.

Shawmac comment: The TIS outlines changes to the existing road network on Pinjarra Road including the reduction of lanes on Pinjarra Road from 4 to 2 however does not demonstrate that the development has accommodated the proposed road upgrades. KCTT response: The detailed plans for road upgrades have not yet been determined, however if the development can function on a road with 4-lanes, we believe it is intuitive to believe that the road will function with a downgrade to 2 lanes. The client has confirmed that they will construct the crossover such that it allows Left In / Left Out / Right In movement only to improve road safety.

Shawmac comment: The crossover onto Pinjarra Road does not allow a vehicle to enter whilst a vehicle is waiting to turn out of the cross over. The crossover should be improved to allow for two way operation. The crossover has been widened sufficiently to 10 metres width to allow for safer two-way vehicular movements.

Shawmac comment: The car parking meets the TPS parking requirements based on the GLFA of 375m2. The Liquor Store has a drive through with one lane with any queuing blocking access to the rear car parks. No analysis has been undertaken of the drive through operation. A vehicle entering the drive through then needs to complete a three point to access the drive through and if a vehicle is queue outside the drive through the next vehicle would be unable to complete the three point turn to join the queue. This is an unacceptable manoeuvre within the carpark as the driver has poor visible of a vehicle driving towards the main car park and would interaction with pedestrians walking towards the car park, increasing the potential for crashes. The movement also increases congestion within the car park. The disabled car parks are located immediately adjacent to the crossover with the swept paths in Appendix 3 showing the vehicles reversing into the car park closest to the crossover. The need to reverse into this car park is considered a safety concern and this car park should be removed. KCTT response: The drive through can accommodate for 4 queuing vehicles before the three-point turn area and an additional queuing space south of the turnaround area. The provision of areas for 3-point turns in carparks is not an “unacceptable manoeuvre” as suggested by the peer review, and we disagree that any driver has “poor visible” of other vehicles. This area is designed for a reversing manoeuvre for a 12.5 metre rigid vehicle as shown on Drawing KC00742.000 S30a. We contend that if an area is designed to suit a 12.5 metre rigid vehicle to perform a 3-point turn: -

A standard 85th percentile vehicle will easily perform the same manoeuvre within that area; The movement will easily be visible; Any vehicle performing that manoeuvre will not create a blockage; A singular vehicular movement does not create “congestion”. If a vehicle has to wait for another vehicle

performing a turning manoeuvre this should be considered “common sense”, not “congestion”.

Pedestrians will have no need to access this part of the lot as there is a path leading to the parking area (refer Drawing KC00742.000 S31 for evidence that the vehicle turning movements do not coincide with any expected pedestrian movements. We therefore do not agree that the movement of pedestrians through a carpark would be considered to “unsafe”.

The carparks adjacent to the crossover have been removed and disabled parking bay placed at the southern parking area. We therefore believe that the design responses have improved safety.

Shawmac comment: The development will be serviced by a 12.5m rigid truck. The swept path turns from the median lane of Pinjarra Road into the site. The swept path does not include a 0.5m clearance envelope and crosses into the eastbound median lane of Pinjarra Road and has no clearance with the crossover which is unacceptable. The truck egress also has no clearance to the property boundary and when left turning out onto Pinjarra Road. The access arrangement for the service vehicle is not satisfactory and requires crossover widening and revised swept path to ensure the service vehicle can access and egress the site appropriately. The Bin store area is within the development’s loading dock and therefore the same issues outlined in 3.1 apply. KCTT response: Clearance envelope of 0.5m has been included in the drawings. The swept paths show the vehicle turning from the left lane into the development. The left out turn from the development does not cross the centreline on Pinjarra Road. Refer to Appendix 3 for turning templates drawings. With the extension of the width of the crossover to 10 metres, we believe this issue has now been resolved.

Shawmac comment: The propose traffic generation is calculated using the Retail (food) land use as both WAPC and RTE do not include traffic generation rates for liquor stores with or without drive throughs. The traffic generation rate is considered appropriate however there is no analysis of the drive through and the potential queueing associated with a drive

through facility. The drive through is covered through a 20% increase in the traffic generation effectively replacing the 20% reduction incorrectly claimed based on converting gross floor area to gross leasable area. The proposed development’s traffic is distributed 60% east and 40% west however does not consider the impact in 2028 of the median. The traffic analysis is only of the driveway access which is acceptable given the low traffic volumes. Whilst the traffic volumes are not correct the traffic impact is considered minimal. KCTT response: There was no reduction used in KCTT report. However, calculations have been amended to assume GFA is equal to GLFA to show what we believe is a more conservative scenario of traffic volumes. Total traffic generation of the proposed liquor store and drive-through is 494 VPD / 11 AM VPH / 41 PM VPH.

