PSA-RSSO II spearheaded the celebration of the 30th Civil Registration Month

Pursuant to Presidential Proclamation No. 682 and in collaboration with the different City / Municipal Civil Registry Offices in the region, the Philippine Statistics Authority - Regional Statistical Services Office Il (PSA-RSSO II) spearheaded the celebration of the 30th Civil Registration Month with the theme “Shaping CRVS by Embracing New Trends in the 4th Industrial Revolution (4IR)". The edict declares the month of February of every year as Civil Registration Month throughout the country and aimed to fully remind the citizens of their duty to register the vital acts and events.

To increase consciousness of the public on the significance of civil registration, various activities were conducted such as: a. Hanging of streamers; b. Parade or motorcade; c. Capability training; d. Conduct of civil

registration quiz, oratorical, essay writing, slogan contest, poster making, logo making, Civil Registration and Vital Statistics (CRVS) jingle dance competition and other related activities;

e. Conduct of Information Dissemination / Information Education Campaign on Civil

Registration, including distribution of primers on Civil Registration and radio guesting;

f. Participation to activities initiated by other agencies

The Philippine Statistics Authority - Regional Statistical Services Office II (PSA-RSSO II) reported the Full Year 2018 Official Poverty Statistics through its Regional Dissemination Forum held on 21 January 2020 at Pulsar Premier Suites, Buntun Highway, Tuguegarao City, Cagayan. Ms. Marilyn T. Estrada, PSA-RSSO II Regional Director expressed her gratitude for the continued support and cooperation of stakeholders to all the endeavours of PSA. She ended her remarks by quoting Former South African President and philanthropist Nelson Mandela, “poverty is not by accident, not like slavery or apartheid, rather poverty is manmade”. She emphasized that poverty can be eradicated by actions of human being and so proper plans, proper decisions, proper policies and intervention, are the keys in uplifting the lives of every Filipino.

Assistant National Statistician (ANS) of the Social Sector Statistics (SSS), Wilma A. Gullien presented the official poverty methodology to orient the audience on how PSA generates estimates. She also related that the activity aims to provide poverty statistics to target users so that appropriate policies and programs can be crafted and implemented in alleviating the situation of poor communities in the Region. ANS Gullien also stated that the Full Year 2018 poverty statistics was based on the preliminary 2018 Family Income and Expenditure Survey (FIES), which used a much larger sample household based on the 2013 Master Sample. “A total of about 180,000 sample households were covered, which is four times larger than the sample size of previous

FIES,” ANS Gullien said. Furthermore, ANS Gullien added that the responses in the survey served as inputs to the poverty statistics and she further encouraged everyone to participate in any PSA surveys because their responses are consolidated to serve as inputs to official statistics that aid policy-makers and program implementers. RD Estrada then, presented the highlights of the 2018 Full Year 2018 Poverty Statistics. “In 2018, a family of five in Cagayan Valley Region needed at least 10,431 pesos, on average, to meet both basic food and non-food needs in a month,” RD Estrada said. This is an increase of 10.9 percent from the poverty threshold in the

Full Year of 2015 estimated at 9,406 pesos. The regional poverty threshold was below the national average registered at 10,727 pesos in 2018. Moreover, according to RD Estrada, poverty incidence among families in Cagayan Valley Region in 2018 was estimated at 12.3 percent. This means that 123 out of 1,000 families in Cagayan Valley Region have incomes below the amount needed to buy their basic food and non-food needs in 2018. She also said that poverty incidence among families in Region II was above the national average registered at 12.1 in 2018. The number of poor families in Cagayan Valley Region in 2018 is estimated at 105,000 families. In 2015, this was estimated at 104,000 families. Also, the number of poor families in Cagayan Valley Region is 3.5 percent of the total number of poor Filipino families in the country in 2018. Among population, 4.1 percent or about 41 out of 1,000 Filipinos in Cagayan Valley Region were categorized as food poor with incomes below the amount needed to buy their basic food needs in 2018. In 2015, this was estimated at 3.3 percent or 33 per 1000 population. The subsistence incidence among families in Region II was below the national average registered at 5.2 in 2018. The 4.1 percent subsistence incidence among Population translates to about 146 thousand families in the Cagayan Valley Region that

