“Smart specialisation as a means to deliver a more targeted Structural Fund support and a strategic and integrated approach to harness the potential of smart growth and the
knowledge economy in all the regions”
EU Cohesion Policy 2014-2020“Regulation laying down common provision on the CSF Funds”Smart specialisation has been proposed as an ex-ante conditionality
This conditionality applies specifically for two of the 11 thematic objectives of the CSF Funds• strengthening research, technological development a nd innovation (R&I target), • enhancing access to and use of quality of ICT (ICT target).
Tools and Methods
• Methods and objectives for an efficient use of the European Funds 2014-2020presented by the Cohesion Policy Ministry
• Four Thematic Working Groups
1- Labour, Productive system Competitiveness, Innovation2 - Environnement valorisation and protection3 - Improvement in quality of life and social inclusion4 - Education training and skill
• National Agency for inward Investment and enterprises development - INVITALIA
Three Working Groups: Smart, Sustainable, Inclusive growthCoordinated by EU policy Unit of Piedmont Region
RIS3 Guide
Step 1 - Analysis of the regional context and potential for innovation
Step 2 - Governance: Ensuring participation and ownership
Step 3 - Elaboration of an overall vision for the future of the region
Step 4 - Identification of priorities
Step 5 - Definition of coherent policy mix, roadmaps and action plan
Step 6 - Integration of monitoring and evaluation mechanisms

Chemistry)
Policies tailored to the local context
- rejuvenating traditional sectors through higher val ue-added activities and new market niches;
- modernizing by adopting and disseminating new techn ologies;- diversifying technologically from existing speciali zations into related fields; - developing new economic activities through radical technological changes and
