V RUNNING OF THE EVENT

ART. 17 STARTStarting interval between the cars is 1 minute. The start is given in conformity with the programme.

The exact starting time will be indicated on the time card.

For the whole Rally, the official time will be the speaking clock of Iceland in telephone 155 during the Rally.

ART. 18 GENERAL PROVISIONS - CONTROLS 18.1 All controls, i.e. time controls, the start and the end of regularity test sections, are indicated by means of an FIA approved

standardised signs in accordance with the designs in Appendix I.

18.2 The beginning of the control area is marked by a yellow warning sign showing the corresponding symbol. At a distance of about 25m, the position of the control post is indicated by an identical sign with a red background. The end of a control area, approximately 25m further on, is indicated by a final sign with a beige background and the three black transversal stripes. All control area (i.e. all the areas between the first yellow warning sign and the final beige one with three transversal stripes) are considered as “parc ferme”.

18.3 The crews are obliged, under pain of a penalty, to present themselves at any control in the correct order and right direction. Except case of “force majeure”, the detailed itinerary is compulsory and the intentional use of any other itinerary will result in the penalty of exclusion. The respect of the itinerary will be checked by passage controls as planned in art. 19.

18.4 The control posts will begin working 30 minutes before the target time for the passage of the first crew. They will cease to operate when the sweep car has passed the control or when told to do so by the Clerk of the Course.

18.5 Crews are obliged to follow the instructions of any post marshal.

18.6 The distinguishing signs of the officials and marshals are neck badges indicating their status and function.

ART. 19 PASSAGE CONTROLS – TIME CONTROLS – WITHDRAWALS – CATCHING UP19.A Passage Controls:

The Marshals in charge of these controls must simply stamp and/or sign the time card without mentioning the time of passage as soon as the card is handed by the crew.

The lack of an entry at a passage control will entail a fixed penalty of 1800 points.

The Organiser may establish secret passage controls on the itinerary, at his discretion.

19.B Time Controls:

19.B.1 At these controls, the post Marshals enter the time at which the crew member hands the time card. The target time check-in time is the time obtained by adding the time allowed to complete the road section to the starting time.

The crew does not incur any penalty for early arrival if the vehicle enters the control zone during the target check-in minute or the minute preceding it.

Example:

Time allowed to complete the section 40 minutes Starting time 10h12’ Target check-in time 10h52’ Time of entrance in the control zone between 10h51’01’’ and 10h52’59’’

The target check-in time is the sole responsibility of the crew, who may consult the official clock on the control table, but the post marshals cannot give them any information on this target check-in time.

19.B.2 Any difference between the actual check-in and the target check-in time at a time control is penalised as follow: 60 points per minute for late or early arrival, with a maximum authorised delay of 30 minutes that equals 1800 points.

Lack of entry at a time control, or arrival outside the maximum authorised delay of 30 minutes will entail a fixed penalty of 1800 points. It is specified that the competitor will be excluded from the race if he arrives outside the maximum authorized delay of 30 minutes at the time control at the end of the 3 following legs:

Those controls into which early arrival is allowed, will be clearly defined on the timecards and in the road book.

19.C Withdrawal – catching up:

If a crew interrupts the event by leaving the set route and misses a control, it may be readmitted to the event provided that it informs the Clerk of the Course within the hour following its target time at this control, of the intention to continue the event.

- 9 - Draft date: 6th July 2011 @ 23:00

Page 10: Rally Reykjavik 2011 - Supplementary Regulations for FIA Alternative Energies Cup

Supplementary Regulations

In this case, the crew will entail a penalty of 1800 points.

Furthermore, the crew must be present at the end of the daily leg time control within 30 minutes following its theoretic target time, moved by the power of its engine and without any external help.

ART. 20 REGULARITY TEST SECTIONS – TRIP MASTER CALIBRATION – TRIP METERS20.1 The crews must cover a certain distance maintaining steadily and exactly the “ideal time” imposed by the organizers for each one of

them. The imposed steady speed for regularity tests sections will be handed during administrative checks.

FIA Cup points will be allocated only on the basis of the Regularity Classification

TIME KEEPING :

The organiser may set up, at its own discretion, intermediate timekeeping points at any point on a regularity test section. There must be a minimum of one secret time check on each regularity test section. Netherless no time check will be done in villages, from the traffic sign “village entry” until one kilometre distance to after the “end of village” traffic sign.

The regularity tests will have to be accomplished without intentionally stopping or slowing down in an excessive way, up to risk of penalties which can go to the race exclusion.

The search, investigate, or any other action aiming to locate the secret timings points, as well as the communication of this information, will be considered as an unsportsmanlike behavior and will involve the immediate exclusion from the race of the competitor having benefited.

Timing will be done to a second. For each second below or above the target time at this point (based on the distance from the start and the imposed steady speed) one point penalty will be imposed, with a maximum of 3600 points.

