New Lounge for El-Al Airlines in Terminal 4
This summer we handed back to our client Heathrow Airport Limited, the newly relocated El-Al Airlines Lounge. We spoke to the Project Manager, Mark Brett, to find out what he, and the client thought of the completed works and Balfour Beatty as a DI on the Delivery Framework.
As a company we pride ourselves on our ability to work with our client and ensure that their requirements, as well as our own, are met. On this project we were required to re-locate an airline with a longstanding history at Heathrow, and with some unique security requirements. Our experience at Heathrow Airport meant that we were able to provide a project team with great airport knowledge, and an ability to meet HAL’s expectations of continuing to making every passenger’s journey better.
EL AL is one of three high priority “trigger projects” that we have to deliver on the Q6 framework, with the other two being, our baggage, and LV upgrade projects. Our delivery of the project on time, and under budget, ensured positive client/stakeholder comments and was testament to the Q6 objective of true collaborative working.

Project Challenges An end date, and multiple phased completions that could not move, meant that daily planning meetings and daily programme reviews were essential. Regular engagement with the client and our sub-contractors ensured that we kept on top of our delivery dates, and an absolute commitment to deliver from all who were involved on the project.

A Sub-contractors Point of View Ian Russell, Site Manager from JCK , told us what it was like to work on this Balfour Beatty project.
“From a personal point of view and speaking on behalf of JCK, I've found it a great pleasure. It’s been highly informative, enjoyable, and not without its challenges working alongside Balfour Beatty and their respective site teams over the course of the last year in Terminal 4”.

Ian went on to say that “as the appointed installation contractor JCK appreciated the challenge of being heavily involved in the early stages of design right through to completion of the project. This is something we have rarely been afforded the luxury of. We found that as a company, our opinion and input in the day to day planning and execution of the project tasks were greatly valued.

T1 Baggage Security Screening
In order to connect our new baggage system in the T1 IDL with the existing baggage system in the mezzanine floor below, structural openings had to be created through the IDL floor slab. After installing scaffold crash decks on the floor below , the full depth of the existing floor slab was dry saw cut into manageable sections and subsequently hoisted out of position and disposed of off
site. The slab penetration edges were finished off to create a neat space around the inclined conveyors. All of this work has been carried out without affecting the operation of the live baggage system on the floor below, and required that protection was provided for the existing equipment at the start of each night shift, and removed at the end of each.

When you need to move several tons of Standard 3 HBS Machinery, who you gonna call?
As part of the Q6 baggage works, Balfour Beatty have carried out the safe and efficient delivery of 4 Morpho Stand-ard 3 HBS machines from the CLC to the T1 IDL. These works were planned, coordinated and carried out in conjunction with our suppliers and consultants within a narrow schedule opening of 2 weeks. In order to enable the removal of existing conveyor lines in T2, a bypass line has been installed to direct baggage to T1 for screening. This has now been fully tested and commissioned. Prior to this, reliability and confidence tests had demonstrated that the bypass line when running, could handle in excess of 50% of all T2 hold baggage. Performance tracking has subsequently established that operational availability was between 99.7% and 99.89% between the start of June, and end of August 2016.

Ensuring consistency in the resource and management of the works has ensured that communication between shifts has been simplified.
Cost savings have been generated through carrying out the works in a short time period, whilst the works methodology and safety procedures involved in moving heavy equipment have been recognised, proven, and set the standard for work across all terminals.
Baggage—The 5000 Bag Test Before allowing the new Bypass Line in T2 to be put into service, a series of tests were carried out. The most significant of these was the 5000-bag bag test. Against a target of 5000, 5142 bags were processed in one hour and fifty six minutes. This processing rate had never been achieved previously and has been recog-nised as a great success for Balfour Beatty and Heathrow.
We proved that the Bypass Line and Spines 3 & 4 could handle Terminal 2 “Red Days” with ease. These are days where the numbers of bags match those recorded as the busiest days last year. The new Bypass Line has processed in excess of 50% of the terminal’s baggage throughout the tests – Great News
T2 Bypass Line Conveyor
HAL Baggage Operations now have a reliable asset in T2 in the Bypass Line Conveyor. This allows Balfour Beatty and Beumer UK to complete the early proving line works and allow learning and training by HAL.

Our conscientious actions have provided clear working spaces for the concessionaire fit out teams to work their magic on these prime retail spaces, whilst in so doing have isolated and removed services which otherwise have cased potential harm to others.

Best Practice - T4 IDL During the strip out of IDL retail units, a large quantity of existing redundant and unidentified services were identified. These had been left behind on previous projects and contrary to good practice, had not been stripped out back to source.
Balfour Beatty notified Heathrow of the problem and proceeded to trace, identify, and remove all existing redundant services.

Balfour Beatty demonstrate an ability to work flexibly with HAL and their stakeholders
Terminal 4 is the busiest port in the UK for UKBF . On this project, the UKBF operation had to be maintained as live and unaffected from commencement to completion. Balfour Beatty, led by Aaron Webb, were engaged to provide advice on how the new facilities could be constructed without any disruption. The normal solution would be to carry out work on nights, however, the holding rooms detain and interview people over night. A different solution was needed. Through direct consultation with UBKF, Balfour Beatty found a way to phase the works whilst maintaining an acceptable level of available facilities to maintain the UKBF operation. Regular checks were made with UKBF staff to ensure
that we were not disrupting their work. The good communication allowed for the maximum benefit to be taken of quiet periods in the UKBF operation.

Celebrating the Heathrow Mascots A new initiative from HAL has arrived and we are delighted that two of our own were on the first list of recipients.
Edgar Vila Pouca explained that the awards were made by Heathrow to recognise people who understand and demonstrate collaborative behaviours in line with Heathrow's vision .
Every 2 months, the current trophy holder will nominate in dialogue with others, the next recipient of the award, and so it will get passed around to deserving recipients each time.
There are three awards up for grabs every two months throughout the year.
The award is given based on the exceptional demonstration of Heathrow values:
