Reaching Out Across Singapore

National Day AwardsLTA heartily congratulates its Chief Executive Yam Ah Mee on his receipt of the Public Administration Medal (Gold) this National Day. The Awards recognise various forms of merit and service to Singapore. National Day Celebration at LTA

Staff from across the MOT family took part in the National Day celebration at LTA’s auditorium on 7 August. Those attending enjoyed special per formances by Geylang Methodist Primary School and took part in a community-building music session conducted by One Heart Beat Percussions.

LTA appreciated a visit from Ms Heather Webster, Executive Director of South Australia’s Public Transport Division and Chair of the International Association of Public Transport Australia/New Zealand (UITP ANZ) Board, in late June.

Ms Webster was in Singapore for the World Cities Summit and spent time with LTA staff learning more about Singapore’s public transit landscape. She shared Adelaide’s experience in branding its public transport system. She conducted a large briefing, as well as took part in a smaller session on communications and fare systems.

Ms Webster has worked to develop partnerships with the private sector for service delivery and systems, with the focus on the passengers in Adelaide. Improving the information available to customers and reducing the barr iers that deter users have been prime strategies in her approach.

Rail Lines on Track

Sim Wee Meng, Group Director, Rail (Circle & Downtown Lines); Lim Bok Ngam, LTA Deputy Chief Executive; Minister for Transport Raymond Lim; and LTA Chairman Michael Lim enjoy a tour of the Esplanade Station conducted by CCL1 Deputy Director, Lee Beng Hooi, Project Manager, Systems Signalling.

On 15 July, Minister for Transport Raymond Lim visited Circle Line Stage One (CCL1) Esplanade Stat ion to announce that work is on schedule. He also highlighted this station’s benefits for commuters, including easy access to nearby cultural and retail attractions. On the same day, the Downtown Line 2 (DTL2) ra i l a l ignment and stat ion locations were gazetted and announced. LTA is soliciting public input in station naming for DTL2.

The 16.6km Downtown Line 2 (DTL2) is a major step toward bringing long-awaited rail access to the northwestern area of Singapore. With one depot and 12 stations, including three interchange stations at Little India, Newton and the Botanic Gardens, the interchange stations will link to the North East Line (NEL), North South Line (NSL) and Circle Line (CCL) respectively. This will give commuters greater accessibility to the rest of the island and significantly improve travel time. DTL2 will also improve accessibility to other parts of Singapore as commuters can conveniently transfer to other MRT lines at the three DTL2 interchange stations.

Making Public Transport a Choice ModeMore initiatives to make public transport a choice mode continue to roll out. Among those announced in July were the Public Transport Journey Planner, an online service that enables users to plan their journeys using both SMRT and SBST bus and rail service. Go to www.transitlink.com.sg to find out more.

The number of Premium Bus routes increased to 72, and members of the public can voice interest in a service to cover their area by going to www.lta.gov.sg/public_transport/pbs/pbs_info.htm to log their request.

Additional full day bus lanes were extended to Orchard Boulevard, Orange Grove Road, Buffalo/Balestier Road, Victoria/Rochor and Petain/Rochor Canal to make bus travel faster.

Together with the taxi companies, LTA launched a common taxi booking number, 6-DIAL CAB (6342 5222) on 21 July. The common number aims to make it easier and more convenient for taxi commuters, especially tourists, to call for a taxi in Singapore: they need remember only one number. The new common call number complements the taxi companies’ existing call booking systems.

Ms Zing Lee, 26, Producer / Assistant Director said,

“6-DIAL CAB is easily remembered especially in my line of work where we are constantly on the move and in a rush. As the call was attended to quickly and efficiently, I will likely use this number more often.”

Mr Suketu Khabaria, 29, Manager, said,

“I’m glad I just have to use one number to book taxis now. It’s much more convenient and definitely a plus that the call generally goes through pretty fast.”

Marymount Station Visit Wows

Gallup Poll: Singapore Tops for Commuter SatisfactionThe Galllup Poll reported that Singaporeans are more satisfied with their public transportation than citizens in 20 of the world’s most populous cities.

Shunfu Estate residents and members of the Residents’ Committee (RC) visited the CCL3 Marymount Station on 26 July for a site visit. They especially enjoyed the walk along the train track and the station control centre. Madam Chua Ah Ber, shared her enthusiasm: “Although I am 77 years old and my legs are wobbly, I still signed up for this tour. This is the only chance for me, at my age, to visit the station first hand. It has been a rare opportunity and experience for me.”

