1. A youth, age 5 AND in kindergarten, may join 4-H - as a Cloverbud - at any time during a year. 2. A youth, age 8 AND in the third grade, may join 4-H - as a Member - at any time during a year. 3. A youth must be enrolled in a Portage County 4-H club, through the Extension Office, by April 15 to be allowed to

participate at the Randolph Fair. 4. Each year, a Permission to Participate (Horse) form must be completed and signed by each horse 4-H

participant, including Cloverbuds, and the parent or guardian before he/she will be permitted to participate in any event. Permission to Participate and waiver forms will be kept on file at the Extension Office.

5. A 4-Her can enroll in any number of 4-H projects (horse and/or other kinds) but all enrollment forms must be submitted to the Extension Office by April 15 each year.

6. Registration forms for horse project animals must be submitted to the Horse Fair Committee by June 1st each year.

7. An animal measuring over 58" is a HORSE. 8. An animal measuring between 38” and 58” is a PONY. 9. An animal measuring less than 38” is a SMALL EQUINE. 10. A Small Equine must always show in Small Equine classes. 11. Any horse under six years of age, hunters over fences of any age, and Gymkhana horses (11/09) MAY use leg

protection at any time. 12. An equine must score at least a 4 on the Body Condition Chart and not have more than a Grade 3

lameness level to... (see Uniform Rules, p. 13, #36.) 13. For multiple 4-Hers riding one equine... (see Uniform Rules, p. 6).

LEASING YOUR PROJECT ANIMAL

(See State Rule Book) 14. LEASING: Leased project horses - All horse leases must be submitted to the Horse Committee by May 20 and

verified by the Extension Office by June 1st. 15. LEASING: Only one 4-H member may lease a particular animal. If multiple members who are siblings will be

using the same leased animal, one member must be the lessee and the other members must sign Waivers of Liability, in addition to completing all other required paperwork.

PERFORMANCE AGAINST STANDARD (PAS) (State Fair Selection)

17. Performance Against the Standard (PAS) means the rider is judged on his or her own personal riding ability - not on how he/she rides in comparison to other riders.

18. The horse project animal on which an exhibitor qualifies at a PAS show is the animal that must show at the Ohio State Fair (pg. 14).

19. At PAS shows with two Judges, there must be two Ringmasters. 20. At PAS shows with two Judges, the exhibitor who has a score from a previous show must declare the judge

whose scores will count for them before they enter the first class. 21. At the Portage County PAS show, Exhibitors must ride at the Intermediate or Advanced levels to qualify to attend

the Ohio State Fair. 22. At the Portage County PAS show, Walk-Trot and Novice riding level exhibitors and Small Equine handlers may

participate in GROUND CLASSES, i.e., Showmanship , Ground Roping, and Small Equine to qualify to attend the Ohio State Fair.

23. At PAS shows, bits must be approved. 24. At PAS shows, all animals entering a 14-2 (58”) and under class must be measured. 25. At the Portage County PAS show, Exhibitors may try to qualify in six classes, not including ground roping.

Exhibitors may show in only four classes at the Ohio State Fair. 26. At PAS shows, with two Judges, Gymkhana exhibitors may try to qualify under the second judge in the classes in

which they did not qualify under the first judge.

ROTATING TROPHIES IN PORTAGE COUNTY 27. To win a Rotating Trophy from Portage County, the exhibitor must belong to a Portage County 4-H club. 28. The trophies for individual classes are based on two judges and two scores. 29. The Rotating Trophies will be awarded to the individual with the highest combined score for pleasure classes or

the lowest combined score for gymkhana classes at the PAS show. Other county shows can count if the exhibitor provides his/her show placing sheet to the Portage County Extension Agent. (11/09).

30. All Rotating Trophies (one horse/one rider) will be presented at the Randolph Fair during the Awards ceremony. 31. The present holders of the Rotating Trophies shall present them to the new winners and plaques shall be

purchased for the present holders to keep. 32. If there is a tie score for Rotating trophy, the trophy will be held by each winner for 6 months. If there are more

than two in the tie, the Rules Committee will decide how the tie will be broken. (4/01) 33. Rotating trophies must be returned to the Rotating Trophy Committee between June 1 and the PAS show so they

can be prepared for the current year's Award Ceremony. Return your trophy at the PAS Show or to Kay Viall at Sunbeau Valley Farm, Inc. or call her at 330-296-2222.

PORTAGE COUNTY RULES FOR HORSE 4-H PROJECT MEMBERS

34. Attending the Portage County Randolph Fair is not required to complete a 4-H year. 35. Each advisor receives a calendar of deadlines to meet for their club to attend Randolph Fair. Please meet these

deadlines by turning in all paperwork, completed accurately, when due. 36. Each horse ADVISOR and FAMILY is required to purchase from the Extension Office one Uniform Rules book

each time it is updated (usually every two or three years) and one set of Portage County Horse 4-H Rules, each time it is updated (usually annually). Payment for the Horse Rules is cash or club check, to the Horse Committee Treasurer, who will provide a receipt for the payment. No later than April 15 each year, the Club Advisor will distribute the rule books, obtain an adult signature confirming receipt of each item, and turn in the Certification of Receipt of Rules form to Ruth Studer, Fair Committee Chair (11/15).

37. Each member and parent is responsible for reading, knowing, and following all current Rules (State, County, and special divisions).

38. Good sportsmanship and good conduct shall prevail at all times. 39. Mentally or physically challenged youth who are over the 4-H age of 18 but wish to remain in the Horse 4-H

Program may petition the Horse Rules Committee to remain in Horse 4-H until the age of 21. Letters of support are required from a parent and the club advisor and a doctor's statement MAY be requested by the Rules Committee (effective beginning 2008).

40. Special needs exhibitors at the Portage County Randolph Fair must choose whether they wish to show in the Special Needs Class or in regular classes. Switching back and forth is not permitted.

41. Suggestions for additions and/or amendments to Portage County 4-H Horse Show rules may be presented to a member of the Portage County 4-H Horse Rules Committee, in writing. The Rules Committee will discuss the request and present a decision to the Portage County 4-H Horse Committee.

RIDING LEVELS

42. Driving does not consider an Exhibitor’s riding level. 43. Small Equine handling does not consider an Exhibitor’s riding level. 44. Riding levels for mounted exhibitors, in Portage County are: Walk-Trot, Novice, Intermediate, Advanced. 45. Riding level depends on the riding ability of the rider as determined by the ribbons earned NOT on the animal.

Even if the rider changes seats or mounts, his/her status must either stay the same or move “upward”. 46. A rider may NOT drop back to WT at any time, for any reason. A rider may never show at a lower level. 47. A class must contain 5 or more entries and must call for a canter in order for placing in it to affect a rider's level. 48. Placing in classes which do NOT call for a canter, (such as showmanship, halter, costume, and trail) or being the

assistant in a class (such as sack race) do NOT affect a rider's level. 49. Regardless of placings during Randolph Fair, participants’ levels do not change during the week. 50. WALK-TROT status includes participants of all ages. 51. Walk-trot classes will follow regular state rules except for eliminating the canter.

52. In walk-trot classes, whips or crops are permitted to saddle seat and hunt seat riders but the length shall be appropriate to the size of horse and rider. See Uniform Rule book for details.

53. A 4-H member may enter walk-trot classes for no more than two (2) years unless (a) a Walk-Trot Exception Request form is approved by the Horse Rules Committee or (b) until he wins one (1) first (1st) place in a class of five (5) or more that CALLS FOR A CANTER.

54. The number of first (1st) places won during these two years does NOT change your status as long as they are WALK-TROT classes.

55. Walk-trot exhibitors MAY, if they choose, enter classes at OPEN shows which call for a canter, BUT when a Walk-trot exhibitor wins one (1) first (1st) place at ANY show (see exceptions above), in ANY performance class that calls for a CANTER and consists of five (5) or more entries, that exhibitor moves to NOVICE standing, OR if an exhibitor wins High Point at Fair, their advisor(s) and Rules Committee will discuss the exhibitor’s ability to move up. 56. At Randolph Fair, Walk-Trot riders may NOT choose to show "up" (at a higher level). 57. A CANTERING exhibitor becomes a NOVICE after 2 years as a Walk-Trot rider and remains a Novice until he

wins a total of five (5) first (1st) places in performance classes, at any place, at any time, that call for a canter and consist of five (5) or more entries, OR if an exhibitor wins High Point at Fair, their advisor(s) and Rules Committee will discuss the exhibitor’s ability to move up. (1/2017)

58. At Randolph Fair, Novice riders may choose to show on EITHER Novice Day OR "up" on Intermediate Day, but NOT up to Advanced Day.

59. An exhibitor becomes an INTERMEDIATE when he wins a total of five (5) first (1st) places and remains an Intermediate until he wins an additional five (5) first (1st) places for a lifetime total of ten (10) first (1st) places in performance classes, at any place, at any time, that consist of 5 or more entries and call for a canter, OR if an exhibitor wins High Point at Fair, their advisor(s) and Rules Committee will discuss the exhibitor’s ability to move up. 60. At Randolph Fair, Intermediate riders, in their last year in 4-H, may choose to show on EITHER Intermediate Day OR "up" on Advanced Day.

