Federal IT professionals are faced with pro-viding secure technology solutions in a quick-ly changing IT landscape. In this industry perspective, we explore the Dell Latitude 10 Enhanced Security (ES) tablet, powered by the dual core Intel® Atom™ processor Z2760. GovLoop, Dell and Intel® have partnered to identify how this tablet provides the neces-sary security requirements to meet the most stringent security needs for federal govern-ment agencies.

Tablet applications are clearly growing across federal government, as many organizations are looking to tablets to meet their mission needs. There are dozens of examples as to how agencies have leveraged tablets. Gov-ernment case studies include:

Leveraging tablets to replace paper manu-als

Conducting inspections and connecting field workers for data collection

Managing casework and social programs with increased efficiency

Dell’s connected security approach allows government organizations to securely con-nect and share intelligence across the entire enterprise, boost IT productivity and protect sensitive information. Dell’s approach allows agencies to meet compliance requirements and maintain business operations with solu-tions that detect threats and mitigate risks with predictive, context-aware intelligence. The Latitude 10 ES tablet follows Dell’s Con-nected Security approach. Three core secu-rity elements of the Dell Latitude ES include:

Embed security at the time of manufac-ture

As tablets continue to enter into the work-place, federal government agencies must be assured they are taking a holistic approach to security. Likewise, tablets hold great prom-ise for government as a tool to improve ef-ficiencies, data collection and employee pro-ductivity. Due to the associated benefits with tablets, organizations must develop a robust security strategy to protect against emerging cyber threats and facilitate organizational and operational efficiency.

Undeniably, understanding security risks means more than just protecting intellectual property and critical assets. Agencies must take an approach that will allow agencies to support mission-centric initiatives, focus on new efficiencies, and develop inter-govern-mental collaboration. With the Latitude 10 ES, Dell offers a complete end-to-end secu-rity solution for government agencies looking to capitalize on emerging technology.

5 Ways The Dell Latitude 10 ES Tablet Meets Government Secure Mobil ity Needs

The Latitude 10 Enhanced Security tablet is powered by the dual core Intel® Atom™ pro-cessor Z2760, which delivers the hardware, authentication, data protection, tracking and recovery security features that meet the stringent security needs for government agencies. Some security features of the Lati-tude 10 ES include:

Dell Data Protection Security Tools, pro-viding an integrated end point security management suite that utilizes the finger-print and smart card reader in the Latitude 10 ES and third-party security devices.

Trusted Platform Module (TPM) 1.2 hard-ware to allow networks to check device integrity and to assign full trust.

Computrace Support for stealth tracking software to allow the recovery of lost or stolen devices.

A Noble Lock slot for added hardware se-curity.

Dual-Authentication of Windows 8 - cur-rently the only tablet in the market with this feature.

In order to create lean and agile organiza-tions, government agencies must safely and securely adopt tablet devices. As more devic-es enter the workplace, organizations must place an emphasis on developing a robust security strategy to maximize efficiency and protect critical assets. Below are five addi-tional ways the Dell Latitude 10 ES is enabling safe and secure tablet adoption.

1. Fully FIPS Compliant

The Dell Latitude 10 ES meets all Federal Information Processing Standard (FIPS) re-quirements. FIPS are a set of IT standards for non-military agencies, contractors and vendors working with government agencies, which outline security requirements around encryption algorithms, document processing and other systems requirements.

Specifically, Latitude 10 ES meets the FIPS 201 requirement, which deals with smart card reader and authentication. Similarly, the Dell Latitude 10 ES complies with Home-land Security Presidential Directive 12: Policy for Common Identification Standard for Fed-eral Employees and Contractors.

Another way Latitude 10 ES meets security requirement is through FIPS 140.2. The FIPS

140 series provides multiple levels of secu-rity; the 140.2 requirement deals with data at rest and encryption of the hard drive.

