The transformational challenges facing public transport: threat or opportunity? Public transport is heading in a new direction: the urban mobility landscape is changing rapidly and re-defining the way people move around cities the world over. The changes and challenges facing public transport and how it can reaffirm its role in the city will be the focus of UITP’s (International Association of Public Transport) World Congress & Exhibition in Milan. The slogan ‘SMILE in the City’ is a reflection of the sector’s optimism but also a reminder of the importance of cities in our future.

Urban mobility is changing fast: the likes of car manufacturers, banks, telcos and IT gi-ants are reinventing themselves as mobility service providers. In a world of booming pop-ulations and squeezed resources, tech inno-vations and new business models have brought us car-sharing, car pooling as well as bike- and ride-sharing. What role for public transport in this brave new world of urban mobility? With rapid urbanisation, over-consumption of energy and the resultant growth in emissions, public transport will need to play an ever-great-er role in fighting climate change and selecting the right modes for major infrastructure proj-ects in rapidly growing cities will be key. Mean-while, building alliances with the business world for congestion-cutting solutions and finding new business models to help pay for it all will be crucial. Technological advances are also offering numer-ous innovations such as contactless payment, open data and geo-positioning, enhancing the customer experience.

Collecting and sharing data is also helping to integrate public transport with wider urban services and making cities more competitive. Health will also be on the agenda for the first time and a high-level session will be dedicated to helping cities rid themselves of the scourge of air pollution. With 3.2 million people dying each year due to physical inactivity, this session will also make the case for promoting active urban lifestyles.

Instead of dwelling on the idea of the congest-ed and polluted urban dystopia, the UITP World Congress aims to focus on the positive examples and creative sustainable mobility solutions the world over that are making cities more pleasant places to live and work.

Mobility of the future The UITP Exhibition is a showcase for the very latest developments and innovations that the public transport industry has to offer, with more than 270 exhibitors from across the globe dis-playing their wares in the 30,000m² Exhibition in Milan. The Exhibition is a hot bed for innovation, with all urban and suburban modes covered. Efficiency will be a major theme in Milan: de-spite recent drops in fuel prices, the bus indus-try is endeavouring to improve fuel economy in a number of ways, including weight reduction, in addition to the hybrid, CNG and all-electric buses that will be on display. Safety and smart energy usage are currently a big focus in the rail industry whilst a variety of IT companies will be presenting their latest passenger information, ticketing and payment solutions that are all helping to enhance the customer experience.

A keynote with a vision What are the future perspectives for public transport in a changing technological, organisa-tional and market landscape for urban mobility? This is the question that MIT Professor and re-nowned Italian architect, Carlo Ratti, will ad-dress in his keynote speech at the Opening of the World Congress & Exhibition. The MIT SENSEeable City Lab, that Mr. Ratti leads, has developed interesting applications for the management of cities and mobility and his keynote will focus on the positioning, co-exis-tence and collaboration between public trans-port and the new mobility services and models on the scene. Mr. Ratti’s reflections will be part of a wider overview of the key issues at stake for public transport and the defining trends and devel-opments of the sector in the presence of some leading industry figures. UITP closely monitors the changes and innovations in public transport and urban mobility, as well as the changes and megatrends that have an impact on the organisation of the sector and its players. With the launch of the new Public Transport Trends report, UITP aims to share this knowledge with the sector as well as with politicians and decision-makers involved in city policies and urban affairs.

The report focuses on the most significant developments and trends facing the sector: (1) Demographic trends and growing mobility in

urban areas; (2) Governing and providing mobility in connected cities; (3) Public transport funding; (4) Market globalisation and emerging players; (5) Climate change, air pollution and energy; and (6) Human resources and employment.

This is the first issue of the Public Transport Trends report, a publication set to be published every other year. It has been produced by a group of experts from the UITP Secretariat General and steered by the PresCom, the committee gathering the chairpersons of all UITP working bodies.

At the 2009 UITP World Congress & Exhibition in Vienna, the public transport sector set itself an ambitious goal: to double public transport’s market share worldwide by 2025.