20.2 Regularity test sections are organised on roads open to public traffic. The crews must complete the regularity test sections keeping a fixed steady speed imposed by the organiser.

The finish line and any intermediate time checks will not be indicated. An “end of control area” sign will be set up by after the finish line (end) of a regularity test section, thus indicating to the crew that he has completed this regularity test section.

20.3 Trip master calibration is left to the initiative of the crews and is not part of the itinerary.

For this purpose a road book is available, on the web, which will guide crews to the officially measured kilometer, which is 1001m.

20.4 Measuring equipment

All vehicles must be imperatively equipped with a calibrated accumulated counter. All measuring equipment types are authorised.

ART. 21 SYSTEM TO DETERMINE THE ENERGY CONSUMPTION INDEX (CI) (NOT COUNTING TOWARDS THE A.E. FIA CUP)The survey of energy consumption will be made following the methodology below.

The system is applicable to all categories of vehicles regardless on the kind of motive power used.

The data from this system cannot be considered in absolute terms, nevertheless such data can be considered reliable enough in order to fix a scale of consumption.

For all types of energies, the unit of consumption measurements will be expressed in kW/h on the basis of equivalence (shared by the Scientific Community) reported on the following table:

- 10 - Draft date: 6th July 2011 @ 23:00

Page 11: Rally Reykjavik 2011 - Supplementary Regulations for FIA Alternative Energies Cup

Supplementary Regulations

Energy Consumption Index (CI)

In order to establish the energy classification the following formula must be applied:

C.I. = (ITE + RE) / (W * Km)

With the abbreviations:

C.I. Consumption Index

ITE Energy [kWh] expressed at a discharge rate C1. This data must be provided by an official document issued by the accumulator manufacturer (see Batteries Data Form).

RE Energy recharged from the mains

W "Ready-to-start" weight [kg] of the vehicle including luggage, payload, etc. and passengers measured at scrutineering.

Km Total kilometres given by the organiser in the supplementary regulations, like the total length of the regularity test in a rally.

The calorific energy of the fuels used during an event by a competing bi nor multi-fuel vehicle must be at least 80% of the total calorific fuel energy used, otherwise the vehicle is excluded from the energy classification.

ART. 22 REFUELING22.1 Crews are responsible for paying for fuel used during the event.

ART. 23 PARC FERMÉCars are subject to “parc fermé” rules after administrative and scrutineering checks, between legs and at the end of the event.

From the time they enter a control area (yellow sign) and until they leave it (end of control area sign), cars are subject to « parc fermé » rules.

Whilst a car is subject to “parc fermé” rules, any intervention (repair. servicing, etc…) is strictly prohibited and will result in a penalty of 1800 points.

VI SCRUITINEERING

ART. 24 SCRUTINEERING BEFORE THE START 24.1 Any crew taking part in the Rally must attend the planned administrative and scrutineering checks in accordance with the event

timetable.

Administrative checks:

Checking carry out before the start will be general.

• The following original papers must be presented at the administrative checks: • Driving license for each member of the crew, • Drivers’ competition permit or Regularity Rally Driving Permit for each member of the crew, • the vehicle’s official documents as required by the national laws of the country where the car is registered (registration card), • confirmation of car insurance (international green card).

The vehicles from categories II, VII, and VIII will provide a technical description of the car including safety devices used for electric system and special fuels.

Scrutineering:

• Conformity of the Highway Code (Art. 14.1.c and Art. 16), • Advertising in accordance with the regulations, • Presence of plates and competition numbers.

24.1.1 With particular care, checks will be carried out to ensure that all vehicles are using the Alternative Energies as established in the FIA Technical Regulations. For this reason the following procedure will be applied

24.1.2 CHARGING AND REFUELLING

Category IIIA and Plug-in Hybrid Electrics vehicles:

Competitors must submit their vehicles for scrutineering before the start, with the traction batteries fully charged. They must be equipped with documentation proving the maximum energy capacity of the main battery pack. The factory-supplied onboard charging system for the main battery pack will be sealed. For the energy consumption (CI) classification, the capacity of the battery pack plus the possible intermediate quantities of energy received in recharging stops (or/and refuelling for Plug-in Hybrids) will calculate the total energy consumed At the end of the event, electric vehicles will not be recharged and the batteries will be considered to be fully discharged.

Category VIII Vehicles with bi- or multi-fuel system - Liquid and gaseous:

Competitors must submit their vehicles for scrutineering before the start, with the tank in reserve Each refuelling must be performed with the vehicle unloaded of all weights, occupants and luggage, and placed on a perfectly flat surface. The entire refuelling operation must be carried only by an appointed marshal who will perform the procedure. Tanks and the engine bonnet will be locked and sealed. At the end of the Consumption Test, vehicles must be leaded in the service station in which the appointed marshal will fill up the tanks.

The calorific energy of the alternative energies used during an event by a competing bi- or multi-fuel vehicle must be at least 80 per cent of the total calorific fuel energy used, otherwise the vehicle may be excluded
