MODEL 403 UTEC PORTABLE WATTHOUR METER TEST KIT

GENERAL DESCRIPTION The Radian Research, Inc. MODEL 403 UTEC PORTABLE WATTHOUR METER TEST KIT is designed for the fast, accurate, and easy Closed-Link testing of electricity meters. This test kit combines the reliability of the phantom load box with the advanced capabilities of the Radian RM-10, RM-11, RM-15, RD-20 or RD-21 summing standards to yield a light weight test set that is practically fool proof. All functions are controlled from front panel controls that are clearly marked. Among the design features are the ability to adjust the test current to compensate for the various voltage conditions and testing burdens encountered in the field, to test 1.0 and 0.5 lag power factor, to select individual or combinations of meter elements to be included in the test, to select normal or reverse polarity on the B and C elements, and a 4.5 large character LCD volt/ammeter for monitoring the auxiliary voltage, test voltage and test current. This meter displays the auxiliary voltage, test voltage and the test current providing a direct reading of the test parameters. The current select switch is arranged so that Full Load and Light Load current combinations are located together to minimize the switch rotation necessary to perform a test. Plug removable test cables are provided for easily connecting to different types of service installations. The front panel is polycarbonate covered for a longer service life. The case lid provides for storage of the test cable. The enclosure is a black polyethylene plastic case with recessed wheels and telescoping pull out handle. In addition, the case has a leather padded grip surface mounted carry handle and anchors for an optional shoulder strap on the ends.

APPLICATION The Radian Research, Inc. Model 403 may be used in any electricity meter testing requirement where accuracy and stability are required. The Model 403 is designed to test the electricity meter with the voltage clips closed. The test current can be adjusted to accommodate varying line voltage conditions.

SPECIFICATIONS TEST VOLTAGES

Switch selectable from 120, 208, 240, 277 and 480 nominal volts. The test voltage is displayed on the front panel digital meter.

FUSES

Both auxiliary power lines are protected with 3 ampere re-settable fuses. The test current adjust variac is fuse protected with a 2 ampere re-settable fuse. The Reference Standard is protected by its own internal fuses.

Switch selectable values arranged for minimum switch rotation between FL and LL tests.

LCD METER

4.5 digit LCD display with 0.5 inch high numbers. Auto-ranging and direct reading of the auxiliary voltage, test voltage and test current. Accuracy is 1% of reading + 1 digit in LSB. The auxiliary voltage can be read with the input voltage selector switch set to the OFF position to quickly determine what voltage the 403 should be set to before turning on the 403.

Resolution - Voltage = 0.1 volt Current < 10A = 1 mA (.001) Current > 10A = 10 mA (.01)

REFERENCE STANDARD

The Model 403 is designed for use with either the Radian RM-10, RM-11, RM-15, RD-20 or RD-21summing standards.

ENCLOSURE

The enclosure is a black polyethylene plastic case with recessed wheels and telescoping pull out handle. In addition, the case has a leather padded grip surface mounted carry handle and anchors for an optional shoulder strap on the ends. An optional heavy duty shoulder strap with shoulder pad is available. An optional shoulder bag is available for the Test Cables.

WARRANTY

Radian Research, Inc. equipment has a 2 year warranty against defects in material or workmanship. Extended warranties are available.

DOCUMENTATION

As with all Radian Research, Inc. test equipment, the Model 403 is supplied with one copy of the Operation and Maintenance Manual. Additional copies are available at a nominal cost.

TEST CABLES

Test Cables are manufactured from silicone rubber insulated supper flexible wire. It has excellent physical and mechanical strength and remains flexible over a temperature range of -67° to +150°C. The cable is covered with a tight woven nylon loom for additional protection and to keep the wires organized. Test cables are 7.5 feet long and are designed with 6 current leads and 4 voltage leads. All leads are marked and color coded by function. A ring is provided at the meter end of the cable for attaching to the service box to support the weight of the cable.

ACCESSORIES RM-110 COMPARATOR The RM-110 is used to automatically calculate and display the meters accuracy by comparing the reference standard to the meter under test. Pulse data is collected from the meter with the use of disk sensors, IR sensors, KYZ adapters or a hand switch. TEST STATION For shop of van use, the Model 206 Universal Test Station can be used to provide S and A base mounting of meters and for supplying all metering voltages from a single auxiliary voltage input of 120V.

FRONT PANEL CONTROLS

The front panel of the Model 403 is divided into four sections according to test function TEST CURRENT ADJUSTMENT AND DISPLAY; ELEMENT, CURRENT RANGE AND POWER FACTOR; TEST CABLE and SUPPLY VOLTAGE. Each section will be discussed in detail.

TEST CURRENT ADJUSTMENT AND DISPLAY This section contains the Test Current Output Adjust variac, the Auxiliary Voltage, Test Voltage and Test Current LCD meter and meter select switch. CURRENT OUTPUT ADJUST VARIAC On the left side of the Test Voltage/Current Adjustment and Display function area is the Current Output Adjust Variac that provides the adjustment of the current tap value selected from 0 to about 110% of the tap value. This adjustment is provided so the user may compensate the current value to match the various impedances that will be encountered. The adjustment is designed to achieve the nominal current tap value when set to approximately 75% of full rotation at the nominal supply voltage value selected. This scaling will of course vary depending on the supply voltage value.