The strategy has had a galvanising effect on the sector and the following Congresses in Dubai (2011) and Geneva (2013) were a testament to the concrete commitments and innovations from op-erators, authorities and the industry alike to meet that goal.

Now just ten years before the 2025 goal, Milan will serve as an opportunity to focus on the ‘strategies for success’: in other words, the bold measures to expand public transport that are making cities around the world more agreeable places in which to work and live.

MAyors in MilAn

30 mayors from some of the world’s largest cities have been invited to Milan to join the discussion and present their own innovative policies to expand public transport, in a move reflecting the growing influence of local decision makers. They will also participate in a ‘Mayors’ Roundtable’ to share their experiences in aligning mobility with wider urban development policies. The mayors will be available for interview in an invitation-only lunch session with the press on 9 June.

UiTP World Congresses & Exhibitions – a long history

UITP’s 61st World Congress & Exhibition will be the third time that Milan has the honour of playing host and the seventh visit to Italy in the event’s long history, which dates back to 1886. The event returns to Italy in 2015 for the first time in a decade and to Milan for the first time

in over 100 years, with the last previous vis-it in 1906 when it also coincided with the World Expo, the theme of which that year was transport. Milan was selected by the UITP Policy Board to hold the 61st edition in a shortlist including Frank-furt and Montréal.

Milan and the Lombardy region have the largest multi-modal public transport system in Italy with all modes of transport covered (bus, tram, metro – including driverless metro, trolleybus and com-muter trains as well as car- and bike-sharing).

Milan is a veritable example of political will in terms of pollution reduction. It combines a large public transport offer with private car use restric-tion measures like congestion charging and strict parking policies. Since the introduction of the ‘Area C’ congestion charge, traffic congestion in the city has been cut by 30%, black carbon is down 33% and revenues of over €20m have been generated, which has been reinvested back into public trans-

port, bike-sharing and other mobility-related in-frastructure.

Public transport is operated by ATM and FNM, hosts of the 61st World Congress & Exhibition.

To hold the UITP World Congress and Exhibition at the same time as the World Expo was also seen as an opportunity for visitors and delegates to com-bine both visits.

Alain FlauschUitP secretary General

Alain Flausch was selected Secretary General of the International Association of Public Transport (UITP) in September 2011 by the UITP Executive Board.

This appointment acknowledges Mr. Flausch’s long-standing commitment to public transport on the international stage. Mr. Flausch was previously Chairman of the Finance & Commerce sub-committee of the UITP Metro Committee (2001-2009); he has also been a member of the UITP Executive and Policy Boards (2004-2009), an Executive Member of the UITP International Metro Committee (2001-2009), a Member of the Transport Management Committee (UITP) and Chairman of the Design & Culture Platform. Mr. Flausch was elected President of UITP during the Association’s 58th World Congress in Vienna in June 2009.

Mr. Flausch is also the President of the Belgian Union of Urban and Regional Public Transport (UBTCUR), which gathers together the three national public transport companies. From 2000 to 2011, as CEO of the STIB, the Brussels pub-lic transport operator, Mr. Flausch led the STIB through an in-depth cultural change, conduct-ing a complete renewal both of its commercial approach and corporate management, setting up a new company culture where clients are at the very heart of the service provision.

Since 1999, STIB ridership has more than dou-bled, and in June 2011 STIB received the ‘4-star Recognised for Excellence’ label awarded by the European Foundation for Quality Management (EFQM).

From September 1973 to January 1982 Mr. Flausch was an attorney at Simont Gutt & Si-mont in Brussels. From February 1982 to March 1990 he held the position of Deputy Gener-al Manager with the Belgian chemical group Prayon-Rupel.

From April 1990 to 1999 Alain Flausch was Managing Director of IP Belgium, the first media sales house in Belgium.

Mr. Flausch was born in Brussels in November 1950. He still lives in the Belgian capital. He is a lawyer and holds a Master’s degree from the University of Berkeley (California). He is bilin-gual French-Dutch, speaks fluent English and has a good command of Italian.

Alain Flausch is married and has two children. His interests include all different forms of art and culture as well as political history. Mr. Flaus-ch also takes an active interest in nature conser-vation issues.

