A.Historical BackgroundInternal Affairs Service was created pursuant to the provisions

of Title V, Republic Act 8551, otherwise known as the Philippine National Police Reform and Reorganization Act 1998 approved on February 25, 1998. This is based on the study by Congress that the most effective and successful mechanism in disciplining of police officers used in other countries is the creation of a police within the police.

On May 7, 1999, President Joseph Estrada issued Executive Order NO. 101 entitled “ Providing for the Immediate Organization and Operationalization of the Interim Internal Affairs Service of the Philippine National Police.” Executive Order No. 101 provided for the immediate organization and operationalization of an Interim IAS pending the approval of its manning and staffing pattern. It empowered IAS to inquire into the state of discipline, efficiency, economy, training, morale and readiness of the PNP.

B. IAS Mission Statement   

To secure for the nation the evolvement of a well-disciplined, effective, efficient and service-oriented Philippine National Police.

C. IAS Vision Statement

We envision the Internal Affairs Service (IAS) to be truly independent and impartial body, manned by God-Centered and Professional Personnel, with the end in view of sustaining PNP professionalism by instilling police discipline, enhancing delivery of police services and dispensing justice for the people to whom the Philippine National Police is mandated to serve and to protect

Powers and FunctionsThe Internal Affairs Service (IAS), although a part of the PNP has the

attribute of an independent and autonomous unit which empowers it to act on matters within its jurisdiction without having to wait for instructions from the Chief, PNP. Pursuant to Section 39, Republic Act 8551, such powers are:

•Pro-actively conduct inspection and audit of PNP personnel and units;

•Investigate complaints and gather evidence in support of an open investigation;

•Conduct summary hearings on PNP members facing administrative charges;

•Submit a periodic report on the assessment, analysis and evaluation of the character and behavior of PNP personnel and units to the Chief, PNP and the Commission;

•File appropriate criminal cases against PNP members before the court as evidence warrants and assist in the prosecution of the case;

•Provide assistance to the Office of the Ombudsman in cases involving the personnel of the PNP.

The Internal Affairs Service (IAS) also conducts motu proprio, automatic investigation of the following cases:

a) Incidents where a police personnel discharges a firearm;b) Incidents where a death, serious physical injury or any violation of human rights occurred in the conduct of police operation;c) Incidents where evidence was compromised, tampered with, obliterated or lost while in the custody of police personnel;d) Incidents where a suspect in the custody of the police was seriously injured; ande) Incidents where the established rules of engagement have been violated.

Finally, the IAS shall provide documents or recommendations as regards to the promotion of the members of the PNP or the assignment of PNP personnel to any key position.

FUNCTIONAL CHARTPNP INTEGRITY DEVELOPMENT UNIT

CHIEF, IDU

1, Conduct continuing researches andstudies to identify the areas of policing orpolicing system that are susceptible tocorrupt unethical or unprofessionalbehavior.2- Develop and implement strategies andprograms to strengthen systems, improveethical and professional standards andreduce the level of vulnerability tocorruption or serious misconduct of PNPPersonnel.3. Conduct value development programsfor PNP personnel in order to stengthentheir commitrnent and promote the primacyof public interest in the performance oftheir duties.4. Undertake liaison work andcoordination of activities with theOmbudsman, lntegrity DevelopmentCommittee and other anti€raft agenciesand provide for a forum of dialogue anddetiberation of issues and concernsregarding grafi and coruption.5- Perform other lasks as directed by theChief, PNPor lG lAS.

1. Receive complaints/reports, inquire intothe same and conduct covert/overtinvestigation on violation of laws, rules andregulations committed by the PNP personnel-2. Coordinate with the lntelligence andlnvestigation Clivision. IAS forthe investigationon compliance by any persaa, any act o(omission of any PNP personnel when suchact or omission appears to be illegal, unjust,improper or unethical.3. Evaluate and iniiiate or recommend theprosecution or filing of appropriate chargesas well as monitor the civil, criminal, andadministrative cases of PNP personnel relativeto the violation of Republic Act Nos. 1379,301 9, 67 ! 3, 7080, 91 84, 9485, Revised PenalCode and other grafi laws.4. Perform other tasks as directed by theChief, PNP or lG, lAS.

1. Conduct periodic monitoring and assessmenton the impiementation of the PNP Code of Ethicsand Code or Frofessional Conduct and EthicalStandards.2. Monitor and review the systems andprocedures in the conduct of police operationsand make necessary recommendations to improvepolice service and to meet ccmmunity expectations.3. Examine police practices and procedures inthe conduct of investigation of erring PNPPersonnel.4. Prepare and submit pertinent reports to theChief, PNP(thru. lG IAS).

The Regional, lDUs shall perform the following functions within their area ofiurisdiction:1. lmplement strategies and programs to strengthen systems, improve ethicalandprofessional standardsandreduce the level ofvulnerabilitytocorruptionor serious misconduct of PNP Personnel;2. Conduct value development programs for PNP personnel in order tostengthen their commitment and promote the primacy of public interest in theperformance of their duties;3, Receive complaintslreports, inquire into the same and conduct coverUovertinvestigation on violation of laws, rules and reguletions committed by the PNPpersonnel;;4. Evaluate and initiate or recommend the prosecution or filing of appropriatecharges as well as monitor the civil, criminal, and administrative cases of pNPpersonnel relative to the violation of RepublicAct Nos. 6713, 3019, 1379 andother related laws;5- Conduct periodic monitoring and assessment on tlie implementation of thePNP Code of Ethics and Code or Professional Conduct and Ethical Standards;6. Assist in the review of systems and procedu!'es in the conduct of policeoperat[ons and make necessary recommendations. to improve police serviceand to meet community expectations; and ,,7. Perform other tasks as direcled by the Chief, PNP or lG, lAS.