CURRENT TAP SELECT SWITCH In the center of the Test Current Adjustment and Display function area is the Current Tap Select Switch. This switch sets the nominal TA (Test Amps) current value. TA current values for Full Load (FL) and Light Load (LL) are arranged on adjacent positions to reduce the rotation necessary to perform a test. The FL values are shown in black text and the LL values in red text. To insure the longest possible life from this switch, the current should always be switched OFF before this switch is rotated.

NEVER ROTATE THE CURRENT TAP SWITCH WHEN THE CURRENT CIRCUIT OF THE MODEL 403 IS TURNED ON AND THE CURRENT LEVEL IS ADJUSTED UP. ROTATING THIS SWITCH WITH CURRENT FLOWING WILL SHORTEN ITS EXPECTED LIFE.

TEST VOLTAGE/CURRENT OUTPUT METER AND METER SELECT SWITCH On the right of the Test Current Adjustment and Display function area is the Test Voltage/Current Output Meter and Meter Select Switch. The output meter will display the auxiliary (line) voltage, the test voltage and the adjusted test current supplied to the meter under test. The value displayed is selected by depressing the pushbutton below the display. Successive pushes will rotate the display from Auxiliary (line) Voltage to Test Voltage to Test Current etc. A red light will show which reading is being displayed. The Auxiliary (line) Voltage can be measured when the input voltage selector switch is in the OFF position and only the auxiliary test leads of the Test Cable are used. The LCD meter defaults to the Auxiliary Voltage reading selection. By making the auxiliary (line) voltage measurement before turning ON the unit, the chance of selecting an incorrect input voltage is minimized. ELEMENT AND CURRENT SELECT This section contains the Element Select Switches, Element Direction (polarity) Switches, Current Tap Select Switch and Power Factor Select Switch.

ELEMENT SELECT SWITCH The Element Select switch is located on the left side of the Element and Current Select function area. This switch selects which Test Cable current circuits (A, B, C) will be connected individually or together for the series test. If for example when the ‘A’ position is selected, only the ‘A’ Test Cable current leads will be connected to the Loads current source while the ‘B’ and ‘C’ Test Cable current leads are by-passed. If the ‘ABC’ position is selected, the ‘A’, ‘B’, and ‘C’ Test Cable current circuits are connected to the individual isolated CT secondaries for the test. No matter what the combination, if a Test Cable current circuit is not selected, the switch will by-pass that current circuit eliminating the need to clip the Test Cable current circuit leads together.

NEVER ROTATE THE ELEMENT SELECT OR POLARITY SWITCHES WHEN THE CURRENT CIRCUIT OF THE MODEL 403 IS TURNED ON AND THE CURRENT LEVEL IS ADJUSTED UP. ROTATING THIS SWITCH WITH CURRENT FLOWING WILL SHORTEN ITS EXPECTED LIFE. NEVER ALLOW UNUSED TEST CABLE CURRENT CIRCUIT LEADS TO CONTACT EARTH GROUND, SERVICE NEUTRAL, OR PHASE VOLTAGES. THIS WILL CAUSE A SERIOUS SAFETY HAZARD CONDITION AND MAY CAUSE PERMANENT DAMAGE TO THE EQUIPMENT AND/OR OPERATING PERSONNEL.

ELEMENT DIRECTION (POLARITY) SWITCHES Two Element Direction (Polarity) Switches are located in the center of the Element and Current Select function area. The switches are labeled according to the Test Cable current circuit they control (B or C). One position of each switch is marked (+) and the other (-). When selected to the (+) position, the current will flow from the LINE SIDE of the meter under test to the LOAD SIDE when the Test Cable is connected to the service properly. When selected to the (-) position, the current will flow from the LOAD SIDE of the meter under test to the LINE SIDE. The polarities of the panel markings are established when the Test Cable is connected to the

meter under test with the current leads for each phase marked ( + ) connected to the LINE SIDE and the return current leads are connected to the LOAD SIDE. CURRENT ON/OFF POWER FACTOR TOGGLE SWITCH In the lower right of the Element and Current Select function area is the ON/OFF Power Factor Toggle Switch. The center position of the toggle switch turns OFF the current circuit of the Load. The ‘1.0 PF’ position selects the current circuit to ON and arranges the current sine wave to be in phase with the voltage sine wave. The ‘0.5 PF’ position selects the current circuit to ON and arranges the current sine wave to lag the voltage sine wave by 60°. This test position is also known as 50% power factor or Lag test. FUSES A ¾, 3AG amp fast blow fuse is provided in the test current selection circuit. This fuse is provided to protect the power supply of the current element select relays. Replace this fuse with the exact same type if it should blow. Radian Research, Inc. maintains a stock of this fuse. It is also available from several national electronics supplies. The Radian Research, Inc. part number for this fuse is #02710033. TEST CABLE This section contains the Test Cable connector.

