Program Associate, South Sudan Fixed-Term Consultancy

IDLO IN SOUTH SUDAN Since 2009, IDLO has become a trusted partner in many of South Sudan’s key legal and justice sector institutions, with a wealth of accumulated knowledge and in-country experience. IDLO is currently implementing five projects in South Sudan, focusing on legal education and training, judicial capacity building, constitutional and legislative reform and institution building. With funding from the European Union, the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs and the Netherlands Ministry of Foreign Affairs, IDLO is implementing projects with the Judiciary of South Sudan, The College of Law of the University of Juba, the South Sudan Legal Training Institute, the Ministry of Justice, the National Constitutional Review Commission and the Legal Administration of the Office of the President.

THE CONSULTANCY Reporting to the Field Program Manager, South Sudan, the Program Associate, South Sudan, will perform the following:

Act as the focal point for information flow between the South Sudan Program Office and IDLO Headquarters to facilitate the provision of Human Resources, Finance, ICT, Security, Communications, Research, Procurement, Monitoring & Evaluation and General Counsel services to the South Sudan Office and Program;

Represent the South Sudan Program at events and meetings at IDLO HQ;

Prepare briefing notes and update summary status reports on project(s) status, progress and problems;

Support the South Sudan Program in day-to-day administrative tasks;

Facilitate contractual and logistical arrangements for Program consultants and activities;

Assist the South Sudan Program to recruit consultants, including editing terms of reference;

liaise with Human Resources on vacancy announcements, applications, and contracts; shortlisting candidates; processing HQ approvals for selected applicants and corresponding with new hires as delegated;

Process, update and maintain master files for each project in the South Sudan portfolio, including registries of all technical documentation – such as MOUs, CVs, contracts or training schedules – to be made available to project staff and management when needed;

Provide input to spot reports, publications, communications and web materials;

Support the Field Program Manager and the Country Director to develop and maintain accurate work plans;

Support the Monitoring, Reporting and Information Office and Field Program Manager to produce and edit donor narrative reports;

Coordinate the transmission of draft and narrative reports between personnel and units in the South Sudan Office and IDLO HQ;

Attend and participate in regular briefing meetings on the South Sudan Program at IDLO HQ;

Respond to internal requests for information or research and to external information requests when so delegated;

Provide input into the development of new proposals, concept notes, briefing notes;

Contribute to the identification, collection and maintenance of information on the justice sector and political economy of South Sudan that could be relevant to project(s) implementation;

Conduct web-based research into activities in the field of rule of law reform in South Sudan;

Conduct research on political, economic and social events relating to the project(s) as required;

Supervise a program intern if and when required; and

Be available for periodic visits to the field, including to meet with donors, meet and beneficiaries, and assist the Field Office with program activities.

This is a one year consultancy based in Rome, Italy, reporting to the Field Program Manager in Juba, South Sudan. The successful candidate should be available to start immediately.

IDEAL CANDIDATE PROFILE AND MINIMUM QUALIFICATIONS IDLO seeks a Program Associate with a true interest and passion for the Organization’s mission. A university degree in social sciences, law, or other relevant discipline from a recognized institution is required. He/she must have 3-5 years’ experience in program support with an international governmental or nongovernmental organization in the field of law, development, economics, or public policy/administration. Experience working in a developing country, especially in Africa, would be a strong asset.

The successful candidate should be familiar with Results Based Management (RBM) principles and practices and have the ability to work in a multicultural setting, as a member of a team, under pressure and within tight deadlines. High attention to detail and good organizational skills are necessary.

The ideal candidate will have a strong interest in development and international affairs and some knowledge of the recent political, legal and developmental history of South Sudan. Familiarity with common law systems is an advantage.

Strong computer skills are required. Fluency in English is required, including excellent English writing skills.

Knowledge of a local language, including Arabic, would be an asset.
