BI LI RAN PROVINCE

Biliran province has a population of about 140,000 residingin 132 barangays in 8 municipalities. The Provincial Planningand Development Office has 8 staff and is handling severalprojects in coordination with the Provincial EngineeringOffice, which mainly handles procurement and constructionsupervision. Water supply has been a priority project in theprovince. To date, the target of establishing 77 BWSAs was

achieved and their training is completed. A total of 5,635households benefited from the completed facilities.

Barangay Lucson, NavalMunic ipa l i ty . This barangaydeveloped a spring source (2.7km away) and a distributionnetwork for about 100households, of which 46households installed individualhouse connections at their owncost. The BWSA President, aformer Overseas Filipino Worker,acts as caretaker of the system.The BWSA disinfects the twowater tanks every 3 months.BWSA holds a general assembly

annually in March and collectsP100 per year per householdduring the assembly.

Haguikh ican E lementary School . This school received 3toilet units, each one attached to an existing classroom. Thestudents kept the toilets clean. The school principal foundthat it is better to attach toilet to the classroom to minimizeclass disruption.

Publ i c To i le t , A lmer ia Munic ipa l i t y . A public toilet wasbuilt in the municipal hall complex. No user charge wascollected. The municipality operates and maintains it byassigning a caretaker.

SOUTHERN LEYTE PROVI NCE

Southern Leyte has a population of about 135,000 residingin 376 barangays in 18 municipalities and 1 city. Thegovernor prioritizes the Project and provides variousassistances for its implementation.

To date, 260 BWSAs were organized and 164 BASAs weretrained out of targeted 376 BWSAs. Generally, BWSAscollect P10 per month per household for a spring-basedwater supply system while BWSAs that runs deep or shallowwells collect fees only when needed. The Project was thefirst to introduce the BWSA concept in this province, wherethe government used to provide and maintain water supplyfacilities using its funds.

Barangay Pasay, Mass in C i ty .Barangay Pasay has a population

of 900 with 173 households. Adeep well located below theservice area was equipped withelectrical pump provided by theProject. The water was pumpedup to a storage tank on a hill andthen distributed to 173 houses bygravity. Of the 173 households,70 households have individualconnections and the rest usecommunal faucets.

 

The BWSA holds a general assembly quarterly. It collectsP100/mo-HH (per month per household) for those who haveindividual connections and P20-40/mo-HH for communalfaucet users depending on their household size.

The BWSA has monthly revenue of about P7,000 on theaverage that sufficiently covers the electrical cost of P3,000-4,000. The BWSA has found that the pumping cost could becheaper by buying electricity from the local electric companyrather than using the generator.

The BWSA well understands theimportance of cost recovery tosustain the facilities. The BWSA isplanning to install water metersfor individual connections.

Barangay L ibhu . The barangay'swater supply system wasrehabilitated and expanded underthe Project. Almost all population(about 1,800 people from 300households) of the barangaybenefited. Three sub-communitiesof the barangay have individual house connections and twoother sub-communities have communal faucets. Thebarangay's infrastructure committee chairperson worksvigorously for the project. The BWSA collects P5 per faucet.

Wate r A na l ys i s Labora to ry ,Maas in C i ty . A water analysislaboratory was built in theprovincial hospital complex.Before this laboratory was built,water analysis was done in aroom in a provincial governmentbuilding. The new laboratory wasinstalled with the equipmentprocured under the Project.

 

EASTERN SAMAR

Eastern Samar has a population of about 100,000 and 23municipalities. The governor has transferred theresponsibility of project implementation from the ProvincialPlanning and Development Office (PPDO) to the ProvincialEngineering Office (PEO) to expedite projectimplementation. The governor considered that PEO couldbetter handle procurement and construction supervision that

were the main activities at this phase of projectimplementation.

Barangay Nena, Camp idham , and L ibas , San Ju l ianMunic ipa l i ty . This is another successful case of communitywater supply, servicing for a total of nearly 6,000 people in3 barangays.

The 3 barangays (Nena, Campidham, and Libas) share onespring source (about 4 km away from Barangay Nena),transmission lines, and a storage tank, and developed awater distribution system in each barangay.

Before developing this water supply system, the barangays had insufficient water supply and peoplehad to transport water from as far as 9 km during the dry season. The municipal hall used to belocated in Barangay Libas, but it had to be relocated to another barangay due to lack of water.

Each of the 3 barangays formed a BWSA and the BWSAs further formed a "federated" BWSA to discussand solve the issues common to them. The federated BWSA holds meetings every 3 months.

Twenty percent (20%) of the BWSAs' revenue is spent for O&M of the common facilities includingmonthly disinfections of the facilities. These BWSAs have a plan to further expand the system toanother neighboring barangay and upgrade the system to install individual connections for those whowish to install.

Barangay Nena. This barangay has 20-30 communal faucets to serve about 500 households. Somehouseholds lead hoses to the communal faucets so that they can receive water through them.

Ninety-five percent (95%) of the 500 households are members of the BWSA. The BWSA collects P50 formembership fee and P10/mo-HH. It keeps its accounting book very well. The BWSA is taking a leadingrole in the federated BWSA.
