Lourdes Roman January 26, 2007 marked PAARL’s 34th Annual General Assembly and Induction/Awards Ceremonies. Held at the Tech Center Room of Centro Escolar University, the Annual General Assembly was called to order by Sr. Ignatius Tal Placido, SPC of St. Paul University Manila, 2006 PAARL President. On her President’s Report, Sr. Ignatius cited the activities, accomplishments and special projects of the 2006 PAARL Executive Board. The special projects on Union Catalog of Local History Materials on Region I and Core Collection for College Libraries were reported by Mrs. Sally Arlante and Ms. Flor Mallari of the University of the Philippines respectively. Ms. Angelita Timbangcaya of the University of Santo Tomas, 2006 Treasurer, presented her financial report. Ms. Lolita Gonzales, Chair of the 2006 Committee on Elections announced the results of PAARL elections.

Miss. Elvira B. Lapuz of the University of the Philippines was the Master of Ceremonies. Ms. Rosalinda Robles of San Beda College led the invocation. Dr. Maria Clara Perlita Erna P. Yabut, AVP for Research and Evaluation of Centro Escolar University warmly welcomed the guests and participants. Dr. Teresita G. Hernandez of Centro Escolar University ably introduced the Guest of Honor, Dr. Maria Cristina D. Padolina, President of the same institution.

Finding and organizing information and interpreting information needs called librarian. And I think this is the composition of this organization. It is interesting to note that the PAARL caters to two types of library composition, the academic and research libraries or it can be both. The academic library is located at the campuses of colleges and universities and serves primarily the students and faculty and other academic institutions while research libraries are intended for supporting scholarly research and course materials. Moreover, research libraries are most often academic libraries or national libraries. Modern libraries of the world are moving at the cutting edge of the digital and now gearing into the more imaginative and futuristic orientation. The PAARL officers and members can also do their share to modernize the library where they serve by training all the noble objectives of promoting equitable access and effective use of information policy

development, better standards of library services and linkages with other similar organizations.

Indeed, most libraries have

electronic catalog databases. If there will be no dedicated and committed librarians to do the noble task of helping all library users that ask their assistance, the one stop shop of great ideas and information is in vain. That is why the role of the librarian is very important. The PAARL can still move ahead long, you can promote maximal use of library facilities and vast accumulations.

Dr. Yabut, AVP-RE of CEU. with the various digital tools now used in modern libraries. Likewise, help develop other successful programs and offer free library services with those entities with financial difficulties and help the less fortunate ones. Again, I extend my heartfelt congratulations to the elected officers and 2007 Board of Directors and to our awardees for their contribution to the area of library profession. In behalf of the CEU Administration, I welcome you all to CEU and good day.

You can help formulate policies to maintain permanent collections and always provide easy access to all necessary materials not to forget the basic task of library management. And to the librarians, both new and old alike, there are always a lot of opportunities to do innovative things with technology, continue to hone your skills as facilitators of knowledge and analysis of tremendous amounts of knowledge. Greetings first to our distinguished guests and the members and officers of the organization, Philippine Association of Academic and Research Librarians! Thank you very much for this opportunity to be with you and thank you for letting me talk to you. I don’t know about being the most qualified but it’s a challenge to all of us. Your role as librarian (actually that word librarian is an old-fashioned name). What is the best? Information Professional. That only goes to show how much development there has been in your field. Your field is one of those areas that have really been so much enriched by the development in information and communication technology. You have a very important goal in the present battle cry of all educational institutions and i.e. to work for lifelong learning. So you are the ones who would have a key role in that goal of all educational institutions regardless of the nature. Because nowadays, an organization that does not know how to learn is an organization that is due to fail, so all organizations have that obligation to learn, to be kept informed about what is going on around the world, around the environment and that is why we have terms such as benchmarking. This is again part of what is called lifelong learning largely apply to organizations and programs so your role has really changed and at the same time become more vital but I think you yourselves have to be the exemplars for lifelong learning and that is also why we are very glad to note that even the curriculum for information professionals have also been upgraded. When I was with the Commission on Higher Education when we worked on this particular area of the revised curriculum, I’m very glad to have been part of that as well.

