VASDHS COVID-19 ResponseVA San Diego Healthcare System has implemented an aggressive public health response to protect and care for Veterans, their families, health care providers, and staff in the face of the COVID-19 health risk.
The VA is working directly with the CDC and other federal partners to monitor the outbreak of the virus.
Veterans with symptoms such as fever, cough, or shortness of breath should immediately contact their local VA facility. The VA urges veterans to contact them before visiting the medical center.
Upon arriving at the VA, all patients will be screened for flu-like symptoms before they enter in order to protect other patients and staff. A VA health care professional will assist you with next steps once this screening process is complete. At this time, the VA is urging all visitors who
do not feel well to please postpone their visits to VA facilities. Currently, there is no vaccine to prevent the COVID-19 infection and no medication to treat it.
CDC believes symptoms appear 2 to 14 days after exposure. Avoid exposure and avoid exposing others to this infection.

A Word from the EditorWell… everything has changed, and I do mean everything. At the time of printing of our last issue COVID-19 was virtually unheard of. Over the course of the last two months this coronavirus has swept across the world in what is now a global pandemic. It seems as if everyone’s life has been impacted in one way or another, and chances are things will not be returning to “normal” in quite
some time. Just how long this period will be is still up for debate with new data bcoming available on a daily basis. Now more than ever it is critical that you keep apprised of all the latest information and resources in order to be able to better navigate the challenging months ahead. While our physical hours in-house at the PVA office have been decreased, we are all working remotely and are still able to respond to any questions or concerns that you may need addressed. For now… we’re all going with the flow and making adjustments wherever necessary, but always remember that we’re still here for you. Stay safe, we’ll see you again soon… promise.

I hope this finds all of you well. As everyone is aware, we are operating in uncharted territory. Hopefully by now you will have received two phone calls minimum, one from PVA, Cal- Diego Chapter and the other
from a representative from the SCI team doing wellness checks.
As you are aware the unit and the hospital is on lockdown and all normal operation concerning appointments and such has been suspended where possible. I'm pleased to report that these measures have been extremely successful in controlling the exposure to the hospital. It further appears that the County of San Diego is doing well also with a minimal number of infected patients given our population of 4 million.
It does appear that for the foreseeable future this is our new normal and as the governor of the state begins to reopen the state, the hospital will be considering a reopening of the facilities available to our fellow veterans. It is important at this time that you maintain contact with the SCI unit if you are experiencing difficulties.
Even though we are in an unprecedented pandemic, if you are suffering from a medical concern please bring it to someone's attention. Emergency admissions to the unit are available based on need. It is critical that you do not allow something to go unaddressed and that turns into a much bigger avoidable medical complication. If
you're experiencing difficulties getting through to the unit please call the office and leave a message, we will return your call as soon as we retrieve the message. You can also leave an email on our website in the event of an emergency.
Not all news is bleak and there is a light at the end of this tunnel, we will come through this. As the governor of the state has been reporting, California has flattened its curve in regards to the pandemic. Information is being gathered and evaluated to seeing when we can return to work and what that lifestyle will look like. It's obvious to all of us that changes will be required until a viable vaccine has been implemented. I trust with the number of scientists and labs around the world working on this that we may see this occur within the next year. Our schedule is extremely limited at the present time. Peter and Abigail are continuing to do the business of the chapter and we continue to research and develop grant opportunities to continue to advance the mission of the chapter. In addition we are working closely with DeMarlon, our NSO, to make sure that no one is falling through the gaps. Steve Shelden continues to actively check and upgrade our website and social media contacts daily.
Once again, if you're experiencing difficulty by all means reach out to us. We will do everything within our power to help you through these trying times. All of our programs remain postponed until further notice and we will keep you informed as things change.
Please stay safe, continue your social distancing, it seems to be working. I look forward to seeing all of you in the future and the chapter getting back to normal ASAP.

