Short Title

1. This order in council may be cited as the Administrative Arrangements Order (No. 2) 2016.

Administrative Arrangements

2. (1) The public business of the State is distributed among Ministers as set out in the Schedule.

(2) Each Minister is to administer the matters set out in the Schedule next to the Minister’s title as

follows:

(a) the matters connected with the public business of the State listed under the heading

‘Principal Ministerial Responsibilities’;

(b) the legislation listed under the heading ‘Acts Administered’; and

(c) the administrative units listed under the heading ‘Administrative Units’.

(3) Information in the Schedule under the heading ‘Responsible Heads’ is included for information

only and does not form part of this order.

Repeal of earlier Administrative Arrangements

3. The Administrative Arrangements Order (No. 1) 2016 is repealed.

NOTIFICATION OF DECLARATION OF A TRANSPORT NOISE CORRIDOR

Notice is hereby given under section 246Z (1) of the Building Act 1975 that the area adjacent to the State-controlled network describedin the Schedule is designated as a Transport Noise Corridor.

THE SCHEDULE

That on and from 16 November 2016, land adjacent to the State-controlled road network as per the State Road Network of Queensland,is designated as a Transport Noise Corridor, consistent with section 246Z of the Building Act 1975 and for the purposes of implementingthe relevant building legislation applying to Transport Noise Corridors.

The land designated as a Transport Noise Corridor comprises land up to 100 metres or 250 metres on both sides of State-controlled roads which are significantly affected by noise. This includes State-controlled roads:• where the speed environment is 100 kilometres per hour or greater and the Annual Average Daily Traffic volume exceeds 1000 vehicles

• where the speed environment is 80 kilometres per hour or greater and the Annual Average Daily Traffic volume exceeds 2000 vehicles• where the speed environment is 60 kilometres per hour or greater and the Annual Average Daily Traffic volume exceeds 3000 vehicles

• where the road pavement type is concrete or chip seal and/or the percentage of heavy vehicles is greater than 20 percent.

The corridor is measured from the boundary of the State-controlled road with adjacent land, and then continuing the distance ofup to 100 or 250 metres, depending on the noise contours mapped as a result of road traffic noise.

The declaration is for the purposes of implementing the relevant building legislation relating to mitigating road traffic noise impacting onresidential buildings located within Transport Noise Corridors. The declaration supersedes previous notices designating Transport NoiseCorridors for the State-controlled road network.

As per section 246Z (3)(b) of the Building Act 1975 , documents identifying land within Transport Noise Corridors are in the registerheld by the Director-General of the Department of Transport and Main Roads and available for inspection at the Department ofTransport and Main Roads’ office located at 313 Adelaide Street, Brisbane, or alternatively on the Department of Infrastructure,Local Government and Planning State Planning Policy Interactive Mapping System – Transport Noise Corridors for the purposes ofimplementing the Transport Noise Code.

Short title

1. This notice may be cited as the Amending Taking of Land Notice (No. 3034) 2016.

NOTICE OF ADOPTION OF A MAJOR AMENDMENT TOBRISBANE CITY PLAN 2014 PURSUANT TO STEP 9 OF STAGE 4 OF PART 2.4A.1 OF THE STATUTORY GUIDELINE 01/16 MAKING AND

AMENDING LOCAL PLANNING INSTRUMENTS (THE GUIDELINE) MADE UNDER THE SUSTAINABLE PLANNING ACT 2009 TO INCLUDE THE LOWER OXLEY CREEK NORTH NEIGHBOURHOOD PLAN AND TO MAKE AN INTERIM LOCAL GOVERNMENT INFRASTRUCTURE

PLAN AMENDMENT PURSUANT OF STEP 8 OF STAGE 4 OF PART 2.4B.1 OF THE GUIDELINE.

At its meeting on 8 November 2016, Council adoptedamendments to Brisbane City Plan 2014 to include the LowerOxley Creek North Neighbourhood Plan together with necessaryconsequential and interim Local Government InfrastructurePlan amendments. The amendments apply to parts of thesuburbs of Willawong, Acacia Ridge, Archerfield and Durackand will commence on 18 November 2016.

Purpose and General EffectThe amendments are intended to:

• Provide finer grained planning at a local level for the LowerOxley Creek North neighbourhood plan area.

• Create an attractive place for business and employment,accommodating a diverse range of industrial businessesthat effectively contribute to the greater Brisbaneeconomy, and forming a natural extension to the south-west industrial gateway.

• Encourage a diverse range of businesses that takeadvantage of access to efficient transport networks, suchas regional and city routes, air and rail freight, local roadsand pedestrian and cycle routes.

• Accommodate industrial businesses that are developedand operate in a manner that minimises risks and hazardsto new and existing businesses, surrounding sensitiveuses and environments.

• Deliver a resilient, robust and well-protected system ofhabitat areas, connected by ecological corridors includingOxley Creek, Blunder Creek and the Archerfield Wetlands,using these assets to create a sustainable open spacesystem.

• Integrate and coordinate land use planning andinfrastructure planning.

I, the Honourable Jackie Trad MP, Deputy Premier, Minister forInfrastructure, Local Government and Planning and Minister forTrade and Investment hereby notify under section 10 of thePlanning Act 2016 that a draft State Planning Policy has beenreleased for public consultation on 21 November 2016.

A Ministerial designation has been made

I, Kate Jones MP, Minister for Education and Minister for Tourismand Major Events, give notice that under the Sustainable PlanningAct 2009 , Chapter 5, Part 2, I made a Ministerial designation ofland for community infrastructure.

Description of the land to which the designation applies

The Ministerial designation applies to land located at 24 VultureStreet, West End

The land is described as

• Lot 384 on SL8899 with an area of 1.987 hectares.

Type of proposed community infrastructure for which the landhas been designated

The land has been designated for the West End State School atWest End.

This community infrastructure is described under the SustainablePlanning Regulation 2009 , schedule 2 as:

(4) community and cultural facilities, including facilities wherean education and care service under the Education and CareServices National Law (Queensland) is operated or a childcare service under the Child Care Act 2002 is conducted,community centres, meeting halls, galleries and libraries;

(6) educational facilities;

(8) facilities for parks and recreation

(12) sporting facilities; and

(15) storage and works depots and similar facilities, includingadministrative facilities associated with the provision ormaintenance of the community infrastructure mentionedin this part.

Further to the above, the designation includes: sportingfacilities and associated infrastructure, road, vehicle lay-by and car parking and including commercial activitiesthat support its Educational program.

The enclosed waters of The Spit (Marine Stadium) Gold Coastnorth of a line drawn between the low water level at thesouthern end of the western arm of The Spit and the westernextremity of the boundary between Muriel Henchman Drive carpark adjacent the Volunteer Marine Rescue base (Southport) asshown in red on the course map prepared by Maritime SafetyQueensland, designated plan “A1-277”, and held at theMaritime Safety Queensland Regional Office, Gold Coast.

The “dangerous waters” detailed in Schedule A above aredescribed as visual links to geographical features to enableparticipants, enforcement officers and other waterway users toeasily understand where the event will be conducted. The actualline will be clearly defined with market buoys for the event.