I know that this particular skill is decreasing among our students because of the presence of other media that they

I am a parent who always encourages our children to read. Every Christmas no fail even up to now that our children are already professionals and have children of their own, our children always get a book on Christmas. They can get other things but there is always a book for them on Christmas and it is a tradition that we have kept in our family and I am so glad to have participated in bringing up of our grandson. We have one grandchild and I was with them in the United States for this particular child of ours is based in the United States. I had the pleasure of taking care of him when he was four months old. But even at four months old, I was already starting him on reading books. And if you think that four months old babies don’t appreciate books, I know you yourselves would say that it is not true. I am so glad to know that up to now our grandson seems to have imbibed that.

He loves books, he would get his books and give it to you to be read.

used. So, naturally our libraries also have to start containing all those other media. But I hope that you as librarians will continue to campaign for reading of books. There is still no substitute to books. When I was with the Open University and we were thinking of various media that can be used for distant education. I would often read that the print medium is still one of the best. The book is still the best that you can rely on. It is the most reliable actually because you don’t need anything other than yourself to operate it and the book is really a good information material. I hope that even other media would become more popular, there would still be a campaign for reading books and really starts from the home. It is a campaign that has to be waged with parents and it is something that the parents will not regret.

One of the things that is a concern among us information professionals is copyright and plagiarism. When you give an assignment to students, nowadays, it is easy for them to cut and paste from information in the Internet so our faculty also have to be aware of these things and to know how to cope with this. That is one thing that is indigenous to us while they bring many benefits, they also bring many challenges to all of us. I am sure that when all of these technologies have started to come in, you were probably a little bit threatened as to how you would fare in this communications technology. There will never be a substitute to the human component in all of these activities, particularly in the activity of learning.

Congratulations to this organization because you have a big role in helping universities achieve their goals of education. I am glad that there such an organization that provides all of these services that librarians need. Looking at the various activities that you have conducted through the years, it is organization that is appreciated by many. To the officers, congratulations and challenges follow to your leadership. Magandang umaga at mabuhay tayong lahat.


Mrs. Marietta D. Molina’s Acceptance Speech PAARL President 2007

The President, Dr. Maria Cristina Padolina, AVP Dr. Erna Yabut, Director Prudenciana Cruz of The National Library , PAARl’s past presidents, fellow PAARL members, ladies and gentlemen, a pleasant Good Morning. I don’t know if I am still dreaming, if this is a nightmare, because I never planned to be occupying this highest position of PAARL. I served the association from 1996-1998 as Secretary and two years as treasurer. The position I was holding was a delicate one because handling the finances was not an easy task, but with the proper management of the board of officers, everything went smoothly.

When we had our organizational meeting last December 16, 2006, I met the other members of the newly elected officers and most of them belong to the younger generation. So I thought this would be good, because the association, would have a more younger and energetic leader, but the selection was done according to age. A senior citizen was elected president and the vice-president, Mrs. Loreto Garcia whose age most probably is next to me were chosen by the members of the board of directors. Well, anyway, its here already, whether I like it or not, I have to perform my job as president and of course the other officers will be very supportive to the mission/vision of the association.

We congratulate the previous PAARL Board for the success of all the activities which they undertook under the leadership of Sis. Ignatius Tal Placido. It was a job well done. Let’s give them a round of applause.

To be a member of the Executive board is not a simple thing. It is not enough to say I am the president, or vice-president, but you promise to work for the association. It is a commitment to serve the association without expecting something in return, except the feeling of satisfaction that you did your best to serve PAARL for the benefit of the members.

Last January 8, 2007, we had our organizational planning on what we want to do and offer during our one year term. The following items were taken up: 1. Reviewed the functions of each officer 2. Duties of the different committees 3. Planning for the major activities for the whole year.

a) Two major seminars will be offered: 1. Summer conference: tentatively scheduled on April

25-27,2007 and tentative venue : Pangasinan. The committee on Conference is now scouting for a good place where we can hold the conference.

