EirGrid: Grid Access Facilitation Investigations
• We recognise the challenge facing customers accessing a power system that in some areas is heavily congested
• Congestion ultimately relieved by Grid25 reinforcements • Body of work kicked off to investigate potential use of
interim “smartgrid” measures to squeeze as much as we can from existing infrastructure and in doing so reduce constraint levels and facilitate access
• Initial focus is Mayo area where a lot of generation is looking to connect in advance of grid reinforcements
• Investigations will consider Special Protection Schemes (SPS) in detail plus other possible constraint mitigation options at a conceptual level
• Hoping to complete initial investigations by Oct. 2013

EirGrid: Pre-Energisation Data • Contractual obligation on generators to provide dynamic models at
least 6-12 months prior to energisation • Models must comply with Grid / Distribution Code • Models enable EirGrid study the impact of the new generation on
power system stability • Today 5 of the 9 windfarms due to connect over next 3 months have
not provided compliant models • Very concerned about meeting energisation dates if situation not
rectified • Two significant reasons why delays could arise:
1) If models submitted at short notice and issue is identified in the studies, there may be insufficient time to develop and implement mitigation solutions
2) If models submitted too late EirGrid may not have sufficient time to complete studies in advance of connections
• Will provide a paper on pre. energisation data requirements and associated process prior to next meeting

Guideline to Where EGIP Applies
• Full EGIP applies for the following; • New ESBN substation or second connection • > 2MW installed
• EGIP with relays only & no ESBN breaker applies; • Demand user • >2MW
• G10; • Demand user • <2MW
–Detailed criteria provided by ESBN
Refund for Some Contestable Works
• Where ESBN requires full EGIP but Nulec is LCTA then Nulec costs applies
• This can create a refund at handover stage payment for contestably built MV connections
Complaints • ESB Networks have established complaint process
specific to generators
• Complaints to be emailed to [email protected]
• Subject header to set out ‘Complaint with regard to offer for connection to ‘DGxxx or TGxxx ‘
• Aim to respond to complaints within 20bd
• Where not possible to respond within that timeframe, we will advise of a timeframe for a complete response
• Process to be published on website in coming weeks

Sub-Group Resolution
• During 50 day validity period offers signed will not be progressed until Sub-Group validity period expires
• If at end of 50 days a party is in dispute SOs will assess impact of that party on sub-group
• Concept of “Critical Mass” applies

Modification Related Queries
• E.g. cap relocation, merging/splitting, cables, etc
• Requests must be submitted as modifications
• Level 1 Fee of €853 (+ VAT) will apply
• If progresses to modification then balance of fee will be required
• If modification is not possible no further work will be done and no further charge will apply

Capacity Relocation
• Large number of queries received
• Significant proposed relocation distances
• Some clarity required on ruleset
– Impacts on the system including harmonics
– What is meant by evidence of need to relocate
– What is meant by negligible impact on the systems

EirGrid: Non Payment of Fees
• Policy on what happens if fees and/or data not provided
• GPA, non-GPA and demand
• 3 month period
• Removed from queue but can reapply
• Demand applications will be archived
• ESB Networks apply similar policy for GPA and non-GPA

• EirGrid will publish status of all TSO Gate 3 offers

• EirGrid will be publishing an MEC Administration Paper
• Consolidates CER-09-138, CER-11-083, COPP and CER directions
• Summarises for each stage from application through to decommissioning process and charges for changing MEC
• Not a consultation but comments welcome
