Lourdes AdrianoLead Agriculture Sector Specialist, Asian Development Bank

Lourdes Adriano received her graduate and post graduate training in Development Economics and Agriculture Economics at the University of Cambridge, University of Sussex, and the University of the Philippines. Her technical and work experiences are in the fields of food security, agricultural, rural and regional development, agriculture trade, and poverty reduction. She has worked as a professor and as senior official and policy advisor to the Government of the Philippines, as well as authored articles and books on topics like market assisted land reform, sub-regional cooperation, and rural development. Since late �000, she has worked with the Asian Development Bank and is currently the Advisor concurrently Practice Leader (Agriculture, Food Security and Rural Development) and Unit Head of the Regional and Sustainable Development Department’s Agricultural, Rural Development and Food Security Unit.

Sir Suma ChakrabartiPresident, European Bank for Reconstruction and Development

Sir Suma Chakrabarti, born in �959 in West Bengal, India, is the sixth President of the European Bank for Reconstruction and Development (EBRD). The Bank’s Board of Governors elected Sir Suma as President of the EBRD for the next four years, from July 3, �0��. He replaces Thomas Mirow, the President since �008.

Sir Suma has extensive experience in international development economics and policy-making, as well as in designing and implementing wider public service reform.

Most recently he held the position of Permanent Secretary at the British Ministry of Justice and was its most senior civil servant. Prior to this, from �00�, he headed the UK’s Department of International Development

-- formerly the Overseas Development Administration (ODA) -- where he worked closely with economies undergoing substantial reform in eastern Europe, the former Soviet Union and the Middle East and North Africa. Sir Suma is notable for playing a key role developing the UK’s successful Know-How Fund for Central and Eastern Europe and worked with the European Commission in improving its programmes in the Middle East and North Africa.

Sir Suma also worked in the late �990s in the UK Treasury, where he was responsible for UK public expenditure, and in the early �000s in the Cabinet Office, where he led on cross-departmental strategic issues and subsequently the management of the Cabinet agenda.

After studying Politics, Philosophy and Economics at the University of Oxford, Sir Suma took a Masters in Development Economics at the University of Sussex. He also holds honorary doctorates from the Universities of Sussex and East Anglia.

Jonathan CharlesDirector of Communications, European Bank of Reconstruction and Development

Jonathan Charles is the Director of Communications at the European Bank for Reconstruction and Development. He is responsible for the Bank’s internal and external image and messages.

Before joining the EBRD, Jonathan was the presenter and editor of the BBC World News European breakfast programme. It was broadcast on BBC�, in the United Kingdom, and BBC World News, across the globe. It had a daily audience of many millions. He also made several award winning documentaries.

Previously, he spent �7 years as a BBC foreign correspondent, living in Frankfurt, Brussels, Paris and New York. His work involved covering events in Russia, including the Beslan School Siege, the Chechen War of �999/�000 and the �998 Economic Crisis. He also covered the wars in Afghanistan and Iraq, as well as many other conflicts, all over the world.

One of his specialist areas of expertise was the European Union. He covered the Maastricht Treaty Negotiations and the evolution of the Euro, from �99� until �0�0.

Jonathan has an MA in Politics, Philosophy and Economics from Oxford University.

Jordi CostaVice President Agribusiness, Sugar & Bioenergy Agribusiness, Bunge

Jordi is responsible for Agribusiness, Strategy Development, Execution and Capex for Bunge Europe Middle East & Africa. In addition, Jordi also leads the Sugar Segment.

Costa began his career in �996 as the Commercial Manager and Director at SAROC (Andre Group) in Rome, Italy. He then joined BUNGE in �999, working as Commercial Director and Risk Manager of the Mediterranean Area. In �003, Costa became the Global Logistics Director of Bunge Ltd., where he remained until �006. He was then made Vice President of South Europe, with Bunge Iberica and in �0��, started working as the Vice President of Agribusiness Sugar, and Bioenergy for BEMEA (Bunche Europe, Middle East, and Africa).