2. Another major seminar in October 2007. There is a plan to hold it in the south, but we still have to decide on it.

b) Three forums are scheduled on the following dates: 1. March 29, 2007 2. August, 2007- will coincide with the Book fair activity 3. November, 2007-in celebration of the National Book

week

c) Special Project With the finished project on “Filipiniana Core Collection in Social Science, compiled by Ms. Florenda Mallari and Elvie Lapuz, maybe we can expand this project to other discipline. Again Ms. Mallari has been voted to chair the Committee on Special Project. Thank you to the committee.

With the assistance of our Council of Experts, we are confident that we will also succeed just like what have been accomplished by the previous leadership. Rest assured that we will update you with new information or you may open the PAARL website for new information.

I would say that this is the Council of Experts, because the names are already experienced PAARL past presidents and they have proven their commitment to the organization for many years. Mrs.Marlo Chavez We hope that just like in the past they will always be with us in every activity of the association. We thank you for accepting the committee chairmanship and the as members of the council. In closing I would like to share with you what our parish priest said in his definition of DREAMS

D –Determination. Each one of us should be determined to commit and serve the association to the best of what we can offer our members.

R- Resistant. Resist to criticisms. In every activity, there is always suggestions, opinions, etc. and all these are for improvement of the members for the good of the association.

E-Enlist people- Have a list of names of persons which you think you could trust and comfortable to discuss matters.

A-Appreciate –Appreciate on what you have done and accomplished even how small it is.

M - Make a sacrifice – Each one has to make a sacrifice to leave his work and even the family during out of town seminars. S-Set a time table – It is important to schedule the activities ahead of time to ensure a smooth preparation of every activity.

Lastly, in behalf of the Board of Directors, I wish to thank the CEU Administration, Dr. Carmelita Lao, Miss Carmita Suiza, Head of the Physical Plant Department, my head, Dr. Teresita Hernandez, and the staff who gave their support in the preparation of this activity.

Thank you, and we really hope that each one of us supports the association by attending the major seminars and forum that PAARL will offer. Good day.

Director Cruz named Outstanding Professional Librarian of the Year Christine B. Arellano

PAARL congratulates Director Prudenciana C. Cruz of The National Library for being recognized by the Professional Regulation Commission (PRC) as the Outstanding Professional Librarian of the Year 2007. Mrs. Marietta Molina, Mr. Christopher Paras and Mrs. Jocelyn Balangue attended the conferment of the PRC Awards at the Sofitel Philippine Plaza, Pasay City last June 22, 2007. The citation of Director Cruz reads:

For exemplary dedication, competence and integrity in the practice of her profession which earned her prestigious awards such as, the Ten Outstanding Boholanos in the Whole World and the Philippine Librarians Association, Inc. (PLAI) Service Award in 2006, the 2005 ADOC Award for the Best e-Practices in Taipei and the Hall of Fame Award by the PLAI in 2004 among others; for her outstanding innovations and modern contributions as Director of the National Library of the Philippines, as Project Manager and Steering Committee member of the Philippine eLib Project and as an effective writer, publisher and resource speaker updating other librarians about their profession; for her important involvement and active leadership in various local and international professional activities which put Filipino Librarians at the forefront of international librarianship; and for her deep concern on social responsibility which she amply demonstrated through her active participation in the Carlos P. Loreto Serina leads PAARL 2006 Awardees Fe Angela M. Verzosa, 2000 and 2004 PAARL President

At the General Assembly and Awarding Ceremonies held last 25 January 2007 at Centro Escolar University, six awards were presented for the year 2006 by the Chairman of the Committee on Scholarships and Awards, Ms. Fe Angela M. Verzosa, PAARL President for 2000 and 2004. The Lifetime Achievement Award went to Mrs. LORETO M. SERIÑA as a hallmark to her distinguished career of more than four decades dedicated to the cause of Philippine academic librarianship, having served as chief librarian of Jose Rizal University, as library accreditor, and as member of the PRC Board for Librarians. Also, she was awarded for her exemplary dedication and service to the association in various capacities as officer, director, President, and adviser, and for her outstanding contribution to other library associations, particularly as President of the Philippine Librarians Association Inc. , and especially for her outreach programs, and other worthy activities. The Outstanding Library Award was given to ATENEO DE MANILA UNIVERSITY RIZAL LIBRARY in recognition of its outstanding contribution to academic and research librarianship through its commitment to library cooperation, particularly in information networking and linkages, for its outstanding leadership in national and regional library development, particularly in the areas of collection development, library management, education and training, information and documentation services, and the preservation of the country’s rich cultural heritage, and for its continued support of PAARL’s objectives, activities, and

