Summary

Quadrant Consultants Inc. has conducted a Phase 1 Environmental Site Assessment for the proposed

replacement of pavement and storm sewer lines in the Wycliffe Drive neighborhood of west Hou-

ston, Harris County, Texas, for the City of Houston Department of Public Works & Engineering.

The purpose of this assessment is to determine if there is a likelihood of environmental risk or lia-

bility on the project rights-of-way. This assessment presents our opinion about the potential for con-

tamination of the project rights-of-way by hazardous materials.

This assessment has revealed no evidence of a recognized environmental condition in connection

with the project rights-of-way, except the following:

Sherwood Forest Business Park, 1800 Sherwood Forest Street (TCEQ ID No. 096578). This site

is listed in the TCEQ database of leaking underground storage tanks as having “groundwater

impacted, no apparent threats or impacts to receptors” and its status as “final pending well

plug.” It is a Recognized Environmental Condition because hydrocarbons released into the site’s

soil or groundwater may still be present and may have affected the project rights-of-way.

There is a potential for environmental contamination to affect the project rights-of-way. Quadrant

recommends further environmental investigation near the above site if project construction activity

is planned to be deeper than five feet below grade level.

This assessment is limited to visual observation of surface conditions within the project rights-of-

way, interviews with public agencies and people about the project rights-of-way, and a review of

reasonably ascertainable data. The information is not further verified, unless the information is

known to be incorrect or conflicts with other information. In addition, other potential sources of

contamination may be present within the search distance, but are not documented in regulatory

agency records that we reviewed for this assessment. Quadrant does not guarantee the completeness

or accuracy of the regulatory agency files, and this report relies only on information we obtained or

was provided to us at the time this site assessment was performed.

Quadrant Consultants Inc., under contract to Gunda Corporation, conducted a Phase 1 environmen-

tal site assessment for the proposed water and sanitary sewer lines replacement in the Wycliffe

Drive area, in west Houston, Harris County, Texas. This assessment presents our opinion about the

potential for contamination of the project rights-of-way by hazardous materials, and the evidence on

which we base our opinion.

1 Background

The City of Houston Department of Public Works & Engineering (Houston PWE) intends to reha-

bilitate the roadway and drainage system in the Wycliffe Drive area of west Houston, Harris County,

Texas. Specifically, Houston PWE plans to replace the current roadways and parallel open ditches

with new roadways built with curbs and gutters and an underground storm drainage system. In addi-

tion, Houston PWE plans to replace all the water lines in the area, and the wastewater force main

along Chatterton Drive. Appendix A has a map showing the vicinity of the project area, and Appen-

dix B has photographs of the project area.

The streets that are affected by this project are:

Sherwood Forest Street

Western Village Lane

Shadow Wood Drive

Winfred Drive

Upland Drive

Chatterton Street

The Wycliffe Drive area includes single-family and multifamily residential areas along Western

Village Lane, Winfred Drive and the northern part of Sherwood Forest Street, with commercial de-

velopment and industrial land along Upland Drive, Chatterton Street and the southern part of Sher-

wood Forest Street. The area is bordered on the west by the Addicks Dam, and behind that, Addicks

Reservoir, which is undeveloped or used as park land.

2 Objectives and Limits

The purpose of this assessment is to determine if there is a likelihood of environmental risk or lia-

bility in the project rights-of-way. We conducted this assessment by examining historical infor-

mation, databases of regulatory agencies and field observations, following Standard E 1527-13 of

the American Society for Testing and Materials for Phase I environmental site assessments, as mod-

ified by City of Houston guidelines. We performed the following tasks:

Review records of databases maintained by federal and state regulatory agencies for known haz-

ardous materials at sites near the project rights-of-way. In accordance with City of Houston

guidelines, we examined records within one mile of the project rights-of-way for National Prior-

ity List and RCRA Corrective Action sites; within ½ mile of the project rights-of-way for Com-

prehensive Environmental Response, Compensation and Liability Information System, Texas

Voluntary Cleanup Program List, and Federal Brownfield sites; within ¼ mile of the project

rights-of-way for Dry Cleaner; within 500 feet of the project rights-of-way for Resource Con-

servation and Recovery Act facilities, Texas Hazardous Waste sites, Leaking Storage Tanks, and

Registered Storage Tanks. For Emergency Response Notification System and Spills databases,

we examined spills in the rights-of-way only.