61. An exhibitor becomes ADVANCED when he wins a lifetime total of ten (10) first (1st) places in performance classes, at any place, at any time, that consist of five (5) or more entries and call for a canter.

62. At Randolph Fair, ON FUN DAY, Walk-Trot riders who are in their last year of Walk-Trot, may choose to ride in Novice classes.

63. ON FUN DAY, at Randolph Fair, placing in a Fun Day class will not advance a rider from his/her present level. 64. In a club’s fun show (for members only, closed to outsiders), a 4-H member may place in a class of five (5) or

more which calls for a canter without losing his/her walk-trot status. 65. Riders who choose to ride at a higher level, win or lose, must remain at the higher level; they may not revert to

the lower level (11/15). SKILLATHON

66. Participating in Skillathon is mandatory for a Horse 4-H member to attend the Portage County Randolph Fair and to complete his/her 4-H year. Skillathon will be offered on two weeknights, several weeks prior to Randolph Fair. Specific dates will be announced each year. All Horse 4-H members are expected to participate in Skillathon on one of the designated days unless they make other arrangements, in advance, with the Skillathon Committee. Participating in Skillathon at the Ohio State Fair will count as completion of Skillathon at the County level; however, proof of participation will be required. Individual Horse Bowl and Hippology members MAY be exempt from Skillathon upon recommendation by Ruth Matheos (3/13).

PORTAGE COUNTY RANDOLPH FAIR

FAIR BOARD RULES 67. A horse needing to leave the Randolph Fairgrounds prematurely must have a veterinarian's release and

permission from the Randolph Fair Board. If an animal leaves the Randolph Fairgrounds during Randolph Fair it may not return to the Randolph Fairgrounds during the Randolph Fair.

68. All 4-H members must carry their overnight passes when they are away from the camping area after 11:00 pm 69. All animals must be thoroughly bathed before coming to the Randolph Fair. If you use the wash rack, please

clean it of manure afterward. Place all manure in specified places for pickup – do not wash it down the drain.

70. All youth under 18, who do not have exhibits at the Randolph Fair or are not accompanied by their parents, must be off the Midway by 11:00 P.M. or 30 minutes after the last grandstand show is over, if after 11:00 P.M.

71. All Randolph junior fair exhibitors must be in their camping areas by 11:00 p.m. curfew unless they are with a parent or advisor.

72. All stalls must be stripped to the dirt after fair, all bedding and manure removed. Do not strip your stall until your horse is ready to load to go home.

73. Any accident that occurs on the Randolph Fair Grounds at any time or during any event must be reported to the Randolph Fair Board on the “Accident Report” form available in the Entry Booth, from the Randolph Fair Board office, or at http://www.personal.kent.edu/~kesmith6/

74. Any individual who removes an exhibit animal from the grounds before 8:00 PM Sunday night (under other than approved conditions) will be banned from Randolph Fair the following year.

75. Beginning in 2012, the Randolph Fair Code of Conduct will be printed in the Premium Book in two places and it will apply to everyone on the Randolph Fairgrounds.

76. 4-H equine projects are permitted in the rings, the paddock, and the Saddle Horse barn areas ONLY; not the campgrounds, parking areas, Draft Horse area or ring, or on the Midway. Advisors: PLEASE inform members and families that animals are NOT permitted to mingle with the public. (11/15)

77. Exhibitors who use the wash rack MUST provide their own hose with a shut-off handle AND clean up the manure before they leave.

78. For insurance reasons, persons who are not affiliated with 4-H are not allowed to ride horses before, during, or after club riding meetings at the Randolph Fairgrounds.

79. Moving out of Randolph Fair: Things that may be removed from the horse area on Sunday are: extra equipment such as saddles, bridles, extra feed pans, carts, extra hay or feed: ONLY ITEMS THAT DO NOT HAVE TO DO WITH THE OVERALL LOOK OF THE DISPLAY. This activity should be spread throughout the day, not begun at 7:30 PM. Please respect this opportunity to remove some items before 8:00 pm.

80. NO TACK BOXES, DECORATIONS, OR EXHIBIT ITEMS MAY BE REMOVED before 8:00 pm. Do not remove your horse’s water bucket or hay.

81. NO STAPLES OR NAILS MAY BE PLACED IN THE ALUMINUM SIDING ON THE BARNS. 82. Ropes between barns are permitted by the Randolph Fair Board. Eye bolts to be placed only in the wood. 83. Rowdiness, use of alcoholic beverages, and rudeness to show officials, spectators or exhibitors will not be

tolerated. In a case of misconduct on the part of any exhibitor, whether the offense occurs on the grounds or in the show ring, whether before, during, or after the show, it is within the jurisdiction of a recognized show to disqualify, for cause, an exhibitor and/or his/her entries, to require him/her to forfeit his/her winnings and ribbons at the show, and to have the horse removed from the grounds with no liability for damages.

84. Stalls are property of Randolph Fair Board. Stalls assignments are made by the Horse Fair Committee, based on required paperwork that is submitted by Club Advisors by the announced deadline. One tack stall will be assigned per barn, and may have to be shared by several clubs. Aisles between barns and driveway areas at both ends of barns are to be kept clean and clear of tools, manure, hay, etc. Stalls must be stripped to the dirt after fair.

85. There must be a responsible adult for each camping space during fair. 86. You may stay over Sunday night and wait until Monday to take down barn decorations.

CONCESSION STAND WORKERS 87. Workers must be 14 or over to work in Concession Stand. 88. Adults only may operate grill and stove 89. Food handlers must not touch money 90. Money handlers must not touch food DO: 91. Wash hands often: when entering Concession Stand, before working, when changing jobs, after a sneeze or

cough AND wear gloves 92. Wash utensils and surfaces often with hot, soapy, water. Rinse well. 93. Sanitize utensils and countertops with 1 tablespoon of bleach in 1 gallon of water. 94. Cook food to a safe internal temperature:

Ground meats: to an internal temperature of 160 °F as measured with a food thermometer. Poultry: to an internal temperature of 165 °F as measured with a food thermometer.

95. Keep hot foods, hot, at or above 140 °F. Serve immediately after cooking. 96. Do turn off coffee pot warmer plates, stove, grill, lights. 97. DO NOT: 98. Do not cross-contaminate cooked food with raw food. 99. Do not place cooked food on plate that previously held raw food. 100. Do not place utensils on counters or allow to fall on floor 101. Do not turn off coffee pot or freezers or refrigerators

HORSE 4-H RULES 102. Safety is always a prerequisite at Randolph Fair. 103. Influenza types I and II shots must be given between May 1 and July 28 (11/09) of the current year. Horse owners

giving their own shots must provide a receipt from buying the shots as well as a signature from the club advisor confirming that the horse received the shot in order for stalls to be assigned. Rhino is not currently a required shot.

104. A member must go to Randolph Fair with the club they belong to as of April 15. No other club may take them. 105. "OPEN" classes (at the Portage County Randolph Fair) means any age horse and any 4-H member, regardless of

riding level, may participate in these classes IN ADDITION to the classes in their division. 106. Refunding class entry fees for horse members. Money will NOT be refunded if member and/or horse comes to

Randolph Fair at all or if family is camping for another member in another specie. Money MAY be refunded AFTER Randolph Fair if: The Horse Fair Committee receives a completed Request For Class Fees Refund form before Randolph Fair starts AND one of the following fits the situation: 1) parent loses job and family is not coming to fair at all; 2) the horse dies or goes lame and stays home, and the member brings no other horse; 3) the member can’t come to Randolph Fair at all (sick, injured, away) AND he stays HOME. The member MAY NOT ride someone else’s horse on any day at Randolph Fair. (1/14).

107. A Horse 4-H club that also includes other species projects MUST have a knowledgeable adult or advisor in the horse area at all times.

108. An advisor or adult must be present when either ring is in use. Activities in the main ring after 10:00 pm must have adult supervision.

109. The only person(s) permitted to be in the show rings at any time during the Portage County Randolph Fair are 4-H members who may be accompanied by only their club advisor(s) or own parent(s). (1/2017)

110. Any 4-H Advisor is permitted to stop any unsafe action of any 4-Her, BUT let's not forget our own manners. 111. 4-H rules discourage Sunday morning shows UNLESS a meaningful service is held first. Our Matin "sing-along"

honors this requirement; please participate in this activity. Horses may not venture beyond the end of the barns into the ring area during this time.

112. A decision-making committee will be appointed for each day at Randolph Fair, usually the Rules Committee. 113. Only adults (not 4-H members) may operate the PA equipment and the timer equipment at Randolph Fair. 114. At all times during the Randolph Fair, only their parents, their club advisor(s), and/or another 4-H member, may

assist an exhibitor in the show ring (11/15). 115. If you must bathe your horse on Sunday you must be finished by 5:00 pm. 116. The Executive Board of the Saddlehorse Committee (President, Vice-President, Treasurer, and Secretary),

and the Chair of the Rules Committee (“the group”), have full and final say regarding horses coming to fair. If any individual in the group receives three complaints of unruly behavior of a 4-H horse, observed at a riding meeting or a horse show, the advisor(s) will be notified. Then one or more of the group will attend a riding meeting and/or horse show to observe said animal. The group will make a decision regarding the horse attending the Portage County Randolph Fair. 118. DO NOT HANDLE OTHER PEOPLES’ HORSES EXCEPT IN AN EXTREME EMERGENCY – GO GET THE CLUB’S HEAD ADVISOR

119. Members whose horses sleep lying down or exhibit some unusual (but normal for them) trait should put a written note on the stall door so Barn Watch knows if your horse is acting strangely or normally for him.