Shunfu RC chairman Tan Kia Tan shared residents’ enthusiasm for the visit and was glad to see how happy they were at what has been taking place. He added that “once the station opens, it will bring a lot of convenience to the residents.”

Dakota Visit Updates Stakeholders

Mr Chiba, Nishimatsu Construction; William Chew, Director, Project Communications & Feedback; Lim Biow Chuan, Advisor to Mountbatten GROs; Sim Wee Meng, Group Director, Rail; and Jason Tan, Assistant Manager of Mountbatten Constituency Office, clearly had a good visit to the Dakota Station tunnel.

Nearly 100 residents, stakeholders and grassroots leaders living in the vicinity of the Circle Line 2 (CCL2) Dakota Station made a visit on 28 June. Mr Lim Biow Chuan, Advisor to Mountbatten GROs, was the Guest-of-Honour. The visitors toured the outer bound tunnel.

Mr Zack Talib, a resident of Dakota Crescent, wrote to thank LTA and the contractor for organising the visit. He added a note of thanks to the staff

“for the excellent performance carried out on the project. Congratulations!”

As always, seeing is believing. Members of the public appreciate a view behind the hoardings so they can better understand the scope of work, why disruptions may occur and how the project will benefit their neighbourhood in the long run.

This year’s 10th Annual Safety Award Convention (ASAC) focused around the theme of Managing Safety at Heights. ASAC recognises contractors who have been proactive and successful in promoting safe work practices at their work sites. Contractors must also ensure high standards of health, safety and welfare for their workers and protect the public and the environment. Nishimatsu-Lum Chang Joint Venture, the contractor for the New Alignment for the Nicoll Highway project for Circle Line, emerged the winner of the LTA Contractors Challenge Shield this year. The other two finalists were Alstom Transport SA, Alstom Transport (S) Pte Ltd and Singapore Technologies Electronics Ltd Consortium and Taisei Corporation.

During the KPE Emergency Exercise on 30 August, Minister for Transport Raymond Lim announced the first, second and third place winners of the Mural Art Competition from over 50 submissions. The Mural Art competition winners’ work will decorate the above-ground escape staircase structures along the KPE alignment. The Mural artists shared their ideas about land transport through their artwork.

On 22 August, LTA launched the first of its Community Outreach Programmes, a series of visits with constituencies to discuss issues that affect their areas and residents. Over 150 grassroots leaders from the West Coast GRC came to LTA for discussion and a visit to the Land Transport Gallery.

The Business Excellence Award assessors stopped to view the Land Transport Gallery during their review of LTA.

Having achieved the Singapore Quality Class status in 2005, LTA decided to shoot for the stars and apply for the 4- in-1 Bus iness Excellence Awards (BEA). The 4-in-1 comprises Singapore Qual i t y Award (SQA), People Excellence Award (PE Award), Innovation Excellence Award (I-Award) and Service Excellence Award (SE Award).

Win or lose, there’s no doubt that getting ready for the ACE assessment brought us all a little closer and got us thinking a bit harder about what we do and why. One ACE team leader, Ms Wang Yean-Mei, Deputy Manager, Transport Planning, who served as an information point for other staff commented: “Preparing for the assessment was greeted initially with some skepticism and trepidation. But, once the

reasons were made clear for why LTA would even consider going for this never before attempted 4-in-1 Business Excellence Award, and just on the heels of rolling out our LTMP, all staff within the Transport Planning Sub-Group were revved up to go!”

Work-Life Excellence LTA has won the Ministry of Manpower’s biennial Work-Life Excellence Award for the second time. The Award recognises employers who are committed to helping their employees harmonise work and personal commitments through effective and innovative work-life initiatives. One of LTA’s winning strengths is our special focus on our mature colleagues whom we value for their experience, knowledge and skill set. Our LTA story and the collection of success stories in the Work Life Excellence Journey can be found in the “Work-Life Excellence Award 2008” book available at the LTA Library.

Welcome to the LTA Family

Eleven candidates were selected to receive LTA scholarships from the more than 230 applicants this year, more than double last year’s applications. At the 11th Scholarship Award Ceremony, we welcomed these 11 young undergraduate scholars into our LTA family.

Three of our staff were also awarded postgraduate scholarships. Chia Choon Poh (Senior Project Manager, CCL E&M) will be pursuing his Masters in Railway Systems Engineering and Integration; Howard Pak (Executive Transport Planner, SPL) in Transport & Urban Planning; and Joyce Hong Pek Foong (Executive Engineer, SAI), in Systems Engineering Management.