undertakings. The PHILIPPINE E-LIBRARY PROJECT was presented the Outstanding Library Project Award for its exemplary contribution to academic librarianship as one of the priority projects endorsed by the Information Technology and eCommerce Council under the eGov initiatives of the President, in successfully initiating a resource sharing program by providing a portal that contains a union catalog of the holdings of the cooperating libraries with links to these resources; for initiating the digitization of valuable indigenous resources such as theses and dissertations, scholarly publications, and rare materials that represent the country’s cultural heritage. Mrs. Prudenciana C. Cruz, together with CEU President Cristina Padolina and Mrs. Salvacion Arlante, received the award on behalf of the project sponsor. In recognition of her remarkable contribution to the advancement of academic librarianship, as academic librarian in the premier library institution at the University of the Philippines, as a library educator, leader, project coordinator and facilitator, for her commitment to PAARL’s objectives, having served as Vice-President and Conference organizer, and for her continued support and cooperation in its activities and undertakings. Mrs. FLORENDA D. MALLARI, was given the Outstanding Academic Librarian Award. The Outstanding Academic Librarian Award for the Visayas/Mindanao region was given to Dr. LINDA C. MONDOÑEDO, for her outstanding contribution in the field of academic librarianship as an educator and leader, for

sharing her expertise with fellow librarians, initiating greater cooperation and better coordination with and among librarians in the consortium of Cagayan de Oro Cooperating Academic Libraries, for her commitment to PAARL’s objectives as demonstrated by her continued support and cooperation in its activities and undertakings, and for her service to other library organizations, as Vice President of CCAL and Officer/director of Misamis Oriental Librarians Association.

The 2006 PROFESSIONAL SERVICE AWARD went to Mrs. DIONISIA M. ANGELES, 2005 PAARL President, in recognition of her distinguished service to the Association, for her contribution to academic librarianship in her capacity as Chief Librarian of the Philippine Women’s University, as officer/director of other library associations in various capacities, particularly the Philippine Librarians Association, Inc., and as a library teacher and accreditor. Mrs. Seriña receives Lifetime Achievement Award from Dr. Padolina.


Also for the year 2006, Ms. Corazon M. Nera, Chairman of the PRC Board for Librarians and Library Director of Lyceum of the Philippines received the Sponsorship Award granted in the amount of P 10,000 to attend an international conference. Finally, for the year 2006, PAARL granted Sponsorship Awards to sixteen (16) librarians to enable them to attend the XIII Congress for Southeast Asian Librarians held at EDSA Shangrila in Makati City last March 25-30. Report of the Outgoing President 2006 Sr. Ignatius Tal Placido, SPC

Distinguished guests, dear Past Presidents, fellow Librarians, ladies and gentlemen, welcome to the 34th PAARL General Assembly, Induction and Awards Ceremonies. The PAARL Board of 2006, the Standing and Ad-hoc Committees humbly report to you today the programs and activities conducted in 2006 participated in by the members and other librarians and information professionals which were really blessed by the Lord.

I. INDUCTION OF OFFICERS

Ms. Wynna Marie Medina, President of St. Paul University Manila inducted into office the PAARL Board and Officers for 2006 at the Conference Room B of St. Paul University Manila on January 31, 2006, Wednesday. II. BOARD MEETINGS

Before the Regular Meetings, the PAARL Board had the Annual Planning Workshop at the St. Paul Center for Renewal in Alfonso, Cavite. The Chairs of the various committees were appointed and the tentative topics and activities for 2006 were discussed.

The Board sat on twelve regular meetings and one special meeting on September 3, 2006.