Examine historical aerial photographs to identify changes in land uses in the project rights-of-

way. We obtained aerial photographs from the Agricultural Stabilization and Conservation Ser-

vice (1944 and 1953), Wallace & Zingery (1969), Texas Department of Transportation (1978

and 1989), United States Geological Survey (1995), and United States Department of Agricul-

ture (2004, 2009 and 2012).

Review Sanborn fire insurance maps and city directories dating back to 1940, if available.

Inspect the project rights-of-way and adjacent properties to assess environmental conditions. We

did not interview property owners because the project is entirely on public rights-of-way.

Prepare a report describing the findings of the environmental site assessment and, if appropriate,

recommend further studies to determine the existence and extent of contamination.

This assessment is limited to visual observation of surface conditions within the project rights-of-

way and a review of reasonably ascertainable data. In this report, reasonably ascertainable data is

defined as interview information that could be obtained from property owners, people present dur-

ing the site visit, and agency records and historical aerial photographs that could be readily obtained

through a commercial source. The information is not further verified, unless the information is

known to be incorrect or conflicts with other information. In addition, other potential sources of

contamination may be present within the search distance, but are not documented in regulatory

agency records that we reviewed for this assessment. Quadrant does not guarantee the completeness

or accuracy of the regulatory agency files, and this report relies only on information we obtained or

was provided to us at the time this site assessment was performed.

Quadrant intends this assessment to reduce, but not eliminate, uncertainty about the potential for

recognized environmental conditions in and near the project rights-of-way. We did not sample or

analyze contaminants or perform subsurface investigations to assess the potential presence of haz-

ardous substances, petroleum products or landfill waste, and we do not guarantee that these materi-

als do not exist in the project rights-of-way. Specifically, we did not assess the following potential

conditions:

Naturally-occurring toxins in subsurface soils, rocks, water, or plants;

Biological hazards;

Health effects of electromagnetic radiation from high-voltage power lines;

Drinking water quality, including lead in drinking water;

Asbestos-containing building materials or lead-based paint; and

Radon and other naturally occurring radioactive materials.

We conducted this Phase I environmental site assessment according to the American Society for

Testing and Materials Standard E 1527-13, except where noted otherwise in this report. We pre-

pared this report solely for the use of Gunda Corporation and Houston PWE, and we do not intend

any other party to rely upon it. We request that this report not be distributed to other parties without

our written authorization.

3 Environmental Setting

3.1 Soils and Geology

The Soil Survey of Harris County, Texas1 shows three soil types near the project rights-of-way:

Addicks loam, Addicks-Urban land complex and Gessner-Urban Land Complex. Addicks series

soils are poorly drained, moderately permeable and saturated with water for short periods during the

year. Gessner series soils are poorly drained, moderately permeable, frequently saturated soils of

nearly level plains and depressions. According to the 1990 hydric soils list for Harris County, both

soils are hydric. Appendix A has a map of the soil types in the project area.

3.2 Topography

The 7½-minute topographic map by the United States Geological Survey2 shows that the natural

ground surface of the project rights-of-way is 98 feet above mean sea level and has very little topo-

graphic variation. Appendix A has an excerpt from the topographic map.

3.3 Hydrology

The nearest bodies of water are Turkey Creek, on the western limit of the project area, and Rummel

Creek, one mile southeast of the project area. Rainwater reaching the project area generally flows to

the south, along the topographic slope. Groundwater generally follows the same direction as surface

water.

4 Site History

4.1 Historical Aerial Photographs

We obtained historic aerial photographs of the project area (Appendix C) from a commercial source

and reviewed them to establish previous land uses and identify industrial activities or obvious sur-

face features that might indicate a recognized environmental condition.

The 1944 photograph3 shows that the project area is completely undeveloped. The Addicks Res-

ervoir west of the project area has not yet been built. Few scattered farm houses are present. Up-

land Drive exists as a dirt road, as does a north-south road just west of present Wycliffe Drive

that does not exist today.

The 1953 aerial photograph4 shows that the Addicks Reservoir west of the project area has been

built, and the major streets of the project area (Sherwood Forest Street, Upland Drive, Chatter-

ton Street) are in place. A few rural farm houses occupy large lots of land along these streets.