TEST CABLE The connector for the Test Cable is located in the Test Cable area. There are a number of ‘keys’ in the shell of the connector housing to prevent the connector from being inserted wrong. The Test Cable connector housing ‘keys’ should be lined up with the panel receptacle ‘keys’ before insertion. After alignment, the connector fastening ring should be screwed down until it locks to insure a complete connection. An inspection of the Test Cable connectors and wires should be performed each time before the connection is made to the service voltage. Damaged connector pins or wires should be replaced before proceeding.

NEVER USE A TEST CABLE WITH DAMAGED CONNECTOR PINS, WIRE, OR TEST CLIPS. USING DAMAGED TEST CABLES PROVIDES A SAFETY HAZARD WHICH CAN EXPOSE OPERATING PERSONNEL TO ELECTRICAL SHOCK

SUPPLY VOLTAGE This section contains the Supply Voltage Select switch, the two supply voltage line fuses and a GREEN 5-way connection post that provides the equipment ground. .

EQUIPMENT GROUND The Equipment Ground green 5-way connection post is located on the left side of the Test Cable function area. This green post is connected to the aluminum front panel and to the internal sub-chassis of the Model 403 and provides a convenient method for connecting the metal parts of the Model 403 to earth ground. A 7.5 foot long, #14 AWG, green wire with test

clip is provided for making this earth ground connection. This equipment ground is provided as a safety feature and should be used each time the Model 403 is energized.

NEVER ENERGIZE THE MODEL 403 WITHOUT FIRST CONNECTING THE ‘EQUIPMENT GROUND’ TERMINAL TO EARTH GROUND USING THE #14 AWG WIRE LEAD PROVIDED! DOING SO MAY CAUSE A SAFETY HAZARD THAT COULD EXPOSE OPERATING PERSONNEL TO AN ELECTRICAL SHOCK HAZARD!

SUPPLY VOLTAGE SELECT SWITCH The Supply Voltage Select Toggle Switch is located on the right side of the Supply Voltage function area. The last clockwise position of this switch turns OFF the service voltage to the Model 403 and the auxiliary voltage to the reference standard. The ON positions of this toggle switch select the operating voltage of the Model 403 for either 120, 208, 240, 277 or 480 volts. Connecting the Model 403 to an improper voltage will trip one or both line re-settable fuses and may cause serious damage to the equipment. Always check the service voltage using the panel LCD voltmeter before connecting the Model 403 Test Cable. Position the Voltage Select switch to the OFF position before connecting to or removing the Test Cable from the service voltage. FUSES Two 3 amp re-settable fuses are provided in the auxiliary voltage supply connections. One re-settable fuse is connected to each side of the service voltage. The re-settable fuse is like a small circuit breaker, designed to provide thousands of resets. Like a circuit breaker, however, repeated tripping will eventually de-rate the trip level and the device will begin to trip at lower than rated current values and must be replaced. OPERATING INSTRUCTIONS The information in this manual is designed to supplement existing knowledge and

experience already attained by journeyman level meter test technicians. Beginning meter test technicians should not attempt to operate this equipment without first gaining the basic knowledge of meter testing and the application of meter testing equipment from a certified training course. The operation procedures outlined below are the recommended procedures for operating the Model 403. If your company does not have an established test procedure, it is recommended that you follow these procedures. If your company does have does have an established test procedure, follow your company's procedure.

Protective clothing such as long sleeves shirt and long pants made from a fire retarding material, safety glasses, hard hat, and 600 volt rubber gloves should be worn when testing in the field using a live distribution service as a voltage source. Tests should not be conducted in the rain or in a flooded or marshy area.

TEST CONNECTIONS The wire leads of the Test Cables are marked with color coded label bands near the connection end of the lead. Both the test voltage and test current leads have a ± marked band. This ± lead is the high polarity side of the current or voltage circuit indicated. The return leads, for both test voltage and test current, have no polarity marks. There are six current leads, two for each of A, B, and C phases. The ‘A’ phase leads are color coded BLUE, the ‘B’ phase leads are color coded WHITE and the ‘C’ phase leads are color coded YELLOW. The lead marked ‘CURRENT A±, B±, or C± ‘ is connected to the LINE SIDE of the appropriate current element of the meter under test. The lead marked ‘CURRENT A, B, or C’ is connected to the appropriate current element on the LOAD SIDE of the meter under test. In the meter base wiring diagrams shown in the last section, the current polarity of each element is indicated with a black square on the end of the current element into which the current flows. The Test Cable is connected as outlined above and the different current directions are selected with the front panel Element Direction (Polarity) switches. There are four voltage leads in the Test Cable. Two of the voltage leads, which are tied together, are marked with a red marker labeled ‘VOLTAGE ±,’ and supply power to the Model 403 and internal reference standard. This lead set have a red insulating boot and is connected to the ‘A’ phase voltage of either 120, 208, 240, 277 or 480 volts. If the Voltage Select switch is in the OFF position, the panel LCD meter will display the value of the connected voltage. The Voltage Select switch can then be positioned to the proper voltage value for the connection. The other two leads, which are also tied together, are marked with a black marker labeled ‘VOLTAGE.' This BLACK lead is connected to the return side of the meter voltage coils.

