1. EXECUTIVE SUMMARY
Group of directors of M/s. Mascot Finochem is proposed to establish synthetic
organic industry at Gat No.98, Chittegaon village, Taluka-Paithan, District-
Aurangabad. Total plot area of the project is 3921 Sq.M. & Total built up area is
1261.79 Sq.M.
The proposed project activity falls under 5(f) category i.e. Synthetic organic
chemicals industry (dyes & dye intermediates; bulk drugs and intermediates excluding
drug formulations; synthetic rubbers; basic organic chemicals, other synthetic organic
chemicals and chemical intermediates). The project will require Environmental
Clearance (EC) from the State Level Environmental Impact Assessment Authority
(SEIAA) as per Environmental Impact Assessment (EIA) Notification, September 14,
2006 as amended thereof. As the project falls under 5f category, Environmental
Impact Assessment needs to be carried out for the project.
Client is intend to produce chemicals that will be used in fungicides & insecticides,
food preservative, drug intermediate etc. These product have local demand as per end
user requirement. The project will run on Zero Effluent Discharge (ZLD) scheme.
Generated effluent will be treated in ETP followed by Multi-Effect Evaporator
system. Solid waste will be categorized as hazardous & non-hazardous on the basis of
its characteristics. Hazardous waste will send to CHWTSDF and non-hazardous to
authorized vendor for its disposal.
Proposed project will generate 70-80 nos. employment to local youth in construction
phase and 40 nos. of operational phase. The total cost of the project would be Rs.360
Lakhs.

2. IDENTIFICATION OF THE PROJECT / BACKGROUND INFORMATION
i.) Identification of project & project proponent :
It is the proposed synthetic organic chemical industry for production of chemicals
that will be used in fungicides & insecticides, food preservative, drug intermediate
etc. Mr. Osmanuddin Aminuddin Khaja is one of the director of the company. He has
in an infrastructure business from last 10 years.
Mr. Raziuddin Shaikh is the technical advisor of the company. He has been served as
chemical engineering professor in Marathwada University. He has about 20 years in
chemical industrial project.
ii.) Brief description & nature of the project:
Proposed chemical industry will produce chemical intermediate products fungicides
& insecticides, food preservative, drug intermediate manufacturing industry as per
local market demand. Details of product are presented in below table

iii.) Need for the project and its importance to the country and or region
India and worldwide demand for specialty chemicals is increasing steadily. Till the
‘60s, medicines were imported in the country and the pharma industry was
dominated by foreign companies. In the wake of this scenario, was the initiative by a
small group of visionary entrepreneurs of Indian for forming the Indian Drug
Manufacturers’ Association (IDMA) in Mumbai, the commercial capital of India, in
1961. Now, 50 years down the road, the complexion of the Industry is distinctly
Indian, and India has acquired a dominant position in the pharmaceutical sector, with
Maharashtra leading the way as the torch-bearer of Indian pharmaceutical industry.
Many pharma companies enjoy success largely because their major operations are
based in Maharashtra. The government support received by the industry has been
substantial and the presence of a pragmatic and stable state government has been one
of the main reasons the state has managed to remain a principal destination for all
pharma companies whether Indian or MNC. Maharashtra has been a hub for the
pharma industry, both in terms of manufacturing as well as supply of materials.
Aurangabad industrial belt occupies 40% of chemical producing industries for
pharma and other industries. In view of future market demand it is best opportunity
to set up a business in Aurangabad which may lead to employment generation to
local youth and economical upliftment of Chittegaon region.
iv.) Demand – Supply gap
The Indian pharmaceutical industry is the world's second-largest by volume and is
likely to lead the manufacturing sector of India. Several Government and private
sector projects with huge amount of investments have been initiated but could not
attend the speed of development for the need of good quality material. Over the last
decade, there has been a sizeable growth in Pharmaceutical sector both in small,
medium and large scale units. This has given rise to many small and medium scale
units to manufacture pharmaceutical intermediate. The ever growing requirements of