The 1969 aerial photograph5 shows that Wycliffe Drive has been built and is lined with subur-

ban residential development. Additional residential development is seen along Upland Drive and

Sherwood Forest Street.

The 1978 aerial photograph6 shows that the area along Western Village Lane, Shadow Wood

Drive, Winfred Street and the northern part of Sherwood Forest Street is developed with subur-

ban residences. An apartment building has been built on the east side of the intersection of Up-

land Drive and Sherwood Forest Street. The west side of Sherwood Forest Street south of the

residential area appears to have large-lot developments with apartments and light industrial

buildings, while the rest of the land remains relatively undeveloped.

The 1989 aerial photograph7 shows that the land between Upland Drive, Chatterton Street and

Sherwood Forest Street has been mostly developed with light industrial buildings. The apart-

ment complex at the east side of the intersection of Upland Drive and Sherwood Forest Street

has been substantially expanded.

The 1995 aerial photograph8 shows no change from the 1989 photograph.

The 2004 aerial photograph9 shows no change from the 1995 photograph.

The 2009 aerial photograph10

shows that new streets have been built near the north end of Up-

land Drive, on the east side, but no buildings have been built around these streets.

The 2012 aerial photograph11

shows no change from the 2009 photograph.

4.2 City Directories

The directories that cover the project area are Cole’s 1969 Cross-Reference Directory, Polk’s 1982

Houston City Directory, and SelectPhone ProPhone 1994 (second quarter), SelectPhone InfoUSA

2001 and ProCD 2007 USA directories. Appendix E lists occupants in the study area that appear in

these directories.

Industrial-sounding names of occupants in these directories in the study area are as follows:

Texas Unlimited Cleaning, 1958 Upland Drive (SelectPhone ProCD 2007 USA directory)

Prayer Point Publishing, 1956 Upland Drive (SelectPhone ProCD 2007 USA directory)

4.3 Fire Insurance Maps

The Sanborn Company began preparing maps of central business districts for use by fire insurance

companies in the late nineteenth century. These maps were updated and the coverage area expanded

periodically throughout the twentieth century. The Sanborn maps often indicate construction mate-

rials of specific buildings and the locations of gasoline storage tanks. Sanborn fire insurance maps

do not cover the project rights-of-way. Appendix F documents the lack of a fire insurance map for

this area.

5 Field Observations

We visited the project rights-of-way on November 24, 2014, and viewed adjacent properties from

the project rights-of-way and public vantage points. We looked for obvious indications of environ-

mental contamination by hazardous substances. We looked for land uses and activities that typically

use hazardous substances and have the potential for causing contamination. We also observed sites

listed in regulatory agency databases as potentially contaminated, to verify their existence and ob-

serve conditions in the field.

5.1 Land Use

Major land uses along the project rights-of-way are residential, commercial and industrial. Residen-

tial land is mainly on the north end of the project area, along the north part of Sherwood Forest

Street, Western Village Lane, Winfred Street, Shadow Wood Drive and Wycliffe Drive. Commercial

and light industrial activities are mainly along the southern part of Sherwood Forest Street, Upland

Drive and Chatterton Street. These uses include a moving company, a metal machining and fabricat-

ing company, a residential countertop company, various equipment supply companies and an auto

repair shop. A stable is on the southeast corner of Upland Drive and Chatterton Street. Much of the

land on the east side of Upland Drive north of Chatterton Street is undeveloped.

5.2 Potential Hazardous Materials Sites

Field observation indicates that there is some industrial activity along the project rights-of-way.

Some waste drums were found on following site:

PV American, 1907 Upland Drive, has drums stored on uncontained concrete with drainage to a

sump (Photo 5 in Appendix B). No stained soil was observed near these drums.

6 Database Research and Findings

We obtained records in databases maintained by the U.S. Environmental Protection Agency (EPA)

and the Texas Commission on Environmental Quality (TCEQ) of potential sites of hazardous mate-

rials in and near the project rights-of-way from Banks Environmental Data12

on November 17,

2014. The hazardous materials databases list 16 records within standard radii of the project rights-

of-way. Table 1 shows the results of the search. The complete report, including maps that locate

these sites, is in Appendix D.