NOTE! THE 403 IS DESIGNED FOR TESTING METERS WITH THEIR VOLTAGE CLIPS CLOSED. THE VOLTAGE CLIPS OF SELF-CONTAINED METERS MUST BE CLOSED FOR THE METER TO BE TESTED.

In the meter base wiring diagrams section, the ‘A’, ‘B’ and ‘C’ phase voltage polarities are marked with a (±). The voltage coil returns are not marked.

TESTING TRANSFORMER RATED SOCKET BASE ELECTRICITY METERS Transformer rated socket base electricity meters are most commonly installed using a test switch or test block. If a test switch or test block is included in the service to be tested a test adapter is not necessary. The Test Cable of the Model 403 can be connected directly to the test switch or test block. If, however, there is no test switch or test block, a test adapter will be required. The procedure for testing a transformer rated electricity meter using a test adapter is given in the next section. For service installations having test switches or test blocks, follow the procedure outlined below. The operation procedures outlined below are the recommended procedures for operating the Model 403. If your company does not have an established test procedure, it is recommended that you follow these procedures. If your company does have an established test procedure, follow your company's procedure. TRANSFORMER RATED SOCKET METER WITH TEST SWITCH TEST PROCEDURE Protective clothing such as long sleeves shirt and long pants made from a fire retarding material, safety glasses, hard hat, and 600 volt rubber gloves should be worn when testing in the field using a live distribution service as a voltage source. Tests should not be conducted in the rain or in flooded or marshy areas. Many times transformer rated metered services have potential transformers (PT) supplying voltage to the electricity meter. In these cases, it is typical that the Model 403 will be powered from the secondary of the PT. Because the Model 403 will require in excess of 1 ampere to operate, it is important to check the voltage level of the secondary of the PT with the Model 403 attached and supplying current to the electricity meter. This can easily be done by selecting Aux. Voltage display of the panel LCD meter. If the PT is undersized or heavily loaded, the secondary voltage may drop below the nominal value. Typically induction (disk type) electricity meters have a very nonlinear voltage response curve and at low voltage levels have large errors in their registration. If the PT voltage drops below 10% of the nameplate voltage shown on the meter, consult your metering engineer before continuing. 1. Open all voltage knife switches, close all CT shorting switches and then open all CT loop

switches to totally isolate the electricity meter from the service. If there is a knife switch located in the neutral voltage connection, this switch should also be opened.

2. Select the following control positions on the Model 403.

a. Supply Voltage select switch to the OFF position. b. Test Current Adjust to the full CCW position. (Full left position ‘0’) c. Power Factor toggle switch to the OFF position. d. Test Current Tap switch to the TA of the meter. e. Element select to the requirement of the meter. f. Element Polarity as required by the meter.

3. Attach the green ground wire supplied with the Model 403 to the green terminal marked Equipment Ground on the panel of the Model 403. Connect the other end of the green ground wire to the earth ground of the service.

NEVER ENERGIZE THE MODEL 403 WITHOUT FIRST CONNECTING THE ‘EQUIPMENT GROUND’ TERMINAL TO EARTH GROUND USING THE #14 AWG WIRE LEAD PROVIDED! DOING SO MAY CAUSE A SAFETY HAZARD THAT COULD EXPOSE OPERATING PERSONNEL TO AN ELECTRICAL SHOCK HAZARD!

4. Connect the Model 403 -XX Test Cable to the switch as outlined below.

WARNING!!! MAKE ALL TEST CABLE CONNECTIONS TO THE METER SIDE OF THE TEST SWITCH OR TEST BLOCK EXCEPT FOR THE AUXILIARY POWER. CONNECTION OF ANY TEST CABLE LEADS TO THE SERVICE SIDE OF THE TEST SWITCH OR TEST BLOCK, EXCEPT FOR THE AUXILIARY POWER, MAY CAUSE PERMANENT DAMAGE TO THE MODEL 403 AND MAY RESULT IN ELECTRICAL SHOCK TO THE OPERATING PERSONNEL.

a. Connect the Blue terminated Test Cable lead marked ‘CURRENT A±’ to the A phase

current line side (top) of the electricity meter. b. Connect the Blue terminated Test Cable lead marked ‘CURRENT’ to the A phase

current load side (bottom) of the electricity meter. c. Connect the White terminated Test Cable lead marked ‘CURRENT B±’ to the B phase

current line side of the electricity meter. d. Connect the White terminated Test Cable lead marked ‘CURRENT’ to the B phase

current load side of the electricity meter. e. Connect the Yellow terminated Test Cable lead marked ‘CURRENT C±’ to the C phase

current line side of the electricity meter. f. Connect the Yellow terminated Test Cable lead marked ‘CURRENT’ to the C phase

current load side of the electricity meter.