120. Each club provides several pairs of adults (4-6 people) for one night of Randolph Fair to work in three shifts (12:00-2:00; 2:00-4:00; 4:00-6:00 AM) as Barn Watch. Bring flashlights and cell phones.

121. Patrol in separate groups of two around all the horse barns being on the watch for vandals, loose horses, fire, or other danger. Notify the Sheriff or head advisor of the appropriate club if you notice a problem.

122. Each group of two is to carry a clipboard showing who is responsible for each shift and their camper numbers. On the clipboard, they note anything that might be useful for the next shift to know and pass it to the next shift. Forms are available from Ruth Studer and in the concession stand.

123. SHIFT CHANGES TAKE PLACE IN THE PADDOCK. DO NOT LEAVE UNTIL THE NEXT SHIFT ARRIVES. 124. Youth who are not in the camping area MUST show a 4-H pass and be with an adult (unless they are obviously

going to the Hoffman House). Check and enforce passes as necessary. 125. There will be NO horse club barn watch on Sunday night but Security will be on the Randolph Fairgrounds until

8:00 AM Monday. CLUBS

126. Club decorations may not obscure the “No Smoking” signs or the “Emergency Contact” signs during Randolph Fair.

127. Your club is responsible for keeping the aisles and walkways around your barn area clean at all times. 128. Your club is responsible for monitoring and enforcing all show rules during your shift. 129. If an animal is sick and must be walked, an advisor or parent must be present. 130. At Randolph Fair, on Fun Day, Sunday, exhibitor clothing requirements will be proper attire for your seat OR

boots, long pants, riding shirt or club t-shirt, number, and currently-approved, properly-fitted ASTM/SEI safety headgear with the chin harness securely fastened at all times.

131. At Randolph Fair, on Fun Day, Sunday, exhibitors may ride in English, Western, or Australian tack. 132. Second year Walk-trot exhibitors who wish to ride Novice - ON FUN DAY ONLY - may sign up for Novice classes

on the Sunday sheet (11/14) but, win or lose, they may neither mix levels nor revert to Walk-trot. 133. If you must bathe your horse on Sunday, you must finish by 5:00 pm.

SAFETY AT PORTAGE COUNTY RANDOLPH FAIR

134. Safety is always a prerequisite at Randolph Fair. 135. Headgear (page 9, Uniform Rules): per the State of Ohio, currently-approved, properly-fitted ASTM/SEI safety

headgear, with the chin harness securely fastened at all times, is mandatory for 4-H members riding or driving an equine. (11/09)

136. Headgear: It is the responsibility of the rider, the parent, the guardian, or the trainer of the 4-H exhibitor to see that headgear complies with the rules as stated in the State Rule Book. The 4-H Program Committees, Extension Office, 4-H Horse Committee, Portage County Fair Committee, and/or Club advisors and any officials of these groups are not responsible for checking compliance of headgear worn.

137. The Ohio 4-H Horse Program, show committees, officials, Extension personnel, and volunteer leaders may, at his/her discretion, check a participant’s protective headgear for proper standards. If the youth is found to be wearing unapproved, defective, or improperly fitted headgear, he/she is not permitted to participate in riding or driving activities until proper headgear is acquired. (Uniform Rules, pg. 9, #1).

138. Footwear for Randolph Fair: when riding (but NOT in a class), boots, muckers with a heel, or other adequate (adequate means they must have heels) riding shoes will be worn. At the barns, no open toe footwear, sandals, or flip-flops at any time. Tennis shoes are at the discretion of the club's advisor. NO BARE FEET AT ANY TIME, ANYWHERE ON THE RANDOLPH FAIR GROUNDS.

139. Using cell phones, ipods, ear-buds or other attention-distracting equipment while handling, walking, or riding a horse is unsafe and therefore prohibited (revised 11/13).

140. Riding double is not allowed. 141. Riding bareback is not allowed (11/15). 142. Walk-trot and Novice riders will not be asked to drop stirrups in any class.

143. Tack for riding to exercise your horse is a bridle with a bit or a hackamore (no halters and leads). 144. An Advisor may determine whether his/her member may ride bareback in the ring. RECINDED 11/15 145. Occasionally specific times and rings may be designated and posted for walk-trot or contest or driving. During

these times or in a ring designated as walk-trot, contest, or driving, all users of that ring or time must conform to the designated use.

146. Longeing is permitted in the rings when other activities are not taking place. Please be careful and considerate of others in the ring.

147. Spotters are permitted in the ring at any time. 148. Spotters must be adults but may not spot in a class where there is a conflict of interest (related to an exhibitor). 149. Before Randolph Fair (Sunday and Monday), horses are to be ridden in Ring B only and walked in Ring A only -

you may NOT take an animal out of the ring/barn area. 150. 4-H horse members are the ONLY people allowed to sit on or ride a 4-H project animal at any time during

Randolph Fair. NO visitors, children, friends, or family members may sit on or ride at Randolph Fair. Exception: on Advisor & Alumni day, an Advisor/Alumni may ride one animal in the Advisor/Alumni classes but may "warm up" no more than one hour prior to the first class. Advisors and Alumni must sign Waiver of Liability forms.

151. In case of an unsafe situation, a person designated by the Club's advisor may handle or ride an unruly animal under the supervision of the advisor. (4/00).

152. A 4-Her may ride only his or her own project animal at Randolph Fair. No one may ride another's equine. If an emergency arises, the advisors, members, and parents involved must apply to the Rules Committee for an exception to this rule and complete all required paperwork BEFORE using the other animal.

153. If an emergency arises with a member’s project animal, with prior permission from the Horse Fair Committee, a Vet’s certificate, and a signed Waiver of Liability form, a DRIVING project, already on the grounds, may be used as a substitute RIDING animal by the 4-H member whose project animal is not able to be ridden (clarified 4/11).

154. No one may be on horseback anywhere except in a ring or in the paddock. All horses/ponies must be LED AT A WALK, UNMOUNTED, between barns and rings.

155. Horses/ponies may be RIDDEN in the rings only. If you are mounted in the paddock, you may WALK only. 156. Paddock space is limited. For safety sake, exhibitors may NOT report to the paddock area until their class has

been called. You may NOT wait in the paddock for your next class; wait in your barn. 157. The round pen at the end of the Open Rabbit barn is for longeing only. Riding in the round pen is not permitted.

(11/09). One animal at a time permitted in the pen. Horses may not be turned loose (“free longed”) or left unattended in the round pen. Time in the pen is limited to 15 minutes per session.

STALLS

158. Because the number of stalls is limited, Members are permitted to take only one horse project to Randolph Fair: EITHER a riding animal, OR a driving animal, OR a small equine.

159. If your club brings an equine to Randolph Fair that is not shown in a class, the advisor, the member, and the parents will be required to appear before the Rules Committee and the Randolph Fair Board Representative to explain why (3/06).

160. After the Horse Fair Committee has assigned one stall per member, if enough stalls remain for ALL driving-only or small equine animals to be assigned stalls, those second animals may come to the Randolph Fair for the week also.

161. If a second animal is assigned a stall for the week, it must remain at Randolph Fair for the week. Otherwise, all additional animals used as second projects ONLY are to be hauled in and out for their specific day.

162. If the SECOND animal is stalled for the week as a DRIVING Project only, it may not be RIDDEN by the member in any classes during Randolph Fair except on Fun Day.

163. If the SECOND animal stalled for the week is a Small Equine, it may not be RIDDEN by any person in any class during Randolph Fair.

164. A member who has both a riding project animal and a driving project animal at Randolph Fair may use the driving project animal in Open Ground classes as long as he does not take the riding project animal in the same class. A 4-H member may enter any class only one time (11/12).

165. A RIDING project animal may be shown on your riding day in 5 classes, on Fun Day in 3 classes, and in Open Classes.

166. A DRIVING project animal may be shown in 8 DRIVING classes. 167. Keeping in mind that the Randolph Fair Board has mandated that each BARN has one tack stall and, IF it

becomes necessary, due to a shortage of stalls, to decide which members are to be denied permission to bring a horse to Randolph Fair: First Year Walk-Trot members, from all clubs across the board, who are bringing their own project animals will be selected by age, youngest members first, i.e., all 8 year olds first, all 9 year olds next, all 10 year olds next, etc., to leave their animals at home, until sufficient stalls are available.

168. To accommodate members who must leave their horses at home, if the advisors and parents determine it to be safe, and with Rules Committee approval, a younger member may use a project animal which is already on the grounds. To make use of this privilege, all required paperwork, especially waivers, must be completed and on file, in advance of Randolph Fair. The member and family are encouraged to attend Randolph Fair each day and participate fully in all other club activities as well as produce and show a poster project. Families who have no 4-H members, except the first-year member(s) affected by this situation, are asked to not camp for the week either, due to the shortage of camping spaces.

BEFORE FAIR: Show Chairman assigns workers to all jobs, reviews rules and show procedure with workers, checks items required for all classes, and oversee all activities during the show. If you need to purchase something (apples, carrots) plan ahead. Turn in receipt to Horse Committee at September meeting.

