INTRODUCTION:- A team of Anti Robbery Cell, Crime Branch has

apprehended a desperate, notorious and most wanted robber namely Iqbal @ Babu s/o Ishaq Ali r/o Village Sumera, PS-Jawa, Distt. Aligarh, UP (age 40 yrs) and has worked out several sensational cases of

robbery of North India. One sophisticated pistol of .32 bore and 4 live cartridges have been recovered from his possession.

INFORMATION AND TEAM

Accused is a desperate criminal and is previously involved in several heinous cases. He was arrested by a team of Crime Branch of Delhi Police in the year 2006 after a brief encounter and several cases of robberies of Delhi and Punjab were worked out. The accused managed to escape from the custody of Punjab Police in the year 2007, when he was brought to Delhi by Punjab Police for producing him in Delhi Court. In the month of April 2013, the name of accused Iqbal @ Babu again came to light when he along with his associates committed a day light sensational robbery of Rs.35 lacs from a businessman at gun point in the area of Pandav Nagar, Delhi. Keeping in mind the spate of robberies in South Delhi and Trans Yamuna areas, HC Rajeev Mohan was deputed to collect and develop information about Iqbal @ Babu and his gang members. He made sincere and pain staking efforts in collecting information about the accused. Finally, on 25.10.2013, efforts made in this regard produced fruitful results, when a specific information was received that accused Iqbal @ Babu would be coming near Murga Mandi, Ghazipur at about 8 PM to recce the area for committing robbery. A team led by Insp. K. P Singh and comprising of SIs P.C. Yadav, Ravinder Singh , HCs Yatender, Rajiv Mohan, Vikal Singh, Narender, Cts Ravi, Amar Pal, Javed, Ravinder, Bijender, Naresh & Nitya Nand was constituted under the supervision of ACP S S Gill and overall supervision of DCP Bhisham Singh to nab the robber. OPERATION

On the basis of this information, a trap was laid near Murga Mandi, Ghazipur. At around 08:10 PM, accused Iqbal @ Babu came on one “Apache” Motor Cycle. Sensing the presence of police party, he tried to flee from the spot, but the police team acted in a professional manner and blocked the way of motor cycle. Accused left his motor cycle and started running. On being chased by the police team, the accused whipped out a sophisticated pistol and tried to load it, but HC Rajiv Mohan chased the accused and over powered him without caring for his life and snatched the pistol from the accused.

Accused Iqbal @ Babu was born in village Sumera of Distt. Aligarh, UP in the year 1973. His father was a farmer. He has three brothers and two sisters. He went to school in village Sumera, but soon fell in bad company and could not study after class 5th. He entered in the world of crime and started committing petty thefts and snatchings in nearby areas. In the year 2002, he was arrested while making preparation for committing dacoity at PS Banna Devi, Aligarh.

After his release on bail, he constituted a gang with his associates namely Umar @ Sikandar @ Rihan Gupta, Hardayal, Khurram @ Shuaib, Naved @ Chand & Sanjay @ Pandit and started committing robberies/dacoities and other criminal activities. In 2005, he was arrested by PS Civil Line, Aligarh and several cases of robberies/dacoities, committed by him and his gang members were solved.

After coming out on bail, he shifted to Delhi to the residence of his in-laws at Maujpur, Delhi and Loni, Ghaziabad, UP. He inducted new members in his gang namely Abdul Rehman @ Chairman r/o Budhana, Muzaffar Nagar, Kasim @ Mullah r/o Kandla, Kairana, Muzaffar Nagar & Abid @ Thekedar r/o Ludhiana, Punjab. Iqbal, along with his associates committed a spate of robberies from businessmen at Ludhina on the inputs received from Abid @ Thekedar at gun point. The gang committed robberies at gun points and also injured some of the victims while committing these crimes. In 2006, Iqbal and Khurram were arrested after a brief encounter by Crime Branch, Delhi. And several cases of robberies/dacoities etc. were solved.CASES IN WHICH HE WAS WANTED:-

In December 2007, accused Iqbal escaped from the custody of Ludhiana Police from Kashmere Gate area, Delhi, while he was being taken to Delhi for producing him in Delhi court by Ludhiana Police. A case vide FIR No.571/07 u/s 223/224 IPC was registered at PS Kashmiri Gate, Delhi in this regard. Accused is still wanted in this case.

