Ten things that Pallium India did in 10 years

1We catalyzed the development of centres that provide palliative care services in 10 states and 1 Union Territory - Jharkhand, Tripura, Uttar Pradesh, Manipur, Mizoram, Bihar, Orissa, Gujarat, Meghalaya, Tamil Nadu and Lakshadweep. Prior to this, 9 of them had little or no palliative care services.

3We established the WHO Collaborating Centre for Training and Policy on Access to Pain Relief at Trivandrum Institute of Palliative Sciences, • Providing information • Putting together educational programs and tools• Working with Government on policy

2We catalyzed the development of training centres offering quality education in palliative care, in the cities of Trivandrum (TIPS), Hyderabad (MNJIO) and Jaipur (BMCHRC).

5We initiated and spearheaded a Public Interest Litigation (PIL) in the Supreme Court of India praying for improved access to palliative care, which became a major factor promoting Government action in the matter.

4We worked with the Department of Revenue of Government of India and with Indian state governments, to simplify the Narcotic Regulations of India, thereby improving access to pain relief and substantially reducing the pain burden in the country.

7We developed the "National standards tool" to ensure quality Palliative Care. 16 palliative care experts from various parts of the country were involved in the process.

6We worked with the Department of Health and Family Welfare to develop the National Program for Palliative Care (NPPC) for India's 5-year plan, which was declared in November 2012.

9We engaged in international advocacy for improved access and quality of palliative care especially in developing countries. We did this via various media, including:• The creation of the Morphine Manifesto www.palliumindia.org/manifesto• Participating in the movie series ‘Life Before Death’ http://www.lifebeforedeath.com/movie/index.shtml• Working with Human Rights Watch, the NCD Alliance, the UN Special Rapporteur for Torture and other agencies

8We developed essential educational tools for palliative care with the help of international and national experts, including curriculum for:• EPEC-India (Education in Palliative and End-of-life Care – India) • Undergraduate Medical and Nursing training• Six weeks Certificate training for doctors and nurses • The training of doctors for "Recognized Medical Institutions"

We also played a major role in the development of the curriculum for the MD course in Palliative Medicine on behalf of Medical Council of India.

10We initiated and followed up a proposal that resulted in the declaration of a "Palliative Care Policy" by the Government of Kerala, making it the first Government in a developing country to have such a policy.