One of our friends said to me, ‘we went to switch our clocks backward, and boy did time ever change after that!’ Within days of the time change, our city and state were in a shut down
mode… schools closed, events canceled, flights empty. It’d usually be an April newsletter filled with information on upcoming activities for the summer, like deep sea fishing and the freshwater evening fishing and BBQ, sailing, and of course, the National Veterans Wheelchair Games. I was planning on attending my first ever Games, this year. I always hear about how uplifting and competitive these games are. I was excited to be attending and to be a part of the event this year. Upcoming was also the Board of Directors National Convention where PVA business is done face to face with directors from across the nation.
We would also have a report on the Russell Memorial Trapshoot, as well as some great photos from the three day event. Poof. We were soon away from all these events, and really, almost all people. Meetings by computers are what we are all trying to figure how to make happen these days. It really is Star Trek in a way, “On screen, Jordy!” And suddenly appears an image of another ship’s captain, friend or foe, as Picard and the captain chat an any number of topics. Zoom, or whatever platform we use, is just too ‘1984’-ish. And then someone bombs in on your presentation...
One of the tasks we undertook once we moved our ‘offices’ to home, was to call all members for a wellness
check. Some numbers are now no longer in service, some calls went to people other than those we sought to reach, yet, we made lots of contact with members. It was fun sharing some of the ways each of us has been able to handle the new way of doing things. It was also important to hear some of the challenges members faced, and we were able to help some folks that needed it. Several volunteers helped with the calls, with special thanks to Wayne Landon, Buddy Wachtstetter, Al Kovach and Duane Norman for calls and follow up information.
For upcoming activities—I don’t know what to say. We are ready when you are. As we are able to re-invigorate our programs, we will let you know. It is likely that some of the outdoor programs will be the first back online, as it will allow us proper spacing.
With all the time off, I have been able to catch up on some reading. I am a National Geographic-phile, with all covers going back to 1974. I finally read my 2018 October issue (I was a bit behind...) and Ann Lamont had a great article, “Despite Perils, Decide to Hope.” In it she states, ‘Hope is a sometimes cranky optimism, trust and confidence that those I love will be OK; Hope is not usually the...fingers of light slanting through the clouds...it’s more like a sturdy garment, like an old chamois shirt: a reminder that I’ve been here before, in circumstances just as frightening, and I came through...all I have to do is stay grounded in the truth.’ ‘The truth is that—through the workings of love, science, community, time and what I dare to call grace—some elemental shift will occur and we will find we are semi-OK again. And even semi-OK can be a miracle.’
We will be OK. And I look forward to seeing you all again soon.

Medicaid home and community-based services (HCBS) As we all take measures to keep ourselves safe at home from the threat of COVID-19, our policymakers in Congress need to understand that people with disabilities require
additional resources in order to stay safe at home, rather than be forced into a nursing home or other group living facility, where COVID-19 spreads rapidly. Congress needs to provide additional funding for Medicaid home and community-based services (HCBS), and needs to take further steps to incentivize and protect caregivers. Congress needs to:
• Provide states additional Medicaid funding so people with disabilities can have the resources they need to remain at home.
• Pass the Coronavirus Relief for Seniors and People with Disabilities Act (H.R. 6305/S. 3544) to increase funding and provide job protection for personal care attendants and home care workers that our community relies on.
• Deem home care workers such as personal care attendants as essential workers, in order to make sure they can get the personal protective equipment (PPE) and medical supplies needed to do their jobs safely and protect the people with disabilities they are caring for.
• Lift the restrictions preventing legally responsible family members, such as spouses and parents, from being paid caregivers for their loved ones, so they don't have to choose between a paycheck and caring for their loved one.
Coronavirus Relief Bill Includes Provisions Impacting Veterans with DisabilitiesPresident Trump signed into law a bill which includes provisions impacting veterans with disabilities, $2 trillion H.R. 748, the “Coronavirus Aid, Relief, and Economic Security Act,” or CARES Act. The CARES Act is the third piece of legislation passed by Congress to address the COVID-19 pandemic.
The legislation provided VA with nearly $20 billion to respond to the coronavirus. Of that amount, approximately $14.4 billion was provided for VA medical services to address increased demand for health care at VA facilities. $2.1 billion was provided for community care to meet emergency room and urgent care demands related to the virus.
Also included in the bill were several authorities to assist VA in meeting veterans’ needs:
• Telemental Health Services for Isolated Veterans: Expands telehealth services for veterans to provide them with mental health services during this time. This provision gives VA the ability to enter into agreements with telecommunications companies to provide temporary, complimentary fixed and mobile broadband services.
• Treatment at State Homes During Public Health Emergency: Continues payments and provides resources to State Homes during this public health emergency.
• Modifications to Veteran Directed Care Program: Modifies the veteran directed care program by temporarily waiving the in-person home visit requirements to enroll in the program and permits veterans to receive telephone and telehealth visits as an alternative.
• Prosthetic Appliances through Non-Department Providers: Ensures veterans with limb loss can utilize community-based prosthetic providers.
• Waivers of Pay Caps for VA Employees During Public Health Emergencies: Waives federal pay caps for VA employees responding during COVID-19 emergencies, so they can be compensated for all hours worked.
• Personal Protective Equipment for VA Home Health Workers: Requires VA to provide personal protective equipment to VA community-based home health workers.
• Clarification of Treatment of Payments for Purposes of Eligibility for Veterans Pension and other Veterans Benefits: Ensures that veterans receiving a 2020 Recovery Rebate under the CARES Act do not suffer a loss or reduction of any VA benefits.

