Joseph Young
Talvez seja at injusto tomar incidentes isolados, que podemganhar um peso desproporcional numa anlise crtica, masso to bizarros que sobressaem mesmo num noticirio jrecheado de problemas econmicos, polticos, sociais etc.
So muitos os exemplos contraditrios.
E a paralisao do
As obras paralisada

As fronteiras econmicas regionais mostram aenergia do Brasil Interior

Regional economicfrontiers expanddespite poor
infrastructure
The federal government fails to manage construction
and completion of public works and results would
have been even more damaging to Brazilian growth
if the country did not rely on some state offices
dynamism and on the strength of regional markets
M aybe it is unfair to mention isolated incidents thamay gain disproportional weight in a critical analysis, but they are so bizarre that they come out evenin some news shows filled with economic, political and sociaproblems, among many others.
Many are the contradictory examples. While the presinformed improper use of Brazilian airforce aircraft by min-isters and congressmen, the government refused to lend aplane to transport the journalists in charge of covering PopeFranciscos trip to Aparecida (SP); and Rio de Janeiros sub-
way stopped at a critical stretch due to a broken energy ca blwhich apparently had no backup, on the day of the fir st evenof the World Journey of the Youth in the city.
The first incident, bearing in mind the importance of thejournalism, shows the absence of a strategic vision in a moment when Brazil is under the glob al audiences scrutiny. Anthe stoppage of Rios subway exemplifies how obsolete thpieces of equipment of that mass transportation system arein one of the main cities in the country, where planning habeen ignored since the extinguishment of former Geipot (National Company of Transportation Planning), a decision tha
nobody has ever understood.Construction and engineering trade associations point ou
that since the scandals that have caused the extinguishmenof former DNER(National Dept. of Highways) in 2004, whichdeeply impacted on the Ministry of Transportation, the routineof the Dnit (National Department of Transportation Infrastructure) two years ago, continue jammed due to political inter-ferences and the vacuum in the decision-making processesdespite the commitment of its career techniques. The strikof the employees in that department goes on this month (Julycausing another problem: the measurements of the construc
tion works delivered by contractors have not been paid.

Those associations remind us that once the processes ofpublic tenders are archaic, the introduction of the RDC (Differ-entiated Contracting Regimen) for the PAC construction works, without improving the process of public tender itself, havebrought few practical benefits. The paralyzed jobsites underthe administration of the main ministries evidence the lack ofsoftware-based management tools being used for decades inthe private sector, in addition to several political interferencesthat place comrades in positions that should be occupied ex-clusively by experienced technicians.
In the scenario of lack of quality of management of con-struction works by the federal agencies, there is a silver lin-ing. At the workshop of construction work management heldlast May by the O Empreiteiro magazine, Dnits general coor-dinator of modernization and systems, Matheus Belin, statedthat in that agency and in its regional branches the manda-tory use of the BIM (Building Information Modeling) modalityin public invitations to bid is being implemented , and it char-
acterizes a cultural change that may cause a revolution in themanagement of federal road construction works. Sinduscon-SP director, Fernando Augusto Correa da Silva, on his turn, highlighted that the Brazilian Army is committed to a similarproject to make more efficient the management of its manyfacilities across the country (further information on Dnit andthe BIM implementation: www.revistaoempreiteiro.com.br).
Once Petrobras has already used project and software-based construction-work project management for years, Dnitand the Army are now joining it in an effort to create a newculture of efficacious management in federal agencies tar-
geting on substituting the Jurassic procedures based on pro-cesses in hardcopies that move along from one desk to thenext to be given technical opinions, without any deadlines setfor clearance. There germinate the harmful seeds of the cul-ture of making things difficult in order to offer facilities.
Construction and engineering associations have criticizedthe federal governments incapacity of investing resourcesalready authorized. No agency is able to make 100% of theinvestments planned. There is plenty of cash, but the govern-ment is not able to spend it. A recent example of the use ofcash resources is the tenders held electronically of thousand
of backhoes and wheel loaders for small municipalities. Thevery equipment industry to supply those sets of equipmenthave doubts about how those municipalities will keep opera-tors trained and pay some proper mechanical maintenance.
Lower growth at the horizonCornered by the street protests started last June in several
Brazilian cities, the federal government still insists on the oldrecipe of an impacting plan, which would be a plebiscite , oncethey are used to look at the populations desires from the topof their arrogance, the mass they think co-opted by means ofthe benefits dispensed under different names. The Congress
is also evidencing to be willing to postpone sine die the propos-als which, in the heat of the protests, it has made without anyobjective criteria intended to extinguish those bonfires.
The protests essence certainly addressed the obsolete in-frastructure, which remains untouched. Except for the prom-ises to speed up the construction work of the BRTs exclusivebus corridors with bus stations where tickets are collected nobody is talking about speeding up the construction of newsubway and metropolitan train lines, or about replacing theso-called tin schools, or recovering ruined healthcare cen-ters and hospitals and with just a few doctors. It is worthrecording the impacting solution proposed to make manda-tory two more years of residence for medical students, whowould enter the work market almost 30 years old, in additionto the polemic import of doctors from abroad.
Without articulating any action to resume the construc-tion work paralyzed for different reasons, including sus-picions of overbilling identified by the TCU, or cogitating a
shock of management at the contracting public agencies, forwhich it could use the specialized consulting companies inthe market, the federal government places all its bets in anextensive list of invitations to bid for concessions of airports, highways, railways and ports, which are concentrated in aperiod of time relatively short. Once again showing alarminglack of planning, the government expects to attract privateinvestors to undertakings which sum up over R$ 113 billionwhen changes in the US and Europes economic scenario havealready entailed significant leave of venture capital from theemerging countries in the last months.
Once the Galeo and Confins airports are seen as profitablebusinesses by investors, the success of the concessions to be maderemains unpredictable. Investors still remember the truculent waywith which the renewals of concession of hydroelectric plants wereheld earlier with the clear objective of reducing the price of the elec-tricity bills of the population on the verge of municipal elections.
In the opinion of well-known economic analysts, thecountry has lost a window of opportunity for the last 20 yearsto make structural reforms always announced and post-poned and to transform it in a preferential destination ofglobal investors as reliable as Chile, the oldest example of a
sound, stable open economy in Latin America.Without a clear policy to stimulate private investments andto create jobs, and without political courage to stop the cost in-creases of the public administration, in addition to failing to havecompetent management to intensify infrastructure constructionwork, which would reactivate the economy, the federal govern-ment places the country at risk of facing a low cycle of growth.

