Dear Reader
Organic farming is a way of farming, which excludes the use of chemical
fertilisers, insecticides, etc. It is primarily based on the principles of use of
natural organic inputs and biological plant protection measures. Organic farming
methods combine scientific knowledge and modern technology with traditional
farming practices based on thousands of years of agriculture. It relies heavily on
the natural break down of organic matter, using techniques like green manure
and composting, to maintain nutrients taken from the soil by the previous
crops. Government of India is taking result oriented strides to convert
conventional farming to organic by initiating so many schemes for its farmers.
It is hoped that fruits of organic farming will be tasted in near future by the
efforts of National Centre of Organic Farming, Integrated Nutrient Management
Division, Department of Agriculture & Cooperation, Ministry of Agriculture,
Govt. of India.
In the current issue reprint of an article on Participatory Guarantee Organic
System –INDIA (PGS-INDIA) programme - A Free of cost organic certification
system is also presented which throws light on the process of certification
through Particpatory Guarantee System-India
Further a column on Farmer Training cum Field Demonstration Programme on
Organic Farming under “Sansad Aadarsh Gram Yojana” along with few training
reports is presented for readers’ information.
Beside these other columns of National and International happenings and
summary of important books are presented for information of readers.
To make this publication more colorful and informative I invite your participation

INDIA (PGS-INDIA) programme - A Free of
Cost Organic Certification System and
Global Scenario of PGS

Organic certification is a process of certifying process of production which ensures the quality agriculture production process and products which are free from chemical residues and are demonstrated in the form of documented logo or a statement. Consumer can recognize the organic products by seeing the kind of certificate on it or type logos on the packing material. In India at present there are twenty five certification agencies or accreditation bodies working by authorization of APEDA, which perform the organic certification only for the purpose export of products. The third party certificate agencies are not given much importance for growth of domestic Indian organic market. The marginal and poor farmer are not able to offer this third party certification system since it is highly expensive and require huge documentation process which is not able to offer by farmer. Thus in order to promote domestic organic market growth and also to enable poor and marginal farmer for easy accession to organic certification, a free of cost organic certification system called Participatory Guarantee System –INDIA (PGS-INDIA) programme for organic certification has been launched in 2011 by Department of Agriculture and Cooperation, Ministry of Agriculture, Government of India. The programme is implemented through through National Centre of Organic Farming (NCOF), Ghaziabad and its seven Regional Centres (Ghaziabad -Head Quarter, Bangalore, Nagpur, Jabalpur, Panchkula, Bhubaneswar &Imphal ). The system is based
on principles of participation, shared vision, trust, transparency, horizontality and networking. PGS is a locally applicable quality assurance system of self certification, implemented together by locally known small holder group of farmers, traders and consumers. Local farmer group is empowered to take decision on certification based peer appraisal conducted by farmers themselves as per compliance of PGS-India Standard. Local Group (LG) A farmer local group should comprise of minimum 5 members belonging to same village or close villages with continuous territory have to register under any Regional Councils (RC). The maximum number of farmers per group keeping local situations in mind will be decided by RCs. Although, there is no restriction on the size of land holding of any individual farmer but in any case the land holding of one single member should not exceed one third of the total land under the group. For registration of local group under any Regional Council they should submit documents like Application form, Farm history sheet, Organic farming pledge, certification team, endorsement of group, Terms of reference signed by individual farmer and local group leader as per prescribed format. After registration farmer should undergo training programme organized by their respective regional council for learning organic farming practices, meeting, to conduct training, to know how to perform peer review

appraisal, documentation procedures, use type of logo and marketing. The local group will document all activities performed under organic farming and also take summary of decision on type of certification to be issued to farmer in the meeting based on peer appraisal document submitted by certification team of local group. The summary of decision on certification will be submitted to Regional Council (RC). The RC will verify documents and endorse the decision and issue certificate to local group/individual farmer.
Regional Councils Regional Council (RC) can be formed by any State / Central agencies, NGOs, Organic Certification service providers of Central and State Governments or any other agency like producers, consumers, retailers, traders and societies etc., To register as Regional council they need to fulfill some of the criteria as listed below : a. They should have support of 10 Local
groups. b. Have a proven record on promotion and
implementation of agriculture and organic management practices
c. Permanent office situated in the area of functioning with working personals.
d. Have access to computer, printer and internet facility
e. At least one member is well versed with data handling and data uploading in computer on internet
f. Adequate knowledge on organic guarantee/ certification systems and/ or previous experience in supporting Third party certification/Participatory Guarantee Systems or promotion of agricultural activities in rural areas or undergo necessary PGS training meant for RCs organized by ZC and PGS secretariat
g. Have adequate financial resources to operate as Regional Council.
For registration of Regional Council they should send application form and relevant documents of local group (Application form, Farm history sheet, Organic farming pledge, certification team, endorsement of group, Terms of reference signed by individual farmer and local group leader as per prescribed format) to respective Regional Centre of Organic Farming (RCOF) which is under their jurisdictions and get it forwarded to NCOF, Ghaziabad. Each RC will be initially authorized for a period of three years. Authorization needs renewal after every three years. Renewal will be considered by National Advisory Committee (NAC) on the recommendation and surveillance report of Zonal Council (ZC) and PGS secretariat. Major Role and responsibility of Regional Council a. Organize sufficient training to farmers on
organic farming activity , assist in annual action plan preparation, packing, marketing, logo preparation, transportation etc.,
b. Training and support to existing and new local groups in procedures and paper work necessary for each farmer’s organic guarantee.
c. Translate and print PGS-INDIA operational manual and other paper work in local language
d. Register local groups and issue user ID and password for data uploading on PGS-India website.