fall below the food threshold in 2018. In 2015, this was estimated at about 114 thousand families. The number of food poor Filipinos in Cagayan Valley Region comprises 2.6 percent of the total number of poor Filipino in the country in 2018. Furthermore, RD Estrada announces that among the 5 provinces, Batanes posted a 6.6 percent poverty incidence among families in the full year of 2018. Cagayan recorded 9.6 percent, Isabela with 12.9 percent, Nueva Vizcaya with 11.4 percent, and Quirino with 8.9 percent poverty incidence among families in 2018. The Provinces of Batanes moved from cluster 4 to Cluster 5 in 2018 while Quirino moved from cluster 3 to 4 in 2018, respectively. This shows an improvement in these provinces. Cagayan, Isabela and Quirino were consistent in the Cluster 4 since 2015. Meanwhile, Assistant Regional Director (ARD) of the National Economic and Development Authority (NEDA), Engr. Ferdinand P. Tumaliuan related the statement of NEDA. He said that while the results are

very pleasing, one still has to note that the percentage of families who are food poor increased from 2.4 percent in 2015 to 2.9 percent in 2018 which means 24 out of 1000 thousand families in Region 02 have income below the minimum amount needed to buy their basic food needs. “With the data presented, we have to exert more effort to deliver the basic services and investment requirements of our population,” ARD Tumaliuan said. He emphasized to work harder to increase the Region’s investment potential that can possibly generate more jobs and achieve the regional development agenda particularly to reduce the number of food poor. The dissemination forum was actively participated by some 71 participants from Regional Line Agencies (RLAs), Local Government Units (LGUs), academe sector, private institutions, media partners and PSA-RSSO II executives and staff.

PSA-RSSO II conducts consultation workshop with stakeholders in Agriculture and Fishery Sector in Cagayan Valley

In line with the revision and rebasing of the National Accounts of the Philippines (NAP) from 2008 to 2018, the Agricultural Accounts Division (AAD) of the Macroeconomic Accounts Service (MAS) through the Regional Statistical Service Office II - Statistical Operations Coordination Division (RSSO II - SOCD) conducted a Regional Consultation Workshop with Stakeholders in Agriculture and Fishery Sector on 05 March 2020 at Villa Blanca Hotel,

Tuguegarao City. In her opening remarks, Regional Director Marilyn T. Estrada greeted all the guests and participants and started her message by quoting the National Economic and Development Authority (NEDA) Undersecretary Rosemarie Edillion “Through scientific methods we crunched-up numbers and data to make sense of our day to day realties”. She highlighted the importance of scientific and statistical

methods in coming up with estimates in the formulation of general purpose statistics of planners and policymakers. She also said that the difficulty of coming up with estimates and methodologies because the agency is now facing with some challenges such as undercoverages, biases and data privacy law; where respondents will not answer completely. RD Estrada encouraged the stakeholders present to consult and articulate with the PSA. She also asked the body their support to improve statistical methodologies. The Overview of the Overall Revision and Rebasing of the National Accounts in the Philippines was presented by the Assistant National Statistician (ANS) Vivian R. Ilarina of MAS. Before she started with her presentation, she said that she was delighted with the great number of participants in the

event. She also said that the event was a very good avenue to consult the participants and come-up with the list of unique commodities in the region. ANS Ilarina explained that the System of National Accounts (SNA) is based on a set of internationally agreed concepts, definitions, classifications and accounting rules. She also explained the need to rebase and shared that rebasing of National Accounts means replacing the old base year used for compiling the constant price estimates to a new / more recent base year for computing constant price estimates. In principle, a change of base year in the national accounts implies: (a)

changing the price and quantity base for the individual price and quantity relatives, and (b) updating the weights used in aggregating the individual quantity relatives into sub-indices and to aggregate these sub-indices into more aggregated indices. After this, Ms. Maria Carol G, Duran, Division Chief of the AAD presented an Overview of the Performance of Philippine Agriculture and Performance of Agriculture in Cagayan Valley. The workshop proceeded after the discussion of all topics. The groups were divided into three; CROPS group, LIVESTOCK and POULTRY Group, and the FISHERIES group. Two hours

