1. Introduction

The provision and effective management of car parking is an important

function if control is to be maintained over the number of parking places

held at the Queen Elizabeth II Medical Centre (QEIIMC) site. The foundation

of this policy is firmly embedded in the QEIIMC Travel Plan. By

implementing these controls, the QEIIMC Trust and its Delegate Sir Charles

Gairdner Hospital (SCGH) will provide greater access to staff and public

parking and will work towards the Public Transport Master Plan and the

requirement of the Department of Planning and Infrastructure (DPI), and the

Western Australian Planning Commission (WAPC).

2. Aim of the Policy

2.1 The aim of the policy is to ensure that the QEIIMC site provides appropriate,

adequate and accessible parking for patients, visitors and staff. By

achieving these objectives, the following will be achieved:

• A reduced number of single occupancy vehicles;

• Reduced site congestion;

• Improved access for staff, patients and visitors;

• The elimination of unauthorised parking on all roads and car parks on

the QEIIMC site;

• Improved environment through reduced pollution;

• The promotion of good health for all staff;

• The relevant aims and objectives of the QEIIMC Travel Plan.

3. Organisational roles and responsibilities

3.1 The QEIIMC Trust holds responsibility of the development of the QEIIMC Travel

Plan.

3.2 The QEIIMC Trust holds responsibility for the car park policy.

3.3 Responsibility for the operational management of the Car Parking Policy is that

of the SCGH.

4. Performance Management

4.1 SCGH has been delegated the responsibility from the QEIIMC Trust for ensuring this

policy is implemented efficiently and that effective management systems are in

place to monitor, control and performance manage the car parking facilities on site.

5. Parking

The QEIIMC Trust and SCGH are committed to implementing the Travel Plan, which

will reduce the number of single occupancy vehicles using the QEIIMC site.

Definition of staff: Any member of staff, regardless of their employer (e.g. SCGH, LEI,

PathWest etc) who qualifies for staff parking at the QEIIMC site for official work

purposes.

5.1 This section outlines the provision of parking facilities for staff that satisfy one or

more of the following criteria:

Priority Group 1

• Staff who start before 7am and/or finish after 6.30pm;

• Staff who work between campuses and those on emergency on-call;

• Medical Consultants;

• Night-time shift workers;

• Employees with special disability access needs;

• Government vehicles;

• Volunteers;

• Couriers/Laboratory/Maintenance/Contractor vehicles.

Priority Group 2

• Green Commuters and Car Poolers

Priority Group 3

• Staff who work between 7am and 6.30pm

5.1.1 Staff parking areas will be controlled and separate from the visitor parking areas

(Appendix A). Staff parking in the visitor car parks will be infringed.

5.2 Permits

5.2.1 All staff will be required to display a valid staff car parking permit when parking on

the QEIIMC site, in accordance with the Queen Elizabeth II Medical Centre

(Delegated) By-Laws 1986. This permit will have an annual expiry date and staff will

be responsible for renewing their permits.

5.2.2 Staff parking permit holders are NOT guaranteed a parking bay.

5.2.3 Staff permits are not valid in visitor car parks.

5.2.4 Vehicles parked in the designated staff parking areas without displaying a valid

permit will be issued an Infringement (See Appendix B).

5.2.5 One permit will allow one vehicle to park at the QEIIMC site at one time.

5.2.6 A parking permit will only be replaced in exceptional circumstances and will incur a

charge of $22 towards administration costs. Staff will be expected to return their old

permit to the Parking Branch for disposal upon collecting their replacement permit.

5.2.7 It is the responsibility of the individual staff member to notify the Parking Branch of

any changes in contact details.

5.2.8 Permit application forms contain full terms and conditions.

5.3 Staff working between campuses

5.3.1 Permits for staff who work between campuses will be given to those who fulfil the

following criteria:

• Have work related commitments at other sites during the course of their

working day such as visiting patients/meetings/lectures; and

• Leave the QEIIMC site on THREE or more days a week to fulfil these

commitments.

5.4 Green Commuter Car Park (GCCP)

5.4.1 Staff living within a 5km radius of the QEIIMC site will not be entitled to apply for

access to the GCCP. These suburbs include: Subiaco, Nedlands, Shenton Park, West

Perth, Perth (City), Leederville, West Leederville, Crawley, Daglish, Claremont, Mt

Claremont and Karrakatta.

5.4.2 A GCCP permit allows staff to park in the designated GCCP. This permit does NOT

guarantee a parking bay.

5.4.3 Staff who take alternative transport such as cycling, walking or public transport

THREE times per week or more are able to park in the GCCP for those days when

they do not take alternative transportation (based on a 5 day working week) or 60%

of the time if employed part time.

5.4.4 For staff who do not work a 5 day working week access to the GCCP will be granted

on a pro rata basis as follows: (subject to staff taking alternative transport on the

days they are not able to park in the GCCP):

Work 4 days per week or more – 2 days per week access;

Work 3 days per week – 1 day access per week;

Work less than 3 days per week – No access entitlement.

5.4.5 All members of the GCCP are required to comply with the terms and conditions of

the GCCP policy (available at www.qeii.health.wa.gov.au ).

5.4.6 If demand for access to the GCCP exceeds the availability of parking bays the Parking

Manager reserves the right to place new applications on hold for a period of time.

5.5 Volunteers

5.5.1 Volunteers have the right to park in designated staff parking areas free of charge.

5.5.2 Volunteers will receive notification of the application and parking process by their

authorising Manager.