2. Leverages Existing Infrastructure

One of the security advantages to Dell Lati-tude 10 ES is that you can leverage existing infrastructure while adopting tablets. For in-stance, an organization can leverage an ex-isting Microsoft infrastructure for security, policy and management through things like active directory. This allows agencies to nar-row the number of variables they are bringing into the agency, and simultaneously add more devices, such as tablets. Essentially, being able to integrate existing infrastructure al-lows organizations to provide increased man-agement of policy, systems and software de-vice management.

3. Integrated Smart Card Reader

Latitude tablets also have an integrated Smart Card reader that adds another layer of user authentication to an agencies security process. Again, the smart card reader is FIPS 201 certified. This security feature adds an extra layer of security, and keeps data and information safe if a device is stolen, lost or someone attempts unauthorized access to the device.

4. Trusted Platform Module 1.2

Trusted Platform Module (TPM) 1.2 is hard-ware that allows networks to check device integrity and assign full trust. This service is unique to Dell. Dell is one of the few market providers to provide this level of hardware-based protections. Most services provide only software and firmware protections, while Dell provides a complete end-to-end security solution.

5. 800-147 Compliant

One of the final security benefits is compli-ance with NIST BIOS Protection Guidelines 800-147. This set of guidelines recommends that organizations place a digital signature on low-level software that are from a known trusted source. There is no existing certifica-tion standard for this, but the Dell Latitude 10 ES complies with this security recommen-dation from NIST.

Dell and Intel®: Industry Leaders for Tablet Security

Federal IT professionals are faced with a maze of regulations, restrictions, and confi-dentiality requirements that challenge orga-nizations to implement tablets effectively. IT professionals are tasked to navigate complex regulations and standards when considering how to implement and govern tablets within the federal government.

Recently, Dell and Intel® commissioned Har-ris Interactive to conduct an online survey of IT decision makers. The results of the survey showed that even in highly regulated and controlled environments, tablets are increas-ingly becoming standard practice to help professionals improve the way services are delivered. The survey found that 51 percent of users are implementing and deploying tab-lets. Likewise, the survey highlighted how

costly and time-intensive managing tablets can be in comparison to traditional devices such as laptops and desktops. In addition, the survey found:

On average, institutions managing tablets spend an estimated $2,235.20 per device configuring these devices to work within their organizations. These costs are often several times more than the actual ex-pense of acquiring the device.

51 percent of institutions using tablets re-port that the devices required additional software or tools beyond what is used to manage laptops and desktops.

42 percent of IT decision makers in tablet-using organizations spent between 10 and 29 minutes per tablet to achieve the same level of security inherent in Trusted Plat-form Module (TPM) chips.

42 percent of those in tablet-using orga-nizations reported that there are applica-tions that are currently used in their orga-nization on desktop and laptop computers that cannot currently be accessed on tab-lets.

These statistics demonstrate many of the challenges organizations face as they adopt

tablets and identify how to securely imple-ment them across the agency. Yet, the Dell Latitude 10 ES is built with the end user in mind and is designed to seamlessly integrate within an enterprise setting. Principled Tech-nologies, a third-party organization, com-pared the Dell Latitude 10 ES to comparable consumer tablets. Their findings show that the Dell Latitude 10 ES:

Saves approximately 580 hours in system prep and applications installation

Saves approximately 197 hours with auto-mated updates

Moreover, the Dell Latitude 10 ES is:

Up to 85 percent cheaper per device to maintain over a three-year period

Up to 17 times faster and 94 percent less expensive to deploy

Up to 99 percent faster for software up-dates

In many cases organizations already have the infrastructure to support the device, as the Dell Latitude 10 ES is managed like any other Windows based device. Due to this, organiza-tions do not have to build new security fea-tures, as opposed to if they were implement-ing a competing consumer device.

In order to create lean and agile organiza-tions, government agencies must safely and securely adopt tablet devices. As more devic-es enter the workplace, organizations must place an emphasis on developing a robust security strategy to maximize efficiency and protect critical assets.
