SAFER pack.

We will also hopefully have some Young Commissioners from the YABs along as well. Location-venue
directions and reminders over the coming weeks.
Grass Root Fund by Norwich YAB / No application deadline
The Norwich YAB's Grass roots fund is designed to support local community groups and smaller
projects in the Norwich area. It is intended to support groups with up to £500 in funding, to provide
fundamental resources, equipment, activities or facilities needed. The funding can also be used for the
development of staff and volunteers in areas such as training, qualifications, DBS checks or other forms
of support. There is no deadline for applications, meaning each application is assessed when it is
received by the YAB. The applications will be assessed by a group of young commissioners from the
YAB, please bear this in mind when writing your application. You will be notified of the outcome of your
application within 20 days of the Norwich YAB receiving the bid. The Norwich YAB has £5,000 budget
for the Grass Root Fund, however once the £5,000 has been spent, any further bids will not be
considered. Therefore it is crucial to get your applications in as soon as possible.
All successful applicants will be expected to report back to the YAB with a small update report when
requested (1 side of A4 maximum) and to answer a feedback questionnaire in March 2015. Please
return application forms to Paul Webb, Senior Youth and Community Worker, MAP, the Risebrow

General News Local provision for young women with learning difficulties and additional needs in
Great Yarmouth
After spending time researching local provision for young women with learning difficulties and additional
needs GFS Platform believes there is a need for supporting women aged 18-25 yrs with social and
independent living skills, so they are setting up a Saturday morning club (10am-12) to provide a safe, fun
environment for young women. The group will be free to those who attend however a referral form must
be completed prior to attendance to ensure we have the capacity to support the young woman being
referred. Also because GFS Platform only works with girls and young women this is a single gender
group so we are unable to accept any male referrals.
Both Lauren Randall and Lisa Mc Robb, will be running the project have extensive experience working
with young people with learning difficulties and additional needs, so they are quite excited to offer this

Microsoft Youth Hub Application! Deadline 9th Feb
UK Youth & Microsoft are offering more youth projects across the country the chance to become
Microsoft Youth Hubs. After two years building a Microsoft Youth Hubs network, 2015 is set to expand
the reach of this network and deepen the impact that the project can achieve. Each Microsoft Youth Hub
will have access to the equipment knowledge and resources which will enable them to run a peer
education programme. The programme aims to ensure young people will gain improved IT knowledge,
have regular access to hardware and software, and will develop technology skills relevant to the modern
digital workplace.
Ten youth organisations will receive:
Funding of up to £4000 for Hub creation and delivery of the Hub project*
Subsidised software packages for organisations registered as a charity
High quality peer education and IT training for 1 youth worker & 3 young people (IT Champions)
delivered by UK Youth and Microsoft
UK Youth & Microsoft employee support for the duration of the project (February - December 2015)

New NSCB Training Calendar for 2015-16 & Online Booking System
NSCB (Norfolk Safeguarding Children Board) are pleased to announce that their 2015-16 training
programme will be ready in March 2015 and will be introducing a new online booking system. This will
be accessed through the 2015-16 training section of the NSCB Website.
Delegates will apply online and an email will then be sent to their line manager for them to confirm their
support of the application. Once their line manager has confirmed the application the delegate's
application will then be accepted. The applicant will receive emails to confirm what stage their
application is at. As previous, places will not be assigned on a first come first served basis.
Applications will be accepted up to the shortlisting date and then assigned in order to achieve as equal a
representation across partner agencies as possible. Please note that from the start of the 2015-16
training year shortlisting will take place 6 weeks prior to the date of the course. Applicants will then be
notified if they have been secured a place or not. There will be no further reminders and the normal
cancellation policy applies. Paper forms will no longer be accepted for course applications, and any
received will be returned.

Consultation on Norfolk's Special Educational Needs and Disability (SEND) Local
Offer
Since its launch on Monday 1st September 2014, when the Children and Families Act 2014 came into
force, Norfolk's SEND Local Offer has continued to be developed. It has had new content, links and
photographs added and a restructure to make the web pages more user friendly to help young people,
parents/carers and professionals easily find the information they are looking for. Norfolk's SEND Local
Offer can be found within the NCC website from the Children's Services home page, it can also be
easily found using Google or you can go direct to www.norfolk.gov.uk/send
Norfolk County Council's aspiration is to make Norfolk's Local Offer a 'one stop shop' for information
on SEND provision and services in Norfolk and beyond and to also develop this further to outline their
overall support to enhance and improve inclusion for all children and young people across Norfolk.
Consultation with key stakeholders
Norfolk County Council want to know from those who use it, how they can best improve it. Additionally
they would like your help in shaping the future of this Speech and Language service and so within this
consultation there are some extra questions for those affected personally or who have a child who has
speech and language needs. Norfolk County Council would be grateful if you would take the time to

In addition to this Smart Survey, there will also be a series of focus groups with young people, families
and professionals which will drill down further into various themes during February and March.
Consultation start and end dates
The consultation will open on Friday 16th January 2015 and close on Friday 27th March 2015. A report
will then be prepared during April which will provide analysis of the feedback received and outline the
next steps in the development of Norfolk's SEND Local Offer.
Safeguarding DBS Checks are portable!
In 2013 Disclosure & Barring Service (DBS) checks became portable, which is done through the Update
Service:
The update service lets you keep your DBS certificate up to date online and allows employers to
check a certificate online.
You can join the update service as soon as you have your application form reference number. You
can ask for the number when you apply for your DBS check.
Or you can join the update service with your certificate number when you receive your DBS certifi-
cate. If so, you must do so within 19 calendar days of the date of issue which is printed on the certif-
icate.
You can log in to the update service if you have already joined.
This service is free for volunteers, or £13.00 (for one year) for employees and is completely at the
discretion of the applicant whether they wish to join or not.
To accept a DBS, organisations can go on to the Update Service site, and check that nothing has
been added to the applicant's certificate since their check. This is free to do and covers the appli-
cant as if they had had a DBS check done for the role.
What organisations need to do:
If volunteers / staff have joined the update service you can ask them to bring in their DBS
certificate, use the disclosure number to check on the Update Service if anything has been added to
their disclosure since it was printed.
You will need to check that the DBS covers your client group (this is stated on the DBS, applicants
are checked for either Child Workforce, Adult Workforce, Child & Adult Workforce or Other).
To accept a DBS check you must go on to the Update Service once you have seen the paper copy
of the disclosure, otherwise the volunteer will not be covered. It is the organisations responsibility to
ensure that all staff are adequately checked to work with their client group.