Thereafter, accused Iqbal raised a new gang including Umar @ Sikandar @ Rehan Gupta, Hardayal, Naved @ Chand, Mustaq, Bal Kishan all r/o U.P. & Asif r/o Nand Nagari, Delhi, and along with his gang members he started committing robberies in UP, Delhi & NCR. In 2011, Iqbal was arrested in case FIR No.891/10 u/s 392/471/506/120B IPC at PS Banna Devi, Aligarh, UP. Accused is such a cunning criminal that he never disclosed any involvement at that time, including the incident of his escaping from Police Custody. In the same year, accused committed a robbery of Rs.1.25 lacs in Sahibabad UP, with the help of his associates namely Mustaq

and Umar. A case vide FIR No.No. 844 dated 02.06.2010 u/s 392 PS Sahibabad, UP was registered in this regard. However, no one has been arrested in this case yet. In the same year, accused committed a robbery of Rs.5 lacs in connivance with his associate Umar. A case vide FIR No. 144/ 10 dated 07.06.2010 u/s 356/379/34 IPC PS Khazoori Khas, Delhi has been found registered in this regard. However, no one has been arrested in this case so far.

In the year 2012, he along with his associate Mustaq committed a gun point robbery of Rs.15 lacs in Noida, UP. A case vide FIR No. 504/12 u/s 394/307/412/34 IPC was registered at PS Sec-39, Noida, UP in this regard and accused is wanted in this case.

In 2013, accused Iqbal @ Babu again robbed Rs.35 lacs from one businessman of Delhi in the area of PS Pandav Nagar, Delhi with the help of his associates. A case vide FIR No.176/13 u/s 392/397/411/34 IPC has been registered at PS Pandav Nagar, Delhi in this regard and the accused Iqbal @ Babu is wanted in this case.

After escaping from police custody, accused has never appeared in Court and he has been declared a “Proclaimed Offender” in several cases. Accused has been arrested vide FIR No.179/13 u/s 25/27 Arms Act PS Crime Branch, Delhi and all concerned police stations have been informed accordingly.

With the arrest of two notorious burglars namely (1) Vikas @ Kanhiya, aged 22 years s/o Shambhunath R/o H. No.162, Gali No.02, Sehatpur, Faridabad Haryana and (2) Subhash, aged 21 years, S/o Lt. Ashok Kumar R/o Village Bharatpur, Post Office Soro, P.S. Soro, District Kasgnaj, Etah, U. P., six cases of burglary in South-East Distt. were worked out and stolen property worth Rs 3 lac along with house breaking implements and surgical gloves were also recovered at their instance.

A team with SI Pravesh Kasana, SI Ajay Kumar, HC Ajeet, No.2901/SE, HC Harender, No.1931/SE, Ct. Mukesh, No.3810/SE, Ct. Anil, No.2130/SE and Ct. Ajay No. 3881/SE under the supervision of Insp. Maninder Singh, SHO/Sarita Vihar and under overall supervision of Sh Vipin Kumar Nayyar, ACP/Sarita Vihar

INCIDENT

On 19.10.2013 in the evening, two persons in suspicious condition were spotted in the market of Pkt-A, Sarita Vihar and one of them was carrying a black colour bag. Subsequently, both of them were checked by the police team during which an iron rod with its front part curved was recovered from the bag. The person carrying the bag was identified as Vikas @ Kanhaiya and the other person was identified as Subhash. Two surgical gloves were recovered from his possession. They were subjected to interrogation and they revealed that they are burglars and they used to commit burglary in the area. They also disclosed that the iron rod and surgical gloves recovered from them were being used by them for breaking open the door or window of the house and stealing articles respectively. Accordingly, both the above mentioned accused persons were arrested u/s 41.1(B) of Cr.P.C. and subjected to sustained interrogation.

INTERROGATION:

During interrogation, it was revealed that accused Vikas was previously involved in 15 cases and accused Subhash was previously involved in 2 cases. They disclosed that they were involved

in several cases of burglary in the area of Sarita Vihar and Okhla. Based on their disclosure and pointing out of scene of crime, four cases of burglary from Sarita Vihar and two cases of Okhla Industrial Area were worked out and stolen property worth Rs 3 Lac (approx) were also recovered at their instance.