III. SEMINAR-WORKSHOPS

The Board organized only two major seminars because it gave up one in favor of CONSAL. The first was a National Summer Conference entitled: “ Library and Information Services: New Paradigms for the Digital Age” on May 17-19, 2006 in Mount St. Paul, Pico, La Trinidad, Benguet with 138 participants excluding the Board. The Conference was geared towards redefining our library agenda for the future, taking into consideration the challenges of innovation and technology, creating a training environment focused on innovative approaches in library services, strengthening current awareness in information access, library security and safety, and other immediate concerns. La Trinidad Mayor Nestor Fongwan graced the first day of the Conference as Keynote Speaker. On the last day, the participants were treated to a sightseeing tour of La Trinidad’s strawberry and flower gardens, through the courtesy and generosity of the Mayor.

The second Seminar-Workshop was on “Empowering Information Professionals to Make a Difference”, held at the Fernando Hall, Ateneo de Naga University, Naga City on October 23-25, 2006. The participants actively participated and were truly satisfied because they were guided in

completing a whole research project. They were filled with interest and enthusiasm to do research in their libraries. Ms. Angela Verzosa and Dr. Flordeliza Reyes both retired faculty members of DLSU were the resource persons for the seminar-workshop. The group had a tour of the Raul Roco Library, the Cathedral, the Shrine of our Lady of Peñafrancia and a museum in Naga. IV. FORA

The first forum was held on April 6, 2006 and attended by about 100 librarians. It was almost Holy Week and the theme chosen was, “Hearts, Secret Spaces for a Library of Wonders”, facilitated by Sister Mary Vianney Ramirez, SPC. She led the attendees to a journey of their lives as librarians and the topic was on the greatest Love of Jesus for mankind. The participants went home full of love: for their collection in their own particular libraries, to serve their patrons and most of all, to serve God.

The second forum was on August 30, 2006 during the International Book Fair at the Function Room B, World Trade Center, Financial Center Area, Roxas Blvd., Pasay City. There were more than 80 librarians and information professionals present. The forum focused on the topic, managing and handling electronic resources, “E-Books, E-Publishing and E-Libraries” Ms. Salvacion Arlante, Ms. Jean Tiu and Mr. Aaron Joshua Tiu composed the panel of speakers and reactors.

The third forum was on “Resource Generation and Funding for Libraries” on November 29, 2006 at the National Library Auditorium, T.M.Kalaw, Manila. This was PAARL’s contribution to the National Book Week Celebration. The resource speaker was Ms. Lourdes David, Library Director of the Rizal Library, Ateneo de Manila University. The main topic was geared towards finding additional resources in terms of materials collection, funding for staff development and training for the effective delivery of library services. The participants expressed a desire to have a follow up and a workshop. There were 127 attendees since it was free for members. The PAARL Board was requested by the Chairman of the Board for Librarians to join the BFL and TNL to organize a Special 2- days forum on the “First Meeting of Philippine Experts in Cataloging”. This was held at the National Library on November 16 and 17, 2006. There were 73 paid attendees. The objectives of the meeting were: to know the major international developments in cataloging affecting the teaching and practice of cataloging in the Philippines; to come up with a country report on the current practices on cataloging; to comment and review the draft Statement of an International Cataloging Principles; to comment and review the list of competencies for the Filipino cataloger; and to form a working group to study and to formulate a National Cataloging Policy for Philippine Materials and Authority Files. Ms. Fe Angela Verzosa was nominated by PAARL to the PRC Outstanding Professional of the Year Award in the field of Library Science in June 2006, and which was unanimously approved by the BFL-PLAI Committee on Awards. b. PAARL Outreach

The PAARL Board gave an outreach activity in the form of a 2-day seminar-workshop to the librarians of Zambales both public and private. This took place on August 27-28, 2006 in St. Augustine’s School, Iba, Zambales. The objective of the seminar was to assist and guide the librarians, professional and non-professional in the effective and

efficient delivery of library services and resources. Vice-Mayor Jun Farin gave the welcome remarks. The typhoon Milenyo did not dampen the spirit of the participants. They all came back on the 2nd day. There were about 70 participants. Another outreach activity that PAARL had was a donation of Elementary books mostly sponsored by Don Buhain, Vice President of REX Bookstore. The beneficiary of the donation was the “Aklatang Pambata” in Quezon City. The library is under a volunteer librarian.

c. PAARL actively joined the Fun Walk and and members of the Board prepared sandwiches for the participants.in celebration of the National Book Week 2006.

d. Four PAARL librarians participated in the PLAI Fellowship Dinner, gave a Dance number and won a prize.

