    effect of the relevant Regulations, Rules and Ordinances contained inthe Punjabi University Calendar as also the resolutions adopted by theAcademic Council/Syndicate. In case of any inconsistency betweenwhat is written in the Prospectus and that in the Regulations, Rulesand Ordinances etc, the latter shall prevail.

    (ii) If there is any ambiguity, the decision of the Vice-Chancellor will prevail.

    (iii) All disputes arising from this document or connected therewith aresubject to the territorial jurisdiction of courts situated at Patiala onlyand to the exclusion of all other courts.

    (iv) This Prospectus includes only the basic and important informationregarding the admission and examination of the courses offered bythe Department. For detailed information, the student may consultthe relevant syllabi published by the Punjabi University, which can beprocured from the Publication Bureau of the University. The studentmay keep in touch with the departmental website for latest informationregarding any change in rules and regulation.

    (v) It has come to our notice that there are some private bodies/institutionswhich pose themselves as agents of this University and collect applicationforms and fee etc. from candidates and promise them admission to thisDepartment and take responsibility of paying fees etc., on their behalf.Since this University has no such agents, candidates willing to join anycourse of this Department are advised to correspond and remit the feeand send application forms, etc., direct to the Department of DistanceEducation, Punjabi University, Patiala.

    I. THE UNIVERSITY : AN INTRODUCTION

    Punjabi University Patiala, one ofthe premier institutions of highereducation in the northern India, wasestablished on 30th April, 1962 under thePunjab Act No. 35 of 1961. It is thesecond University in the world to benamed after a language, the first beingHebrew University of Israel. Althoughinitially the main task before theUniversity was to develop and promotethe language, literature and culture ofthe people of Punjab, it has sinceevolved into a multi-faceted, multi-facultyeducational institution with over sixtyteaching and research departmentscovering disciplines of Humanities,Commerce, Sciences and Engineering.

    Punjabi University takes pride inthe achievement of "A" Grade statusawarded by the National Assessmentand Accreditation Council (NAAC), anautonomous body of the UGC.

    The University has a modern, wellplanned campus situated on Patiala-Chandigarh road. Sprawling across 316acres, the campus is away from the dinand noise of the city. It presents asplendid sight of a complex of beautifulbuildings which include the famous GuruGobind Singh Bhawan.

    2. DEPARTMENT OF DISTANCEEDUCATIONDepartment of Distance Education

    was established in 1968 and has been apioneer institute imparting educationthrough the distant mode and has beenthe second institute in the country toadopt the non-formal mode of impartingeducation. For the first time in thecountry, this department offered regionallanguage as a medium of instruction andexamination. Presently, the department ismanaging 48 multi-faculty programmes.Student enrolment in the department isas high as ninteen to twenty thousandevery year.

    1. If there is any increase in examination fee, tuition fee and annual charges etc.pertaining to any course/class at a later stage, the students shall have to pay theenhanced dues.

    2. Punjabi University regular employees are exempted from payment of full tuition fee,library security fee Rs. 735/-, medical fee Rs. 45/- and library membership feeRs. 30/-.

    3. Rs. 735/- as library security is a part of tution fee and other charges.     Information regarding internal assessment for those Post-Graduate Courses (Punjabi, English, Hindi, History, Economics, PoliticalScience, Religious Studies, Sikh studies, Women Studies, Sociology,Public Administration, Journalism and Mass Communication andM.Com.) being run by the department in which internal assessmenthas been introduced :

    (a) The students will be sent a proforma along with a list of questionsfor each paper separately. They will attempt long-answer and short-answer type questions according to the instructions given in eachResponse Sheet and will send only one Response Sheet per paper.These will be evaluated for internal assessment in each paper.

    PART-I1. Eligibility : Admission to M.A. Part-I

    is open to a candidate who has passedBachelor's Degree in any faculty atleast one academic year previouslyfrom Punjabi University or any otherstatutory/recognised University inIndia or abroad, recognised by theAcademic Council as equivalentthereto, irrespective of his/her scorein the examination. The candidateshould not have passed M.A.examination in the same subject fromthis or any other statutory university.Those who pass B.A. in September2014 will not be eligible for admissionin the session 2014-15.

    2. Personal Contact Programme (PCP) :There will be two Personal ContactProgrammes of 7-10 days duration.

    It will be compulsory to attendatleast 75% lectures of the two PersonalContact Programmes taken together.Second Personal Contact Programme isfor those candidates who have not

    attended the first one. Those studentswho are unable to fulfill this conditionwill not be eligible to appear in theannual examination.

    However, attendence in the PCPwill not be compulsory for thestudents of M.A. in Punjabi, Englishand Hindi.Foreign students will be exempted fromattending the PCPs.

    3. Internal Assesment :Each paper will consist of 20%

    internal and 80% external marks. Forinternal assessment, students willsend one response sheet per papercomprising of two parts. One part willconsist of 10 to 15 long answer questionsof 10 marks each based on the entiresyllabus. The students will attempt onelong answer question. The second partof the response sheet will have 15 to 20short answer questions of 2 marks each.The students will have to attempt 5 shortanswer questions.

    For Paper IV (Research Methods),in M.A. Sociology Part-I, internalassessment will be based on a ProjectReport of 20 marks, based on fieldwork. Project Report is to be submittedin the first week of March.

    For M.A. Punjabi, internalassessment is of 16 marks. Detailsregarding questions to be attemptedwill be sent alongwith the list ofquestions.

    The minimum number of marksrequired to pass shall be 35% ininternal and external examination.

    If a student fails to secure 35%marks, he/she shall be placed underreappear in that Paper/Papers. Such acandidate would carry the internalassessment marks secured by him/her for his/her reappear examination.

    M.A. PART-II

    1. Eligibility :(i) Admission to M.A. Part-II is open to

    candidates who have passed Part-I(Annual System) examination in thesame subject from this University.

    (ii) Those students who have passed M.A.Part-I under semester system but dueto special circumstances are not able tocontinue their studies under semestersystem are allowed to seek admissionto M.A. Part-II in the same subject in theDepartment of Distance Education. Theirmarks in the degree will be of semestersystem in the 1st year and their marksin the 2nd year will be of annual system.As such their degree will be different fromboth the systems. The concernedstudents will be required to pass thedeficient paper(s), if required.

    (iii) A candidate who is to 're-appear' in onepaper of M.A. Part-I examination shallalso be eligible to seek provisionaladmission to M.A. Part-II course in thesame subject.