NOTE: IF METER FORM TESTED HAS A COMMON CT CONNECTION, SUCH AS A FORM 09, INSULATING FIBERS MUST BE INSERTED IN THE TEST SWITCH SAFETY PLUG POSITIONS TO ISOLATE THIS COMMON CONNECTION. FAILURE TO DO THIS WILL CAUSE TESTING ERRORS.

g. Connect the Red terminated Test Cable lead marked ‘VOLTAGE±’ to the to the A phase voltage high side (, +, or phase polarity input) of the electricity meter.

h. Connect the B and C phase voltage high side (, ±, or phase polarity input) of the electricity meter using fused jumpers (not supplied with Test Cable or Model 403) to the A phase voltage high side in step 4-g. WARNING!!! FAILURE TO OPEN THE VOLTAGE SWITCHES ON ‘B’ AND ‘C’ PHASES BEFORE JUMPERING THEM TO ‘A’ PHASE WILL CAUSE A PHASE-TO-PHASE SHORT. THIS MAY CAUSE PERMANENT DAMAGE TO THE MODEL 403, TEST LEADS, TEST SWITCH, OR INJURY TO OPERATING PERSONNEL. IT IS RECOMMENDED THAT THE JUMPERED CONNECTIONS BE MADE USING A FUSED JUMPER LEAD SUCH AS THE Radian Research, Inc. MODEL 231 OR 234.

i. Connect the Black terminated Test Cable lead marked ‘VOLTAGE’ to the A phase

voltage return. j. Connect the B and C phase voltage returns of the electricity meter using fused jumpers

(not supplied with Test Cable or Model 403) to the A phase voltage return in step 4-i. 5. CHECK ALL CONNECTIONS OF THE MODEL 403-XX TEST CABLE TO THE TEST

SWITCH AND VERIFY THAT ALL CONNECTIONS ARE CORRECT AND SECURE.

6. Measure the A phase voltage present at the test switch to determine the voltage setting for the Model 403 by connecting the ‘Auxiliary Power” leads across the A phase voltage. The Model 403 panel LCD meter will automatically display the auxiliary voltage level.

7. Energize the Model 403 by connecting the ‘Auxiliary Power’ leads between the A phase ±

and neutral on the LINE side of the Test Switch. The connection polarity of these leads is not important to the test result.

WARNING!!! DO NOT CLOSE ANY OF THE PHASE VOLTAGE KNIFE SWITCHES. THIS WILL CAUSE A PHASE-TO-PHASE SHORT AND MAY CAUSE PERMANENT DAMAGE TO THE MODEL 403 AND INJURY TO OPERATING PERSONNEL.

8. Turn on the Model 403 by positioning the Supply Voltage select switch to the voltage value (69, 120, 208, 240, 277 or 480) measured in step 6.

9. Select the ‘Test Voltage’ display on the panel LCD meter by depressing the select push

button one time. If the Test Voltage value is 10% less or 10% more than the nominal or name plate voltage, consult your meter engineer before continuing with the test.

10. Select either the ‘1.0 PF’ or ‘0.5 PF’ position on the Test Current toggle switch to turn ON

the current supply. (1.0 PF to perform a FL (Full Load) test and 0.5 PF to perform a PF (Power Factor or Lag test)

11. Select the LCD meter display to ‘Test Current’ and slowly advance (CW) the Test Current

adjustment until the panel meter reads the TA current value selected. The meter should now be turning in the forward direction. (The disk should turn from left to right facing the meter) If the meter disk is turning backwards, reduce the current to zero (CCW), switch OFF the Power Factor and Supply Voltage switches and recheck the connections for correct polarity.

12. With the meter turning at the selected voltage, current and power factor, reset the reference

standard and start the test when the flag (black line) lines up with the pointer on the name plate of the meter. This may be accomplished in a number of ways.

a. A ‘Click Switch’ may be connected to the Reference Standard control input. b. A Model RM-110 and photo head may be used to detect the flag of the meter disk

or IR test pulse of a solid state meter and calculate the test results using output pulses from the Reference Standard.

13. Count the number of revolutions required for the test and stop the test. The display of the

Reference Standard should stop advancing. (Except when using the Model RM-110 and photo head)

14. Calculate the registration of the meter under test using the formula given below. If additional explanation of meter testing procedures is needed, download a copy of Introduction To Watthour Meter Testing available from the Radian Research, Inc. web site, www.utec.com.

Where: Kh = Nameplate Disk Constant of MUT r = Revolutions of MUT 100 = Multiplier to give % registration SE = Number of elements used in Reference Standard for test ME = Number of elements used in Meter Under Test for test Display = Reading on Reference Standard

In the case of the Model 403, the value of (SE) may be 1, 2 or 3. The value of (ME) may be 1, 2, 3, or 4 depending on the meter tested. Refer to Appendix A for a complete listing of the (ME) and (SE) values in the columns headed ‘ME’ and ‘SE’.

15. When the test is complete, reduce the Test Current adjustment to zero (CCW) and switch

OFF the Test Current toggle switch. Select the next load to be tested and repeat steps 9 through 14. If a new current value is desired, select the new value BEFORE switching ON the current source.

DO NOT SELECT A NEW CURRENT TAP WHEN THE CURRENT IS ‘ON’ AND ADJUSTED UP. DOING SO WILL REDUCE THE EXPECTED LIFE OF THE SWITCHES. ALWAYS TURN THE CURRENT ADJUST VARIAC DOWN AND SWITCH ‘OFF’ THE POWER FACTOR TOGGLE SWITCH BEFORE OPERATING THE CURRENT TAP SELECT SWITCH.