Read "Steward" 1.2.3. on Pg. 6 of the Uniform Rules. At Randolph Fair and at State Fair Selection shows, when two rings are used, two Stewards are required. Consider asking your Entry Booth Team to hold a class change hour the night before to reduce the changes next

morning. Choose a Paddock Person/Tack Checker who is knowledgeable about all seats, tack, and attire who will inspect entries

before they enter a class. Read and discuss with your club: Procedure For Making and Handling A Complaint At a 4-H Horse Show In Portage

County Or At Randolph Fair, this document.

FIRST DAY OF FAIR: Ring Crew Checks that all equipment items for all classes are available in the storage shed, that you have made necessary purchases, that they know the layouts for classes (trail, etc.), and when to rake for Cloverleaf Barrels.

DAY OF THE SHOW: The Show Chairman is in charge of general operations. Do not plan to act as Steward at the same time. You need to

be free to “float” and solve problems. If you leave the ring to answer a question, you will miss what happens in the ring.

Only adults over 18 (not 4-Hers) may use the PA equipment and the timer equipment (3/06) at Randolph Fair. Spotters are permitted in the ring at any time (3/06). Costume class. Spotters are encouraged for this class and an adult may lead any entry, when desired.

Meet the Judge, thank him/her for coming, introduce him to the Steward, Announcer, and Ring person, call his attention to the differences in our rules for today, provide him with copies of any patterns, and tell him about lunch arrangements.

Remind the Judge if a pattern is being used or not. If yes, GIVE HER A COPY OF THE PATTERN. For Equitation and Showmanship classes, if the pattern has not been posted, the Judge shall explain the pattern over

the PA system so that everyone hears the same instructions. Questions and answers shall also be announced. Walk-trot and Novice riders will not be asked to drop stirrups in any class. Patterns: Walk-Trot and Novice do NOT do riding patterns. Intermediate and Advanced riders may or may not be asked to do a riding pattern. If a pattern is required, the Fair Pattern Committee will provide one. Post Equitation and Showmanship patterns early (or the night before) and announce that they have been posted. You may call a member of the Fair Committee to the Sign-up Booth to ask if a pattern will be used.

Steward: The Steward has specific, important duties. Read "Steward" 1. 2. 3. on pg. 6 of the Uniform Rules. The Steward is an adult who is capable of and responsible for learning, monitoring, and enforcing all rules under which

the show is operating, as they are written in both the State Rule Book and our County Rules and has with him, during the show, the most recent versions of these books. Our County Rules are in addition or exception to the State Rules. They are for Portage County only and do not apply elsewhere.

A Steward must study and learn the rules before show season starts. The Steward is responsible for addressing any safety issues. Safety is of the utmost importance. The Steward is responsible for watching each class to see that the rules are followed and to mediate any complaints. The Steward may not act concurrently in any additional capacity, i.e., Announcer, Ring Master, Paddock Master, etc. The Steward acts as intermediary between the judge and any exhibitor, parent, spectator, or other member of the

public. No one shall approach the judge for any reason without first obtaining permission from the Steward and without his

presence. The Steward will ask the Judge if he will speak with exhibitors, parents, etc. AFTER the show. Entries should bring any safety issue to the attention of the Steward. Procedure For Making and Handling A Complaint At a 4-H Horse Show In Portage County Or At Randolph Fair.

No one approaches the Judge without permission from the Steward and unless accompanied by her. In the event that a parent, an exhibitor, or a spectator has a problem regarding the judging of the class OR the rules OR

how the class was run, he/she tells an Entry Booth worker that he has a complaint. The Entry Booth Team will contact the Steward, AT AN APPROPRIATE TIME (between classes), who hears the

complaint. If it is a judging complaint, the Steward will approach the judge, AT AN APPROPRIATE TIME IN THE SHOW, for

his/her answer/input/decision. If it is a rules complaint, or a complaint about how the class was run, the Steward will attempt to clear up the rule or call

the Rules Committee. To lodge his complaint, the complainant shall find the appropriate rule in the State or County Rule Book and present the

rule and the complaint to the show STEWARD. Stating a complaint calmly achieves better results than angry accusations.

The Steward shall hear the complaint, show the Complainant in the appropriate Rule Book the rule that supports his decision, and make a ruling.

The Steward may contact the Rules Chair, if necessary, and the Rules Chair may call a Rules Committee meeting. If necessary, the Rules Chair may contact the Extension Agent and finally the Fair Board Liaison. The Fair Board Liaison has the final word if removal from the grounds is an option.

If the ruling does not satisfy the complainant, the complainant may file an official protest, including submitting the fee as stated in the State Rule Book.

At a protest hearing at Randolph Fair, the Portage County 4-H Horse Rules Committee must be present.

Entry Booth Workers Consider holding a change hour the night before to reduce the number of changes that morning. OPEN ENTRY BOOTH AT 8:00 am. A request for clarification regarding Portage County 4-H Horse Show rules shall be presented to the STEWARD who

may consult with the Rules Committee. There are some extra show bills to give to spectators and families. Please distribute them freely. Ribbons and trophies are in the showcase booth. Young members can help by putting a set of ribbons (1-8) on a

hanger so they are ready to give out. More ribbons are in the boxes on the shelves. Please keep the extra ribbons clean and neat.

Exhibitors are responsible for errors when filling out entry blanks. Presenting a signed entry blank by an exhibitor shall constitute acceptance of the rules. If an entry blank is not signed, the first entrance of an exhibitor into the show ring will constitute acceptance of the rules.

No fees refunded at Fair. See Rule 94, page 5, this document. Entry Booth Team makes paddock sheets.

Changing Classes for Exhibitors All Adds/Changes must be made using the Add/Change form, available in the Entry Booth (adult signatures required!) (Youth should not add or change to a class without adult permission, to be sure the parent approves.) Each member is allowed to enter all appropriate classes on OPEN day, a total of FIVE classes on his riding day, and a

total of THREE classes on Sunday. There will be drops, changes, and adds. A DROP does not have a replacing entry. A CHANGE is a DROP with a replacing ADD. An ADD is a class that was not previously recorded. To DROP a class, find the entry's name on the printed class sheet and draw one line through it To CHANGE a class, draw a line through the DROPPED class and write the name and number on the replacement sheet; To ADD a class: Permitted only with a Add/Change form, properly signed, and WITH PAYMENT. Do not accept an ADD

without immediate payment. To ADD a class, first check their original signup sheet, located in the 3-ring binder to see that they are within their daily

limit. If they are within their daily limit, mark on the ORIGINAL sheet, which class they are adding and write ADD and PAID in the margin.

Put money paid for added classes into the change box provided. PLEASE HAND DELIVER any money to Ruth Studer at the end of your shift. Do not tempt someone or lose 4-H money.

REMEMBER to change the Paddock Sheets and Announcer’s sheet for each drop/add/change made! As classes are pinned, keep a log of the first and second place winners’ names and clubs on the Newspaper Sheets. If you have any suggestions on how to improve the paperwork, please write them down and turn them into Ruth Studer

with the other paperwork. Do not discard ANY show paperwork! Deliver it to Ruth Studer at the end of the Show. The Show Committee is responsible for splitting, combining, postponing, moving to another day, or canceling any

class. The Show Chairman, the Steward, a Paddock person, and the Announcer should help the Entry Booth Team decide about these changes, using the following standard instructions:

Splitting Classes (11/15) There are two types of classes: Pleasure and Gymkhana. There are four divisions of classes: Walk-Trot, Novice, Intermediate, and Advanced. There are 8 places per class. The Fair Committee makes the first splits, based on class pre-entries. (YOU are welcome to come help.) Classes are split first by equine size (ponies, horses), if there are enough of each size to make a class. Next, they are split by age, with 8-10 kids in a class, if possible, so only one kid is not left without a ribbon. Advanced and Intermediate Gymkhana classes will not be split on their show days Safety and show ring conditions are considered in making class divisions.

For safety, the maximum size of Walk-trot and Novice Pleasure classes should be 8 – 10; Intermediate and Advanced classes should be 10 – 15.

The DAILY Show Committee makes all other changes during the show (adds, changes, drops). The DAILY Show Committee makes the final decision for class divisions/sizes. Classes in the Contest Classic and Versatility shows will not be split because of their purpose. Ring Crew Check that all ring items are available Put portable fence around paddock to create safety barrier. Set up PA system and the timers and CHECK THAT THEY WORK CORRECTLY! Only adults over 18 (not 4-Hers) may use the PA equipment and the timer equipment (3/06) at Randolph Fair. Bring in, set up, take down, and remove barrels, hay bales, bridge, and other supplies or obstacles from the ring. Water the paddocks as necessary during the day. Rake the sand around the Cloverleaf Barrels, every 5 runs or as needed (3/02). If the rings need watered, contact Mike Barker. If the rings need dragged, contact Mike Barker. Put away all obstacles, timers, rakes, etc. at the end of the show. Announcer for Pleasure Classes (Ring A) Speak more slowly than usual, enunciate clearly, and repeat at least three times. Announce once then push the “barn” button and announce again, then announce a third time so everyone gets a chance to

hear. The Announcer calls the Order of Go regularly, watches the Ringmaster for instructions, and keeps the show moving. Announcers are not to bring in the next class while the first is still in the ring. Time is not more important than safety.