were given to the groups to accomplish the given template identifying and listing the commodities and species to be highlighted in the Performance of Agriculture Report. Emerging commodities and species in Region II were also listed. Aside from these, they also have to identify issues and concerns related to agricultural statistics including recommendations to address them. In her closing remarks, Ms. Maria Carol G. Duran said that she was very impressed and expressed her gratitude to all participants for the active participation during the workshop proper. She thanked RSSO II family for their successful coordination with other agencies and private sectors. She assured them that the agency will never get tired in updating its systems to provide comprehensive, accurate and timely statistics for decision making in all aspects of life.

STATISTICALLY SPEAKING...

The quarterly Palay and Corn Production Survey (PCPS) of PSA revealed that Cagayan Valley still contributed the largest corn production in country in 2019. With the national corn production in 2019 at almost eight million metric tons, the region’s production accounted to about one fourth of the national production pie. Note that the current level of production, and even during the past years, put the region at No. 1 in terms of corn production across regions in the country. The Northern Mindanao region with 16.5 percent share to the total production is ranked No. 2 and far behind the Cagayan Valley’s share of 23.4 percent. ARMM and SOCCKSARGEN region with virtually identical share contributed more than one fourth to the national corn output in 2019 while Ilocos region filled-in about 7.2 percent. Remarkably, production from the rest of the regions at 25.1 percent is almost equal to the output of Region II alone.

Meanwhile, based on the same survey, palay production in the region in 2019 is only 14.1 percent of the country’s palay estimate at 18.8 million metric tons. Cagayan Valley’s production is behind the Central Luzon’s output at almost one fifth of the national production and placed the latter at the top rank in terms of palay production across regions in the country. Western Visayas region, the third palay producer in the country, contributed about 11.0 percent to the national production while Ilocos region shared 9.8 percent and captured the fourth position in the regional ranking of palay production. MIMAROPA, Bicol and SOCCKSARGEN regions were in the 5th to 7th placed in the order of production with close to more than six percent contribution each. The remaining seven regions partakes more than one fourth of the national palay production.

Cagayan Valley’s inflation Rate Upsurge in January and February 2020

In January 2020, inflation rate in Cagayan Valley grew by 2.0 percent. Inflation rate in the region in December 2019 was recorded at 1.6 percent and 5.4 percent in January 2019.

All provinces in the region had higher positive annual rates during the month. From among the provinces of the region, Batanes recorded the highest inflation rate at 3.9 percent while the lowest is Cagayan at 1.2 percent. The uptrend in the inflation during the month can be noted to the higher annual rates of the following commodities:

Meanwhile, only the index of the heavily-weighted food and non-alcoholic beverages posted a negative growth of 0.3 percent. Rice, Oils and fats, and Sugar, jam, honey, chocolate and confectionary exhibited negative rates during the month at 11.7 percent, 1.7 percent and 2.2 percent, respectively. In the meantime, inflation rate in Cagayan Valley continued to rise and was recorded at 2.7 percent in February 2020. In the previous month, inflation was reported at 2.0 percent and in the same period of last year at 3.6 percent. Still, all provinces in the region posted positive rates for the month. Again, Batanes recorded the highest inflation rate among the provinces of

the region at 4.6 percent while the lowest was recorded and Cagayan at 1.3 percent. The uptrend in the inflation during this month can be noted to the increased rates of the following commodities:

in relation to Civil Registration Month (acted as lecturer, invited as keynote speaker/guest speaker, acted as moderator / emcee / board of judges / quiz master, attended / served as witness in “Kasalang Bayan”);

g. Conduct of charitable activities;

h. Mobile registrations; and i. Other related activities To totally animate the celebration, streamers were hanged in the façade of PSA offices in Cagayan Valley Region in celebration of the 30th CR Month. Likewise, some municipalities of the region hanged streamers in the façade of the municipal hall / barangay hall or in conspicuous places in support to PSA in celebrating the month-long activity. Meanwhile, a motorcade around Santiago City was held on 03 February 2020 as a kick-off activity of the 30th CR Month Celebration. Prior to the motorcade, PSA Isabela Provincial Office an Opening Ceremony was conducted which was hosted by the City Govemment of Santiago, lsabela in