16. After reducing the current to zero, turn OFF the current toggle switch and supply voltage

select switch. Disconnect the ‘Auxiliary Power’ leads from the LINE side of the Test Switch.

17. Remove the ‘B’ and ‘C’ phase voltage fused jumpers installed in previous steps. 18. Remove the Model 403 -XX Test Cable from the test switch. 19. RESTORE ALL TEST SWITCH KNIFE SWITCHES TO THE CLOSED POSITION

FOLLOWING YOUR COMPANY'S ESTABLISHED SAFETY PROCEDURES. 20. REMOVE ANY SHORTS PLACED ACROSS CT SECONDARIES DURING TEST

FOLLOWING YOUR COMPANY'S ESTABLISHED SAFETY PROCEDURES. 21. Install a new seal on the test switch cover nuts and meter sealing device.

WHEN TESTING A TRANSFORMER SOCKET BASE METER USING A TEST ADAPTER, BE CERTAIN TO SHORT THE SECONDARY TERMINALS OF THE CURRENT TRANSFORMERS BEFORE REMOVING THE METER FROM THE MOUNTING DEVICE. USE ONLY HARD WIRED SHORTS THAT CAN NOT ACCIDENTALLY FALL OFF DURING TESTING. FAILURE TO DO THIS COULD CAUSE SERIOUS HARM TO OPERATING PERSONNEL DUE TO THE EXTREME HIGH VOLTAGES GENERATED BY OPEN CURRENT TRANSFORMER SECONDARIES. FOLLOW YOUR COMPANY'S ESTABLISHED PROCEDURE FOR REMOVING TRANSFORMER RATED METERS FROM SERVICE TO PREVENT THIS SAFETY HAZARD.

1. If the service box does not have CT shorting devices that automatically shorts the CT

secondaries when the meter is removed, SHORT THE CT SECONDARIES USING A HARD WIRED SHORT THAT CAN NOT ACCIDENTALLY FALL OFF DURING TESTING, and remove the meter to be tested from the service box using your company's meter removal procedure. These jumpers can remain in place during the tests as the test adapter has internal hardwired by-pass jumpers which will simply parallel the installed jumpers.

2. Measure the A phase voltage present at the meter socket to determine the voltage setting

for the Model 403 by connecting the ‘Auxiliary Power’ leads across the A phase voltage. The Model 403 panel LCD meter will automatically display the auxiliary voltage level.

3. Insert a test adapter, selected for the correct fuse and voltage rating and the form of the

meter to be tested. Only adapters that DONOT isolate the service voltage from the voltage and current circuits of the meter under test can be used with the Model 403.

4. Select the following control positions on the Model 403.

a. Supply Voltage select switch to the OFF position. a. Test Current Adjust to the full CCW position. (Full left position ‘0’) a. Power Factor toggle switch to the OFF position. a. Test Current Tap switch to the TA of the meter. a. Element select to the requirement of the meter. a. Element Polarity as required by the meter.

5. Attach the green ground wire supplied with the Model 403 to the green terminal marked Equipment Ground on the panel of the Model 403. Connect the other end of the green ground wire to the earth ground of the service.

6. Connect the Model 403 -XX Test Cable to the test adapter as shown in the connection charts furnished with the test adapter. DO NOT CONNECT THE JUMPERS THAT WILL POWER THE ADAPTER AT THIS TIME.

7. Install the meter into the test adapter using your company's established procedure for

installing meters. 8. CHECK ALL CONNECTIONS OF THE MODEL 403-XX TEST CABLE TO THE TEST

ADAPTER AND VERIFY THAT ALL CONNECTIONS ARE CORRECT AND SECURE. 9. Energize the Model 403 and the meter by connecting the power jumpers not connected in

step 6.

10. Turn on the Model 403 by positioning the Supply Voltage select switch to the voltage value (120, 208, 240, 277 or 480) displayed on the panel LCD meter.

11. Select the ‘Test Voltage’ display on the panel LCD meter by depressing the push button one

time. If the Test Voltage value is 10% less or 10% more than the nominal or name plate voltage, consult your meter engineer before continuing with the test.

12. Select either the ‘1.0 PF’ or ‘0.5 PF’ position on the Test Current toggle switch to turn ON

the current supply 13. Select the LCD meter to display ‘Test Current’ and slowly advance (CW) the Test Current

18. When all tests are complete, turn OFF the current toggle switch and supply voltage select

switch. Disconnect the ‘Auxiliary Power’ leads from the test adapter. 19. Remove the other adapter jumpers installed in previous steps. 20. Remove the Model 403 -XX Test Cable from the test adapter. 20. If the service box does not have CT shorting devices that automatically short the CT

secondaries when the adapter is removed, SHORT THE CT SECONDARIES USING A HARD WIRED SHORT THAT CAN NOT ACCIDENTALLY FALL OFF, and remove the meter from the adapter before removing the adapter from the service box using your company's meter removal procedure.

