    I have reviewed and understand the summary of requirements for British Columbia program certification at

    an offshore school, as well as the procedural steps, associated costs and electronic data transfer

    requirements. I believe that the school named in this application can meet the offshore criteria

    established by the British Columbias Ministry of Education, as stated in the Initial Curriculum Delivery

    Agreement, Certification Agreement, and Operating Manual for Offshore Schools within the first year of

    the schools operation.

    I believe that written approval of the school's application to request British Columbia certification can be

    obtained from appropriate local government officials, and a Memorandum of Understanding to that effect

    have in place formal policies and procedures that align with agreement requirements in the

    following areas:

    Section V Improving Student Achievement

    II. Description of the Owner-Operators plan for ensuring that all of the BC Curriculum offered in

    the school meets or exceeds the Prescribed Learning Outcomes identified in the Educational

    Program Guides of the BC curriculum for each course, with a course overview for each coursethat includes content, teaching strategies, evaluation and assessment methods which are clearly

    linked to the Prescribed Learning Outcomes, including:

    o Course planning, and curriculum development & implementation

    o Classroom instruction time and methods

    o Methods for assessing, documenting, and providing feedback on student achievement

    o Information on any other relevant initiatives/programming

    III. Description of how the Owner-Operator will incorporate BC Ministry of Education Performance

    Standards found at(http://www.bced.gov.bc.ca/perf_stands/) as an assessment tool for

    Students.

    IV. Description of how the Owner-Operator intends to provide the necessary learning resources to

    accommodate the variety of teaching strategies/learning activities required to meet the learning

    outcomes of the BC curriculum, including textbooks, a library with hard copy and electronic

    resources (i.e. internet resources), as identified in program agreements and the Operating

    Manual for Offshore Schools.

    V. Description of how the Owner-Operator will provide the computer technology (hardware and

    software) required to meet the requirements set out in program agreements and the Operating

    Manual for Offshore Schools (i.e. to support the achievement of Prescribed Learning Outcomes

    and provincial examination requirements).

    VI. Description of how the applicant Owner-Operator will provide the facilities (e.g. science

    laboratories) required to meet the learning outcomes of the BC curriculum.

    VII. If applicable, describe how Distributed Learning course offerings will be integrated into the

    schools educational programming in alignment with agreement requirements (i.e. which

    courses and why, for which students and why?), including:

    o Report on Distributed Learning courses offered within the past year (i.e. which courses,

    why, and for how many students?) and results