coordination with Civil Registry Office at the Bulwagan ng Mamamayan City Hall, Santiago City, lsabela. Similarly, a motorcade around Tuguegarao City, Cagayan was conducted by PSA Cagayan Provincial Office in partnership with Philippine Association of Civil Registrar`s Cagayan Chapter (PACR) on 06 February 2020. The office was grateful also to have the team of Tuguegarao City Traffic Management Group (TCTMG) that assisted and convoyed the whole duration of the motorcade. In Quirino, the provincial office of PSA also kicked-off the Civil Registration Month Celebration with a motorcade on 04 February 2020. The motorcade was participated by PSA-Quirino Personnel, Bureau of Jail Management and Penology (BJMP) – Cabarroguis, Bureau of Fire and Protection (BFP), Technical Education Skills and Development Authority (TESDA) - Quirino, National Food Authority (NFA) - Quirino, Quirino State University (QSU) - Cabarroguis Campus, Department of Labor and Employment (DOLE) - Quirino, Provincial Disaster Risk Reduction and

Management Office (PDRRMO) and Local Government Units of Diffun, Aglipay, Cabarroguis, Maddela and Nagtipunan.

Back in Isabela, a Civil Registration photo exhibit in PSA-Isabela was formally opened by the cutting of the ribbon led by the Regional Director, Marilyn T. Estrada. The activity was held after the motorcade was conducted in Santiago City on 03 February 2020.

ON-THE-SPOT POSTER AND SLOGAN MAKING CONTEST On 27 February 2020, the regional office conducted an On-the-Spot Slogan Making Contest among PSA regular staff, Contract of Service Workers (COSW), CRS Associates and On-the-Job Trainees (OJT) of Cagayan State University (CSU) – Piat Campus. The contest was held at the Civil Registration

and Administrative Support Division (CRASD), PSA RSSO II, Tuguegarao City, Cagayan and was spearheaded by Ms. Corazon H. de Guman. The theme of the activity focused on the Civil Registration Month’s theme. Entry number 1 which is the output of Mr. Denn C. Agustin and Ms. Vivian T. Balubal who are representatives from the Contract of Service Workers (COSW) won the contest. On the same date, PSA Isabela conducted an On-the-Spot Poster and Slogan Making Contest which were participated by high school students from public and private sectors in the provinces. The activity was part of the culminating activity in celebration of the 30th Civil Registration Month of the province.

Meantime, PSA Nueva Vizcaya Provincial Office also conducted the same activity which were participated by the Provincial Staff together with the COSW, CRS Associates and OJTs. They were grouped into four teams (Green, Pink, Blue and Violet) where every team had one entry per activity. The output of each team were displayed and winners were declared during the culminating activity. Meanwhile, 15 talented freshmen college students from Quirino State University (QSU) - Diffun, QSU - Cabarroguis and QSU - Maddela together with three artistic Grade 6 pupils from Campamento Elementary School, Andres Bonifacio Elementary School and Diffun West Central School (DWCS) dynamically competed for the On-the-Spot Slogan and Poster Making Contest last 28 February 2020 at PDRRMO Conference Room, San Marcos, Cabarroguis, Quirino.

ON-THE-SPOT ESSAY WRITING CONTEST AND SPOKEN POETRY PSA Quirino also conducted an essay writing contest as part of their culminating activity of the CR Month celebration. The winners were as follows:

Cash prizes were given to the winners of the different contested category conducted by PSA Quirino: 1st Place - PhP500.00, 2nd Place - PhP300.00 and PhP200.00 for the 3rd place. Also, all contestants were given tokens. CIVIL REGISTRATION QUIZ In Isabela, employees and On-the-Job Trainees (OJT) of

PSA Isabela Provincial Office participated the Civil Registration Quiz conducted after the motorcade at the Philippine Statistics Authority, Isabela Provincial Office, LSP Building, Alibagu, City of Ilagan, Isabela. Kahoot App., a game based learning platform used as an educational technology was introduced. The application is a learning game with a multiple choice quiz type that allows user generation and be accessed via a web browser or the Kahoot app. CONDUCT OF TRIVIA TO CRS CLIENTS The regional office conducted civil registration trivia to clients requesting for civil registry documents on 10 February 2020 and 17 February 2020 after flag raising ceremony. The objective of the trivia is to gauge clients’ awareness of the services of PSA on Civil Registration. Tokens were given to the clients who participated in the trivia.