India, due to higher population and various diseases indicated the need for the growth
of this industry. Thus there is a gap in demand and supply. Our efforts of generating
products, by-products, downstream products and recycling - reprocessing are indeed
needed. With multinational pharmaceutical companies enhancing their presence in
India, the long-term prospects of the pharmaceutical industry seem fairly bright.
Indian agro sector demand is increasing to improve productivity and to deal with
attack of various types of pests etc. The intermediates proposed will substitute
imports.
The food industry demand for preservative is increasing as multinational companies
are shifting manufacturing base in India. But the impact of some factors on the
industry's growth remains to be seen.
The fate of industrialization depends on the proper and effective conjugation of large
and medium/small scale industries each supporting each other in their requirement to
bridge the gap between demand and supply. In order to be competitive in the global
market this synergy between large & medium/small scale industries is a prerogative.
Therefore considering the above, large companies do require the help of small units
to support them by giving them quality products at lesser price.
v.) Import vs Indigenous Production
Today’s many Indian product going to be export especially food product for that
purpose demand of food preservative is increasing rapidly. Sometimes food
preservative may import from outside so proposed chemical production may reduce
the demand of imported chemical.
vi.) Export possibility
Proposed industry is small scale industry so whatever products will produce it will sell
to local market only.

vii.) Employment Generation (Direct & Indirect) due to the project
Proposed project will generate 100 nos. of temporally jobs in construction phase &
45 nos.of permanent jobs in operational phase. In addition to this small ancillary
business which are directly or indirectly dependent will develop.
3. PROJECT DESCRIPTION
i.) Type of project
Proposed project is the intermediate synthetic organic chemicals manufacturing
industrial project.
ii.) Location of the project
Proposed project site is situated in the Chittegaon village of Aurangabad district of
Maharashtra. Chittegaon is on the Aurangabad-Paithan road, which is a Maharashtra SH-
30. It is around 16 km from the district headquarter Aurangabad city in South –West
direction and around 31 km from Paithan tehsil town. The nearest railway station & airport
is Aurangabad city. Surrounding area of the proposed industry includes many stone
crushers industry, Videocon Factory. The proximity to the highway will be advantage,
since the company’s raw materials and finished products will move by road. Project
location is showing in Figure No. 1
.

Proposed project is located on private land. Around the vicinity of project site most of
the developed industries are available like. Videocon. Site has been finalized on the
basis of following merits

❖ Labour-force easily available from Chittegaon village
❖ District Aurangabad & industrial areas for market is 10 km away

v.) Project Description with process details
I. N-PHENYL PIPERAZINE
Product Profile: - N-Phenyl Piperazine, having chemical formula C10 H 14 N2 , is used
as an intermediate in the manufacturing of bulk drug Oxypertine.
Brief Process: - N-Phenyl Piperazine is manufactured from Aniline.
Aniline is reacted with Bis -2-Chloro-Ethyl-amine hydrochloride to obtain N-Phenyl
piperazine. During the reaction HCL gas is evolved which is absorbed in water in an
Absorber/ Scrubber. Product is purified with Trichloromethane/ Toluene.

II. BENZHYDROL
Product Profile : - Benzhydrol, also known as Diphenyl methanol, its chemical formula is
C13 H12 O and is synthesized from the benzophenone. It is used as an intermediate of
pharmaceuticals, agrochemical and other organic compounds. It has got major application
in perfumery industries.
Brief Process: - Benzophenone is reacted with methanol in the presence of sodium
hydroxide and zinc powder at reflux temperature to form Benzhydrol (Diphenyl
Methanol)

III. SACCHARIN
Product Profile: Saccharin is an artificial sweetener, having chemical formula
C7H5NO3S, having a chemical name Benzoic sulfimide. Saccharin an intermediate is used
primarily in the food industry as Saccharin sodium.
Brief Process: Benzoic Sulfimide (Saccharin) is produced from ortho Toluene
Sulfonamide in the presence of chromic acid and Sulfuric acid at about 50 degree C to

obtain the sulfonamide benzoic acid which is a solid cake, this cake is given a
water/sodium carbonate solution wash to obtain the Saccharin.

IV. 2-AMINO-4-CHLOROPHENOL
Product Profile: - 2-Amino-4-Chlorophenol, having molecular formula C6 H6 CLNO,
has major application as an intermediate for the manufacture of Chlorzoxazone which is a
muscle relaxant.
Brief Process: - 4-chloro-2-nitro phenol is reduced by Hydrogen produced from the
reaction of Iron with Hydrochloric Acid to give 2-amino-4 chlorophenol.