21. Install the electricity meter in the service mounting device following your company's

established procedure for installing electricity meters. 22. REMOVE ANY SHORTS PLACED ACROSS CT SECONDARIES DURING TEST

FOLLOWING YOUR COMPANY'S ESTABLISHED SAFETY PROCEDURES. 22. Install a new seal on the service box. SELF-CONTAINED SOCKET BASE METERS TEST PROCEDURE

The Radian Research, Inc. Model 403 is a ‘CLOSED-LINK’ test kit and requires that the meter voltage circuits be connected to the meter current circuit. To test socket base meters when test switches are not installed in the service or when testing self-contained meters, a test adapter must be used so that the current circuits can be isolated from the customer's load. Protective clothing such as long sleeves shirt and long pants made from a fire retarding material, safety glasses, hard hat, and 600 volt rubber gloves should be worn when testing in the field using a live distribution service as a voltage source. Tests should not be conducted in the rain or in flooded or marshy areas. 1. Remove the meter to be tested from the service box using your company's meter removal

procedure. 2. Measure the A phase voltage present at the meter socket to determine the voltage setting

for the Model 403 by connecting the ‘Auxiliary Power’ leads across the A phase voltage. The Model 403 panel LCD meter will automatically display the auxiliary voltage level.

3. Insert a test adapter, selected for the correct fuse and voltage rating and the form of the

meter to be tested. Only adapters that DONOT isolate the service voltage from the voltage and current circuits of the meter under test can be used with the Model 403.

4. Select the following control positions on the Model 403.

a) Supply Voltage select switch to the OFF position. b) Test Current Adjust to the full CCW position. (Full left position ‘0’) c) Power Factor toggle switch to the OFF position. d) Test Current Tap switch to the TA of the meter. e) Element select to the requirement of the meter. f) Element Polarity as required by the meter.

5. Attach the green ground wire supplied with the Model 403 to the green terminal marked Equipment Ground on the panel of the Model 403. Connect the other end of the green ground wire to the earth ground of the service.

NEVER ENERGIZE THE MODEL 403 WITHOUT FIRST CONNECTING THE ‘EQUIPMENT GROUND’ TERMINAL TO EARTH GROUND USING THE #14 AWG WIRE LEAD PROVIDED! DOING SO MAY CAUSE A SAFETY HAZARD THAT COULD EXPOSE OPERATING PERSONNEL TO AN ELECTRICAL SHOCK HAZARD!

6. Connect the Model 403 -XX Test Cable to the test adapter as shown in the connection

charts furnished with the test adapter. DO NOT CONNECT THE JUMPERS THAT WILL POWER THE ADAPTER AT THIS TIME.

7. Install the meter into the test adapter using your company's established procedure for

installing meters. 8. CHECK ALL CONNECTIONS OF THE MODEL 403-XX TEST CABLE TO THE TEST

ADAPTER AND VERIFY THAT ALL CONNECTIONS ARE CORRECT AND SECURE. 9. Energize the Model 403 and the meter by connecting the power jumpers not connected in

step 6.

10. Turn on the Model 403 by positioning the Supply Voltage select switch to the voltage value (120, 208, 240, 277 or 480) displayed on the panel LCD meter.

11. Select the ‘Test Voltage’ display on the panel LCD meter by depressing the push button one

time. If the Test Voltage value is 10% less or 10% more than the nominal or name plate voltage, consult your meter engineer before continuing with the test.

12. Select either the ‘1.0 PF’ or ‘0.5 PF’ position on the Test Current toggle switch to turn ON

the current supply 13. Select the LCD meter to display ‘Test Current’ and slowly advance (CW) the Test Current

adjustment until the panel meter reads the TA current value selected. The meter should now be turning in the forward direction. (The disk should turn from left to right facing the meter) If the meter disk is turning backwards, reduce the current to zero (CCW), switch OFF the Power Factor and Supply Voltage select switches and recheck the connections for correct polarity.

14. With the meter turning at the selected voltage, current and power factor, reset the reference

standard and start the test when the flag (black line) lines up with the pointer on the name plate of the meter. This may be accomplished in a number of ways.

a. A ‘Click Switch’ may be connected to the Reference Standard control input. b. A Model RM-110 and photo head may be used to detect the flag of the meter disk

or IR test pulse of a solid state meter and calculate the test results using output pulses from the Reference Standard.

15. Count the number of revolutions required for the test and stop the test. The display of the

Reference Standard should stop advancing. (Except when using the Model RM-110 and photo head.)

16. Calculate the registration of the meter under test using the formula given below.

Where: Kh = Nameplate Disk Constant of MUT r = Revolutions of MUT 100 = Multiplier to give % registration SE = Number of elements used in Reference Standard for test ME = Number of elements used in Meter Under Test for test Display = Reading on Reference Standard

In the case of the Model 403, the value of (SE) may be 1, 2 or 3. The value of (ME) may be 1, 2, 3, or 4 depending on the meter tested. Refer to Appendix A for a complete listing of the (ME) and (SE) values in the columns headed ‘ME’ and ‘SE’.

17. When the test is complete, reduce the Test Current adjustment to zero (CCW) and switch

OFF the Test Current toggle switch. Select the next load to be tested and repeat steps 11 through 16. If a new current value is desired, select the new value BEFORE switching ON the current source.