Costa attended the Universidad Politecnica de Catalunya, receiving his degree in Civil Engineering, PhD research at Cardiff University, and completed the Program for Executive Development and Business Administration from IMD.

Frederique DahanSenior Counsel, European Bank of Reconstruction and Development

Frederique Dahan presently serves as Lead Counsel and Head of the Financial Law Unit (FLU) in the Legal Transition Team (LTT) at the European Bank for Reconstruction and Development, which provides legal reform assistance to the countries of central and Eastern Europe and the former Soviet Union, and has starting taking steps to do so in the southern and eastern Mediterranean countries

Frederique oversees all of the FLU legal reform projects concerning secured transactions and access to credit, insolvency and creditors’ rights, corporate governance and securities markets. She personally leads all secured transactions projects - with country-specific projects currently on-going in Mongolia, Russia, Serbia and Ukraine. Frederique is a recognised expert in the subject matter, having personally worked on some of the key EBRD standards setting projects on secured transactions, collateral registers and mortgage lending. She was one of the authors of the EBRD study Mortgages in transition economies, published in �008 (www.ebrd.com/pages/research/publications/guides/mortgages.shtml). She is also the Editor (with John Simpson) of the work on Secured Transactions Reform and Access to Credit, �008, Elgar.

Prior to joining the EBRD in �000, Frederique worked as a Lecturer at the University of Essex, in the United Kingdom, teaching Comparative law, European Company Law, Cross-Border Insolvency and Business and Corporate Law Issues in Central and Eastern Europe. She was also a Research Fellow at the Institute of Advanced Legal Studies in London, UK.

Frederique is a qualified French solicitor. She received her Doctorate in Law from the University of Paris I Panthéon-Sorbonne.

José Graziano da SilvaDirector-General, Food and Agriculture Organization

José Graziano da Silva has worked on issues of food security, rural development and agriculture for over 30 years. Graziano da Silva of Brazil was elected Director-General of FAO by the Organization’s Conference of Member nations on �6 June �0��. His term runs from � January �0�� to 3� July �0�5. In �00� he led the team that designed Brazil’s “Zero Hunger” (Fome Zero) programme. In �003, he was charged with its implementation by President Luiz Inácio Lula da Silva who named him Special Minister of Food Security and the Fight against Hunger. Between �003 and �0�0, the “Zero Hunger” programme helped lift �8 million people out of extreme poverty. It also inspired a new set of public policies aimed at promoting economic and social development in Brazil. Prior to his election in June �0�� as FAO’s eighth Director-General, Graziano da Silva headed the Organization’s regional office for Latin America and the Caribbean between �006 and �0��. In that role, he actively supported the “Hunger-Free Latin America and the Caribbean Initiative”, which made the region the first in the world to commit to totally eradicating hunger by �0�5, emphasizing the importance of family farming, rural development and the strengthening of rural institutions to guarantee food security. In addition, Graziano da Silva has encouraged joint initiatives with other United Nations agencies, supported South-South cooperation, and opened up the Regional Office to civil society. He actively participated in FAO’s internal reform process, with a special emphasis on decentralization. An academic by training, Graziano da Silva started teaching at Brazil’s State University of Campinas (UNICAMP) in �978. He also chaired the Master’s and Doctoral Programme in Economic Development and Environment of

Graziano da Silva holds a Bachelor’s Degree in Agronomy and a Master’s Degree in Rural Economics and Sociology from the University of São Paulo (USP) and a Ph.D. in Economic Sciences from the State University of Campinas. In addition, he has two post-Doctorate degrees in Latin American Studies (University College London) and Environmental Studies (University of California - Santa Cruz). Brazilian and Italian by nationality, Graziano da Silva speaks English, Portuguese and Spanish. He was born on November �7, �9�9. He is married to Paola Ligasacchi and has two children and two grandchildren.

