Political level

• "Indo-European R&I Partnership" launched in 2012 between India, the EU (COM) and EU member states

• 3 (5) priorities: health, water, energy(+ ICT, bio-economy)

• GSO: Group of Senior Officials• 3 Thematic Working Groups on health,

water, energy identification of joint priorities (2014)

• Time for implementation !



Various opportunitiesfor R&I collaboration

• Within the EU R&I Framework Programme (Horizon 2020 – 2014-2020): collaborative projects, mobility fellowships, etc.

• Bilateral collaboration between India and specific EU member states

• Multilateral collaboration platforms:JPIs and ERA-Nets (see next slides)



Collaborative projects under Horizon 2020

• Huge programme (80 bn €), covering many fields including "Secure, clean and efficient energy" (and also the bio- based economy, etc.)

• No automatic funding for Indian participants matching funding for them from India ?

• "Work Programme" for 2 years (2014-15; 2016-17; etc.); draft outline for 2016-17 already communicated to MNRE for feedback



JPIs

"Joint Programming Initiatives"• Transnational public-public partnerships• EU Member States' initiatives, facilitated

by the European Commission (but outside Horizon 2020)

• Address major societal challenges by developing joint Strategic Research Agendas and programmes

• Can be implemented by various mechanisms,including ERA-Nets



ERA-Nets

• (ERA = European Research Area)• Transnational public-public partnerships

between national R&D funding bodies (European or not)

• ERA-Net = FP instrument (Horizon 2020)• To address a specific research area through

joint calls for proposals ( collaborative projects)

• The European Commission fundscoordination and management costs,and in some cases 33 % of projects costs



Example: OCEANERA-NET

• "Ocean Energy European Research Area Network" (ERA-NET under FP7): network of 16 R&D funding organisations from 9 EU countries.

• The objective of OCEANERA-NET is to coordinate research funding programmes between European countries to support research in the ocean energy sector – including the generation of renewable electricity from wave and tidal energy, salinity gradient and ocean thermal energy conversion.



Example: SOLAR ERA-Net

• ERA-Net under FP7 (2012-2016);20 partners, including Turkey and Switzerland

• Network of national/regional funding organisations

• Focus on solar electricity: Photovoltaics, Solar Thermal Electricity and Concentrating Solar Power.

• Objective: undertake joint strategic planning of research activities in the area of solar electricity generation, and implement them through joint transnational calls for proposals for collaborative projects.



Example: Inno-Indigo

• A geographical (not thematic) ERA-Net under FP7, involving India + many EU funding agencies

• Variable geometry (different agencies) according to the themataic focus of each call for proposals

• Themes of past calls: "Clean water and health"; "Chronic non-communicable diseases"; etc.

• Future call to be published on bio-energy• Next meeting of "Platform of Funders" in June

in Finland
