Existing Purpose:
• Through Payment by Results (PbR) tracks £29bn expenditure on acute commissioned care
• Provides value add data extracts to all Trusts and Commissioners
• Creates centrally ‘statistically safe’ national statistics via HES
The Problem:
• Current contract extension expires 2016
• Current technology and design expensive, inflexible and slow
• Too costly to incorporate Community and Mental Health data sets
• Unable to support growing demand for dynamic business services