NSW RTA states that for the queuing requirement for KFC drive through could be reduced to 5 car lengths for facilities with low potential turnover as is the case with the proposed development that will generate up to 41 vehicle trips in the peak hour. As shown in Appendix 3: -

Shawmac comment: The development proposes to provide a full movement crossover approximately:

75m from the intersection of Pinjarra Road & George Street. 45m from the intersection of Pinjarra Road & Murray Street.

The location of the crossover is less than the minimum stopping sight distance and 5 second gap acceptance requirement outlined in AS 2890.1. This indicates that the crossover should be linemarked and signposted as left in left to discourage right turn out and to match into the proposed Pinjarra Road upgrades. The swept paths do not include clearance envelopes and two vehicles can not use the crossover at the same time. The 12.5m truck swept path turns does not include clearance envelopes and turns from the median lane clashing with the opposing carriageway and risking undertaking. The swept path do not include consideration of the Pinjarra Road upgrades. KCTT response:

Pinjarra Road speed limit is 60kph. AS 2890.1 requirement for the sightline distance should be 83m for the desirable 5s gap. This is achieved on both east and west side of the proposed driveway as shown in section 2.14 and on drawing S41 and S41a in Appendix 3 measured as per AS2890.1 specifications. Sight distance is the

distance at which the driver leaving the driveway is able to see without any obstructions, it is not the same as the distance from the crossover to intersections.

The offset for the proposed crossover to the existing intersections tangent points is approximately 75m from the intersection of Pinjarra Road & George Street and approximately 45m from the intersection of Pinjarra Road & Murray Street. This in compliance with both AS2890.1 and MRWA requirements. As shown in Appendix 3, two passenger vehicles can pass by safely as shown on drawing S34 in Appendix 3. Service vehicle will be using the full width of the crossover; however, it is not expected that more than one service vehicle will operate on the proposed development at any given time. Clearance envelope of 0.5m has been included in the drawings.

Shawmac comment: The development does not propose any modifications to public transport routes or facilities. The bus stop located immediately to the west of the development will impact on the ability for drivers to turn out increasing the risk of crashes. This issue should be addressed in the TIS. KCTT response: The vehicles egressing the development can clearly see the bus in the bus stop from the crossover as well as the oncoming vehicles from the east. Therefore, it not expected that the proximity to the bus stop will cause any incidents.

Shawmac comment: The development includes access to Pinjarra Road and adequate access to the disabled car parks. Whilst the pedestrian access from the development to the car park is minimal the car park is small and the major conflict with vehicles is due to the drive through vehicles completing a three point turn and reversing towards vehicles accessing the main car park. The conflict between the drive through vehicle completing the three point turn and pedestrians has not been addressed in the report and is not acceptable due to safety concerns. KCTT response: We do not agree there is a conflict between the drive through and the 3-point turn area, nor is there a conflict between pedestrians and vehicles accessing the drive thru. The area is suitable for turning manoeuvres for 12.5 metre rigid trucks, therefore it will easily be suitable for 85th percentile turning movements. The area should be linemarked with a hatched yellow paint or similar and sign-posted to warn drivers coming into the drive thru with a sign stating: -

Caution – Turning Vehicles and Pedestrians (or similar)

Shawmac comment: There are a number of safety issues that have not been addressed including:

The development’s crossover has full movement however does not has appropriate width to allow vehicles to turn in and out with sufficient clearance and sight distance

The swept paths show the 12.5m rigid truck crossing the centreline of Pinjarra Road resulting in conflict with opposing traffic and turning from the median lane leads to the potential for undertaking

The three-point turn within the car park increases conflict with pedestrians and other vehicles in the car park

Conflict between vehicle using disabled parking and entering vehicles KCTT response:

The crossover widened to 10m. As shown on drawing S30b, the rigid truck does not cross over the centreline on Pinjarra Road with the

0.5m clearance included. This has been stated a number of times and refuted Parking adjacent to the crossover removed, disabled parking moved to the southern carparking area.

The technical review has highlighted a number of issues with the TIS and the proposed development. The issues are summarised below:

Traffic generation has been based on a 20% reduction of gross floor area but applied the reduction to the gross leasable floor area.

KCTT response: There was no reduction used in KCTT report. However, calculations have been amended to assume GFA

is equal to GLFA to show the worst-case scenario of traffic volumes. Total traffic generation of the proposed liquor store and drive-through is 494 VPD / 11 AM VPH / 41 PM VPH.

As shown in Appendix 3, two passenger vehicles can pass by safely as shown on drawing S34 in Appendix 3. Service vehicle will be using the full width of the crossover; however, it is not expected that more than one service vehicle will operate on the proposed development at any given time. Clearance envelope of 0.5m has been included in the drawings.

As shown on drawing S30b in Appendix 3, the rigid truck does not cross over the centreline on Pinjarra Road.
