The Italian Ministry of the Environment introduced on Decembre 23rd 2013 the new DM 231213 (Decree of the Ministry of Environment) on the Minimum Environmental Criteria (MEC) for Public Lighting.
It’s a national action plan on Green Public Procurement for the purchase of:
conventional lamps and LED modules
luminaires
and the definition of the design process.

The new MD 231213, developed by ENEA (national research center) with the contribution of Hera Luce (Italian ESCO) and 2 Italian engineers, Alessandro Battistini and Matteo Seraceni, takes into consideration:
The new MD: a challenge for environmental sustainability
This allows to define the global product cost
including environmental ones, like the
contribution to global heating
Total Cost Ownership (TCO = product purchase + maintenance + energy consumption)
Life Cycle Assessment (LCA = environmental costs)