(3/06) 8:00 am Announce the time AND that the show will start at 9:00 am. (Sunday show starts at 10:00 am) Read aloud from the Horse Committee rules the dress code, including helmets, for the day (Show days are different

than Sunday), including that. Announce that tack and attire inspections will start in the paddock 15-30 minutes before first class and continue all day Read aloud, from this document, how to make a complaint about the show, this document. Announce the following often during the day. Different youth will be showing later than earlier and will not pay attention

before their classes begin. no strollers in paddock no phones, ipods, earbuds, or attention-distracting devices permitted while mounted. keep hands, feet, children, balloons, umbrellas, etc. out of and away from the ring warm-up ring is for today’s exhibitors only announce often, several classes ahead, all day, the classes that have been split, combined, or cancelled. come to the paddock no earlier than two classes ahead of the one you are in a tack change request must be made before the last call for that class is given. three (3) minutes will be given for a tack change. clear the ring when the tractor arrives to drag the ring announce repeatedly during the day for people to come get lost and found items (if there are any).

8:45 am (15 minutes before show starts) FIRST CALL (This is First Call for Class #1, Showmanship, ...) 8:50 am (10 minutes before show starts) SECOND CALL (This is Second Call for Class #1, Showmanship, ...) 9:00 am Welcome the spectators to the Fair and the Show Tell what day it is, for example: Today is Thursday, Youth Day at the Fair and Walk-Trot day for horses Ask the Judge, the Steward, and the Ringmaster to enter the ring, introduce them to the exhibitors and spectators, and

thank them for being here today. This is courteous and makes the Steward known, in case of a dispute.

Announce that all requests for contact with the Judge must be arranged through the Steward. As soon as the Steward has exited the ring, give the FINAL CALL (when class is entering ring). The gate will close two (2) minutes after the first horse in the class enters the ring. When the first entry enters the ring, say “You are being judged. There are __ entries in this class.” FIRST CALL for the next class is made when gate is closed for class in the ring. SECOND CALL is made immediately after REVERSE is called. FINAL CALL is made when the class in the ring is lined up. If entries are not in the Paddock soon after the second call, the Runner takes the missing numbers from the Paddock

Master to the Announcer who calls the missing numbers.

For classes that contain patterns: the Judge shall explain the patterns over the PA system so that everyone hears

the same instructions.

PLACING THE CLASSES: PLEASURE (Ring A): Instruct the Ribbon people to enter the ring through the Judges gate and position themselves in

front of the Grandstand. Announce results in first, second, third order, not eighth, seventh, sixth order. GYMKHANA (Ring B): For safety sake, ribbons can be handed out in the no-horse space by the paddock. Announce results in first, second, third order, not eighth, seventh, sixth order.

END OF THE DAY After the last run of the last class, thank the Judge for coming. As soon as the HIGH POINT SHEETS are completed and CHECKED, announce and give the High Point and Reserve

ribbons and trophies of the day.

Announcer for Gymkhana (Contest) Classes (Ring B) The Announcer calls the first three numbers from the list of entries (can be in reverse order, if desired) The first one is "in the ring," the second is "on deck," and the third is "in the hole". As the entries run their turns, the announcer keeps calling the next number on the list moving them into the three "positions.” The Announcer and his Helper watch the timer carefully and record the time of each run on the class sheet in the

appropriate column. The Announcer calls "the time on that run was ______". If there is "no time" or a penalty, it is called and recorded as such.

END OF THE DAY After the last run of the last class, thank the Judge for coming. As soon as the HIGH POINT SHEETS are completed and CONFIRMED, announce and give the High Point and

Reserve ribbons and trophies of the day.

Announcer Helper Runs errands for the Announcers and helps watch the Gymkhana timer and record times accurately.

Ringmaster (16 or older; adult preferred) Confers with Judge and Announcer about gait signals; how to work Command Class, is prepared to catch loose horses, retrieve hats, directs exhibitors to keep the IN gate clear during entry, follows Judge’s directions.

Paddock Master and Tack Checker (can be one - but better if two - people) Report for duty 30-45 minutes prior to show. Check the back numbers of the exhibitors who report to the paddock against the paddock sheets provided by the Entry

Booth. Notify the Announcer (send a runner) of which exhibitor numbers have not checked in for the class. Check tack for safety and correctness (are bits in right-side up, leathers not cracked, etc.). Check attire for safety and correctness. If helmet is too big or small, loose or tight, etc., DO NOT adjust the helmet. Call

the PARENT to adjust it. If you find a tack or attire problem, inform the Parent and the Steward immediately. The exhibitor is not permitted to

enter the ring until the issue is resolved. On FUN DAY at Randolph Fair, NO CHAINS ARE PERMITTED OVER OR UNDER THE NOSE OF ANY ANIMAL

Runners run errands between the Paddock Master, Announcer, and Entry Booth. For example: If entries are not in the Paddock when needed, the Runner takes the missing numbers from the Paddock Master to the Announcer who calls the missing numbers.

IN Gate person opens and closes the IN Gate for the entries. If you notice worn, broken, or improper tack or clothing, do not open the gate until the Steward has given the OK.

Announcers are not to bring in the next class while the first is still in the ring. Time is not more important than safety. (3/06)

OUT Gate Adult who opens and closes the OUT Gate for the entries. This person may have to be prepared to stop an unruly animal from bursting through the gate. In GYMKHANA CLASSES, do not open the gate until the animal has stopped or turned away from the gate.

Ribbon/Trophy People: All Ribbon presenters must wear appropriate attire, including hard-soled shoes or boots. All Ribbon presenters should be at least 12 years old; youth under 8 must be accompanied (11/15). Ribbon people can be the Royals or Candidates (wearing sashes), dressed appropriately, including footwear, who present the ribbons and trophies to the winning entries. Present ribbons for Ring A classes in front of the grandstand by bringing them through the Judge’s gate by the Announcer’s Booth.

END OF DAY Cleanup Crew picks up trash around the bleachers, refreshment booth, Entry booth, the paddocks, and cleans manure

from the paddocks during and after the show. Ring Crew puts away all equipment, obstacles, tools, timers, etc. that will not be used again this day. Show Chairman Fills out the Judge’s Evaluation form with help of Steward, Ringmaster, Show Committee. Collects all paperwork from today’s show and delivers it to Ruth Studer. Class Entry Sheets, Individual Class Sheets, Announcer’s Sheets, Judge's Comment Sheet and Evaluation form from

Judge (both filled out), Sheets of First and Second Place winners (Newspaper Sheets), any class entry fees collected. !!DO NOT DISCARD ANY PAPERWORK!!

Confirms that the Clean up crew has picked up trash and cleaned the paddocks of manure Confirms that the Ring Crew has put away anything that will not be used again this day. The trophies are not rotating trophies; they will be presented for the recipient to keep. The Horse Committee will purchase the trophies but will accept financial support toward the cost, if offered.

members, and parents, and grandparents of current Portage County 4-H horse members. 171. Advisors and Alumni must sign Waiver of Liability forms. 172. All proceeds from the Alumni-Advisor classes go into the Horse Alumni Scholarship fund (2010). 173. On Advisor & Alumni day, the Advisor/Alumni may ride one animal in the Advisor/Alumni classes but may "warm

up" no more than one hour prior to the first class. 174. At Randolph Fair any animal already on exhibit may be shown. 175. GENERATION GAP PLEASURE A parent, alumni, or advisor partners with a 4-Her who is at least 10 years

THE DRIVING SHOW AT PORTAGE COUNTY RANDOLPH FAIR 178. Safety is always first. 179. Per the State of Ohio, currently-approved, properly fitted ASTM/SEI safety headgear, with the chin harness

securely fastened at all times, is mandatory for mounted 4-H members. See State Rule book. 180. Proper attire is required in all driving classes. See State Rule Book for details. 181. Adult headers are recommended 182. Each exhibiter will be permitted to have one other 4-H member or an adult as groom and the groom will be

permitted in all driving classes. 183. The Show Committee MUST divide the entries into "narrow" "medium" and "wide" wheelbase divisions and adjust

the spacing within the obstacles to accommodate these divisions. Widths for obstacles are to be at least 20" wider than the widest wheelbase per division.

184. A course diagram and applicable time allowed must meet the judge's approval and be posted at least one hour before the start of the class.

185. A practice obstacle must be provided for use in a specified area. Times for the use of this area may be controlled by the show committee.

186. Light driving classes call for changes of gait as “walk,” “park gait,” and “road gait.” 187. Draft classes call changes of gait as “walk” and “trot.” 188. Reinsmanship classes are called as “walk” and “trot.” 189. Lineup must be side to side, not head to tail. 190. Obstacle classes are driven at the trot but there will be no penalty for walking. 191. A 20 second penalty per obstacle will result from: dismounting of either driver or groom; taking of reins by groom; knocking down, dislodging, running over, or refusal at any obstacle, including start and finish markers. 192. Elimination from an obstacle class will result for: cantering 3 steps or more; breaking of harness or vehicle; failure

to cross the starting line within one minute after the signal to proceed is given; refusal of three (3) obstacles. 193. A driver may not compete more than once in the same obstacle class or in classes which use the same course. 194. A horse may not be entered more than once in the same obstacle class or classes which use the same course. 195. Ties for first place must be broken by a drive-off. Ties for lower placings may be broken by coin-flip UPON

AGREEMENT of the tied parties. 196. A member who has both a riding project animal and a driving project animal at Randolph Fair may use the driving

project animal in Open Ground classes as long as they do not take their riding project animal in the same class. A 4-H member may enter any class only one time.