CRVS JINGLE DANCE COMPETITION One of the highlight of the closing program for the CR Month was the CRVS Jingle Dance Competition. Three groups competed in the event: Civil Registration and

Administrative Support Division (CRASD), Statistical Operations and Coordination Division (SOCD) and the Associates. The CRASD emerged as the winner of the said competition.

INFORMATION DISSEMINATION / INFORMATION EDUCATION CAMPAIGN ON CIVIL REGISTRATION, INCLUDING DISTRIBUTION OF PRIMERS ON CIVIL REGISTRATION AND RADIO AND TV INTERVIEW For the Regional Office, an Information Dissemination to PSA Clients kicked off its monthlong activity on 03 February 2020. Ms. Milagros C. Adduru, Chief Administrative Officer (CAO) and Ms. Maria Corazon H. Guzman, Statistical Specialist II (SS II) discussed the

importance of civil registry documents to the life of every person and also their responsibility to register vital events. Meanwhile, steps in civil registry documents and basic requirements and important reminders for the issuance of civil registry documents were also discussed. Flyers on Civil Registration, Primer on RA 9048 and RA 10172 were also distributed to 57 clients during the dissemination. The activity was posted live at PSA RSSO2 Facebook Account.

Furthermore, on 26 February 2020, beneficiaries of the outreach program beneficiaries of the regional office at Abulug, Cagayan attentively listened to lectures

regarding civil registration services. Ms. Corazon H. Guzman discussed the importance of registering vital events in the life of every Filipino and the steps and list of valid IDs to be presented in securing civil registry documents to 100 indigent senior citizens of Alinunu, Abulug, Cagayan. Similarly, statistical and civil registration services of PSA particularly on the upcoming 2020 CPH and the requirements and processes in getting civil registry documents were discussed to 43 family-beneficiaries of Dana-Ili, Abulug, Cagayan. Queries were raised and addressed by PSA employees. Enhancing the Knowledge of PSA- Batanes Employees in CRVS With the aim to enhance the knowledge of the provincial office’s employees on the basic concepts and procedures, laws and documents of Civil Registration Services, the office conducted an Orientation Seminar on CRVS on 14 February 2020 at Kadpidan, Ivana, Batanes. In his discussion on Module 6,

Mr. Cobico highlighted the documents that civil registration is producing and the different laws, rules and regulations concerning civil registration such as change and correction of name, registration of civil registry documents on birth, marriage and death, and requirements in the preparation of civil registry documents. Ms. Come, in her in-depth discussion of Module 8, explained the project of the Agency on CRS-ITP2 and data concerning vital statistics in the country. The activity was concluded with a dance performance by the employees to the tune of PSA Jingle and CRVS Jingle .

