REMARKS PRIOR TO VOTE ON NOISE ORDINANCE

MR. HILBERT: I am also a co-patron of this ordinance, but I have to say that my colleague, Charles

Samuels, did the yeoman’s work on this and I thank you, Charles, for that. .....

MS. TRAMMELL: First of all I acknowledge Charles Samuels for researching all of this and for

coming forward with this noise ordinance....

MR. SAMUELS: ... In crafting this ordinance, I also studied many revisions to noise ordinances

throughout the commonwealth and the nation. I looked at New Jersey to Illinois, throughout all

of Virginia. ....

Hello Greg,

I have one other question about ordinance 2009-236, the noise ordinance.

As I understand it, the request came through Ms. Weaver, Mr. Samuels was listed as the solerequestor, you and a colleague crafted the language, the final version was sent to Ms. Weaver's office.

But, the introduced version also listed Mr. Tyler as a patron.

Do you happen to know when Mr. Tyler's name was added?

On May 3rd of this year, I spoke to you about Mr. Charles Samuels' statement at a city council meetingthat he wrote the noise ordinance before council as ordinance 2009-236 and based it on an ordinance hefound.

When I asked you if he wrote the ordinance, your reply was "no". You said that you and another personin your office wrote the ordinance.

I am wondering what Mr. Samuels contributed to the ordinance. Would you please email to me copiesof any outlines, suggestions, notes from conversations, or other material pertaining to work by Mr.Samuels that was used in drafting the noise ordinance.