V. SODIUM-2-ETHYL HEXONATE
Product Profile: Sodium-2-Ethyl Hexonate, having molecular formula C8 H15 O2 Na,
has got major application in all Anti-biotics to make the pure sodium salt of the particular
antibiotic. It is also used in other high molecular weight drugs to make their sodium salt.
Brief Process: - Sodium-2-Ethyl Hexonate is made from 2-Ethyl Hexonoic acid. Sodium

hydroxide solution is charged into a S.S reactor, then 2-Ethyl Hexonoic acid is added
slowly. The temperature is maintained at 70 degree C for 5 Hrs. After reaction is over, it
is cooled to 40 degree C, given carbon treatment and filtered. Excess water is distilled off,
to the remaining thick syrupy liquid is added suitable solvent (Ethyl acetate) to make a
clear solution which is then packed.

VI. CALCIUM PROPIONATE
Product Profile: Calcium Propionate, having molecular formula C6 H10 O4 Ca, has
major application as a food preservative.
Brief Process: Calcium propionate is produced by the reaction of calcium Hydroxide and
Propionic acid. It is a simple acid base reaction, after the reaction is over, filtration is
done to obtain a clear filtrate. The excess water is distilled off and after cooling, white
crystalline solid of calcium propionate is obtained.

VII. METHYL ANTHRANILATE
Product Profile : Methyl anthranilate, also known as MA, methyl 2-aminobenzoate or
carbomethoxyaniline, is an ester of anthranilic acid. Methyal anthranilate act as a bird
repellent. It is food-grade and can be used to protect corn, sunflowers, rice, fruit and glof
cources, Dimethyl anthranilate (DMA) has a similar effect. It is also used for the flavor of
grape Kool-Aid. It is sued for flavoring of candy, soft drinks eg. Grape soda, chewing
gum, drugs.

Brief Process: Anthranilic acid react with methanol in presence of acetic acid at reflux
temperature to form Methyl 2-aminobenzonate

VIII. SODIUM 2-ETHYL HEXONATE
Product Profile: Sodium-2-Ethyl Hexonate, having molecular formula C8H15O2 Na , has

IX. 2-CHLORO PYRIDINE
Product Profile: 2-Chloropyridine is an organohalide having formula C5H4CIN. It is
clourless liquid that is mainly used in fungicides & insecticides manufacturing industries.
It also serves to generate antihistamines and antiarrythymics for pharmaceutical purpose.
Brief Process : Pyridine reacted with chlorine in dichloromethane as solvent at 0-50C for
8-10 hrs and work up with water gives 2- Chloropyridine

Product Profile: Furfurylamine is an amine. Its chemical formula is C5H7NO.
Industrially it is synthesized from furfural. The pharmaceutical drug furtrethonium a

Construction Phase: Average solid waste generation over the period of construction
would be 25 MT viz. metal pieces, cardboard, rags etc. that will be segregated as per
characteristics & disposed of through authorized vendor.
Operation Phase: Domestic waste would be generated in the form of dry waste 3.5
kg/day & 2.5 kg/day of wet waste. It will be collected at designated place and disposed-
off through authorized vendor.
Commercial Waste : Wooden box, raw chemical plastic drum etc. would be disposed off
through authorized vendor.