2. Subhash, aged 21 years, S/o Lt. Ashok Kumar R/o Village Bharatpur, Post Office Soro, P.S. Soro, District Kasgnaj, Etah, U.P. is illiterate. He is having two brothers and three sisters. He is unmarried. He is involved in 2 criminal cases previously.

CHILDREN RESCUED WORKING AS BOUNDED LABOUR.

          The staff of Police Station Nangloi, West District has rescued 11 children (07 boys and 04 girls) working as labourers in various premises. NAME AND PROFILE OF ARRESTED /ACCUSED PERSONS

INFORMATION /OPERATION

On 25.10.13, a Child labour rescue operation was conducted in the area of Nangloi under the supervision of SDM, Punjabi Bagh with the collaboration of Labour Department and Bachpan Bachao Aandolan (NGO). During the rescue operation, 11 children working as labourers were rescued from various premises.

INVESTIGATION AND INTERROGATION

During the course of investigation, 11 children working as labourers comprising 04 girls and 07 boys from Bihar and U.P state were produced before the Chairperson of CWC, Nirmal Chaya, Hari Nagar, Delhi. All children labourers were forced to work on low amount of salary (Appx. Rs 1500/per month) for their working. The CWC directed that all the children are to be placed in care and protection of the State. The accused persons namely Rambir, Sonu and Naveen Goyal were arrested by SI Prem Chand Yadav vide FIR No. 375/13 u/s 3/14 Child & Labour Act and 23 JJ Act P.S. Nangloi. . Further investigation is in progress.

The Staff involved in working out the case are being suitably rewarded.

H) Record be maintained about the specific computer use by the person through web camera.

1. Whereas, a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, items, also station themselves unauthorized outside liquor vends which further facilitates this undesirable activity. Sometimes, “Baratis” of marriage professions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of

Home Affairs, New Delhi’s Notifications No. U-11036/1/2008 UTL dated 26.11.2008, I, Rajeev Kumar Ambasta, ACP/Najafgarh, SDPO South West Distt., New Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Police Station Najafgarh, Chhawla, Baba Haridass Nagar and Jaffarpur Kalan of Sub Division Najafgarh, South West Distt., New Delhi shall:-

a) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the overage area.

b) The recording system shall preserver a digital record of CCTV coverage on a CD and hand over to the police whenever demanded.

c) The vend owner of his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d) before starting sales for the day, the manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

e) During the course of monitoring of the CCTV system, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4. These order shall come into force with effect from 23.10.2013 and shall be effective for a period of 60 days up to 21.12.2013 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under section 188 of the Indian panel Code.

1 Whereas, a large number of people sell and purchase second hand vehicles including Motor Cycles, Scooters, Cars in Delhi through dealers engaged in this profession.

2 And whereas, it has been noticed that the second hand vehicles are commonly sold without filling the all columns especially date of transaction of Form No 29 and Form No 30 (part I & II) thereby resulting in transfer in vehicle to number of purchasers before the actual transfer of the vehicle in the record of transport authority. This is to circumvent the requirement of section 50 of the Motor Vehicle Act 1988 that the fact of vehicle should be reported to the transport authority within 14 days for local transfer and 45 days for inter distt transfer. 3 And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchaser through dealers/agents of second hand vehicles. Such second hand vehicles are likely to the use for commission of various type of crime like Robbery etc. and may be used even in terrorist activity.

4 And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealer/agent engaged in the business facilitating sale and purchase of second hand vehicles making it difficult for the investigation agencies to identify the criminal involved in such crimes.

5 And whereas, it is thus rendered imperative to put regulatory check on the vehicle dealers who dealing sale and purchased of second hand vehicles so that the antisocial elements may not use them to sell the stolen vehicle through them and it is felt that immediate action is necessary in this regard.

6 Now, therefore, in exercise of the power conferred upon me by the virtue of section 144 Cr.PC 1973(No 2 of 1974) read with Govt. of India, Ministry of Home Affaires New Delhi Notification No U-11036(i)/ UTL dated 5.2.2011, I Rajeev Kumar Ambasta, ACP, Sub Division Najafgarh, South West Distt., Delhi do hereby make this written order, that all such vehicle dealers who deal in sale and purchase of second hand vehicle including Motor Cycles, Scooters and Cars in the jurisdiction P.S. Najafgarh, Chhawla, Baba Haridass Nagar and Jaffar Pur Kalan of Sub Division Najafgarh, Delhi shall ;-

A) Maintain a register sellers and purchaser of all the transaction of second hand vehicles.

