1 SUMMARY Hyder have been commissioned by Economic Development Queensland (EDQ) to provide a Water Servicing Strategy as part of the early works package for the proposed Commonwealth Games Village located at the Gold Coast Parklands, Southport, Queensland. The proposed development of the site considers the demands due to the 2018 Commonwealth Games Village as well as the ‘legacy’ development, and the extents and sizes of the potable water network that will be required to service the site once it has been fully developed for future use. This report will demonstrate that a potable water supply can be provided to service the development in accordance with Gold Coast City Council requirements.

The development is located on the corner of Smith Street and Parklands Drive and ultimately is proposed to consist of low rise residential accommodation, retail and commercial precincts and a ‘Health and Knowledge Precinct’ which features areas planned for medical research institutes, biopharmaceutical manufacturing facilities and health and medical commercial type uses. Connections to the existing Council potable water network are proposed at the intersection of Parklands Drive and Innovation Drive and at the western end of Melia Court.

A water supply network modelling exercise has been performed by Hyder using WaterCAD version 8i software. The process and results of this modelling exercise are presented within this report, and confirms that the proposed development is able to provide an adequate water reticulation network in accordance with the Gold Coast City Council requirements for fire flow, residual pressure and pipe velocity.

It is proposed to construct a potable water network which consists of 250, 150 and 100mm diameter uPVC mains. It is proposed for a ‘ring main’ of 250mm diameter to run from both connection points and follow the alignment of Main Street and Hospital Boulevard. Pipe diameters of 150mm are proposed in all other areas with the exception of an inter-connecting pipe of 100mm in the residential area of the site. External works to construct 250mm diameter mains are also proposed in Parklands Drive from Main Street to Innovation Drive and from Hospital Boulevard at the northern site boundary to Melia Court in order to connect the proposed development to existing infrastructure.

2 PROPOSED DEVELOPMENT The development is located within Southport on the Gold Coast, on the corner of Smith Street and Parklands Drive. The site is located over the following block of land:

Lot 460 SP222438 (1 Parklands Drive, Southport)

A site locality plan is shown below in Figure 2-1. The proposed development consists of low rise residential accommodation, retail and commercial precincts and a ‘Health and Knowledge Precinct’. The site is will be home the Commonwealth Games Village in 2018 before it is utilised in its ‘legacy’ capacity. The exact configuration of the proposed development is subject to detailed design in conjunction with the QLD Government Developer Partner delivery model, however the latest plan of development is included within Appendix A.

A bulk earthworks model of the site has been completed which shows that the proposed surface elevation of the site will vary from approximately 9m AHD in the central areas of the site surrounding the proposed open space area to 25m AHD at the western boundary of the site at Parklands Drive. The site forms a gully with low lying portions of the development located in the centre of the site, following the alignment of Hospital Boulevard.

3 EXISTING WATER SUPPLY INFRASTRUCTURE There are existing 250mm diameter potable water mains located within the road reserve of Parklands Drive and Melia Court, which are proposed to act as the connection points to the site. External works within Parklands Drive from Innovation Drive to Main Street and from Hospital Boulevard at the site boundary to the Gold Coast University Hospital (GCUH) to Melia Court shall be necessary to connect the site to the existing water network.

Figure 3-2 below shows the location of the existing potable water network infrastructure surrounding the Parklands site.

3.1 EXISITNG HYDRAULIC GRADE LINE The existing hydraulic grade lines at the proposed connection points were sourced from the Gold Coast City Council H2OMAP Water model. Table 3-1 below shows the hydraulic grade line at each of the two (2) connection points.

4 PROPOSED WATER SUPPLY NETWORK It is proposed to provide the development with potable water while meeting GCCC’s Desired Standards of Service (DSS) These standards predominately include the provision of maximum hour demands as well as requirements for minimum and maximum pressure, maximum velocities and requirements for fire flow demands of 30L/s.

It is proposed to supply potable water to all areas of the pipe network while complying with the DSS via a network of 250, 150 and 100mm diameter uPVC potable water mains which generally follow the alignment of the road network internal to the site.

4.1 DESIRED STANDARDS OF SERVICE The DSS as specified in Policy 11: Land Development Guidelines, Section 4 Water Reticulation – Design Requirements of the GCCC Planning Scheme are as follows:

4.2 CLARIFICATIONS Gold Coast Water have confirmed in correspondence dated Wednesday 15th May enclosed in Appendix E that the GCCC model for the Coombabah catchment has made an adequate allowance for growth in order to accommodate the future parklands development site and that all surrounding infrastructure are of a sufficient capacity to service the development site with potable water. On this basis it has been assumed that no infrastructure upgrades will be required external to the site.

The modelling exercise performed in this study is intended to demonstrate that the proposed internal reticulation network is of adequate capacity to service the development in accordance with GCCC standards via the specified HGLs at the proposed connection points. External infrastructure has been assessed only where it is necessary to provide a connection between the existing Council connection point and the proposed internal parklands water network.

It is acknowledged that the final development layout may differ slightly from that currently proposed as a result of the detailed design of the development. It is noted however that the “Early Works’ package currently being delivered will establish the trunk infrastructure within Hospital Boulevard and Main Street. This report is intended to provide a strategy for the provision of suitable water reticulation to the remaining development areas. The alignment of mains within the development areas may differ however it is expected that the sizing of infrastructure shall generally be in accordance with this strategy.

