The Clock, Language, and Region category contains options that help you localize your computer. You use the Control Panel to change and customize setting on your computer, such as the desktop, time zone, and account picture. Recall that the left pane of the Start menu includes a list of programs. The right pane has links to some of the more commonly used programs and commands. One of these commands is the Control Panel.