197. RIDE AND DRIVE - The exhibitor rides (mounted) for half the class and drives for half the class. The same

horse must be shown by the same person in both sections. Up to 2 grooms or attendants may assist with un-saddling and harnessing. Additional attendants may help with vehicles. Removing the bridle while a horse is hitched to a vehicle calls for instant elimination. A single horse is to be shown (A) under saddle both ways of the arena at a walk and trot; to stand quietly, and to rein back; (B) in harness to a suitable pleasure vehicle, both ways of the arena at a walk, park gait, and road gait; to stand quietly, and to rein back. Judged 50% on performance, manners, way of going under saddle, and 50% on performance, manners, way of going, and suitability in harness.

198. DOUBLE JEOPARDY (AND GENERATION GAP DOUBLE JEOPARDY): Two drivers, one run per project animal. Two ribbons awarded; points awarded to project member. Driven over a prescribed course of 8-10 obstacles (number can be adjusted to accommodate the driving area), at the trot with no penalty for walking. Faults are scored as penalty seconds added to the times. 20-second penalties apply for either driver or groom exiting the vehicle inappropriately, or for the groom taking the reins out of turn. The first driver proceeds through

the course to the designated finish line. At the end of the first drive, the vehicle comes to a complete stop. The timer is paused. Switching drivers safely: The DRIVER retains control of the reins. The GROOM exits the vehicle and heads the equine while the DRIVER slides over on the seat into the GROOM position. The GROOM takes the DRIVER seat position and the reins are passed to him/her. The new DRIVER signals the timer when he/she is ready. As the equine moves forward, the timing resumes. Places are determined on a low total time basis.

199. GAMBLERS CHOICE Driven over a course of unnumbered obstacles, each carrying a specific point value at the trot with no penalty for walking. Each driver has the same amount of time (no more than 2 minutes), announced at the beginning of the class, to negotiate as many obstacles as possible. Each obstacle is assigned a point value according to its degree of difficulty and each driver tries to amass as high a score as possible within the time allowed. After crossing the starting line, the driver may drive through the obstacles, in any order, from any direction. Each obstacle may be driven twice but not in succession. If driven a third time, no further points will be awarded. No obstacle may be re-driven once it has been disturbed (exception: obstacles which are designed to be knocked down). A 20 second penalty applies per move, knock-down, or running over an obstacle. 20-second penalties apply for either driver or groom exiting the vehicle inappropriately, or for the groom taking the reins out of turn.

No points will be awarded for an incorrectly completed obstacle. If the obstacle is incorrectly driven, but not disturbed, it may be attempted again. In this class the circling rule does not apply. If a horse should refuse or run out at an obstacle without disturbing it, the driver may elect not to attempt it and may drive to another obstacle without penalty. The refused obstacle may be attempted later and, if correctly driven, the appropriate points will be recorded. A signal will sound at the end of the allowed time and the driver must stop. If the signal sounds when the competitor is committed to an obstacle but it is not completed, no points will be awarded. If the obstacle is completed, the appropriate points are awarded. Placings are determined on a high score basis. If a tie occurs, the winner is determined by the number of higher point obstacles completed.

200. GROUND DRIVING: The driver is on foot and, for safety, will maintain an appropriate distance from the horses' rear legs at all times. Tack can be driving harness or a halter, leather hackamore, or open bridle with snaffle bit. The driving lines will pass through either a surcingle or through stirrups properly positioned and secured. Lines may be leather, rope, or web without chains. Proper driving attire is required. Class routine will be determined by the Show Committee and may include walk, trot, rein back, and, possibly, a pattern. Scoring is based on the following: safety during the class (20 points); control, smoothness of handling, and ability to negotiate the course (80 points). Points are divided equally among different maneuvers required for the pattern.

201. DRIVING REINSMANSHIP A driving class in which entries are judged primarily on the ability and skill of the driver. To be shown both ways of the arena at a walk, slow trot, and working trot. Drivers required to rein back. All entries chosen for a workout may be worked both ways of the arena at any gait requested by the judge and may be asked to execute a figure eight and/or perform other appropriate tests. Judged 75% on handling of reins and whip, control, posture, and overall appearance of driver; 25% on condition of harness and vehicle, and neatness of attire.

The Contest Classic Show Committee will announce the participants based on: 1. the top 4 places from each qualifying class; the qualifying classes that have been split for the Advanced

day show, will be combined and sorted by the top four run times per qualifying class (not split) to determine who does or does not qualify for Contest Classic. (1/2017)

2. last-year-in-4-H status of members who wish to participate but have not qualified by placing; and 3. when a rider double qualifies, the committee will bump down to 6th place in that class to promote equal

representation from each class.

On Thursday before representation is determined, last-year junior fair horse advanced members may pre-register to fill possible openings on a first-come, first-serve basis.

A list of those who qualified will be posted at the entry booth.

A designated holding area will be set aside during the competition for grooms and Exhibitors.

Exhibitors will have a minimum of 1 hour after the daily show ends to prepare for Contest Classic.

Judges will place each class one through ten. Ten place ribbons will be awarded.

Places will count as follows: 1st = 10 pts; 2nd = 9 pts; 3rd = 8 pts, etc.

The order of go will be determined by drawing numbers for each class.

There will be 10 minutes between each event for tack changes.

ONLY ADVANCED junior fair horse Exhibitors may enter.

If an Exhibitor qualifies for both VERSATILITY and the CONTEST CLASSIC, he/she must choose one; he/she may not compete in both.

The horse used in the Contest Classic MUST be the same horse on which you qualify. If that horse is sick or injured, the Rules Committee will determine if another horse may be substituted.

Proper attire is required for each of the classes.

Exhibitors will have a minimum of 1 hour after the daily show ends to prepare for Contest Classic.

Each Exhibitor may have up to 2 grooms to assist him/her in the class, with 1 groom attending tack at all times. It is strongly suggested that only junior fair horse 4-H members assist in the Contest Classic.

Approach the Steward if you have any problem with lost, missing, damaged, or unsafe equipment or tack.

Exhibitors must be completely tacked up and in Ring A by the end of the 10 minutes.

Exhibitors who have no tack changes may enter and begin riding in Ring A at any time.

Once an Exhibitor enters Ring A, he/she may not exit until called to run.

Exhibitors may exit Ring A and go to Ring B when called "in the hole."

VERSATILITY CLASS PORTAGE COUNTY RANDOLPH FAIR

Rules Combined from the Ohio Uniform Rules for Horse Shows and the Portage County Horse 4-H Rules

Remember the 4-H motto: “TO MAKE THE BEST BETTER.” Versatility is for FUN.

This competition is designed to motivate riders to broaden their horse-mastership. It creates the opportunity for riders to develop new skills and further train their horses. It is especially recommended for advanced riders.

Show Committee Responsibilities

Show Committee includes: 1 Steward, 1 Announcer, 1 Paddock person, 3-6 Tack monitors, 1 Timer, 2-3 Tabulators, and others as needed.

The Versatility Committee will announce the participants based on: 1. the top 3 places from each qualifying class; 2. last-year-in-4-H status of members who wish to participate but have not qualified by placing; and 3. when a rider double qualifies, the committee will bump down to 6th place in that class to promote equal

representation of each seat, up to 26 maximum class size. 4. If a non-riding project animal places in Showmanship, thereby qualifying for Versatility, the other qualifying

Showmanship class entries move up.

On Thursday and Friday, before representation is determined, 4-Hers who did not qualify BUT WHO ARE IN THEIR LAST ELIGIBLE YEAR OF 4-H and who are ADVANCED riders, may pre-register to fill possible openings, on a first-come, first-served basis, up to 26 entries. To be considered for these spaces, the member must sign up at the Entry Booth during the day before Versatility begins. People from this list should be contacted in time for them to prepare for Versatility.

A list of those who qualified will be posted at the entry booth after the Advanced Show. A holding area will be set aside during the competition for the entrants, their tack, and the grooms. Entrants will have one hour prior to the start of the competition to prepare.

Judges will place each class one through ten. Ten places are awarded. Places count as follows: 1st=10 pts; 2nd= 9 pts; 3rd=8 pts, 4th=7 pts, 5th=6 pts, 6th=5 pts, etc. Points for all four classes are totaled to determine the winner and subsequent placings. In the event of a tie, the exhibitor with the highest horsemanship or equitation score will be the winner.

There will be a 10-minute break between each event for tack changes. During the 10 minute break, the Announcer will count down the time: 10 minutes, 5 minutes, 3 minutes, 2 minutes, 1

minute, Time, and may remind the participants of the appropriate appointments and equipment, using the State Rule Book.

The Steward should be in the ring during the 10-minute break to answer participants' questions and excuse them to go to the restrooms.

No extra items may be brought to the ring from a restroom break. Everything needed for the class must be brought at the beginning of the class.

The Participant must complete all tack and appointment changes be mounted within the 10-minute break between events.

Riders mounted before the end of the 10 minute break may WALK their horses until the announcer dismisses the grooms from the ring and announces the beginning of the 2 minute warm-up period. Riders may only WALK while grooms are in the ring.

