    EXECUTIVE SUMMARY

    In accordance with our agreement, Evergreen Testing & Environmental Services, Inc. (Evergreen) completed a Phase I Environmental Site Assessment (ESA) on the above-referenced land parcel (hereinafter, the subject property) for Lamont Engineers (Lamont). The scope of services, objectives, extent and limitations of the services and this report are described in more detail in the text and appendices of this report.

    Site Description The subject property is currently vacant land. The east portion of the property is

    covered in tall grasses and small shrubs and appears to be partially composed of an old corn field. The west side of the subject property is mostly wooded with some grassed lawn areas along its southeast border. Power lines traverse the site in an east/west direction. The subject property dramatically slopes down from west to east. A driveway extends from Cole Hollow Road on the west side of the subject property and extends north for about 180 feet before turning 90 degrees to the west. A dilapidated mobile home is presently being stored just off this driveway to the north. The mobile home appears to be unused and filled with building materials, such as wall paneling and insulation, and furniture. Remnants of stone walls were observed in the central area of the property, along with possible exposed bedrock. Small areas of surface water were noted at the time of the site reconnaissance.

    Recognized Environmental Conditions (RECs) Based upon the foregoing assessment completed in general conformance with the

    scope and limitations of ASTM Practice E 1527-13, it is the opinion of Evergreen that the available information has revealed evidence of recognized environmental conditions in

  • connection with the subject property known as vacant land, Cole Hollow Road, in the town of Blenheim, Schoharie County, New York. Any exceptions to, or deletions from, this practice are described in Section 1.4 of this report.

    REC #1) At the time of the site reconnaissance what appeared to be a significant amount of garbage and unknown waste material was observed along a slope on the west adjoining property. It appears this material had been dumped down the side of the slope as a means of disposal. The contents and origin of the dumped waste material is unknown, and could possibly consist of petroleum or chemical compounds or containers. It is also unknown how recently the material may have been dumped. While this waste material is not located on the subject property, it is located up gradient of the site. Any petroleum or chemical compounds present would impact the subject property by migrating down slope toward the subject property. Evergreen attempted to contact the owner of this property, Eugene Engle, regarding the dumped material, however Evergreen has not yet received a response to this request.

    As such, this dumped material indicates a REC in connection with the

    subject property.

    Recommendations In this context, in the opinion of Evergreen, a Phase II Environmental Site

    Investigation of ASTM recognized environmental conditions is judged warranted at this time. A Phase II ESA would entail the excavation of several test pits in the area and down gradient of the waste material and the possible collection of soil and groundwater samples to determine whether or not the waste material has had an environmental impact on the subject property.

    Findings Please refer to the text of the report for the findings of this ESA, the findings of this

    report may identify additional environmental concerns and/or issues of significance to the user that may not meet the definition of a recognized environmental condition as defined by the ASTM standard. Opinions regarding the significance of the findings are presented in the text of the report. References regarding the findings are presented in the text of the report