• Telehealth for Case Managers and Homeless Veterans: Expands telehealth capabilities for case managers and homeless veterans participating in the HUD-VASH program.
• Financial Assistance for Supportive Services for Very Low-Income Veteran Families: Waives any limits on grant amounts and rates for Per Diem payments for temporary housing to maximize social distancing within the vulnerable homeless veteran population.
• Modifications to Comprehensive Service Programs for Homeless Veterans: Waives funding limits for financial assistance for supportive services for very low-income veteran families in permanent housing during the public health emergency.
• Grants for Construction of State Extended Care Facilities: Supports modifications or alterations to existing care facilities in state homes to help respond to the coronavirus.
The legislation also contained a number of provisions important to people with disabilities and their families.
Departments of Labor, Health and Human Services, Education – $172.1 billion for additional investments in healthcare, state and local government prevention efforts, purchasing medical supplies, vaccine development and supports for a host of education and social services programs.
Policy changes within the bill included a section allowing payment for direct support professionals to aid individuals with disabilities in hospital settings in order to reduce lengths of stay, extension of the Money Follows the Person program through November 30, 2020 and a requirement that Medicare Part D plans provide up to a 90-day supply of prescription medications, if requested, by a beneficiary during the emergency period.
Fair Housing Lawsuit: Stories Needed
PVA will be joining a lawsuit currently underway in the U.S. Court of Appeals for the Second Circuit. The case is Francis v. Kings Park Manor, Inc., et al., and involves the
enforcement of the civil rights of tenants in protected classes, including those with spinal cord injury or disease and other disabilities, to occupy their rented homes in quiet enjoyment without being harassed by other tenants on the basis of their having a disability.
Mr. Francis had been repeatedly harassed by a neighbor tenant on the basis of his race and complained to the landlord several times about it.
On appeal of a denial of his lawsuit to enforce a Department of Housing and Urban Development regulation (HUD rule) that holds landlords accountable for harassment of a tenant by another tenant where the harassment is based on the tenant’s being a member of a protected class, the Second Circuit upheld the HUD rule and found that a landlord must take reasonable steps to stop harassment of a tenant based on that tenant’s being in a protected class when the landlord knows, or should have known, about the harassment.
Then, in a surprising move, the court withdrew that decision and issued a new decision finding that the landlord had not violated the HUD rule and questioned whether the HUD rule even applied. The court has now set the case for another review before all 13 judges, which is extremely rare.
PVA hopes to educate the court about the importance of enforcing the HUD rule in cases of neighbor-on-neighbor harassment on the basis of disability, in addition to race and other protected classes.
In order to do this, we will need to provide the court with examples of such harassment. We are asking PVA members to spread the word and let us know if you have experienced disability-based harassment from a neighbor in your apartment or condo.