ernment of payments totaling R$ 11,3 billion to over 1,000construction and engineering companies for constructionworks and services delivered in 2012, or remaining amountsfrom previous years..
Through a specialized company the magazine listed thenumber of public tenders held in the states, the FederalDistrict and in the Dnits regional branches, which totaled16,369 public tenders held in 2012. If we projected, as a hy-pothesis, that those tenders involved construction works andservices in an estimated amount of R$ 1.5 million each theminimum value for public tenders set forth in the law thestates would have hired construction works valued in 2012 atthe amount of R$ 24.55 billion 117% higher than the totalamount paid by the Federal Government for those services inthe same year.
Emboldened by these figures, the O Empreiteiro magazinehas concentrated its agenda for the 500 Biggest Construc-tion Companies in the most significant undertakings in the
regional economic frontiers, which outlines a stimulatingscenario of the interior of Brazil which readers can have aglimpse on these pages.
The graph comparing the revenues of the constructioncompanies listed in the Ranks of the Brazilian Engineering forthis year grouped in the 25 Largest Construction Companiesperforming in Brazil, the regional ranks of the constructioncompanies of So Paulo, Southeast (So Paulo city excluded),North/Northeast, South and Center-West one will see theimpressive strength of the companies performing regionallyand the power of the construction companies performing na-
tionally, in a competition that promises to be quite excitingfor the decades to come.
If readers compare the revenues of the construction com-panies in 2012, in So Paulo, Southeast (So Paulo city ex-cepted), North/Northeast and South, they will see that SoPaulos market is leading as a result of the size of its economy, and that the other three regional markets have expressivegrowth mirroring the very dynamics of the regional economicfrontiers. Here, History reminds us that President JuscelinoKubitschek, the creator of Brasilia who dared to redirect thedevelopment from the coast towards the interior of the coun-
try, was the statesman who started this process, whose re-sults the country harvested in recent decades.
The four sectors summed up amodest growth in 2012
While the Industrial Assembling sector had a 15.05 %increase in the joint revenues of the 20 biggest companiesin 2012, the Construction segment had a modest growth of2.89 % in the joint revenues of the 100 biggest companies.Project and management companies represented by the 40biggest ones had a 5.50 % fall in sales of engineering ser-vices against the previous year, and the 30 biggest compa-
nies of special engineering services had a 3.14 % decrease intheir revenues. Those figures summed up resulted in a 2.93 %growth on average for the set of those four businesses, total-ing R$ 104.16 billion.
In the historical series from 1995 to 2012, an 18-yearperiod, the 100 biggest construction companies had a 214%increase in their revenues and CAGR compound annualgrowth rate of 6.97%; the 20 main companies of industrialassembling summed up a 410% growth in revenues and CAGRof 10.06%; the 40 project and management companies soldmore 325% in the period and had CAGR of 8.89%; and the 30biggest companies of construction services had an increaseof 329% in their revenues and CAGR of 8.95%.
The chart comparing the curve of the joint revenues ofthe four engineering sectors against the Brazilian GDP showsthat they took off from the growth percentage as from 2006and flew by themselves, reaching an accumulated increase of245% by 2012 .
Exclusive researchThe Ranking of the Brazilian Engineering is an exclusive
research of the O Empreiteiro magazine, which started in1971. Yearly the magazine send a questionnaire of the Ranksof the Brazilian Engineering to about 3 thousand companiesinside the universe of the qualified readership composed of15 thousand professionals who receive the publication. Thosereaders work for private engineering companies or are publicand private construction contracting agents related to infra-structure activities at the three governmental levels referring
to transportation, power and sanitation, in addition to indus-trial and commercial construction and low-income housing. At municipal level, the magazine is sent to the Departmentsof construction work of the 500 largest prefectures (per GDPof municipalities).
This research is also available at the Internet and can bedownloaded from the website www.revistaoempreiteiro.com.br. The publication is also distributed to sector entities linkedto construction and engineering, both national and stateones. The criterion of classification in the ranking of the foursectors of activities considers the gross operating income as-
sessed in 2012 as evidenced in the balance sheets publishedby the companies. The 18-year historical series is updated according to the
INPC (National Index of Consumer Prices), which has an ac-cumulated value of 6.19% in 2012 according to the GetlioVargas Foundation.
The revenues of the 190 biggest companies in the foursegments totals R$ 104.16 billion. This figure is used as a rep-resentative sample of the revenue of all companies listed inthe four sector rankings.
The coordination of the research accepts that constructioncompanies which execute construction management contracts