Choon Poh shared these thoughts: “I strongly believe that rail transit system plays a key role in supporting the public transport of Singapore and I look forward to enhance my railway engineering knowledge and system integration skills during the MSc programme which I can contribute back to LTA in delivering a safe and reliable rail transit system that meets the expectations of our public commuters.”

We wish our 2008 scholars the best in their work.

Enhanced Service with GISThe Environmental Systems Research Institute (ESRI) gave its “Special Achievement in GIS” award for outstanding use of Geographic Information System (GIS) technologies to LTA, the sole winner from Singapore this year.

LTA’s GIS solutions enable knowledge sharing across business units and for the public, which boosts LTA’s ability to plan, collaborate and manage its roads, traffic, regulatory function, and civil works more effectively and efficiently. LTA uses GIS to enhance its services, from submitting road work permits and monitoring geotechnical instrumentations at construction sites to accessing real-time traffic conditions via an online portal.

LTA hosted 83 students from around the world taking part in the 3rd Hwa Chong Asian Young Leaders Summit (HC-AYLS) in July. The participants hailed from 12 countries and toured industry, academic and government bodies throughout Singapore. The group came to LTA for a morning discussion about land transport planning in Singapore and finished with a tour of the Land Transport Gallery. Krystyna Holland, 17, hails from Dominion High School in the USA and commented: “The Gallery really showed me the impacts and advantages of public transportation as well as the improvements through time...it was more exciting than I expected it to be.” Rhea Suri from Modem School in India liked the gallery itself: “The gallery was very innovatively put together. It explicitly, with the help of technology, portrayed different aspects of the transportation system in Singapore. The history, problems, advantages, etc. were put across very aesthetically and were visually appealing.”

LTA Staffer Recognised

Ng Yuh Shu of LTA’s Systems Assurance and Integration Division, received a distinction for her MSc thesis “Safety Integrity Level, A Study of the Role, Purpose and Setting of Requirement in the Railway Industry” at the University of Scotland in Aberdeen in June. The award was made by the Safety and Reliability Society, North of Scotland Branch.

In Singapore, nearly one in two people killed in road traffic accidents is a motorcyclist, despite there being only one motorcycle for every five cars on the road today. To help prevent accidents, experienced road safety officers and engineers review the road environment, focusing on the needs and requirements of different road users. Identifying hazards specific to motorcycling often requires specialist knowledge and experience, best understood by experienced motorcyclists themselves.

Preventing Motorcycle Accidents

The Land Transport Master Plan includes intensifying engineering measures to make our roads more forgiving to motorcyclists. Two measures especially for motorcyclists initiated by RSEU include resurfacing of roads with a special anti-skid material and modifying our vehicular impact guardrail posts so they are not exposed.

Despite engineering measures undertaken, motorcyclists must play their part by riding with caution. According to the Traffic Police, speeding is the main cause of most accidents. All road users are advised to not speed, ride safe, and stay alive.

So, LTA staf f who are motorcyclists have taken part in our Road Safety Engineering Unit (RSEU) road safety audits to help search for road hazards. Hazards not felt by drivers can be potentially life threatening to motorcyclists and so tra ined motorcyc l is ts can he lp detect such hazards. RSEU audits two stretches of roads every month and the audit team reviews and records par t icular hazards. They then submit hazards and speci f ic mi t igat ions for management rev iew so remedies can be implemented.

This issue of Connect is dedicated to our officers who are working hard to make the land transport system better for all Singaporeans.

We embrace the challenges ahead of us and we’re happy for it. However, to sustain the energy, excitement and passion we need to carry out the many initiatives ahead, we know that teamwork is at the heart of our success. It’s evident when you look at the photos that these events and projects are the successful results of many overcoming whatever day-to-day issues that may come along.

And though “teamwork” may be one of the most taken-for-granted words in the corporate vernacular, we know how important it is because when there is teamwork, time flies and workload lightens.

Another important factor in sustaining our momentum is maintaining balance between work and the rest of our lives. While there may be no such thing as a perfect work-life balance, balance is really about prioritising and making the time for the people and activities that count. In an issue of Connect last year,

Sometimes, we also have to recognise when we need a break. In a recent interview on BBC radio, a former central banker recalled the many financial crises he’d worked through over many years, laughing that he had the grey hair to prove it. The reporter asked if his work had meant long hours and the former banker said without hesitation, “Yes!” He offered sage advice: At the 23rd hour you have to realise that you’re just not so productive anymore. He said going home to see his family was rejuvenating and helped him deal with the tough work ahead.