Yves DelaineChief Executive Officer, Oilseeds Division, Sofiprotéol

Mr. Yves Delaine (Agronomist Engineer, MBA, Institut National Agronomique Paris), is Deputy CEO of Sofiprotéol Group and Managing Director of the Oilseeds Division. That Division is developing its activities abroad, mainly in the Black Sea region, Middle East, West Africa and Asia. Yves Delaine participated in establishing SOFIPROTEOL in �983 and has been actively involved in its development and growth working as Investment Manager until July �003. Since June �0�0 he is also President of the French Oils and Fats Federation (“FNCG”) and board member of

“ANIA” (the French National Food Industry Association).

Set up in �983 by representatives from the farming world, Sofiprotéol’s mission is to develop markets and promote French oilseed (rapeseed, sunflower) and plant protein (field pea) production. In �0��, Sofiprotéol achieved a turnover of €6.5 billion. It now employs 7700 people. In terms of its industrial activities, Sofiprotéol works in five complementary areas: seed crushing and oil refining (Saipol); the refining and packaging of edible oils (Lesieur); the production of biodiesel (Diester Industrie and Diester Industrie International); plant chemistry (Oleon and Novance); animal nutrition and the slaughter and processing of pork, poultry and eggs (Glon Sanders). Sofiprotéol also acts as a development bank for its own and related sectors, providing support for companies through shareholdings and the provision of loans.

In �0��, Sofiprotéol achieved sales worth €6.5 billion. The group now employs a total of 7700 people, since the takeover of Lesieur Cristal in February �0��.

Tzvetan Vasilev DimitrovDeputy Minister of Agriculture and Food, Bulgaria

Mr Dmitrov was born on � December �957 in Sofia. He graduated from Trakiya University in the town of Stara Zagora, specializing in zoo-engineering. He graduated a full time research post-graduate course in �987 at the Ukrainian Agricultural Academy with a qualification Doctor of Agricultural Sciences.

Mr Dimitrov has a lot of experience in agriculture. He worked as a science worker, head of section at the Institute of Stock-breeding Sciences, the town of Kostinbrod at the Agricultural Academy from �987-�995.

He was an executive director of “Sofrana – Green Light” OOD, Sofia from �995-�00�.

From February �003 till August �006 he was Director of Stock-Breeding Directorate with the Ministry of Agriculture and Forest and from September �006 to July �008 he was Director of the Agricultural Development Directorate with the Ministry of Agriculture and Food Supply. He was an executive director of the Industrial Pig-Breeding Association in Bulgaria �008-�009.

He specialized in France, England, Israel, USA and the Netherlands.

He speaks Russian, French and English. He is married and has one child.

Philippe DuvalDeputy Minister of Agriculture and Food, Bulgaria Current position: Chairman of the Board of Directors of Tereos since �00�

Philippe Duval started his career as economist at the Banque Marocaine du Commerce Extérieur (BMCE) in Casablanca, Maroc. In �968, he was appointed as Secretary-General of the sugar plant of Origny-Sainte-Benoîte, Aisne, France. In �98�, he became Director-General of the sugar plant of Origny-Sainte-Benoîte and worked on the development of the Union SDA cooperative (the union of cooperatives of sugar plants and agricultural distilleries). He became Chairman of the Board of Directors of Union SDA in �996. In �00�, Union SDA and Béghin-Say merged to become the new cooperative group Tereos. Philippe Duval is currently the Chairman of the Board of Directors of the group. He will be in this position until the end of September �0��. After that, he will become Strategic Advisor to the Supervisory Committee of the group. Philippe Duval, a French national, was born on �3 January �9��. He has a degree of Ecole des Hautes Etudes Commerciales (HEC), Paris. In addition to his position of Chairman of the Board of Directors of Tereos, Mr Duval is also President of Bio-Ethanol Nord Picardie (BENP), Chairman of the Board of Syral (glucose), President of the Supervisory Committee of TTC (Czech Republic) and President of the Board of Guarani (Brazil). Mr Duval holds the titles of Officier de la Légion d’Honneur and Officier du Mérite Agricole.