There will be a 2-minute riding warm-up provided for the entries, during which time entries should correct any further tack problems. Any safety issues should be directed to the Ring Steward.

Safety is of the utmost importance and entries need not be afraid to address any issue!

Questions from spectators must be addressed politely to the Paddock person who will contact the Steward for discussion and/or clarification.

Spectators speaking directly to a contestant will disqualify the contestant.

Participant Requirements

If a 4-Her qualifies for, but chooses not to participate in Versatility he should inform the show committee immediately. This class is limited to Advanced Riders who qualify on their Randolph Fair show day with a 1st, 2nd, or 3rd place in

one of the qualifying classes: Showmanship (2 age divisions), English Equitation, Horse or Pony (2 age divisions), Horsemanship, Horse or Pony (2 age divisions), and Cloverleaf Barrels.

Each rider must show in all four events and must use the same horse in each event. Proper attire is required for each of the classes. Tack for SHOWMANSHIP: An exhibitor who shows Hunt Seat may choose to show Showmanship using a leather

halter and lead in place of a bridle, except in a PAS (State Fair Selection) show (11/09). The horse used in Versatility class MUST be the same horse on which you qualify. If that horse is sick or injured, the

Rules Committee will determine if you may substitute another horse. Each rider may have up to 2 grooms to assist him in the class. It is recommended that grooms be 4-Hers. One groom

shall be in attendance of the tack at all times. GROOMS may not converse with participants while class is in progress (3/05). A holding area will be set aside during the competition for the entrants, their tack, and the grooms. Entrants will have one hour prior to the start of the competition to prepare. There will be a 10 minute break between each event for tack changes. During the 10-minute break, the Announcer will count down the time: 10 minutes, 5 minutes, 3 minutes, 2 minutes, 1

minute, Time, and may remind the participants of the appropriate appointments and equipment, using the State Rule Book.

The Participant must complete all tack and appointment changes be mounted within the 10-minute break between events.

General Rules for Gymkhana Classes

(Cloverleaf Barrels) Participants must use western-type equipment. See Ohio Uniform Rules for Horse Shows for legal bit and tack

information. Clothing requirements are the same as for Western Horsemanship. All exhibitors must wear currently-approved, properly fitted ASTM/SEI safety headgear with the chin harness securely

fastened at all times while riding. See Ohio Uniform Rules for Horse Shows for approved safety headgear guidelines.

The Judge must check all contest tack before the Participant enters the ring. There is a five-second penalty if the safety headgear falls to the arena floor while the rider is in the arena. Each rider must work individually throughout the course. Once across the starting line, broken equipment is not a reason for a rerun. The judge may require alternation or removal of equipment the judge regards as too severe. Abuse as, determined by the judge, causes disqualification. Any rider who doesn't meet these requirements will be disqualified as per 4-H rules.

202. *Gymkhana Classes are timed classes, also known as contest classes 203. General Gymkhana Rules: see State Rule Book. 204. For WALK-TROT classes, use half the ring when appropriate; that is, put the barrel or pail in the middle of the

ring. For Ball in the Barrel, Grocery Race, Dash for Cash, Treat on a Pail, etc. so the show moves more quickly. 205. If a walk-trot exhibitor breaks into a canter more than one time or for more than three strides while showing in a

gymkhana walk-trot class, the exhibitor will be disqualified. 206. A FALL is when either the horse's shoulder touches the ground or the rider accidentally touches the ground

beginning with the closing of the gate until the judging card leaves the judge's hand. 207. In classes that require two contestants as partners, both contestants must enter the class but are limited to

competing only one time. Ribbons for these classes will be awarded as noted in the descriptions below. (4/11) 208. Walk-trot and Novice riders will not be asked to drop stirrups in any class. 209. For safety sake, if footing in the contest ring becomes too rough, the Show Committee shall rake when and where

necessary.

210. CLOVERLEAF BARRELS A timed event. See State Rules except the barrels will be placed not less than 20' from the rail; use PATTERN B out of the State Rule Book. For safety reasons, the sand around the barrels should be raked after every 5 runs. (Property Committee should provide rakes).

211. DASH FOR CASH A timed event. Show Committee provides: Slips of paper the size of a dollar bill, barrel, starting cones. Starting cones are placed about 20' feet from the fence at the gate end of the ring. A barrel holding a piece of paper, representing a dollar bill, is placed about 20' feet from the fence at the other end of the ring. For WALK-TROT CLASSES ONLY: Place the barrel about the middle of the ring. The competitor enters the ring at a walk, and when ready rides between the starting cones to the far end of the ring. He/she must pass between the barrel and the fence, pick up the cash and ride back between the starting cones.

212. DOWN AND BACK Equipment: Barrel, set 20' off the fence at far end of the ring. Horse crosses starting line, runs around the barrel, runs back to the finish line. A knock-down during the run incurs a 5 second penalty. Off course is eliminated. For WALK-TROT CLASSES ONLY: Place the barrel about the middle of the ring.

213. FLAG RACE A timed event. Show Committee provides: Flag, 2 barrels, 2 buckets half-full of sand, marker cone, timing cones. Place two barrels and a marker cone in the ring. The right and left barrels are against the fence and each holds a bucket half-full of sand. The marker cone is placed a reasonable distance from the rail at the end of the ring opposite the gates. The starting line is marked by rubber cones placed about 20' from the gate end of the ring. The rider must cross the starting line outside the cones, race to the first barrel and grab the flag. He must pass between the marker cone and the fence, go on to the next barrel where he plants the flag stick into the bucket of sand, and cross the finish line. Missing the flag, dropping the flag, the flag bouncing out of the second bucket, missing the second bucket, or the horse going off course disqualifies the ride. Moving the marker cone exacts a 5 second penalty.

214. GOLF BALL IN THE BARREL A timed event. Show Committee provides: a golf ball, (11/09), barrel, timing cones. Starting cones are placed not less than 20' feet from the fence at the gate end of the ring. For WALK-TROT CLASSES ONLY: Place the barrel about the middle of the ring. For OTHER LEVELS: A barrel is placed about 20' feet from the fence at the far end of the ring. The competitor enters the ring at a walk, and when ready rides between the starting cones to the barrel. He/she must pass between the barrel and the fence, put the GOLF ball into the barrel, where it must remain (bouncing out disqualifies the run), and rides back between the starting cones. Knocking over the barrel disqualifies the run.

215. GROCERY RACE A timed event. Show Committee provides: NUMEROUS DIFFERENT PIECES OF PLASTIC FRUIT IN A CONTAINER, barrel, starting cones. Starting cones are placed about 20' feet from the fence at the gate end of the ring A barrel, holding the container of fruit, is placed about 20' feet from the fence at the other end of the ring. For WALK-TROT CLASSES ONLY: Place the barrel about the middle of the ring. The competitor enters the ring at a walk, IS TOLD WHICH KIND OF FRUIT TO LOOK FOR, and when ready rides between the starting cones to the far end of the ring. He/she must pass between the barrel and the fence, STOP AND FIND

THE RIGHT FRUIT, SHOW IT TO THE RINGMASTER, REPLACE IT IN THE CONTAINER, and ride back between the starting cones (dismounting is permitted but not required as long as the rider uses a halter over or under the bridle and a 6' lead (no chains over or under the nose). Dumping or spilling the fruit container to find the fruit or knocking over the barrel disqualifies the run.

216. KEYHOLE RACE (NEW State class in 2012) Starting from the timing line, measure 126 feet toward the far end and set one pole, centered in the ring. Set two poles, 8 feet apart, 10 feet from the center pole toward the timing line, forming an 8x10’ triangle. Rider runs between the two poles, either direction around the center pole, and returns between the two poles. Knockdowns or off course are disqualifications.

217. POLE BENDING A timed event. See State Rules.

218. RIDE AND RUN A timed event. Show Committee provides: Timing cones, marker cones. RIDER SHOULD PROVIDE a halter under the bridle and a 6' lead; no chains permitted over or under the nose). Timing cones are placed about 20' from the gate end of the ring. A marker cone is placed at the opposite end of the ring, a reasonable distance from the rail. For WALK-TROT CLASSES ONLY: Place the cone about the middle of the ring. The mounted competitor enters the ring and rides to the far end of the ring. He/she dismounts behind the marker and, leading the mount, runs back between the timing cones.

219. STAKES RACE (NEW State class in 2012). Starting from the timing line, measure 21 feet and set one pole, centered in the ring. From this pole, measure 84 feet and set a second pole, centered in the ring. Rider starts by running straight down the outside of the two poles, on his choice of side. At the far pole, he rides a figure 8 around both poles and finishes by running straight back on the outside of the two poles, on the opposite side of the starting side. Knockdowns or off course are disqualifications.

220. TIMED OBSTACLE COURSE A timed event, not to jump. Exhibitors use proper attire for your seat and any style of riding equipment (English or Western). Show Committee provides: 4 to 6 obstacles set up similar to a Trail course, such as a series of cones or poles, go between or around hay bales or barrels, ground rails, move object from place to place, bridge (must be negotiated at the walk), turn around in box, do figure eight, etc. The entry who completes the course in the least amount of time is the winner. Each knockdown costs a 5 second penalty. Failure to negotiate the obstacle in the designated gait will result in disqualification.