B) Insure that Form-29 and Form 30 and the delivery letter are duly filed with clear mention of the date of transaction.

C) Affix photographs of the seller and purchaser on the register.D) Keep copy of identification documents like election card, pan card,

ration card, driving license etc. as well as copy of Form- 29 and Form 30 (part-I and II). And delivery letter for access by the police as and when required.

E) Inform the nearby police station if the seller or buyer is found suspicious.

These orders shall come into force w.e.f. 23.10.2013 and shall remain in force for a period of 60 days i.e. up to 21.12.2013 (both days exclusive) unless withdrawn earlier.

Any person dealing in business of sell and purchase of second hand vehicle as dealer or agent who contravening this order shall be punishable under section 188 of the Indian Penal Code.

All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned i.e. PS Najafgarh, Chhawla, Baba Haridass Nagar and Jaffar Pur Kalan of Sub Division Najafgarh in whose jurisdiction the premises fall. 2 And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities. 3 And whereas, instances have come to notice where criminals have used couriers service to send incriminatory items, contraband and even dead bodies in the guise of courier.

4 And whereas, it has also been observed that the record of courier senders are not kept by the courier service or agents engaged in the business of facilitating courier of goods making in difficult for the investigation agencies to identify the culprits behind such crimes.

5 And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the antisocial elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

A) Maintain a register courier senders and detail of goods to be sent through courier.

B) Keep copy of identification documents like election card, ration card, pan card, driving license etc. of the courier sender of access by the police as and when required.

C) Cross check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or an office or organization.

D) Generally certified oneself about the goods before accepting the packet/parcels booked for courier.

E) Install CCTV with sufficient no of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept the CCTV should monitor anyone coming for booking a courier.

F) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

G) The private courier service for agent shall cause of copy the CCTV coverage on a CD and handover to the police whenever demanded.

H) Inform the nearby police station if the courier sender of the goods is found suspicious.

2. And whereas, a large number of customers come to the said companies for day to day transactions, it thus becomes necessary to have quality surveillance on their day to day functioning.

3. And whereas, it has come to notice that certain criminals and anti-social elements look for soft targets, particularly during the late evening hours and

targets employees carrying huge cash/jewelry items and are vulnerable to crime and criminals, if they are not guarded properly at their business premises and while in transit.

4. And whereas, it is imperative to put some regulatory checks on the activities of such NBFC (Non Banking Financial Companies) so that the anti-social and criminal elements do not cause danger to human life and effect loss of property.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No U-11036/(i)UTL, dated 09.09.2010. I Rajeev Kumar Ambasta Assistant Commissioner of Police, Sub Division Najafgarh, South-West District, New Delhi do hereby make this written order that all such NBFC carrying huge transactions of money and jewelery items at their respective offices and their like establishments shall refrain from :-

A. Not maintaining secure premises by installing CCTV at their main access, entry in the office and inside and around the premises. Proper staff shall

be deputed to monitor the CCTV coverage. A video backup of at least 30 days of such recording be kept for further use.

B. Not maintaining data base of all employees, security guards, Cab Drivers and contractual workers working with them for access by the police as and when required, and ensure verification of antecedents of all the employee including contractual employees.

C. Not following the procedure of ‘KNOW YOUR CUSTOMER’ as issued by the Reserved Bank of India for Nationalized Banks and a data base for same shall be kept for access by the police as and when required.

D. Not maintaining digital record of all the visitors with their photo identity.

E Not deploying armed security guards as the main entry of such premises and at any other vulnerable points.

F. Not deploying armed security guards with the employees who carry huge cash/gold/jewelery from one place to another. All high value transactions must be done in a secured vehicle which must have CCTV installed.

G. No vehicles being used for transportation of cash or precious metal must be without GPS for monitoring their movement.

H. No movement of large amount of cash or precious goods after sunset be undertaken.

5. These orders shall come into force with effect from 20.10.2013 and shall remain in force for a period of 60 days i.e. up to 18.12.2013 unless withdrawn earlier.