Knighted in the New Year’s Honours List 2013, the citation for Sir Peter Hendy CBE says he has provided inspiring leadership since becoming Commissioner of Transport for London (TfL). He has made London a world leader in integrated and innovative transport delivery, and has overseen record breaking operational performance, passenger numbers and the largest ever investment programme. He led, and played a key role in preparing for, the successful operation of London’s transport for the 2012 Olympic and Paralympic Games.

Established in 2000, TfL’s services keep London working, deliver economic growth and make life in Lon-don better. It has a total expenditure of over £8bn per annum and around 27,000 staff and is responsible to the Mayor of London, Boris Johnson, who chairs the TfL Board. TfL manages virtually all transport in the capital, including London Underground, the bus network, Docklands Light Railway (DLR) and London Overground, the Congestion Charging scheme, London Tramlink, London’s busiest main roads, and is responsible for road safety, cycling and walking.

Sir Peter joined the then London Transport as a graduate trainee in 1975 and gained experience of all aspects of bus operations before being ap-pointed Managing Director of CentreWest London Buses Ltd in 1989. He led the successful buy-out of CentreWest by its management and staff with venture capital backing in 1994. He expanded the business, and, after its sale to FirstGroup plc in 1997, he became Divisional Director, London and South East. Immediately prior to joining TfL, Sir Peter was Deputy Director – UK Bus, responsi-ble for FirstGroup bus operations in London and southern England, starting operation of Croydon Tramlink, and a Director of New World First Bus in Hong Kong.

In January 2001, Sir Peter rejoined the public sec-tor, became TfL’s Managing Director of Surface Transport, and oversaw the revitalisation of Lon-don’s bus service, resulting in an increase in pas-sengers of over 60%.

As Transport Commissioner, Sir Peter has led the largest long-term investment programme in Lon-don’s transport networks in generations, vital to supporting economic development and growth not only in London but across the UK. This has result-ed in faster, more frequent Tube services operat-ing more reliably than at any point in history, an extended and expanded Docklands Light Railway, the creation of the London Overground orbital rail network, the start of Crossrail construction, the launch of Barclays Cycle Hire, contributing to a revolution in cycling growth in the capital of over 100% since 2000, and the construction of the UK’s first urban cable car, the Emirates Air Line. In 2011/12, over 3.7 billion journeys were made on the TfL networks.

In 2007, London hosted what organ-isers the Amaury Sports Organisation (ASO) called the ‘greatest ever’ Grand Depart of the Tour de France, with Sir Peter and TfL leading delivery of the

event on behalf of the city. So successful was it that the Tour returned to Great Britain in 2014 and to the capital for a stage finish. The London 2012 Olympic and Paralympic Games demonstrated how far the capital’s transport network has come under Sir Peter’s leadership.

Faced with the greatest logistical challenge a nation can undertake in peacetime, Sir Peter chaired the 2012 Games Transport Board, which saw TfL work in partnership with Games organisers, government, local authorities, transport operators and regula-tors to ensure all athletes, officials and spectators got to their events on time and London and the UK kept moving and remained open for business. TfL is now working to capture the Games transport lega-cy of more reliable services, increased accessibility, first class customer information and collaborative working with business stakeholders and the freight and logistics industries.

Sir Peter was President in 2011/12, and is a Fel-low, of the Chartered Institute of Logistics and Transport, and a Fellow of the Chartered Insti-tute of Highways and Transport. He was educated at Latymer Upper School in London, has a BA in

Economics and Geography from the University of Leeds, and in February 2010 was awarded honor-ary Doctor of Science by City University. From 2005 until 2010, he was Chair of the Commis-sion for Integrated Transport. He was formerly a Council member of the Confederation of Passen-ger Transport, and a member of the Employment Tribunals.

Following the terrorist attacks on London on the 7th July 2005, and the immediate recovery of the public transport networks, Sir Peter was awarded the CBE in the 2006 New Year’s Honours List, for services to public transport and the community in London.