Tereos is a group of agribusiness cooperatives specialized in the processing of sugar beet, sugar cane and grain. In �0��, Tereos’ turnover was EUR �.� billion. The group has 39 production sites and �6,500 employees. The group is one of the world’s leading companies in three areas: sugar (n. � worldwide, n. � in France and in Czech Republic, n. 3 in Brazil); alcohol and ethanol (n. � in Europe, n. 3 in Brazil) and startch (n. 3 in Europe).

Mehmet Mehdi EkerMinister of Agriculture, Turkey

Mehmet Mehdi EKER was born on January �, �956 in Bismil, Diyarbakır. He is both Veterinarian and Agricultural Economy Expert. Eker is married with 3 children.

Eker graduated from the Faculty of Veterinary Science in Ankara University and completed his master’s degree (MSc) in the University of Aberdeen on Agricultural Economics. He also holds a Ph.D from the Institute of Medical Sciences in Ankara University.

Throughout his career, Eker has stood as Deputy Manager in Lalahan Animal Husbandry Centre Research Institute, Director of Veterinary Affairs in Istanbul Metropolitan Municipality, Deputy Director General of Agricultural Production and Development in Ministry of Agriculture and Rural Affairs and General Director for Protection and Control Ministry Counsellor.

He has stood as a ��nd and �3rd Period Member of the Parliament from Diyarbakır.

Igor Vladimirovich Ermolenko CEO, JSC Holding KAZEXPORTASTYK

Igor Ermolenko has been a member of the Board of Directors for JSC Holding KAZEXPORTASTYK since �008 and the CEO since August �007. He began his career in �99�, working as Office Manager/Assistant to the President for Gussin Enterprises, Inc. in Maryland, USA. During his time there, until �998, Ermolenko also served as Deputy Director for RUS Subsidiary, and General Manager for CIS. Other positions include, working as Sales Director for NCIS (Russia, Belorussia, Kazakhstan) of Bayer CropScience LLC/Aventis CropScience LLC/AgrEvo GmbH Representation (Moscow, Russia), and as Global Product Manager of cereals and rice fungicides for the same company between �00�-�007.

Ermolenko attended the Military Institute (University) of Foreign Languages in Moscow where he received an Honors diploma in Special Propaganda Department (Civil profession: Interpreter-expert of English, Interpreter of Danish) He then attended the Academy of Finance under the Government of the Russian Federation, Foreign Economic Relations Department, where he qualified as Expert for Foreign Economic Relations. Ermolenko completed an Executive MBA Course at Kingston Business School (UK) and Academy of National Economy (Russia).

He is a Russian native, speaking a professional level of English, German and basic Danish.

Raphaël Eskinazi Senior Investment Officer, International Finance Corporation

Raphaël Eskinazi is a Senior Investment Officer at the World Bank’s International Finance Corporation, where he has focused on equity and debt investments in the agribusiness sector since �005. Mr Eskinazi recently joined the Europe, Middle East and North Africa region based in Istanbul to overseas new and portfolio projects. He previously worked in the Latin America and Asia regions out of Washington, DC. Prior to IFC, Mr Eskinazi was a manager at Monitor Company, a strategy consultancy. He is originally from France where he obtained a Master in Engineering from the Ecole des Mines de Paris. Mr Eskinazi also holds an MBA from the University of Pennsylvania and a Master in Economics from the Johns Hopkins School of Advanced International Studies.

Jean-Marc Foucher Chief Executive Officer, Louis Dreyfus Commodities, Europe and Black Sea Region

Jean-Marc Foucher is the Chief Executive Officer of the Europe and Black Sea Region of Louis Dreyfus Commodities. Prior to this, he was Chief Operating Officer of the EBS Region and Head of the Black Sea Region.