4. SITE ANALYSIS
i.) Connectivity
Site is located in developed in Chittegaon village. Site is 800 meter away from Paithan-
Aurangabad road. District headquater Aurangabad is 10 km & Aurangabad Airport is 14 km
away from site.
ii.) Land form, Land use & Land ownership.
Proposed site is non-agricultural private land which is in already possession of proponent.
iii.) Topography
Topography of land is flat
iv.) Environmental Infrastructure Around the project Site
Around the project surrounding areas developed industries are located viz. Videocon. Site is
well connected to all developed state road MSH. Proposed Bidkin MIDC area is just 3 km
away from project site. Renowned Jaikwadi dam is 26 km away from site.
v.) Geology & Soil Classification
The entire area is covered by the Deccan Traps lava flows of Upper Cretaceous to Lower
Eocene age. The lava flows are overlain by thin alluvial deposits along the Kham and
Sukhana river. The basaltic lava flows belonging to the Deccan Trap is the only major
geological formation occurring in Aurangabad. The lava flows are horizontal and each
flow has two distinct units. The upper layers consist of vesiculara and amygdaloidal
zeolitic basalt while the bottom layer consists of massive basalt. The lava flows are
individually different in their ability to receive as well as hold water in storage and to
transmit it. The difference in the productivity of groundwater in various flows arises as a
result of their inherent physical properties such as porosity and permeability. The
groundwater occurs under water table conditions and is mainly controlled by the extent of
its secondary porosity i.e. thickness of weathered rocks and spacing of joints and
fractures. The highly weathered vesicular trap and underlying weathered jointed and

fractured massive trap constitutes the main water yielding zones. The soil is mostly
formed from igneous rocks and are black, medium black, shallow and calcareous types
having different depths and profiles.
vi.) Climatic Conditions
Aurangabad has a semiarid climate. Annual mean temperatures in Aurangabad range
from 17 to 33 °C, with the most comfortable time to visit in the winter – October to
February. The highest maximum temperature ever recorded was 46 °C (114 °F) on 25
May 1905. The lowest recorded temperature was 2 °C (36 °F) on 2 February 1911. In the
cold season, the district is sometimes affected by cold waves in association with the
eastward passage of western disturbances across north India, when the minimum
temperature may drop down to about 2 °C to 4 °C (35.6 °F to 39.2 °F).
Most of the rainfall occurs in the monsoon season from June to September.
Thunderstorms occur between November to April. Average annual rainfall is 710 mm.
The city is often cloudy during the monsoon season and the cloud cover may remain
together for days. The daily maximum temperature in the city often drops to around 22
°C due to the cloud cover and heavy rains

No major social infrastrure identified in Chittegaon area. Site is on private land so basic
amenities like roads & electricity are available. Approach road from Aurangabad-Paithan
road is Kuccha road which will be developed during construction phase of the industry.
Schools, medicals, grocery market, vegetable market, drinking water facility, sewerage
network, bus stop, bank etc. basic amenities are identified in Chittegaon.

It is small scale synthetic organic chemical manufacturing industry which will be developed
as per local planning approval authority.

Construction & operational phase local manpower will be employed hence there will be no
increase population

Road , educational facilities & employment are the basic demand of the area. In addition to
this overall development is the demand of the area.

6 meter wide road should be constructed within the project site. For sewage treatment septic
tank & soak will be provided. 15 CMD of effluent treatment plant with multi-effect
evaporator system should be provided to achieve Zero Liquid Discharge scheme.

Sewerage System : During construction phase all sewerage network
connected to septic tank followed by soak pit
Industrial waste : Industrial hazardous waste will send to CHWTSDF
facility while non-hazardous waste disposed off
through authorized vendor.
Solid waste management : Generated domestic solid waste segregated as dry
waste & wet west and disposed off at Chittegaon
Grampanchayat management system.
Power Requirement & Supply Total power demand of the project would be 100 kW
and it will supply through MSEDCL.

Proposed project site is in already possession of proponent. There is no requirement of R&R
plan.

Proposed industry can be establish after obtaining Environment Clearance from Env.
Dept., Maharashtra Govt. and Consent to Establish from Maharashtra Pollution Control
Board. The total time requirement for completion of construction would be 12 months
from the date of start of construction.

9. ANALYSIS OF PROPOSAL [FINAL RECOMMENDATION]
i. Financial and social benefits with special emphasis on the benefits to the local people
including tribal population, if any in the area
Mascot Finochem proposed to establish synthetic organic industry having capital cost of
Rs.360 Lakhs. Industry willing to manufacture 10 type of synthetic organic chemical
which will be used in Pharmaceutical as well as food industry. Automatically rate of
drugs production will be increased which is beneficial to the social health of state &
country.
Directly or indirectly proposed industry will provide social benefit in the form of
employment generation to local youth, infrastructure development in Chittegaon village
as well as financial benefits in the form of generation of service tax or income tax to the
government.
