THAT Council:

1. Endorse the Design Vision for the Arbutus Greenway

2. Endorse the Implementation Strategy

3. Direct staff to prepare amendments to the Arbutus Corridor

ODP to remove lands not required for transportation or

greenway purposes from the corridor

4. Direct staff to develop a comprehensive stewardship plan

for the future management of the greenway

Project Vision

The Arbutus Greenway will be a defining element of Vancouver’s urban landscape as a vibrant and beautiful public space for walking, wheeling, cycling, and streetcar. It will be a destination which fosters both movement and rich social interaction – inspired by nature and the stories of the places it connects.

Option Lands

These lands form the portion of the corridor between West 1st Avenue and West 5th Avenue that are not required for the greenway due to engineering and safety constraints and that Canadian Pacific Railway has the option to repurchase.

Excess/Surplus Lands • Excess Lands are any portion of

the Arbutus Corridor not needed for walking, wheeling, cycling, or future streetcar (light rail) uses as determined by the City.

• Surplus Lands are any City-owned lands outside the Arbutus Corridor that may not be needed for greenway or road-based transportation uses.

Funding

• Funding is secured for staffing and detailed design for the first phase of implementation through the 2019-2022 Capital Plan

• Capital costs for the first phase are expected to be funded from a

combination of Community Amenity Contributions (CACs) from new development in the area and external sources