5 WATER NETWORK ANALYSIS MODELLING The network modelling has been undertaken using WaterCAD Version 8i software. Two (2) models have been established for the proposed development to determine the adequacy of the potable water network during the Commonwealth Games in 2018 and in the fully developed ‘legacy’ scenario. It is intended to demonstrate that the proposed network is of adequate capacity to provide each serviceable area of the development with maximum hour demands and fire flow requirements.

5.1 CALCULATED DEMANDS The potable water network demands and peaking factors are listed below in Table 5-1 and are reproduced as they are seen in Table 4.2 – A Potable Water Supply Average Day Demand and Peaking Factors of GCCC’s Policy 11: Land Development Guidelines Section 4 Water Reticulation – Design Requirements

A yield development table was used to calculate the number of Equivalent Tenements proposed on site and architectural plans were used to determine where these loadings should be applied. The total demand at each junction is shown in the engineering drawings in Appendix B. The ET and demand calculation table are included in Appendix C.

An analysis has also been completed to assess the site during its use as the Commonwealth Games Village in 2018. Using a conversion of 2.7 equivalent persons per equivalent tenement the following table presents the assessment of the site during the Games.

The above table illustrates that the demand on the proposed infrastructure during the 2018 Commonwealth Games is greater than in the ‘legacy’ scenario. Both cases have been modelled

as part of the water servicing strategy. As part of a sensitive analysis loads during the Games scenario have concentrated on nodes along Main Street. No issues are identified in this sensitivity analysis and all desired standards of service are met for the potable water network.

5.2 WATER NETWORK MODEL Full details of the water network model, including pipe diameters, demands, junction elevations and connections to the existing surrounding network are shown in the engineering drawings attached in Appendix B.

6 MODELLING RESULTS Four (4) sets of results have been generated for the junction details, pipe details, reservoir details and fire flow details for the potable water network. These results show that the proposed network has enough capacity to satisfy the specified flow and residual pressure requirements, taking into consideration the demand of each of the proposed development areas and the head losses which result from internal pipe friction. The WaterCAD network reports are included in Appendix D.

The junction table provides a register of each junction within the network and details the elevation, demand, hydraulic grade and pressure.

The pipe details table provides a register of the pipes used within the system with physical measurements as well as calculated flow, velocity and headloss gradient.

The reservoir table details the specifications at the connection points used for the network, including the elevation, net outflow and hydraulic grade.

The fire flow report details each of the junctions within the network and provides details of the total flow needed and total flow available, as well as measurements of residual pressure and the maximum velocity of the pipes. The network has been iteratively optimised to ensure that all fire flow constraints are satisfied and that the systems all operate within the defined standards and requirements.

These results are presented in Appendix D and provide all relevant information regarding the capacity and servicing requirements of the proposed networks.

7 CONCLUSION This report has demonstrated that the proposed development of the Commonwealth Games Village and legacy development at the Gold Coast Parklands, Southport can be adequately serviced with water via the existing 250mm diameter potable water mains located in Parklands Drive and Melia Court.

A servicing strategy which comprises an internal reticulation network has been presented, providing piped water service to all relevant areas of the development. The internal reticulation network is to consist of 250mm, 150mm and 100mm diameter uPVC mains. The network follows the alignment of the proposed internal road network. The proposed network has been modelled to ensure there is sufficient capacity to service all relevant areas of the development and has been demonstrated to be compliant with all relevant standards and statutory guidelines.

It is acknowledged that the detailed design of the proposed development may vary the alignment of the water network within the development areas outside of Hospital Boulevard and Main Street. The findings of this strategy however should inform any future planning decisions or design regarding the internal potable water network. Any construction should be consistent with the findings included within this strategy.

However, only Lot 460SP222438 (Parklands Site) should be considered in your study which have

ETs below. These ET's will be the same for both water and sewerage. 2011: 0 2016: 807.1

2021: 1,614.7

PSD: 2,419.8

With your calculated ET of 2,122 for the site, external network modelling will not be required for both

water and sewer as ET allowed from our study is higher than the required calculated ET. However, you will need to size your internal infrastructure using your calculated ET and include any

infrastructure that will connect to the GCCC's existing Water and Sewer infrastructure.

Hi Ben, Below are the minimum HGLs (minimum pressure + elevation) from GCCC's existing water

infrastructure junctions for possible connection of your internal infrastructure. Node SW14494 - 52.7m Node NA1 - 52.5m Node W15-04382N - 52.8m You can not use those 4 junctions mentioned in your email below as these are future infrastructures

from SKM study. You should extend your water infrastructure design up to your source, ie. the existing

Hi Anton,

I just wanted to confirm our conversation yesterday that the conversion rate of 2.7EP per ET should be used when

assessing the loadings during the 2018 Games scenario. Assuming that there will be 6,500EP on site during the

games this results in 2,407ET, which is more than 2,122ET in the legacy case. I will therefore include an additional

scenario which models the loading due to the games. I note that in previous emails you quoted that 2,419ET had

been used for assessing external infrastructure. Can you please confirm that external network modelling is still not

required due to the 2018 games scenario and that the 2.7EP per ET rate is correct?
