What does “Dislocated Worker” mean?Generally speaking….. Workers are considered to be dislocated if they lose their jobs through no fault of their own.

However, they must be 18 years of age or older and fall into one of the following categories in order to satisfy the definition:

Workers who have been terminated or laid off due to substantial layoff or closure at a plant, facility, or enterprise; or are employed at a facility where the employer has made a general announcement that such facility will close within 180 days

Self-employed workers (including employment as a farmer, rancher, or fisherman), who are now unemployed due to economic conditions in the community or natural disasters

Displaced homemaker providing unpaid services in home to family members and has been dependent on the income of another family member but is no longer supported by that income; AND is unemployed or underemployed and is experiencing difficulty upgrading or obtaining employment.

Occupational Skills Training for Adults and Dislocated Workers:

Must appear on the approved training list

In one employable skill only (One-time training)

Does not include correspondence courses

Cannot exceed two years

Cost of the training cannot exceed $8,900.00

MANDATORY PROCEDURES and REQUIREMENTS

Register in Maryland Workforce Exchange Obtain Training Packet from MD. Job Services Complete 4-Week Job Search/2 Employer contacts per

week and return completed packet to MD Job Services staff

Register for Orientation to WIA Services Attend Orientation to WIA Services Complete & Return Career Scholarship Application Complete Assessment for Basic Reading and Basic

Math Background Check Submission ELIGIBILITY DETERMINATION

The process for training funding is specific and must be followed accordingly:

Will be conducted for every individual who completes the assessment process

BACKGROUND CHECK

Background Checks review your background for the past 7 years. However, WHATEVER shows up in your background, even if beyond the 7 years, is considered and may impact funding eligibility.

Pending litigation, felonies, probation before judgment, stet dockets, all may impact your eligibility.

Career Scholarship Application

It is mandatory that a Career Scholarship Application be completed for every individual applying for WIA training.

The Career Scholarship Application must be completed prior to being scheduled for basic skills testing.

The application is meant to help you collect all the information you need to make an informed decision about the occupation and type of training you are interested in pursuing.

Career Scholarship Applications

MUST be FULLY COMPLETED before being returned

An appointment MUST be scheduled with the counselor – COUNSELORS DO NOT SEE WALK-INS

Deadline for returning Career Scholarship is 3 months (after 3 months, you must restart the entire process)

BASIC READING ASSESSMENT AND BASIC MATH ASSESSMENT

Each training course has a standard score needed in order to be determined eligible.

You must schedule your assessment test with your counselor.

The assessment will not be scheduled until you have completed and returned your Career Scholarship Application.

Assessments are given at the One-Stop one time each week.

The assessment test is a timed test, lasting no more than 3 hours. It consists of 2 Reading Assessments and 2 Math Assessments

The results are used to help determine funding eligibility.

If you do not meet the required standard, it does not mean that you are ineligible for training based on your score. Remediation to enhance your skills may be necessary before you are deemed eligible to move forward in the process.

Must be completed 2 weeks prior to the start of training!

All documentation is required!

3. Proof of address (Must be a resident of Worcester, Wicomico or Somerset County)

4. Driver’s License/ID

5. Proof of family’s income for the past six months

6. Proof of TCA/Food Stamps

7. DD 214 (Veteran)

8. Proof of family size (Back page of Career Scholarship Application.

Males 18 years of age and over must be registered with Selective Service!