5.6 Motorcycles

5.6.1 Designated spaces are available for parking motorcycles on the QEIIMC site.

5.6.2 No parking fees are payable for motorcycles.

5.7 Courier, Delivery, Service and Contractor vehicles

5.7.1 A number of designated parking bays have been identified across the site for

courier, delivery, service and contractor vehicles and will be clearly marked for

drivers of these vehicles to park whilst on official business.

5.7.2 Parking is limited on the QEIIMC site, therefore in the event of redevelopment and

construction work on the site, specific agreements will be made between the

Contractor, the relevant Project Manager and the Parking Manager.

5.8 Consultants

5.8.1 For the purpose of this policy Consultants are Medical Consultants.

5.8.2 A Consultant parking permit allows Consultants to access the designated Consultant

parking areas but does not guarantee a parking bay.

5.9 On-Call Staff

5.9.1 For the purpose of this policy an employee who is in receipt of an “on-call” or

“availability” allowance and is directed by their employer to remain readily available

outside their normal hours of duty to return to their workplace at short notice will

be recognised as an “on-call” employee.

5.9.2 On-call staff will be considered priority group 1 parkers for any days they are

rostered to be “on-call” or “available” and will have access to parking on rostered

days only, subject to parking availability.

5.9.3 Staff rostered to be “on-call” or “available” at weekends (typically between 5.00pm

Friday and 8.00am the following Monday) are authorised to park in the designated

parking areas between these times but will not have access to parking at other

times.

5.10 Students

5.10.1 Students attending the QEIIMC site are not automatically entitled to parking at the

site.

5.10.2 When parking is available students on placements who work between 7.00pm and

6.30am will be permitted to apply for a parking permit for the duration of the

placement for the times they work between these hours only.

5.10.3 PhD students attending the QEIIMC site are not automatically entitled to park at the

site.

5.10.4 When parking is available PhD students on placement and who work between

7.00pm and 6.30am will be permitted to apply for a parking permit for the duration

of the placement for the times they work between these hours only.

5.11 Commercial Tenants

5.11.1 Commercial tenants of QEIIMC Trust will be required to pay an annual parking

charge per permit. A limited number of permits will be issued to commercial

tenants.

5.11.2 Commercial tenants will have fixed allocations of permits as allocated by the QEIIMC

Trust.

6 Public Parking

6.1 Patient and Visitor Parking

6.1.1 Parking for patients and visitors is available in the following locations:

• Car Park 1 located on Hospital Avenue;

• Overflow Car Parks located at the front of R Block, off Verdun Street. These are

short term areas where the maximum permitted stay is 3 hours;

• Visitors Car Park 3A located on Caladenia Crescent. This is a short stay area

where the maximum permitted stay is 3 hours.

7. ACROD Parking

7.1.1 ACROD parking facilities are provided close to main entrances across the QEIIMC

site.

7.1.2 Visitors and patients with an ACROD permit are required to pay for parking in

Visitors Car Park 1 only. Parking in other visitor areas is free for ACROD permit

holders provided a current ACROD permit is clearly displayed on the vehicle.

7.1.3 Staff with an ACROD permit will be able to park in ACROD bays across the site.

8 Workers Compensation

8.1 Employees on workers compensation with a Medical Certificate who require parking

on-site will be considered on a case by case situation by the Parking Committee.

9 Enforcement

The principle of enforcement is “fair for all”. There will be no exclusions. All vehicles

entering the QEIIMC site are subject to the Queen Elizabeth II Medical Centre

(Delegated Site) By-laws 1986. Failure to comply with these By-laws will result in an

infringement being issued.

10. Appeals Process

10.1 Parking Permit Applications

10.1.1 Staff wishing to appeal against a decision relating to the issuing of a parking permit

must forward their appeal to the Parking Branch office in writing and provide

comprehensive reasons as to why you feel you should be issued with a parking

permit. You can find the parking permit appeal form at www.qeii.health.wa.gov.au

Please note that only one appeal will be heard by the committee unless there has

been a significant change in circumstances since the first appeal.

10.2 Infringements

10.2.1 Any appeal against the issuing of an Infringement to either a staff member or a

member of the public must be forwarded to the Parking Branch office in writing

providing full details of the Infringement and the reasons why you believe the

Infringement should be withdrawn.

11 Customer Service

11.1 General issues relating to parking at the QEIIMC site should be reported to the

Parking Branch.

11.2 Complaints relating to parking at the QEIIMC site should be forwarded to the

Parking Manager.

11.3 The QEIIMC site is patrolled and monitored by Parking Officers to ensure that

vehicle parking complies with the Queen Elizabeth II Medical Centre (Delegated site)

By-laws 1986.

Appendix C – Parking Permit Fees

(Queen Elizabeth II Medical Centre (Delegated Site) By-laws 1986)

1. Staff Fees

The fee payable for an annual staff parking permit is split between:

(a) the permit holder whose normal working hours exceed 3 days a week pays $13.50

per week;

(b) the permit holder whose normal working hours are 3 days a week or less pays $9.00

per week.

The fee can be paid:

• In advance in full;

• Each fortnight by payroll deduction; or

• In such other manner as determined by the Secretary of the QEIIMC Trust.

2. Visitor Fees

Visitor Car Park 1:

Current charges for this car park are $1.30 per hour or part thereof up to a maximum charge

of $10.40 for any 24 hour period.

Short Stay Visitor Car Parks:

Current charges for these car parks are $1.50 per hour or part thereof up to a maximum of

$4.50 for any 3 hour period.