PAARL Board 2007 had a planning seminar in La Colina Resort, Antipolo City last January 8, 2007. Activities and projects for the entire year were set. It was also the venue for initial teambuilding of the new set of officers.

PAARL donates to PLAI Christopher C. Paras

PAARL donated (1) unit, 6 cu. ft. Samsung refrigerator to PLAI Office on May 28. 2007. It was requested by Mrs. Susima Gonzales, PLAI President in her effort to revive the PLAI headquarters into a conducive and corporate-type venue for organizational meetings and activities of different library associations. In her letter dated June 12, 2007 addressed to PAARL Board thru its President, Mrs. Marietta Molina, she expressed her deep gratitude for granting her request and assured the Board for its proper use and maintenance.

PAARL presence in PRISSAAP Congress Loreto T. Garcia

Mrs. Loreto Garcia (Jose Rizal University), PAARL Vice President, was one of the speakers in the Private School Administrators Association of the Philippines (PRISSAAP) Congress and Assembly of School Librarians held last June 22-23 at the Iloilo Grand Hotel in Iloilo City. Her topic was "Standards and Requirements for Basic Education Libraries". Other speakers were Ms. Lourdes David (Ateneo de Manila University), Ms. Corazon Nera (Lyceum and Board for Librarians) and Ms. Perla Garcia (formerly of De La Salle University).

Love and Happiness: Gateway to Success in Library Profession Lourdes D.C. Roman

PAARL had a heart-warming forum last March 29, 2007 at the Southeast Asian College, Inc. with Mr. Roberto O. Cabrillas as Speaker. Ms. Sonia Lourdes L. David was the emcee for the forum. It started with the invocation and national anthem led by Mrs. Lourdes D.C. Roman, P.R.O. Mrs. Loreto T. Garcia, Vice-President delivered the opening remarks and the welcome remarks on behalf of Mrs. Edita F. Enatsu, EVP & Treasurer, Southeast Asian College. Mrs. Marietta D. Molina, President introduced the Speaker. Bro. Obet as he is fondly called, is a writer of Kerygma Magazine, Didache and Gabay Daily Reflections. He tackled how love and happiness can lead to a meaningful life. A librarian who found love and happiness exudes joy in serving his/her clientele.

Bro. Obet revealed the secrets to happiness: do not worry, simplify your life, count your blessings (don’t sweat the small stuff), purify your heart, give thanks in all circumstances, discover the joy of serving the Lord and realize that the kingdom of God is within you. Further, he said that “Two of the most beautiful things that the Lord gave us are life and love; therefore we must love life and live love.” An activity led the participants to reflect on one’s life as a librarian and have something to cherish when feeling low. Mrs. Molina capped the forum with her closing remarks. Indeed, the forum is a meaningful one for it led how to find love and happiness.

PAARL P.R.O. finishes Graduate Studies

PAARL congratulates Ms. Lourdes D.C. Roman for successfully completing her Master of Arts in Education with Specialization in Library Science last March 28, 2007 at Philippine Normal University. She is now the College Librarian of San Beda College – Manila.

My Trip to the Emerging Trends in Libraries and Information Services Melchor F. Cichon

PART 1

Library Security As I promised to some of our friends that I would write a series of short articles on my observations, the lessons I learned from, and my comments on the 2007 National Summer Conference on Emerging Trends in Libraries and Information Services sponsored by PAARL in Bo. Tobuan,Labrador, Pangasinan.

