Dear Sir/Madam: Greetings of peace from the Bicol Debate Council and the Remontados Debate Society! We are very privileged to invite your academic institution to partake in one of the most awaited debate championships in the Philippines – the National Debate Championship (NDC) 2013. An annual pan-Philippine debate tournament, the NDC gathers about 400 intellectuals from across the archipelago and remains to be the largest British Parliamentary Debate tournament in the country. In its fifth year of existence, the Remontados Debate Society hosted the 5th NDC way back in 2003. After 10 years, marking both the Society’s and the NDC’s fifteenth year, the Philippine Debate Union brings back the hosting rights to the Remontados while partnering with the Bicol Debate Council. It will be held from the 25th until the 31st of October 2013. The championship’s 7-day course includes the participation of your students to represent your academic institution in seven (7) intellectually-demanding rounds against other colleges and universities. The 32 Best Teams and the Best Performing Judges will then advance from the preliminary rounds into the intense four-round Finals Series. The top two teams in each round will progress to the next until the four best teams of the tournament will meet each other in the Grand Finals. The Grand Final Round then will determine which institution gets to be recognized as the 2013 National Debate Champion. But apart from being an avenue of excellent intellectual discussions, the NDC 2013 is also an opportunity for debaters from all around the country to meet each other in various social events. The NDC has been known to offer the most impressive Opening Dinners, Break Night Parties and Championship Dinners that the debate community always looks forward to. The Organizers The Bicol Debate Council (BDC) is the official organization of the different debate institutions in the Bicol Region. The Council was born out of the evolving friendship and partnership among debaters in the region as they seek to actively promote debate and adjudication among fellow Bicolanos. Only on its first year, the Council is working to standardize debate, promulgate the debate culture, coordinate debate tournaments and strengthen cooperation in the region.

Under the BDC umbrella are 16 debate institutions from secondary and tertiary levels representing a diverse set of institutional strengths. In such context, the Council proudly continues to grow and get better as it is home to Debate Education Programs and annual debate competitions through-out Bicol and the greater South Luzon area. Looking ahead, the Council aims to further empower its member institutions to be among the best in the country.

The Remontados Debate Society is a duly recognized debating society by the Philippine Debate Union. For the past 15 years, the Remontados has actively taken part in tackling socio-civic and socio-political issues by joining debating competitions in the Philippines and abroad.

In Bicol and South Luzon, the Remontados has actively assisted in the formation of new debate organizations and has generously encouraged bright young minds to engage in the art of debating thru its Debate Education Program—the Syndrome.

In 2010, it started hosting the South Luzon Debate Tournament dubbed as the Xavier Cup. Its aim is to further the encouragement offered to fresh debating organizations in South Luzon. The Remontados continually extends its assistance to debating in the region not only thru the Syndrome but by continuously hosting the Xavier Cup as well. The Remontados hosted the NDC back in 2003 and is the only provincial debate institution in the country to have hosted the NDC twice.

Registration Process

Institution representatives should visit the NDC 2013 registration page and accomplish the Registration Form. Required information includes number of teams and adjudicators the institution will send to the tournament. Half of the registration fee for every participant should be deposited to the Remontados bank account on or before the 3rd of August 2013. The details are as follows:

The name of the depositor, exact amount deposited and deposit date should be indicated on the Registration Form. The institution representative should also scan a copy of the deposit slip; the scanned deposit slip will be e-mailed to [email protected]. The deposit slips must be kept until the On-Site Registration as it will form part of the official receipt. The result of the Phase I Registration will be available on the NDC 2013 Website on the 5th of August 2013.

Institution representatives must visit the NDC 2013 registration page and accomplish the Team and Adjudicator Registration Forms. Required pieces of information are the names, contact information and special dietary requirements of all the participants. The registered names must be final. The remaining balance of the registration fee must be deposited to the Remontados bank account on or before the 23rd of August 2013. The name of the depositor, exact amount deposited and deposit date should be indicated on the Registration Form.

The institution representative should also scan a copy of the deposit slip; the scanned deposit slip will be e-mailed to [email protected]. The deposit slips must be kept until the On-Site Registration as it will form part of the official receipt. Every delayed registration fee will incur a penalty of PhP500 per participant. A no-refund policy shall apply to all participants from all institutions caused by any fortuitous event. The results of the Phase II Registration shall be posted on the NDC 2013 Website on the 26th of August 2013.

Institution representatives must:

1. validate the names, contact information and special dietary requirements of all participants in his/her institution; and

2. present the two (2) deposit slips from Registration Phases I and II.

The registration officer will only release the debate kits if:

1. all the necessary information are correct; and

2. the institution does not have any outstanding balance.

1. The tournament ID inside the debate kit should be worn at all times within the NDC 2013 debate venues and social events as it serves as entrance pass.

2. Institutions that have only been cleared of their on-site registration will be added to the NDC 2013 tab program, suggesting qualification to join and to break in the tournament.

3. Institutions which violate the N-rule

will be made to pay for each missing adjudicator in their contingent. Should they not pay, excess teams in relevance to the number of adjudicators shall not be allowed to debate; abolished teams may, however, opt to join the NDC 2013 as adjudicators. Alternatively, institutions may adopt excess judges from other institutions, provided that the lending institution will allow it.

Notes: 1. The Naga (WNP) Airport can only

accommodate small planes (ATR72 turbo-props) as there is a short runway. If this is an issue, there is an alternative airport, the Legazpi (LGP) Airport. It can accommodate bigger planes (Boeing & Airbus). Participants may fly through it and board a van to Naga. The cost is about PHP150.00. Travel time is roughly one half to two hours.

2. From Manila, one-way airfare to Naga is about PHP2,000.00. One-way airfare to Legazpi is about PHP900.00 plus van fare of about PHP150.00 to Naga.

3. From Cebu, one-way airfare to Legazpi is about PHP2,500.00 plus van fare of about PHP150.00 to Naga.