Sir Peter is married to Sue, and has two children, Dave and Anna. He supports the Railway Chil-dren, Transaid and London Poppy Day charities, is a trustee of London’s Transport Museum, President of the Widcombe Social Club in Bath, and supports St Giles’ church at Imber, Wiltshire. He owns and drives an iconic London Routemaster bus, is a keen cyclist and is a member of the Groucho Club.

Employing over 9,000 people, ATM Group runs the public transport network in the city and intercity area of Milan and Monza, the automated metro in Copenhagen, 21 interchange car parks and parking areas, the re-moval and detention of cars as well as integrated mobility services such as bike and car sharing. The technology we have developed has meant that since January 2012 we have been trusted to run the entire payment and control system in Area C, the congestion charge introduced in the city centre of Milan, which involves managing the purchase of 9,000 tickets and 70,000 entries every day.

The FNM Group is the second largest Italian railway operator, including different companies operating in public transport throughout the Lombardy region. FNM S.p.A. coordinates all subsidiaries that operate in railway engineering, service supply, information technology, energy and sustainable mobility, from both a strategic and operational stand point. The FNM Holding is listed on the Milan Stock Exchange and its majority shareholder is the Region of Lombardy which holds 57.57% of its shares.

FNM S.p.A. operates within the local public rail service through its subsidiaries Trenord S.r.l., FER-ROVIENORD S.p.A.  and NORD_ING  S.r.l. It is active in public road transport services through FNM Autoservizi S.p.A. and Omnibus Parteci-pazioni S.r.l. and it also operates in rail freight with DB Schenker Rail Italia S.r.l. Through its subsidi-ary Trenord S.r.l, FNM S.p.A. manages public railway service in Lombardy, with 42 regional and 10 suburban lines. The Malpensa Express service connects Malpensa’s international hub with Mi-lano Cadorna, Milano Centrale and Milano Por-ta Garibaldi stations. Lombardy’s railway network is one of the busiest in Europe, with 2.200 runs and more than 650.000 daily passengers. The railway network managed by FNM S.p.A through FERROVIENORD S.p.A. develops for 300 km, with 120 stations located along the 5 railway lines that serve the districts of Milano, Varese, Como, Novara and Brescia. Beyond guaranteeing train

circulation, FERROVIENORD S.p.A. also deals with the railway network’s maintenance and expan-sion, operating in synergy with NORD_ING S.r.l. FNM S.p.A. provides road transport through FNM Autoservizi S.p.A., serving the districts of Milano, Como, Varese and Brescia and with ASF Autolinee S.r.l. in the district of Como, holding the 49% of its shares through the subsidiary Omnibus Parteci-pazioni S.r.l. The Group works in close partnership with DB Schenker, which has bought from FNM S.p.A. the majority stake in NORDCARGO S.r.l., the Group’s subsidiary active in freight transport, known as DB Schenker Rail Italia S.r.l. since 7th January 2015. Started by a joint venture between the FNM Group and Telecom Italia, NordCom S.p.A. operates in the ICT market by offering inno-vative solutions and integrated systems that allow the full management of information, processes and knowledge, to businesses and public administra-tions.

The Milan transport network includes: 4 metro lines which cover a total distance of 100km and provide 2,200 journeys every day; 125 overground lines - buses, trams, trolleybuses - completing a total of 24,000 journeys daily. Every day the met-ro and overground services transport over 2 million people in Milan alone, totalling over 700 million passengers each year.ATM Group is formed of 16 companies: the holding company ATM Spa and 15 operating companies, 9 of which are subsidiaries and 6 of which are associates. The 2013 accounts closed with a consolidated profit of 5.3 million eu-ros, a rise from the previous year (4.4 million euros

profit). Spending reviews and the reorganisation of business processes across all levels have made ATM a solid business capable of self-funding in-vestments (in 2015 ATM self-funded 85% of in-vestments). In the 2014-2016 Business Plan, the most important investments are the 30 new trains for the necessary renovation of metro lines 1 and 2 totalling 220 million euros and the 125 Euro 6 new generation buses amounting to an investment of 28 million euros. In the three-year 2014-2016 plan, the business will spend a total of 622 million euros in investments, 444 million euros of which are destined for rolling stock.