Foucher has over �0 years of experience in agricultural commodity, trading and marketing. He held several trading and management positions in Louis Dreyfus Commodities European hubs and local subsidiaries, and was in charge of operations, marketing and development for the CIS and EMEA markets.

Foucher is a graduate of the Reims Management School RMS in France.

David HallamDirector, Trade and Markets, FAO

David Hallam is Director of the Trade and Markets Division at the United Nations Food and Agriculture Organization (FAO) in Rome where he leads work on trade and development issues and food and agricultural trade policy. He joined FAO in �999.

Previously, Hallam was a member of the Faculty of the University of Reading, specializing in analysis of agricultural commodity markets and policy. He was also Director of the Centre for Agricultural Strategy in the University. He has written numerous books and articles on agricultural commodity markets, trade and development and was Editor of the Journal of Agricultural Economics.

His recent work has focused on the analysis of food price volatility, smallholder integration into value chains and on foreign direct investment in developing country agriculture. Before moving permanently to FAO he was a regular consultant for FAO, OECD, World Bank, governments and the private sector on international food markets and policy.

He was educated at the Universities of Oxford and Reading.

Heike HarmgartSenior Economist, European Bank of Recostruction and Development

Dr Heike Harmgart is a Senior Economist, co-leading the EBRD’s “Private Sector for Food Security Initiative” – aimed at improving private-public policy coordination along the global food value-chain across the whole transition region. She is also the Senior Regional Economist for the Eastern Mediterranean Region in charge of the Macro Economic and Structural Economic Analysis. Her current research projects include work on the impact of innovation and government policies on growth.

Prior to joining the EBRD, Dr Harmgart worked several years at the Economist Intelligence Unit (EIU) as an Economist and Econometric Consultant with a focus on forecasting precision. She was also a research scholar at the UK based Institute for Fiscal Studies (IFS) in the productivity & innovation sector, working on the impact of regulation on network industries such as retail.

She holds an Economics Master’s degree from Berlin’s Humboldt University and a PhD in Economics from University College London.

Maher KallelMember of the Board, Poulina Holding Group

Maher Kallel is an engineer from Ecole des Mines de Paris, holds both a Master of Science in Technology and Policy and an MBA from Massachusetts Institute of Technology.

In �989, he joined the Poulina group where he headed the business development team of Poulina and piloted the development of information, organisation, human resources, strategy and management systems for more than �� years.

Maher is currently member of the board and international investment officer for Poulina Group Holding, he is also an international consultant specializing in strategy, family business development and succession, a professional executive coach for large groups as well as an angel investor for several IT start-ups in Tunisia. Maher is currently the president of NOU-R a Think-Tank created just after the revolution and working closely with the government on economic and social issues. He is also the President of Cathage Business Angels association, the first business angels association and a founding member of the first private incubator in Tunisia, Wiki Startup.

Krassimir KiriakovPresident, VOCA Consult

Krassimir Kiriakov has a Master’s Degree in Marketing from the University of National and World Economy, Sofia, and a Master’s Degree in English and Bulgarian Philology at the Sofia University “St. Kliment Ohridski,” Sofia. Since �993 he has been involved in various management positions in the implementation of a large-scale agricultural development project funded by the United States Agency for International Development (USAID) and implemented by ACDI/VOCA. In �003 he founded VOCA Consult - a leading Bulgarian consulting company in the area of agribusiness.

His areas of expertise include licensing and regulation of public warehouses, financial performance guarantees, establishment of warehouse receipts as securities, marketing, awareness and education programs. He is also acting as manager of the FAO/EBRD initial assessment of the implementation of agrarian receipts (CPRs) in Bulgaria.

For the last fifteen years, Kiriakov has specialized in development of commodity-based financing programs in various countries. He was the manager of a highly successful warehouse receipt (WHR) program implemented in Bulgaria in �998. As an international consultant for FAO, EBRD, IFC, USAID and The World Bank, he has been involved in the design and implementation of WHR systems in countries including Kazakhstan, Ukraine, Serbia, Indonesia and Ethiopia. He is currently involved in the preparation of the legislative base for the WHR program in Russia and has conducted a preconditions assessment for Vietnam.

