For Most FEMA Preparedness Grants the State Administrative Agency (SAA) is Initial Recipient

Each State and territory has a gubernatorial-appointed contact responsible for managing all GPD funds and associated program requirements

The SAA should be the main point of contact as they are the initial recipient of all grant awards

Final recipients are sub-grantees or contractors

allowability under multiple grant programs prior to contacting SAA or FEMA PA

at critical infrastructure or communications towers) Weapons, ammunition Hiring Public Safety positions Anything without a direct nexus to CBRNE preparedness,
