1.3 PHASE 1B: Conceptual Modernization Project Identification An Approach to Establish Priorities, Scope and Estimating Parameters The design process and related submission requirements for new construction and modernizations are somewhat different than those for alteration projects. A modernization is defined as the comprehensive replacement or restoration of virtually all major systems, interior work (such as ceilings, partitions, doors, floor finishes, etc.) and building elements and features. An alteration is defined as a limited construction project for an existing building that comprises the modification or replacement of one or a number of existing building systems or components. Alterations are less than total building modernizations. The following diagrams and related definitions describe this approach. PRIORITIES Modernize/Enhance Classrooms – Focus attention on areas that most impact the learning environment of students with a particular emphasis on incorporating researchedbased facility elements, such as enhanced natural lighting, acoustics, air quality, climate control and technology, that directly impact student achievement and teacher effectiveness. Ensure Buildings Support Programs – Ensure that facilities optimize learning by supporting specialized programs such as science, technology, engineering, mathematics, high tech campuses, fine arts and gifted and talented programs; providing appropriate facilities for special education and early childhood education; and accommodating necessary changes for school undergoing grade configuration changes. Accommodate Feeder Patterns and School Clusters – Appropriately expand schools with evidence of overcrowding, as well as ongoing and successful jointuse agreements; take into account school feeder patterns in order to maximize the likelihood that LAUSD students will attend a modernized building during their academic career; consider emerging school clusters/campuses to maximize facility designs. Leverage the School as a Community Asset – Optimize available space within schools to support complementary programming with community agencies such as health clinic, performing arts programs, sports and recreation efforts, and other community partners to increase student achievement, teacher capacity, schools’ effectiveness and community engagement.

Component 1 – Category D & G Scope of Work  D‐Building Improvements & G‐Growth Mitigation Academic  Components:  Consists  of  targeted  improvements projects  designed  to  improve  the  educational  environment  in every  classroom  and  complementary  specialized  academic spaces. 

• CLASSROOMS, CORRIDORS, ENTRANCES 

Component 2 – Category C, D & G Scope of Work  C‐Technology Infrastructure, D‐Building Improvements & G‐Growth Mitigation Support  Components:  Addresses  the  need  for  improved support  spaces,  such  as  cafeterias,  gymnasiums,  auditoriums and arts  spaces  that advance  the extracurricular components of a well‐rounded academic program. 

• PARENT CENTER, COMPUTER LAB, LIBRARY, STORAGE 

 Component 3 – Category A, B, E, F & H Scope of Work  A‐Health / Safety, B‐Accessibility, E‐Building Systems, F‐Site & G‐Sustainability Systems Components: Includes the upgrading and replacement of  utility,  mechanical,  electrical,  plumbing,  security  and  IT systems that are critical to the  life of the facility. The targeted projects will  leverage  the  improvements already made during other bond initiatives.

Modernization Components 1, 2, and 3  

The modernization components  for elementary  schools could be planned  for completion within an  18 month period,  spanning  two summers and the academic year  in between. This schedule contemplates that planning and design activities would begin during the preceding academic year, enabling the first summer to be used for major abatement and utility work, building envelope repairs, and preparation of on‐site swing space, if necessary. The subsequent academic year – during which the school would operate in a reduced, concentrated area within the building and site – will be used to complete major systems work  in the rest of the building and on off‐hours in the occupied spaces. The final summer will be used for major reconfiguration, interior finishes, and the completion of systems work. In projects for which no major exterior architectural changes are required, major envelope repairs will be completed during the first summer, while those which may require historic or other external design review may require this work to be completed during the second summer. 

ESTIMATING 

To the extent possible, LAUSD Planning & Development has developed basic scopes of work for each component and an associated cost estimate. Based  largely upon the District’s previous years of new construction and modernization experience,  informed scopes and  cost  estimates  have  been  developed  using  specific  cost metrics  – with  an  understanding  of  each  facility’s  unique  needs  and condition. 

Conceptual Estimate Methodology 

It must  be  emphasized  that  all  budgeting  be  completed  as  accurately  as  possible,  but  remains  a  function  of  a  detailed  design document. As such, detailed designs have not been created for each project and all budgets must be considered conceptual, planning‐level projections. As each project is designed and implemented, budgets and programs will be refined to provide school‐specific data. Budgets will be established for Phase 1B elementary school work according to a common scope of work and cost metric. In each case, the cost metrics will be considered conservative to account for unknown conditions that cannot be discovered until detailed design work is completed.

campus overview:Beaudry Elementary School is located south of the 110 Freeway and west of Gaff St. between 19th and 21st Streets., in the City of Los Angeles, California.

The elementary school opened in 1926 and sits on 11.5 acres of land. The site is divided into three topographic levels, where the ground level occupies almost half of the site. At ground level are the original, historic three-story Administrative and Auditorium building, and the North Gym - both completed in 1928. Campus can be accessed from 14th Street, and 17th Street, with the main entrance on Carillo Avenue. Ground level also has the main playground that doubles as parking space, the spacious cafeteria with indoor dining, two Lunch Shelters, and other support facilities. The second level which can be accessed by several sets of stairs and by car from 14th Street, has portable classroom buildings, the Boy’s (South) Gym, and a small play area on the north end. The third level has vehicular access from both 14th and 17th Streets, consists of all portable buildings, and is adjacent to Santa HS. The top level has parking on both ends. The gem of this campus is the fantastic and spacious Auditorium, with all the maritime details. The school also has an amazing marching band program. Overall, the school is well-maintained and has ample space for administration, faculty and students. The campus is adjacent to Santa High School, which may allow for unique development opportunities between the two schools.

Instruction: Beaudry ES is a two-semester, single track neighborhood middle school. The campus has some smaller classrooms for Special Education and after school programs.

Deficiency Information Summary of Facilities:Although the spaces provided seem adequate, the conditions of the bungalows are highly deteriorated, with most buildings heavily damaged by termites. The 2nd and 3rd level asphalt paving is also in very bad condition, with inadequate access. The Administration building and North Gym, are on the state seismic list, for mixed types of construction from the era in which they were built, primarily the reinforced masonry load-bearing walls with rigid floors and roof diaphragms.