Mr Mettetal is Director of Agribusiness at the European Bank for Reconstruction and Development. Ljerka Puljic was born �95� in Zagreb, where she attended Primary and Secondary School and graduated from the Faculty of Economics (Major: Planning and Analysis) in �979. After graduation Mrs. Puljic started her career at the Ministry of Science and Technology as trainee and executive staff associate, engaging in scientific staff monitoring and development policies. After passing her professional exam, she left the state administration to join Ledo, having decided that her wishes and ambitions would be accomplished more successfully in business.

From �98� until �998, she worked at Ledo in various roles and departments including: Planning and Analysis, Executive Staff Associate for Organization, Head of Planning and Analysis. She was appointed Director of Marketing in �989.

The acquisition of Ledo by Agrokor in �99� still found her in the position of Director of Marketing, soon to be promoted to Managing Director of Ledo. The period between �995 and �998 saw her restructuring Ledo, implementing a new investment cycle and completely reviving the company in personnel terms. In �998, Pulji ’c was appointed as Executive Director of Marketing at Agrokor, a central function where she was responsible for the coordination and controlling of the marketing activities of all Agrokor Group companies.

Tom’s work has been featured on the front page of the New York Times. Since �007 Tom has worked in close collaboration with IFPRI in its research in Asia, first in a joint IFPRI/MSU collaborative program and now in a three way collaboration of IFPRI with MSU and Renmin University of China. The collaboration has included IFPRI projects funded by ADB: Tom co-designed and co-implemented the Asian Development Bank’s RETA-�3 and RETA-�� value chain studies, and co-designed a new IFPRI DFID project on energy costs in food supply chains in Brazil, India, and China; Tom also has a grant for the latter from National Science Foundation of China. Tom’s work has been funded by Rockefeller Foundation, Gates Foundation, the World Bank, ACIAR, ADB, USAID, DFID, IDRC, FAO, the Governments of China and India, Chile and Mexico. Tom has an ADB book forthcoming on the “quiet revolution in food value chains in Asia” focusing on rice and potato value chains in India, China, and Bangladesh with Kevin Chen and Bart Minten of IFPRI, and an Oxford University Press book on food market transformation in developing countries (with Jo Swinnen, the President of the International Association of Agricultural Economics). Neven Vrankovi’c Vice President, Atlantic Group Zagreb

Neven Vrankovii ’c joined Atlantic Grupa in �998 as the Executive Director of Corporate Affairs. In �00� he was responsible for Atlantic Grupa’s merger and acquisition activities, and was appointed Vice President of Corporate Affairs in �00�.

His extensive business experience includes working in the legal department of Bergen Bank in Norway and as a career diplomat at Croatian embassies in Washington and Belgrade. He is a member of the Working Group for Preparing Negotiations for the Accession of the Republic of Croatia to the European Union for Chapter 6 – Company Law.

He graduated from the Faculty of Law at the University of Zagreb and received his master’s degree from the Washington College of Law in the USA. Furthermore, he gained additional knowledge at INSEAD in France, where he completed Strategic Issues in Mergers and Acquisitions.

Arman K. YevniyevDirector-General of Majiko Holding Company

Mr. Arman K. Yevniyev is the Director-General of Majiko Holding Company, whose work focuses on modernizing the industrial and technological infrastructure in the oils and fats and animal feed industries.

Currently, Yevniyev is serving as Deputy Chairman of the Business Council under the Ministry of Agriculture of the Republic of Kazakhstan. The Council provides an efficient platform for dialogue between Government bodies and business structures and promotes agro-business development in Kazakhstan.

Yevniyev graduated from Omsk State Agrarian University and completed his post-graduate studies at Kazakhstan’s Presidential Public Service Academy.