221. TREAT-ON-A-PAIL A timed event (1 minute limit). Show Committee provides: An apple (quartered for safety sake and so it doesn’t roll off), a 5-gal bucket, ring master. One treat at a time is placed on the upside down bucket. For WALK-TROT CLASSES ONLY: Place the bucket about the middle of the ring. The participant trots or canters (can run at any speed, depending on the level or age of riders) to the bucket. The rider may NOT dismount. As soon as the animal eats the treat off the bucket, they run back across the finish line. OR, At the end of one minute, the ring master dismisses the rider and they run back across the finish line.

PLEASURE CLASSES USED AT RANDOLPH FAIR

222. At the Portage County Randolph Fair, "OPEN" means any age horse and any riding level of 4-H member.

223. For Walk-Trot classes: in the interest of time, use half of the ring when appropriate. That is, Golf Ball in the Barrel, Grocery Race, Dash for Cash, Treat on a Pail, etc.

224. COMMAND CLASS This class is to be judged on the ability of the rider and his mount to attain various announced gaits (commands) in a specific number of steps (determined by the judge) or be eliminated from competition and asked to move to the center of the ring. All seats may participate in this class. Commands can be given in any order or series of orders; examples of commands: walk, trot, extended trot, canter, hand gallop (when 10 horses are left), back, halt, reverse (used alone means reverse and stop); reverse may be followed by another command: reverse and walk, reverse and trot, etc. As contestants are eliminated they are to line up in order (beginning at the opposite end from the gate) for purposes of placing.

225. COSTUME CLASS: ALL MOUNTED 4-H MEMBERS ARE REQUIRED TO BE IN FULL TACK AND TO WEAR

PROPERLY FITTED , CURRENTLY-APPROVED, ASTM/SEI HEADGEAR.This class is judged according to the classes offered on the entry sheet and at the judge's discretion. Each contestant or group entry shall be limited to one number. One trophy and one set of ribbons awarded to entry. The contestant who signs up for the class is

the only one charged with the class. Extra participants must be 4-H members, advisor, or adult for the classes held at the Randolph Fair. The class shall be judged at a walk only.

226. GENERATION GAP SHOWMANSHIP A parent, alumni, or advisor partners with a 4-Her who is at least 10 years younger. Each team member does half the pattern which will be posted.

227. GENERATION GAP PLEASURE A parent, alumni, or advisor partners with a 4-Her who is at least 10 years younger. Each team member rides (works) one way of the ring.

228. GOLF BALL AND SPOON (BAREBACK NOT PERMITTED (11/15) Show Committee provides: Enough golf balls for each participant, identical metal spoons with a marker of tape on the handle, behind which the fingers must remain. The hand holding the spoon must be extended from the body and in clear view at all times. Gaits must be taken immediately, or as directed by the judge, or rider will be eliminated. Riders who lose the golf ball move to the center of the ring, using caution. The judge may ask for various feats.

229. RANCH PLEASURE (new in 2015). See State Rule Book. Portage County exhibitors must choose EITHER Ranch Pleasure or Western Pleasure at the Randolph Fair.

230. ROAD HACK Judged on performance, manners, and condition of the horse. The class must work both ways of the ring at a flat-footed walk, normal trot, extended trot, easy canter and controlled hand gallop. Light contact with the horse's mouth shall be maintained. Excessive speed shall be penalized. No more than 10 horses will be galloped at a time. Tack, clothing, and equipment same as pleasure classes. Classes may be divided between horses and ponies or Western and English.

231. TRAIL - see State Rule Book.

232. TRAIL IN HAND: Horse is shown in halter with appropriate lead. Halters with bits and/or with a chain on the lead are permitted. Long tails may be tied up. Exhibitor is on foot and walks BESIDE the obstacle leading the animal OVER the obstacle, being careful the animal does not jump or step on the exhibitor. Handler may be requested to lead from either side. Horse may not be touched by the handler unless the judge or course designer instructs so or if a sidepass is required. Handler must maneuver horse using leadline of halter only; whips or crops are not permitted. Exhibitors and animals must walk or trot; loping/cantering and jumping are not permitted. Obstacles suggested in state rule book (obstacles marked * are for advanced classes): Four poles on ground; carry an object; 360 turn in box; open & close a gate; mailbox; put on/take off a raincoat*; ground tie & walk around; bridge; sidepass*; back through an obstacle; walk a narrow passage between hay bales, etc. Obstacles permitted in addition to state rule book: 3-5 cone serpentine; load into trailer or chute*; 360 turn on the fore or hind*; brush the horse’s tail; walk over tarp*; lay a saddle pad, blanket, or sheet over horses’ back*; go through the motions of measuring the horse’s height at the back with a measuring stick*. Baiting to encourage an animal to perform an obstacle is not permitted and will result in disqualification. A third refusal means go on to the next obstacle. Note the differences in the penalty section of the state rule book between “zero score” and disqualifications.

SUPPLEMENT TO PORTAGE COUNTY HORSE 4-H RULES

GYMKHANA* CLASSES NOT USED AT RANDOLPH FAIR BUT AVAILABLE FOR CLUB SHOWS

234. CARRY THE MAIL A timed event. (MAY BE RUN AT THE TROT FOR WALK-TROT). Show Committee provides: Saddle bags or burlap bag (may contain something or not), 2 barrels or 4 bales (2 per side, stacked) of hay, marker cone. This event is set up and run in the same manner as flag race. A set of saddle bags (or sack) is placed on the left or right barrel or bales (at the rider's discretion), the rider proceeds to the first barrel or bales and without stopping (maintaining forward motion), picks up the mail, races around the marker cone and then places the mail on the opposite barrel or bales. The bag must remain on the barrel or bales or the rider is disqualified.

235. KEYHOLE RACE (OLD) A timed event. (see last page for diagram). Show Committee provides: 3 Spotters, lime. 3 spotters, evenly spaced along the 40' lane, are required (two on one side of the lane and one on the other). The starting line is marked about 20' into the arena. The course is marked, using lime, in a keyhole pattern: a lane 40' long and 4' wide is marked down the center of the arena. The lane ends in a 20' diameter circle. The rider enters the ring and comes to a full stop behind the starting line. At a signal (or the rider's discretion) the rider enters the lane, passing the start/finish judge, and races to the circle where he turns WITHIN the circle and races back across the finish line. Leaving the course or touching any part of the lane or circle results in disqualification.

236. PONY EXPRESS A timed event. Riders enter in pairs. Show Committee provides: Saddle bags or suitable substitute, marker cone. Second rider on horse positions him/herself behind the marker cone at far end of ring. First rider on horse races to meet second rider. The saddle bag is passed from the first rider to the second, behind the marker cone, and the second rider races to the finish line. Dropping the bag results in disqualification. TWO RIBBONS AWARDED.

237. SPEED AND ACTION Equipment: Two cones set 20 feet off the rail, four feet apart. _____rail____ Horse crosses starting line, runs to the end of the ring, between cones, turns and | ^ runs back to the finish line. Any knock-down of cones during the run incurs a 5 | 20' second penalty, per cone. Off course is eliminated. | v cones 4' apart, ----> X X measured at base 238. SPEED AND CONTROL A timed event. See State Rules. 239. STAKE BENDS A timed event. Show Committee provides: 5 marker cones, timing cones. Five rubber cones shall

Entries must bend both ways of the course through the five cones. The mount must canter at all times or be eliminated. 240. FANNY RACE : Riding bareback is not allowed (on Randolph Fairgrounds) (11/15).

241. OPEN LONGE LINE: see State Rule Book. At the Randolph Fair, "OPEN" means any age horse and any riding level 4-H member. (deleted 11/15 due to lack of knowledge and participation)

242. PARTNER PICKUP (DRIVING). A timed event. CLASS SETUP: 2 starting cones are placed 40 feet in from the north rail and 20 feet in from the east and west rails. A person with a stop watch and the starting cones are at the north end of the ring in line with the starting cones. A marker cone is centered 20 feet in from the rail on the south end of the ring. PATTERN: Keeping to the rail, the entry drives to the marker cone and STOPS. A HANDLER IS PERMITTED TO HOLD THE ANIMAL AT THE MARKER CONE BUT ONLY WHILE THE PARTNER ENTERS THE VEHICLE. Partner enters vehicle SAFELY and the driver, keeping to the rail, continues the pattern to the finish line. Entry is penalized 10 seconds for not STOPPING when picking up partner. Disqualification results if the partner is not in the vehicle when crossing the finish line. ONE RIBBON AWARDED TO DRIVER (3/02).

EASY GAITED HORSES RULES Added 1-19-16

At the Randolph Fair, Easy Gaited horses can show on

Tuesday in the open ground classes, trail classes, or driving classes, on

Thursday evening during the Easy Gaited Show, and Sunday, Fun Day. If the rider of an Easy Gaited horse chooses he may show in gymkhana classes on his appropriate show day. If the rider chooses to show in gymkhana classes on another day he can not show in the Easy Gaited show. Easy Gaited horses can not show in pleasure classes on any other day. Gaits are Show Walk and Show Gait. No canter. If an Easy Gaited exhibitor breaks into a canter more than one time or for more than three strides while showing in a gymkhana Easy Gaited class, the exhibitor will be disqualified Easy-gaited Showmanship rules: see Uniform Rules, pg. 14 Part B