e. Facilitate local groups in data uploading on PGS-INDIA website, if local group do not have access to computer and internet.
f. Confirms that the Local Group Summary Worksheet listing all the farms that are to be Certified Organic is complete and was conscientiously maintained by the group
g. Can NOT pick and choose individual farmers to certify, only approve/confirms the collective edecision of the Local Group as a whole and organic integrity of the system adopted by the local group.
h. Print and distribute annual Organic Certificates for individual farmer.
i. Participate in sampling of Local Group farm appraisals
j. Provide Local Groups with guidelines for “Non‐compliance Sanctions”
k. Submission of annual reports on PGS activity in a prescribed format to NCOF/ RCOFs.
NCOF as PGS Secretariat National Centre of Organic Farming will be the Secretariat of the PGS programme with Director, NCOF as the Executive Secretary will play role in implementation of all activities of PGS- INDIA programme as per the instruction of National Advisory Committee (NAC). Two types of Logo will be used under PGS-INDIA programme For first two years farmers doing cultivation of organic farming will be considering under conversion for organic farming and will be issued status of under conversion and he can use PGS-INDIA GREEN Logo for marketing n organic products while marketing.
After fulfilling the PGS-INDIA standard in third year farmer practicing organic farming will be issued PGS-INDIA ORGANIC Status and he can use PGS-INDIA Organic logo on organic products while marketing. At present, fifty five Regional councilsare authorized (on 26-03-2015) to work under PGS India Programme. Out of fifty five regional councils, seven are Regional centers of NCOF and forty eight are from different NGOs/ Society/ State Govt. organization/Departments from different States {Karnataka (6), Kerala (3), Tamil Nadu (3), Maharashtra (1), Andhra Pradesh (1), Rajasthan (11), Utter Pradesh (2), Madhya Pradesh (13), Chhattisgarh (2), Manipur (2), Odisha (1), Sikkim (1), Uttarakhand (1), Car Nicobar (1)}. March, 2011 by Government of India,
Ministry of Agriculture, Department of
Agriculture and Cooperation with the
objective to make the domestic organic
certification system affordable and for
empowering farmers with participatory
decision making. PGS India aims to give

hectic documentation process involved in

Farmer Training cum Field Demonstration Programme on Organic Farming under
“Sansad Aadarsh Gram Yojana”
From the preceeding issue it is known that
as per the instruction of Union Minister of
Agriculture(above given press clip), National
Centre of Organic Farming (NCOF),
Ghaziabad has prepared training calender
to organize 600 farmer training cum field
demonstration programmes on organic
farming in the next two financial years 2015
& 2016- 17 (300 farmer training per year) in
various villages adopted by the Hon’ble
member of Parliaments as per “Sansad
Aadarsh Gram Yojana” through its regional
centres of organic farming located
in different zones (Ghaziabad, Bengaluru,
Panchakula, Nagpur, Jabalpur,
Bhubaneshwar and Imphal)of the country.
With the approval of Department of
Agriculture and Cooperation, Ministry of
Agriculture, NCOF with its 07 Regional
Centres would be execueting 300 farmer
training cum field demonstration
programmes on organic farming in the first
phase. The training calendar was presented
in the preceeding issue according to the
regional centre wise (Ghaziabad,
Panchkula, Imphal, Bangaluru, Jabalpur

farmer trainings were organized and a total
of 10,340 farmers have been benefitted. Out
of 167 farmers trainings conducted, the no.

िानिारी िा प्रयोग किया और पौधों मे महत्िपूणय जििास पाया गया
जिसिे पररणामस्िरूप फसल िी उपि में िृजि देखी गई,जिससे उन्हें
आर्थिि लाभ भी प्राप्त हुआ ।

द्वारा होने िाले हाजन में िमी देखी गई ।

खेत में िरने से सब्िी िा महत्िपूणय उत्पादन देखा गया ।
