Step 1. Learn about skills, knowledge and experience that you need

Knowledge

If you are applying to be registered in the class of Commercial Builder (limited to the construction of low rise building work), and you have successfully completed one of the following qualifications that includes units of competency relevant to the construction of commercial buildings/structures of Type A, B and C Construction:

· Bachelor of Construction Management and Economics from Holmesglen Institute

· Bachelor of Building (Construction Management) from Victoria University

· Bachelor of Applied Science (Construction Management) from RMIT University

· Bachelor of Construction Management (Honours) from Deakin University,

· Diploma of Building and Construction (Building) (CPC50210)

then you will satisfy the knowledge requirements for registration.

If you have successfully completed one of the following qualifications, you will satisfy some of the knowledge requirements for registration:

· Diploma of Building and Construction (Building) (CPC50210)

· Diploma of Building and Construction (Management) (CPC50308).

The diploma qualifications include units of competency relevant to Type B and Type C construction, limited to a maximum of three storeys. They do not include units of competency relevant to Type A construction or buildings above three storeys.

Experience

To assist in our assessment of whether you have the required experience for registration in this class of building practitioner, you must provide a

portfolio of evidence (tables 1, 2 and 3) that demonstrates your experience.

This portfolio should demonstrate your capacity to undertake all the activities associated with the class of Commercial Builder (limited to the construction of low rise building work) – in a competent manner and to a professional standard.

Your portfolio should include evidence of:

· your experience in the areas that you tick in table 1 and table 2

· three different commercial construction projects that together demonstrate your involvement in all stages of commercial building work, from project start to completion (table 3).

The three commercial construction projects can be for any class 2–9 building, but must include buildings that had the following requirements:

· fire compartmentation / fire separation

· firefighting equipment

· access and facilities for people with a disability

· building egress

· damp proofing and waterproofing

· construction below ground (to at least 1.5 metres).

No single project needs to include all of these requirements.

Finally, table 4 provides examples of the types of documentary evidence of your experience that you could provide.

‘Class’ refers to the class of building as classified in the Building Code of Australia (see Part A3 of Volume 1).

‘Type of construction’ refers to the type of fire-resisting construction required for different building classes by the rise in storeys, as specified in the Building Code of Australia (see Part C1 of Volume 1).

Prepare cost estimates and budgets Evidence of work you undertook pre-construction, such as:

• plans, drawings or specifications from which you worked

• initial cost estimates that you prepared during the pre-contract phase

• documentation demonstrating your capacity to prepare cost schedules (‘take-offs’) for project material quantities and costs (for example, estimating worksheets)

• documentation demonstrating your capacity to prepare a schedule of specialist contract work require (trade breakdown)

Prepare a construction time and trade sequencing program for the building works

Evidence of a project program that you developed or contributed to, such as:

• Gantt or similar progressive charts

• cash flow statements for each project or a component of each project

• a profit and loss statement for each project or a component of each project

• project financial monitoring documentation

• examples of project insurances you administered, including:

- building works

- structural defects

- contracted works

• Documentation demonstrating your capacity to select and administer commercial building contracts appropriate to the project, including:

- general conditions

- legal obligations

- allowable schedules

- prime costs/variations

- other.

• Examples of documented processes that you implemented relating to the management and resolution of disputes

• Examples of methods for managing variations in contracts that you administered

• Labour hire agreements that you entered or contributed to for the carrying out of commercial building work

• Examples of progress claims submitted showing progressive claims for payments as sections of the work are completed, including individual trade progress breakdowns

• Policies or processes that you developed or contributed to that support compliance with contractual responsibilities, including dispute management and quality assurance processes

Select and manage subcontractors and licensed trades

Evidence should include:

• procedures for the recruitment of staff and contractors at required stages of each project

• contract documents or agreements used to engage staff or subcontractors

• procedures for ensuring staff and contractors hold appropriate licenses/tickets, accreditation, training

• evidence that onsite training and induction was provided to staff and recorded.

Develop, monitor and manage occupational health and safety for construction sites and surrounds

Evidence should include:

• three examples of Safe Work Method Statements (SWMSs) for each construction site

• job safety analyses for at least three different work tasks

• health and safety coordination plans for each construction site (if relevant)

• traffic management plans

• documentation related to site inductions, including induction program, checklists and records management for each construction site.

Evidence may include:

• policies or procedures that you contributed to or implemented to manage health and safety

• completion of relevant OH&S certificates.

Plan, coordinate and manage building work in line with architectural, designer and engineering specifications

Develop and manage project schedules for the work

• Document register showing (as relevant) town planning drawings, the title and plan of subdivision, the site re- establishment survey, building permits, demolition permit documentation, the soil report, the energy report, specifications, the design and engineering plans

• If practical, a complete set of A3 sized construction drawings and specifications for each construction project

• Construction management plans that you contributed to or administered, including:

- project program charts detailing works to be undertaken, timelines and milestones for each stage of the construction work

- documentation related to your day-to-day coordination of the program of work

• Sustainable building procedures that you developed or contributed to

• Risk management policies or procedures that you developed or contributed to, or administered

• Details of protection works associated with projects, and your involvement in arranging the works

• Copies of quality assurance documents and processes to ensure the compliance of work and a defect-free building before handover (for example, trade compliance certificates)

• Copies of handover documentation, including ‘as built’ plan updates, operations manuals etc.

• Copies of relevant building surveyor inspection reports certifying the works undertaken

• Copies of building notices for which you were responsible for arranging work to meet a compliance requirement