DO NOT SELECT A NEW CURRENT TAP WHEN THE CURRENT IS ‘ON’ AND ADJUSTED UP. DOING SO WILL REDUCE THE EXPECTED LIFE OF THE SWITCHES. ALWAYS TURN THE CURRENT ADJUST VARIAC DOWN AND SWITCH ‘OFF’ THE POWER FACTOR TOGGLE SWITCH BEFORE OPERATING THE CURRENT TAP SELECT SWITCH.

18. When all tests are complete, turn OFF the current toggle switch and supply voltage select

switch. Disconnect the ‘Auxiliary Power’ leads from the test adapter. 19. Remove the other adapter jumpers installed in previous steps. 20. Remove the Model 403 -XX Test Cable from the test adapter. 20. Remove the meter from the adapter before removing the adapter from the service box using

your company's meter removal procedure.

21. Install the electricity meter in the service mounting device following your company's established procedure for installing electricity meters.

22. Install a new seal on the service box. TEST ADAPTERS FOR SOCKET BASE METERS The Radian Research, Inc. Model 403 is a ‘CLOSED-LINK’ test kit and requires that the meter voltage circuits be connected to the meter current circuit. To test socket base meters when test switches are not installed in the service or when testing self-contained meters, a test adapter must be used so that the current circuits can be isolated from the customer's load. Currently, there is one manufacture of test adapters for this purpose, Megger (AVO/MultiAmp). Radian Research, Inc. usually has a stock of these assemblies and, in emergency situations, can usually supply a replacement module or assembly over-night if requested before 12:00 noon. The normal response time is 4 to 5 working days.

Items being returned for warranty repair MUST be shipped prepaid. Radian Research, Inc. will accept no C.O.D. or COLLECT shipments. Shipments must be made in the original packing to minimize the change of damage in transit. Items should be shipped fully insured as Radian Research, Inc. does not accept any liability for damage caused by improper packing or handling during shipment. Radian Research, Inc. will prepay the regular shipping expenses of warranty repairs being returned after repair. LIMITED PRODUCT WARRANTY Radian Research warrants to the original purchaser that it will correct all defects in material and/or workmanship in the instrument, test equipment or software covered by this Warranty (herein called "Product"), provided that Radian Research is notified of such defect within the Warranty Period (set forth below) in accordance with paragraph four of this Warranty. The Warranty Period shall begin on the date of shipment of the Product or the date of the issuance of this Warranty certificate, whichever is later. If no Warranty Period is specified below and signed by an authorized representative of Radian Research, the Warranty Period shall be two (2) years. In no event shall this Warranty remain in effect for more than the stated Warranty Period plus two (2) months after the date of shipment. Radian Research's sole obligation and the purchaser's sole remedy under this Warranty is limited to repair or replacement, at Radian Research's option, free of charge, F.O.B. Radian Research's factory at Lafayette, Indiana of any workmanship and/or part which in Radian Research's sole judgment shows evidence of defect. On-site Warranty repairs will be made when in Radian Research's judgment the Product cannot practically be shipped to Radian Research's factory. Any modifications, additions or upgrades made to the Product or control software after this Warranty becomes effective shall not extend the term of this Warranty. The Warranty set forth above shall be applicable only if the Product:

1. Is used for the specific purpose for which it was intended; 2. Is operated in accordance with instructions, if any, supplied by Radian Research; 3. Has not been modified, neglected, altered, tampered with, vandalized, abused or misused, or subjected

to accident, fire, flood or other casualty; 4. Has not been repaired by unauthorized persons; 5. Has not had its serial number altered, defaced or removed; 6. Has not been connected, installed or adjusted other than in accordance with the instructions, if any,

furnished by Radian Research. The Warranty set forth herein does not apply to defects resulting from ordinary wear, tear and usage, or any cause, similar or dissimilar, not resulting solely from defective material and/or workmanship. The Warranty set forth herein shall not be effective unless:

1. Notice of defect is given to Radian Research by phone, fax, or mail as soon as the defect is discovered. 2. Notice of defect contains the following information: Product serial number, Product model number, date

of original installation, and an accurate and complete description of the defect including the exact circumstances leading to the defect.

3. The defective Product or part is returned only upon authorization from Radian Research, as evidenced by the issuing of a Return Authorization number, and that the transportation charges are prepaid (except that Radian Research may, at its option, appoint a qualified representative to make field inspections of the Product for which purpose the purchaser shall permit such representative to enter upon its premises and examine the Product).

4. The Return Authorization number is written on the shipping label and all paperwork accompanying defective Product or part.

5. The defective product or part is returned in the original packing or packing approved by Radian Research.

Radian Research is not responsible for drayage charges, damages or labor costs incurred in conjunction with failure, removal or reinstallation of any Product, all of which shall be at the purchaser's expense. Radian Research is not responsible for special, incidental or consequential damages, whether resulting from breach of warranty, negligence or any other reason. Radian Research manufactured parts will be available for a minimum period of one (1) year after the manufacture of the Product has been discontinued. Radian Research will provide original purchaser during the Warranty Period, unlimited telephone consulting time for the purpose of product trouble shooting/servicing and for the first thirty (30) days of the Warranty Period, unlimited telephone consulting time for the purpose of product/software application.