PSA-Batanes orients Bishop, seven priests and four parish secretary in the province PSA-Batanes conducted an Orientation Seminar for Solemnizing Officers on 28 February 2020 at Saint Dominic College Function Hall, Basco, Batanes. PSA Isabela culminates CR Month with dissemination regarding Civil Registration On February 27, 2020, PSA Isabela conducted a dissemination as part of its culminating activity at PSA Isabela Provincial Office, LSP Building, Alibagu, City of Ilagan, Isabela. Contestants of the different categories with their coaches, PSA employees and guests participated in the said activity. Ms. Thelma G. Castillo, SS II discussed the Importance of Civil Registration and the newest Civil Registration Laws and Procedures. She also answered and explained their queries regarding Civil Registration. PSA-Quirino launched the 2020 CR Month with an Information Education Campaign Information Education Campaign is a regular program of PSA in partnership with the Municipal Civil Registry Office (MCRO) that aims to bring the civil registration services to the constituents. This is also an avenue to inform and assist the parents, guardians, teachers, parents and students on how to handle or resolve their problems regarding incorrect data in their birth certificate. RADIO INTERVIEWS Dura Lex Sed Lex is a regular program of Bombo Radio every Sunday at 2:00 pm wherein, different agencies are invited to discuss services of the agencies on air. On 2 February 2020 and 23 February 2020, PSA-RSSO II was invited to talk on the 30th Civil Registration Month to cater queries/problems of the public concerning their Civil Registry Documents. Ms. Rose Q. Pacay, Registration Officer IV (RO IV) tackled the different line of activities on air. The activity also served as information dissemination activity regarding Civil Registration. Bayucan emphasized the role of LGUs in adapting new trends in CR that will facilitate faster transactions and efficient CR services. He also discussed some of the upcoming programs, projects and activities of the agency such as the 2020 Census of Population and Housing (2020 CPH) and updates on the Philippine Identification System (PhilSys). Ms. Ma. Iseendra N. Miguel, PhilSys Spokesperson discussed the information to be collected under the PhilSys Registry Data.

Mr. Abad talked on CR topics municipal and barangay officials, PTA members and teachers in Batanes In partnership with the Association of the Municipal Civil Registrars of Batanes, Mr. Ramil G. Abad was invited as resource speaker to discuss the basic concepts and procedures on civil registration and Memorandum Circular 2010-4 on Batch Request System on 12, 13 and 26 February 2020 in Mahatao, Ivana and Sabtang,

DeCAP is a system that enables the Regional Serbilis Outlets to cater requests for copy issuance of annotated civil registry documents. Further, the system will reduce the processing time and bring civil registration services closer to the people. Annotations of civil registry documents affected by administrative proceedings such as Republic Act No. 9048, RA 10172, and Supplemental Reports will be filed, processed, annotated, and released by the Regional Serbilis Outlets. DeCAP also aims to improve the feedback and coordination mechanism with clients and the Local Civil Registrars (LCRs). PSA REGIONAL OFFICE CONDUCTED OCULAR INSPECTION OF CHURCHES Issuance of Certificate of Registration of Authority to Solemnize Marriage (CRASM) to Solemnizing Officers is one of the functions of the office under Civil Registration. New and renewal of certificates were submitted to the Provincial Office for approval of the Regional Office. To further check the veracity of the requirements submitted for approval, the office conducted ocular inspection to the newly registered churches or sect in Tumauini, Isabela : (a) Lapogan Church of Christ

and (b) Catholic Apostolic Church Ordered by Full Grace of the Holy Spirit.

CHARITABLE ACTIVITIES PSA Regional Office initiates feeding proram at Abulug, Cagayan True to its commitment to give services to marginalized institutions, PSA Regional Office conducted an outreach program through a gift giving and feeding program last 26 February 2020 at Abulug, Cagayan particularly in the barangays of Alinunu and Dana-Ili of the said municipality. 100 indigent senior citizens in barangay Alinunu and 43 families in Dana-Ili were fed and given gifts.

PSA Quirino provided wheelchair to handicapped On 10 January 2020, PSA-Quirino Provincial Office provided a wheelchair to Glen Ryan Manzano, 26 years of age with Cerebral Palsy from Aglipay, Quirino.

On 21 November 2019, a Medical Mission was conducted by the office in the said municipality. Ms. Elsie Manzano, mother of Glen approached Engr. Agustin asking for the possibility for the office to provide a new wheelchair for his son considering his condition. With the yearning to help, the office found ways and means to respond to Mrs. Manzano’s request. Fortunately, the office was

able to look for a donor thru Ms. Amalia Decena of the Regional Council on Disability Affairs (RCDA). Some grocery items were also donated to him by PSA staff.

MASS CIVIL WEDDING Mass Civil Wedding is one of the highlights of CR Month Celebration. It is organized by the

different Local Government Units (LGUs) in the region through the initiative of the City/Municipal

Civil Registrars as a public service to their constituents for free and officiated by the mayor. PSA

is oftentimes invited by the LGUs. The regional director and/or representative oftentimes serves

as the guest speaker to the said occasion.