One site with leaking underground petroleum storage tanks is within 500 feet of the project rights-

of-way:

Sherwood Forest Business Park, 1800 Sherwood Forest Street (TCEQ ID No. 096578) has four

leaking tanks, all of which were removed from the ground on August 6, 1990, but not before

they caused contamination of groundwater. The site contains several light-industrial businesses:

Chero-Key Fire Piping, Southwest Building Products, Gulf Coast Surplus Buyers and PJB Ser-

vices Company. The record does not indicate which of these businesses owns or operates the

leaking underground storage tank. As of June 5, 2008, the site is awaiting final clearance from

the TCEQ pending a well plug. Although TCEQ reports that the contamination has been re-

moved and final closure is pending, the site should still be evaluated for potential petroleum

contamination in the project rights-of-way.

Three sites with registered underground petroleum storage tanks are listed within 500 feet of the

project rights-of-way. One is the site at 1800 Sherwood Forest Street described above; the other

sites are as follows:

FireSafe Protection Service, 1825 Sherwood Forest Street (TCEQ ID No. 0024012). This site

supplies fire protection equipment to commercial buildings. It had two tanks that were both re-

moved from the ground, with no indication of contamination of soil or groundwater. It does not

pose a threat of contamination to the project rights-of-way.

John D Moving Company, 1915 Sherwood Forest Street (TCEQ ID No. 0062942) had one

10,000-gallon steel underground storage tank that was removed from the ground on August 16,

1991. No contamination of soil or groundwater was reported. The site does not pose a threat of

contamination to the project rights-of-way.

One Voluntary Cleanup Program site is within ½ mile of the project rights-of-way:

Vetco Pipeline Services, 1650 Brittmoore Road (TCEQ VCP No. 809) was a pipe coating facili-

ty. The 19.5-acre site caused soil contamination, and the site was withdrawn from the program

on July 21, 1998. Although the site may still have contaminated soil, it does not pose a risk of

contamination to the project rights-of-way because it is east of the project area, and the apparent

direction of groundwater flow is to the south. If any contaminated groundwater were to flow to

the west, it would likely be intercepted by the storm drainage systems along Brittmoore Road

and Wycliffe Drive before it reached the project rights-of-way.

Seven Texas Hazardous Waste sites are within 500 feet of the project rights-of-way. Six of these

sites are inactive and one is operating without violation. None has a reported violation or compli-

ance issue, and therefore no site appears to be a potential source of contamination to the project

rights-of-way.

Four Texas RCRA Hazardous Waste generator sites are within 500 feet of the project rights-of-way.

Three of these sites are operating without violation. One site has had violations:

Epoxy Designs Inc., 1800 Sherwood Forest Street (EPA ID No. TXD011375029). This facility

manufactures urethane and other foam products and generates hazardous organic chemical

wastes. It had three procedural violations between 1987 and 1991, one for hazardous waste

manifest irregularities and two for record violations. There is no record of any contamination re-

sulting from these violations or other activities at this site, and therefore it does not pose a threat

of contamination to the project rights-of-way.

7 Water, Oil and Gas Well Records

The TCEQ reports 22 water wells within ¼ mile of the project rights-of-way, including four wells

adjacent to Sherwood Forest Street, as shown in Appendix D. Three of these water wells are for

public water supply. All are deep wells that would not be affected by local contamination.

The Texas Railroad Commission reports that there is no oil or gas well within ¼ mile of the project

rights-of-way. Appendix G shows the results of the well records database search.

8 Conclusions and Recommendations

Quadrant Consultants Inc. has performed a Phase I Environmental Site Assessment in conformance

with the scope and limitations of American Society for Testing and Materials Practice E 1527-13,

modified by City of Houston guidelines. This assessment has revealed no evidence of a recognized

environmental condition in connection with the project rights-of-way, except the following:

Sherwood Forest Business Park, 1800 Sherwood Forest Street (TCEQ ID No. 096578). This site

is listed in the TCEQ database of leaking underground storage tanks as having “groundwater

The Banks Environmental Data Oil and Gas Well Report was prepared from existing state databases. Banksrecommends obtaining the actual construction and abandonment records from the appropriate oil and gasregulatory agency to identify possible sources of surface or below surface contamination and/or identify anyimproperly plugged or abandoned wells that can contribute to the possible upward migration of subsurfacedrilling fluids. Obtaining the actual well records can provide closure for plugging questions, verify locations,or obtain missing information for many of the historical wells. Storm Drain Replacement in Wycliffe Area

