Public Lighting and Energy Saving in Italy

The plan of the Italian Government for road and public area lighting

and the new MD 231213

Public Lighting and Energy Saving in Italy

Electricity 2014 – Eilat – December 4th 2014

The Italian Ministry of the Environment introduced on Decembre 23rd 2013 the new DM 231213 (Decree of the Ministry of Environment) on the Minimum Environmental Criteria (MEC) for Public Lighting.

It’s a national action plan on Green Public Procurement for the purchase of:

conventional lamps and LED modules

luminaires

and the definition of the design process.

The new rule for public lighting in Italy

Introduction of the new Decree DM 231213

MD 231213 - Minimum Environmental Criteria (MEC)

A push on reasearch and innovation

It replaced the previuos first version

issued on 2011, introducing some

new light criteria on the selection of

lamps and luminaires for public

lighting.

Luminaires that matched the criteria:

20% on 2011

90% on 2012

Great impact on

research and

innovation

MD 231213 - Minimum Environmental Criteria (MEC)

The new MD 231213, developed by ENEA (national research center) with the contribution of Hera Luce (Italian ESCO) and 2 Italian engineers, Alessandro Battistini and Matteo Seraceni, takes into consideration:

The new MD: a challenge for environmental sustainability

This allows to define the global product cost

including environmental ones, like the

contribution to global heating

Total Cost Ownership (TCO = product purchase + maintenance + energy consumption)

Life Cycle Assessment (LCA = environmental costs)

5

Electricity 2014 – Eilat – December 4th 2014

Minimum cost + highly technical products

Selection of products/solutions with:

most economically advantageous impact

highest possible technological content achieved through Award Criteria

MD 231213 - Minimum Environmental Criteria (MEC)

In this way it is intended to

reward innovation and excellence,

bringing out the deals that qualify for

features and more sustainable

performance

The county goal

To obtain a saving of more than 30% of the total cost for public lighting

MD 231213 - Minimum Environmental Criteria (MEC)

Current total energy cost

1.700.000.000 €

Average minimum saving goal

30%

Minimum saving

500.000 €

MD 231213 - Minimum Environmental Criteria (MEC)

Reduction of energy consumption: energy efficiency assessment system (IPEA and IPEI indices)

Reduction of time dedicated to product data management: product data file transfer in XML format

Design, installation and management carried out by qualified professionals: definition of the designer

Certification of products and product data: the accredited laboratories

The main goals: let’s focus on few of them

The MD 231213 key-points: energy assessment with IPEA + IPEI

MD 231213 - Minimum Environmental Criteria (MEC)

The energy assessment,

allowing the selection of high

efficiency luminaires and the

adoption of proper lighting

design, is based on 2 indices:

IPEA

IPEI

IPEA for the luminaires

IPEI for the installation

10

IPEA – Parametrized Index for Luminaire Energy Efficiency

Ø Source Source luminous flux [lm]

BLF Ballast Lumen Factor

Dlor Ratio of the luminaire

downward flux and the

total lamp flux

Preal Power absorbed by the

luminaire [Watt]

Table defined through the BAT (Best Available Technology)

Energy Efficiency Criteria: IPEA and IPEI

Base Criteria

IPEA Index ≥ C class

Award Criteria

IPEA Index > class C

It takes into consideration:

The road geometry

The EN 13201 Standard

The selected luminaire

IPEI – Parametrized Index for Installation Energy Efficiency Assessment

Energy Efficiency Criteria: IPEA and IPEI

IPEI: SL+SLR and SE+SER definition

The reference parameter taken into consideration for the assessment of energy efficiency is the SLECC (Street Lighting Energy Efficiency Criterion) proposed by 13201-5 Draft, called SLR and SER

Preal Power absorbed by the luminaire [W]