It’s true… the world as we knew it has been through some tremendous changes over the last few months and will continue to evolve and take shape into our “New Normal” over the many months to come. In keeping with guidances set by the CDC as well as the State of California, our PVA chapter continues to practice whatever steps are necessary to protect and safeguard our members as well as the general community of SCI patients.
For the time being, most of our activities and events have been temporarily suspended until such time as we are assured of the safety of every individual involved with our programs and services. Typically at this time of year our thoughts would be turning towards the long summer days filled with fun and various outings and activities.
Our hopes are the same as many others… that before long we will be able to enjoy the many activities that we as a chapter are fortunate to enjoy. I’m not sure when its happening, but I can guarantee that it will happen… We Will Return! It may start off slowly, but before long we will once again have the chance to join together and enjoy our events and gatherings.
Until such time, I’m asking all our members to use this pause to evaluate our current programs and your involvement in those programs. If there is something you’d like to see us offer, now is the perfect time to make these suggestions to your chapter. When we return, our goal is not just to be the same as we were, our goal is to be better than we ever have been in the past. We look forward to seeing you all again soon.

Spinal Cord Injury Patient Education SeriesThe VA San Diego Healthcare System is proud to present a series of classes designed to help spinal cord injury/disease veterans become more knowledgeable about caring for themselves and becoming active in the community. When comparing Veteran Service Organizations, Paralyzed Veterans of America (PVA) leads the way not only by assisting Veterans with
Compensation and Pension benefits, but also in ensuring that all SCI/D Veterans are receiving timely and proper medical care within the VA Spinal Cord Injury/Disease System of Care.
With that being said, PVA is requesting feedback from our members in regards to any access to care issues you may be having.
We would like to hear from you if you are experiencing any restrictions to receiving access to care at the SCI/D Center of SCI/D Clinic.
This would include issues such as your ability to receive timely quality health care, delays in obtaining an appointment, delays in appointments for a particular procedure, delays in obtaining specific prosthetic
equipment and supplies, delays that resulted in you having to use the Choice Act, and /or denial of care from the VA facility.
If you are experiencing any of the following issues please contact your local PVA National Service Officer (NSO) or Veterans Health & Benefits Specialist, who is compiling a database of reported issues and working to resolve them on your behalf.
Please be ready to give specific details about your experience such as the time, date, request that was made, and person you spoke with if possible.

PVACD Member Survey UpdateBy: Abigail Cross
I truly appreciate all of the time and attention spent on the Member Experience Survey. The survey is now closed. Our survey was open from February, 2020 until April, 2020 and the information gathered will be used to make better management decisions at PVA, Cal-Diego Chapter.
We want to make sure we are creating the most positive impact on your life, through the use of programs, events, advocacy, communication, and more. We are glad to be able to gauge what you see as valuable, and what motivates you to get involved in our chapter.
Of course, please feel free to submit feedback at any time--no need to wait for a survey. We work to offer relevant and innovative information and programs to our members, and we can do better when we know if what we’re doing is helping you.
Our survey totaled 20 questions, was made available by mail and electronically, and included questions regarding healthcare to leadership roles.
Final results showed that almost all, 92% of respondents, confirmed that the healthcare they receive meets their
needs. Those members with concerns, had those concerns forwarded to our National Service Officer to be addressed.
Of responses gathered so far, 38% indicated that they had volunteered with PVA, Cal-Diego Chapter in the past (thank you!). Many members who answered the survey also read the Beachcomber, with some offering suggestions for content. The holiday party was by far the most popular event of the year, with 53% selecting it as their favorite event. Members were also asked the likelihood of their participation in the future year, and 45% chose that they were likely or very likely to participate in 2020.
We were also curious to discover some reasons why members do not participate. Is it distance? Illness? Lack of interest? We want to help overcome these obstacles as much we can. If you don’t want to participate, that is also ok! We just want you to be comfortable with whatever you do (although we will try to persuade you to get involved!).
Although the survey is now closed, we always value your input. We hope you were able to take a more detailed look at our organization and offer whatever suggestions you might have had. Thank you again for taking the time to be a part of this year’s Membership Experience Survey.