Dear Mr. Nimma:

Quadrant Consultants Inc. is pleased to present this revised proposal for Phase 1 Environmental

Site Assessment services for the proposed replacement of storm drains in the Wycliffe area, in

west Houston, Harris County, Texas. The City of Houston Department of Public Works & Engi-

neering (Houston PWE) plans to replace about 15,800 feet of drainage ditches, on both sides and

within the rights-of-way of six streets, with underground storm sewers. The project area is re-

duced from that of our previous proposal, which comprised 37,790 feet of drainage ditches along

11 streets. In addition, Houston PWE no longer plans to build an 11.1-acre-foot detention basin

at the west end of Chatterton Street. The City of Houston already owns the rights-of-way on

which all facilities will be built; no new right-of-way is required.

Quadrant will conduct a Phase 1 Environmental Site Assessment to identify any potential haz-

ardous contamination of the project rights-of-way. The Phase 1 Environmental Site Assessment

will present information and recommendations on potential environmental concerns caused by

past or current activities on or near the project rights-of-way. We will prepare the assessment in

accordance with ASTM Standard Practice E1527-13 for Phase I environmental site assessments,

as modified by current standard procedures by the City of Houston.

This proposal no longer includes wetland and water identification, endangered species assess-

ment or cultural resources assessment. The elimination of the detention basin has obviated the

need for these special assessments.

This scope of work assumes that Gunda will provide Quadrant with plan view drawings of the

project rights-of-way at the beginning of the project. It excludes asbestos assessment, chain of

title search or environmental lien search. If the assessment indicates that additional investigation

is needed to determine the nature and extent of contamination (including the presence of asbes-

tos) in the project rights-of-way, our report will so indicate.

Bruce F. Leon, Ph.D., Quadrant’s senior environmental scientist with 35 years of experience, will

direct the work. A staff of qualified environmental scientists will assist Dr. Leon. We propose to

perform the following scope of work:

Task 1: Hazardous Materials Investigation

Quadrant will obtain the following types of information for the project rights-of-way from com-

mercial sources:

Regulatory database records for potential hazardous sites on U.S. Environmental Protection

Agency and Texas Commission on Environmental Quality databases and within radii speci-

fied in the City of Houston guidelines;

Aerial photographs for 50 years, each ten years if possible;

Oil and gas wells;

City directories, if available; and

Sanborn maps, if available.

Quadrant will visit the project rights-of-way and look for signs of potential hazards, including:

Barrels, drums and waste containers;

Debris piles;

Stained soils and oil slicks;

Stressed vegetation; and

Land use activities that may cause hazardous contamination.

Quadrant will also verify the locations of sites with database records near the proposed project.

Quadrant will attempt to interview landowners and tenants who are familiar with the properties

and who may be able to provide information on prior land use activities.

This scope of work does not include asbestos investigation, soil or groundwater sampling, or

laboratory analyses.

Task 2: Prepare Phase 1 Environmental Site Assessment Report

Quadrant will prepare a Phase 1 environmental site assessment report detailing the results of this

assessment. The report will describe the environmental setting, including topography, soils and

hydrology. The project report will identify and describe sites that may have soil or groundwater

contamination by hazardous substances and have the potential to migrate to the proposed project

lands, describing potential pathways and routes of exposure by contaminants. We will follow

ASTM Standard Practice E1527-13, as modified by City of Houston guidelines for environmen-

tal site assessments, to prepare the report.

Quadrant will submit two copies of the draft project report to Gunda for your and Houston

PWE’s review and comment. After comments are received, Quadrant will send two copies of the

final project report to Gunda for distribution to Houston PWE.

Cost and Schedule

Quadrant proposes to perform the above scope of work in four weeks from Gunda’s notice to

proceed, as shown in the attached schedule. This schedule assumes that project plan drawings are

provided to Quadrant upon notice to proceed.

Our revised cost to perform these services is $_______, as detailed in the attached cost estimate.

We will present our invoice monthly or at the conclusion of the project, whichever comes first. If

we submit a monthly invoice, it will show the percentage of work completed during the month.

Payment will be due within 30 days after presentation of each invoice.