The first lecture in the conference was delivered by Engr. John Mark A. Empig of 3M Philippines. He talked on library security. He first defined security as "the acquisition, organization and distribution of resources (human, physical, monetary) to ensure adequate protection of historical and cultural information of enduring value and access for present and future generation" (Paul Conway).

But first of all, my warmest congratulations to the officers and staff of PAARL for their efforts, sacrifices, and time just to make this conference a success--especially to PAARL President Mrs.Marietta Delfin Molina for her able leadership.

He said that security means freedom from danger, protection from unauthorized access, loss avoidance, damage prevention, and reduction of long-term threat posed by improper environmental conditions and from the human beings themselves.

When I learned from my boss, Ms. Teresita R. Ledesma, that I would attend the 2007 Summer Conference of PAARL in Pangasinan, I immediately checked the internet if PAARL has an egroup, and indeed there is (http://groups.yahoo.com/group/PAARL/). I immediately joined in it.

To counter-act these threats, the library administrator should establish a security plan on the vulnerability of the library resources, must identify the assets and threats; must evaluate existing policies/procedures, establish priorities, and identify person responsible and areas of responsibilities.

My first objective was to know if PAARL officers had additional information on the conference aside from the leaflet they sent to our institution. My other objective was to be online with other librarians.

What are these assets? These include books and periodicals, audio-visual materials, archives and manuscripts, computers and electronic resources, and the staff.

The Opening Prayer Before the start of the activities of the conference, someone sung/prayed. These non-human assets can be vulnerable to theft or loss,

damage/destruction by fire, earthquake or flood, and damage by neglect.

Although I failed to get the exact lyrics of the opening song-prayer, I could remember a line like “Make me your servant Lord”. To prevent these unnecessary damage of electronic

resources, library administrator should establish access policies on physical access and /or intellectual access, free access vs restricted access, open stacks vs. closed stacks, use of passwords for computer access, admittance regulations, who should have access and points of access.

The Mayor's Message After the opening prayer/singing, a representative of the mayor of Labrador, Pangasinan spoke. In her speech, Mrs. Gloria E. de los Santos said that the mayor could not come to the conference because he was very busy campaigning as he was running for mayor. Engr. Empig gave some practical points on how to deter

thefts. The representative said that although Labrador is a small town, the area is peaceful. There are some beautiful places to see. One of which is a white beach. And those who like to visit the area would be brought to the place free of charge. Unfortunately, majority of the group did not like to go there. They preferred the Hundred Islands.

He said that librarians should learn to think like thieves; they should install security devices like locks, grills, alarms, cameras, timers. Librarians should engage in close supervision, must conduct surveillance and must put up signages.

The master of ceremonies, Ms. Loreto T. Garcia, told the group that Labrador has some delicacies like puto. They also have a lot of bangus. They have evergreen mountains.

Other important points shared by Engr. Empig on library security was to control the exterior of the library by providing close watch of entrance/exits and access points; sufficient lighting; intrusion-detection system, knowledge of physical lay-out and obstructive landscaping.

The Participants If the number of participants to the Conference is the basis for a successful conference, then the said conference in Labrador, Pangasinan was a success.

Still another pointer shared by Engr. Empig was to insure the building and its contents. But one must only insure the marketable items. All in all, there were 118 participants coming from Luzon,

Visayas, and Mindanao. The farthest came from Dipolog City. And the most number of participants came from Saint Scholastica’s College Manila--14.

To make this advantageous to the library, library administrator should consult appraiser for value and conduct the reappraisal every five years. At the same time, one must know the coverage of the insurance policy. Significantly, the number of male participants was

outnumbered by the female participants. Before he presented the security system 3M has manufactured, Engr. Empig enumerated the common hazards, both environment and the people themselves: temperature, humidity, light, insects and rodents, fungi, mold, mildew, acid, fire and water.

But it was also observable that there were many beautiful and handsome intelligent young participants. Their talents came when a workshop on research-based decision-making was held at the end of the conference, and in the cultural show that came on the first night of the conference. People can also be a potential hazard as they use

ink/pens, and adhesives. They tear the pages of the library materials, they spill food/drink on these materials. And worst of all, they steal library materials.

So were the senior citizens.
