STRENGTHENING THE REGION’S LGBTQ COMMUNITIES AND THEIR ALLIES

Dear Friends and Supporters,

We are proud to provide this report of the services provided and the accomplishments of PERSAD Center, Inc. during the last year.

Over 40 years ago, PERSAD was established with a mission to improve the well-being of the gay, lesbian, bisexual and transgender communities. Ten years later, we added the HIV/AIDS communities to our target population. Every year since our founding, we have strived to help individuals and families overcome the effects of discrimination, stigma, exclusion and isolation.

Our outreach and prevention services seek to help youth avoid homelessness, substance abuse and HIV disease. Counseling services address mental illness, relationship conflicts, addiction, and identity confusion. The training &education and advocacy services of PERSAD seek to increase understanding, change discriminating attitudes, and build competency.

This year, our focus was on reaching people who needed us but who did not have access to care. We increased our services array for youth and seniors and added a service location in Erie, PA. The following pages tell the story of our year.

PERSAD CENTER’S MISSION IS TO IMPROVE THE WELL-BEING OF THE LESBIAN, GAY, BISEXUAL AND TRANSGENDER COMMUNITY, AND PEOPLE AFFECTED BY HIV.

THROUGH COUNSELING, PREVENTION, OUTREACH, TRAINING & ADVOCACY PERSAD BUILDS STRONGER, SAFER AND HEALTHIER COMMUNITIES.

■ REACHING HIGH-RISK YOUTHPERSAD continued to focus on HIV prevention among high-risk youth. “Street Smart”, an intervention program designed to help young people resist drugs and to negotiate safer sexual practices, was provided to 87 individuals through partnerships with the Gay and Lesbian Community Center and FamilyLinks Youth and Family Counseling agency.

■ YOUTH SUICIDE INTERVENTIONIn the coming year, we will introduce a new program to specifically address the high rates of suicide among LGBTQ youth. The Signs of Suicide Prevention Intervention will be available to youth in Allegheny County and Erie County.

■ CHANGING CULTURES: CHILD WELFARE & JUVENILE JUSTICE TRAINING Through a contract with the PA Bureau of Family Health, PERSAD began an exciting training project this year. Fourteen agencies across PA that provide child welfare or juvenile justice services will work with Persad over the next several years to increase their cultural competence in working with LGBTQ youth. Agencies will receive an on-site assessment, resources and training for all of their staff, and ongoing consultation to assist them. The project will utilize a culture change model that Persad has developed and demonstrated to be effective.

■ RISK & PREVENTIONIn collaboration with the Pittsburgh AIDS Task Force and researchers from the University of Pittsburgh, our M2M Project targeting high-risk young men of color, provided both the Basics and Respect Interventions. These evidence based prevention curriculums have provided nearly 400 men with information to help them avoid drug and alcohol addiction as well as HIV infection.

COUNSELING PREVENTION OUTREACH TRAINING ADVOCACY

■ PERSAD ERIE: OUR NEW LOCATIONPERSAD opened an outpatient satellite location offering counseling services in Erie, PA in September 2011. This office allows us to reach folks from the northwestern part of the state. Combined with our Allegheny County and Washington County offices, Persad continues to extend our reach, making it easier for people across western PA to find a location near them.

■ TELE-PSYCHIATRY: A NEW WAY TO CONNECTPERSAD applied to become a provider of “tele-psychiatry services”. Through resources provided by Staunton Farm Foundation, we secured the equipment and technology to enable us to offer this remote video-based counseling service. We developed a partnership with the Center for Community Resources in Butler so that individuals from that region will have access to the specialized services that Persad offers. Additional sites will be developed in the coming year.

Highlighted in these pages is a summary of some of the work we’ve done to respond to these concerns in 2011-2012. The work continues as does our commitment to make the lives of LGBTQ people better.

■ BUILDING STRONGER, SAFER, HEALTHIER COMMUNITIESOur Community Safe Zone program continued to target LGBTQ discrimination, hate crimes and bullying in Beaver, Butler, Erie, Washington and Westmoreland Counties. Safe Zone events and activities provided educational opportunites that foster cooperation with friends and allies to help build stronger, safer communities.

■ RESPONDING TO HATE CRIMES In partnership with the FBI and the Pennsylvania State Police, PERSAD is providing LGBTQ Competency and Hate Crimes Law training for all police officers in the City of Pittsburgh. This follows the passage of a federal law in 2009, the Matthew Sheppard and James Byrd, Jr. Hate Crimes Prevention Act, in response to LGBTQ related hate crimes. PERSAD’s training program is designed to help police identify and better respond to LGBTQ related hate/bias crimes and to more effectivley serve LGBTQ crime victims.

Each year PERSAD receives generous support from a variety of resources.
